In the present article, the concept of Human Development Index has been revisited so as to integrate the human values using the Corruption Perception Index measured by Transparency International, for different countries, as a simple generalization within the framework of existing Anand and Sen’s and Haq’s prescription. In this framework, a geometrical average of three indices corresponding to three dimensions, namely, the life expectancy, years of schooling and standard of living, was taken. In order to have HDI in broader perspective, (...) one has to integrate another important dimension known as human values. The main hypotheses of this article are: human values play an important role in human development; CPI has a strong correlation with HDI; and CPI is intimately linked with the outcome of human values. The important finding of this article is the successful establishment of these hypotheses which brought appreciable changes in the HDI when human values are integrated with it. As a result, most of the countries showed a vast decline in HDI, affecting the respective ranking of different countries. Such a value-based HDI is supposed to motivate even the richer countries to improve their HDI ranking in future. (shrink)

Extrinsic motivations like intellectual property protections and fiscal incentives continue to occupy the centre stage in debates on innovation policies. Joseph Schumpeter had, however, argued that the motive to accumulate private property can only explain part of innovative activities. In his view, “the joy of creating, of getting things done” associated with the behavioural traits that “seek out difficulties…and takes delight in ventures” stand out as the most independent factor of behaviour in explaining innovation and economic development, especially in early (...) capitalist societies. Taking the case of ‘grassroot’ innovators in India, we re-examine the motivations behind innovative behaviour. Drawing upon the theory of effectance motivation we construct operational indicators of extrinsic and intrinsic motivations to innovate. Interestingly, we find that pure extrinsic forms of motivation drive only a fraction of individual innovative behaviour. A large amount of innovative behaviour is motivated either by intrinsic motivations or by a combination of intrinsic and extrinsic motivations. Also, conceptualising innovation as a three stage process involving idea generation, experimentation and application, we find evidence of motivation-shifts. The importance of intrinsic motivation is comparatively greater during the early stage, when uncertainty about innovation is high. The importance of extrinsic motivation, on the other hand, increases when innovation is complete, awaiting application. We then outline a few implications of these findings for policy making. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. Primary research on HIV/AIDS in India has predominantly focused on known risk groups such as sex workers, STI clinic attendees and long-distance truck drivers, and has largely been undertaken in urban areas. There is evidence of HIV spreading to rural areas but very little is known about the context of the infection or about issues relating to health and social impact on people living with HIV/AIDS. In-depth interviews with nineteen men and women infected with HIV who live in rural areas (...) were used to collect experiences of testing and treatment, the social impacts of living with HIV and differential impacts on women and men. Eight focus group discussions with groups drawn from the general population in the four villages were used to provide an analysis of community level views about HIV/AIDS. While men reported contracting HIV from sex workers in the cities, women considered their husbands to be the source of their infection. Correct knowledge about HIV transmission co-existed with misconceptions. Men and women tested for HIV reported inadequate counselling and sought treatment from traditional healers as well as professionals. Owing to the general pattern of husbands being the first to contract HIV women faced a substantial burden, with few resources remaining for their own or their children’s care after meeting the needs of sick husbands. Stigma and social isolation following widowhood were common, with an enforced return to the natal home. Implications for potential educational and service interventions are discussed within the context of gender and social relations. (shrink)
