This article intends to analyze the implications of a hypothesis that extends Foucault's analysis of neoliberalism from its effects on modern democracy. For this purpose, Wendy Brown's recent work examines how neoliberal rationality affects democracy, transforms its imaginary and even its main subject, namely the demos. Brown points to two problems of the "neoliberalism's stealth revolution," namely that the neoliberal rationality transforms and undoes democracy by directly affecting its fundamental principle of popular sovereignty. Such transformation is made from the change (...) produced in the democratic imaginary and, mainly, from the transformation of the economic subject from a subject of interest to human capital, as well as the political subject, relegated to the background. From this first problem, we examine how they happen and what are the consequences of changing the democratic imaginary and its central political subject. The second problem pointed out by Brown deals with the interference of neoliberal reason in sovereign autonomy. The second part of this article seeks, therefore, to analyze the relationship between the sovereignty of the nation-state and the notion of popular sovereignty from the problem of the expansion of capital and the vulnerability of the frontiers and territory where citizenship is exercised. Even if formally precise, the economic concept of rationality has different empirical implications depending on how it is used in theory building. If it is used as a tool of microfoundation in multi-level analysis it can be applied universally, but does not imply a specific model of human behavior. As a means of constructing microtheories proper it is, on the other hand, translated into a definite model of man but can be applied only to specific situations. This model, known as (...) homo oeconomicus or economic man, should not be taken as an assertion about human nature but rather as a shorthand description of the behavior enforced and stabilized by social situations of a certain type. At present, the structures, practice, and discourse of schooling are anchored to a “commercial spirit” that understands students, educators, and parents as economic operators trading competitively in human capital and to a discourse of failure that is disabling those who seek to understand and enact John Dewey's notion of education as democratic practice. Here Barbara Stengel illustrates both the commercial spirit in public schools and the discourse of school failure across two geopolitical settings: Shanghai, China, and urban U.S. schools. She (...) argues that framing the educational enterprise in terms of economic success and failure makes it difficult for educators to address Dewey's vision of democracy and education substantively. Stengel concludes with an acknowledgment that, regardless of putative political commitments, these two public school systems are schooling — though not often educating — the same neoliberal subject, but that Dewey's vision of democracy and education nonetheless remains critical and compelling. In this paper, we attempt to de-naturalize the prevailing economistic imaginary of work that Max Weber and later commentators described as ‘protestant work ethic,’ epitomized in the figure of homo economicus. We do so by contrasting it with the imaginary of skillful work that can be found in vignettes about artisans in the Zhuangzi. We argue that there are interesting contrasts between these views concerning 1) direct goal achievement vs. indirect goal achievement through the cultivation of skills; 2) the (...) hierarchization of mental versus physical dimensions of work; 3) the crafting of non-dominating relationships between the working subject, their object, and their instruments of work, which leads to questions about the sustainability of these relationships; and 4) the relationship between work and well-being, which the Daoist texts conceptualize in a much more holistic, but also more presentist way than Western economic rationality. We conclude by pointing out the relevance of these differences for several contemporary debates about work, by denaturalizing a dominant imaginary of work, by distinguishing different forms of work, by suggesting a different relation between work and nature, and by raising questions about the desirability of the automation of work. Bis in die 1980er Jahre dominierten Maßnahmen des nachsorgenden Umweltschutzes (End-of-the-Pipe-Technologien). Ab den 1990er Jahren verschob sich der Schwerpunkt hin zum vorsorgenden Umweltschutz. Hintergrund war das Aufkommen von Umweltmanagementsystemen. -/- Vernünftiges wirtschaftliches Handeln erfolgt unter den Bedingungen knapper Mittel zur Erreichung wirtschaftlicher Ziele (z. B. Nutzenmaximierung beim privaten Haushalt, Gewinnmaximierung beim Unternehmen). Dieser Grundsatz findet seinen Ausdruck im sogenannten Ökonomischen Prinzip. Das Ökonomische Prinzip (auch Wirtschaftlichkeitsprinzip) stellt auf ein möglichst günstiges (...) Verhältnis von Aufwand und Ertrag ab. Ausgangspunkt ist die Annahme, dass aufgrund der Knappheit der Güter die Wirtschaftssubjekte ihr wirtschaftliches Handeln so gestalten, dass die eingesetzten Mittel mit dem Ergebnis ins Verhältnis gesetzt werden und Akteure zweckrational so agieren, dass es im Ergebnis zu einer Nutzenmaximierung (meist im Sinne einer Gewinnmaximierung) kommt. -/- Inwiefern ist betrieblicher Umweltschutz also ein rationales Unternehmen? Eine solche Frage wirkt in Anbetracht der aktuellen Diskussion über Umweltbelange überraschend, scheint betrieblicher Umweltschutz doch heute ein grundsätzlicher Aspekt der wirtschaftlichen Aktivitäten von Unternehmen zu sein. Was unter Rationalität verstanden wird, hängt stets vom zugrunde gelegen Rationalitätskriterium ab. Das in der Ökonomik allgemein akzeptierte Rationalitätsprinzip ist das soeben besprochene Ökonomische Prinzip, demgemäß die Wirtschaftssubjekte eine Nutzenmaximierung (meist im Sinne einer Gewinnmaximierung) anstreben. -/- Das Modell eines nach dem Ökonomischen Prinzip handelnden Wirtschaftssubjekts ist das des sogenannten Homo oeconomicus. Es handelt sich hierbei um ein abstraktes Modell, das die wirtschaftliche Realität in ihrer Komplexität zwar nicht komplett darzustellen vermag, das dennoch als Grundlage für viele Erklärungen in der Wirtschaft dient. Das Modell des Homo oeconomicus lässt sich mit dem sogenannten "Gefangenendilemma" in Zusammenhang bringen. Interessanterweise offenbart das Gefangenen-Dilemma, bei dem die Spieler dominante (nutzenmaximierende) Strategien auch tatsächlich spielen, die Grundstruktur des Umweltproblems. (shrink)

Economics students and economists have—grosso modo—a bad societal reputation. This is, roughly speaking, the provocative result of the majority of empirical studies on economic education. On average, economists and economics students behave in a more self-interested way than others; they are more prone to deviate from the moral good; they tend to free-ride more often and invest less in public goods games; they are more corrupt and less honest in lost letterexperiments, less cooperative in solidarity games, and accept less and (...) keep more in ultimatum bargaining games. In short: they seem to behave more in accordance with the predictions of the rational or self-interest model of standard economics, the Homo oeconomicus model. What might be the reasons that the degree of anti-social and uncooperative behavior is on average significantly more pronounced among economics students compared to other student groups? Can these empirical findings be explained by the self-selection effect and/or the indoctrination effect? What are the implications of these empirical results for economic ethics and economic education? Which roles do the economics curriculum and economic textbooks play? Do they have any effect on everyday behavior? Is the way economics is taught at (business) schools, colleges and universities co-responsible for the considerable behavioral differences? And what can be done in order to reverse these trends and to foster other-regarding preferences and pro-social behavior? The paper analyzes these and other questions with the help of experimental economics, behavioral economics and neuroeconomics. It also draws on recent findings of brain physiology research in general and neuroplasticity in particular. (shrink)

A partir da segunda metade do século XX, as políticas econômicas disseminaram um conjunto de dispositivos sutis, no sentido de seu exercício, ao mesmo tempo em que mais plurais, em relação à sua extensão. Um dos principais deslocamentos epistemológicos produzidos pelo discurso neoliberal diz respeito à inserção da subjetividade humana como elemento central da racionalidade econômica. A inclusão da subjetividade na lógica dos cálculos econômicos possibilitou construir a figura do homo oeconomicus como referente antropológico do novo discurso neoliberal. (...) Um dos principais autores nessa jornada é Ludwig von Mises. A teoria misiana é profundamente filosófica: dela é possível coletar toda a estrutura da teoria neoliberal e de seu contraste bifocal entre a ação econômica do mercado e a teoria política do Estado, e nela o homo oeconomicus ocupa um lugar central. A genealogia de Michel Foucault sobre o escopo da governamentalidade neoliberal trouxe um olhar crítico diferente sobre os princípios constitutivos deste discurso. A par da teoria de Mises, a leitura de Foucault nos é precisa, na medida em que nos permite contrastar a razão de governo, constituída ao longo dos modelos de pensamento, com aquela ótica empresarial do homo oeconomicus como um suposto sujeito soberano. O intuito deste ensaio é provocar um cruzamento crítico entre o pensamento de Mises e de Foucault, concentrado principalmente no estudo das contradições que surgem no seio do discurso neoliberal da figura do homo oeconomicus como sujeito soberano, com as práticas de governamentalização desse mesmo homo oeconomicus. O ensaio é constituído de três momentos: primeiramente, nosso objetivo é compreender a teoria do mercado de von Mises, com o intuito de alinhavar alguns conceitos importantes, em especial o conceito de soberania do homo oeconomicus; em seguida, temos como pretensão analisar a teoria de Foucault sobre a governamentalidade neoliberal, acenando em direção ao modo pelo qual a teoria de Mises projeta-se como uma razão econômica de governo; em um terceiro ponto, desenvolvemos algumas implicações derivadas dos cruzamentos das teses sobre a soberania do homo oeconomicus, de Mises, com as análises sobre a governamentalidade desse homo oeconomicus desenvolvidas pelos estudos de Foucault. Air pollution is a considerable environmental stressor for urban residents in developing countries. Perceived health risks of air pollution might induce migration intention among inhabitants. The current study employed the Bayesian Mindsponge Framework (BMF) to investigate the rationale behind the domestic and international migration intentions among 475 inhabitants in Hanoi, Vietnam – one of the most polluted capital cities worldwide. We found that people perceiving more impacts of air pollution in their daily life are more likely to have migration intention. (...) The effect of perceived air pollution impact on international migration intention is stronger than that of domestic migration. Acknowledging a family member’s air pollution-induced sickness moderated the association between perceived air pollution impact and domestic migration intention, while the personal experience of air pollution-induced sickness did not. In contrast, the moderation effect of personal experience of sickness became significant in the international migration circumstance, but the effect of information about a family member’s sickness was trivial. The findings suggest that urban inhabitants’ consideration of air pollution averting strategies reflects some characteristics of Homo Oeconomicus. Additionally, the individual’s socio-economic decision is seemingly insignificant on a social scale. Still, through environmental stressors as catalysts, such decisions might result in considerable social outcomes (e.g., internal migration and emigration). (shrink)

In this paper it is shown that the most rational of all creatures, Homo Oeconomicus, can be enticed to freely engage in an activity that is guaranteed to lead to his ruin. It is furthermore shown that this is possible if and only if utility functions are unbounded. The paper thus develops an argument in favour of bounded utility functions.

How does economics understand the human being? In this article, I present the current dominant conception of the human being in neoclassical theory, which is usually labelled as 'homo oeconomicus' (economic man). I describe the traits of this anthropology, and present the historical context in which it emerged. Then I make its critical evaluation. This is followed by a discussion of two recent alternative conceptions of the human being, which try to go beyond the individualist 'homo economicus' (...) paradigm. I highlight the recent contributions of John B. Davis and Luigino Bruni. Finally I reflect on some elements of Christian anthropology which can contribute to enrich the conception of the person in economics. (shrink)

Despite a long tradition of dealing with problems of optimal intergenerational allocation, economists are rarely integrated into debates about strategies to cope with decisions with long-term effects. Cost-benefitanalyses as typical economic methods to evaluate long-term investment strategies mostly neglect the need for basic normative decisions, e.g. about the definition of future generations and their interests. This paper presents first steps of an institutional economics' framework to overcorne these shortcornings and to improve the opportunities of an integrated interdisciplinary approach.

Autonomous music is conceivable only as a commodity. This striking insight is already underlying Adam Smith’s aesthetics of music, but it should not be misunderstood as an economic determinism on music. Rather, Smith’s economic theory itself is subject of aestheticisation. Both levels, aesthetics and economics, are structurally coupled. This is particularly evident in Smith’s musical-aesthetic considerations. He distinguishes clearly between vocal and instrumental music. While vocal music is characterised by the communication of relations of sympathy, instrumental music communicates only itself (...) and is therefore autonomous. The main task of the article is to propose a critical analyses of the thesis of François Flahault that homo oeconomicus – an abstract subject of the cleaved Western consciousness – is responsible of economism and its mischiefs. The author shows the positive aspects of Flahault's interpretation, but also his simplifications and errors, by traversing the historical backgrounds of the concept of homo oeconomicus leading to the sophisms of the new economic doxa and its erroneous values.

Despite the fact that the discussion on the economic man flourishes in John Stuart Mill’s work, this does not mean that this issue has not been previously discussed, at least, not in clear terms. The aim of this article is to demonstrate that even if Adam Smith never specifically characterized the person who deals with economic affairs, he pointed out some of his characteristics in his writings. We can find some clues to his thoughts on that issue in Theory of (...) Moral Sentiments, Lectures on Jurisprudence and The Wealth of Nations. In this article, Smith’s homo oeconomicus is approached in three aspects: rational, moral and emotional. In addition, we also argue that the philosopher had advanced some studies of psychology and behavioral economics that would be developed from the twentieth century, which is discussed when we approach the emotional side of Smith’s economic man. O presente trabalho tem como objetivo principal a compreensão e análise da noção de “sociedade civil” abordada pelo filósofo francês Michel Foucault no curso Nascimento da biopolítica: Curso no Collége de France (1978-1979), onde Foucault se propõe à análise dos princípios teóricos do liberalismo. Dando ênfase especificamente às suas últimas aulas do curso Nascimento da biopolítica, que traz a análise da ideia de “Homo oeconomicus”, como “sujeito de interesse” distinto do “sujeito de direito”, e da noção de sociedade (...) civil, correlativa da tecnologia liberal de governo. Como ideias contrapostas no pensamento liberal clássico, a sociedade civil aparecerá em oposição ao Estado, como a natureza ao artifício, ou o espontâneo ao forçado. (shrink)

In his lectures on neoliberalism, Michel Foucault argues that neoliberalism produces subjects as ‘entrepreneurs of themselves’. He bases this claim on Gary Becker’s conception of the utility-maximizing agent who solely acts upon cost/benefit-calculations. Not all neoliberalized subjects, however, are encouraged to maximize their utility through mere calculation. This article argues that Foucault’s description of neoliberal subjectivity obscures a non-calculative, more audacious side to neoliberal subjectivity. Precarious workers in the creative industries, for example, are encouraged not merely to rationally manage their (...) human capital, but also to take a leap of faith to acquire unpredictable successes. It is this latter risk-loving, extra-calculative side to neoliberal subjectivity that economists usually designate as ‘entrepreneurial’. By confronting Foucault with the theories of entrepreneurship of the Austrian School of Economics, Frank Knight, and Joseph Schumpeter, the Foucauldian analytical framework is enriched. Neoliberal subjectivation is not the monolithic promotion of utility-maximizing agents, but the generation of a multiplicity of modes for entrepreneurs to relate to oneself and the market. (shrink)

El presente ensayo se presenta como un breve recorrido por la Historia del pensamiento Económico. Desde el clásico“homo oeconómicus” aristotélico hasta la génesis del ethos capitalista, que según Max Weber definiría a la Modernidad.
