Background. The events of 9/11 and the October 2002 National Intelligence Estimate on Iraq's Continuing Programs for Weapons of Mass Destruction precipitated fundamental changes within the US Intelligence Community. As part of the reform, analytic tradecraft standards were revised and codified into a policy document – Intelligence Community Directive (ICD) 203 – and an analytic ombudsman was appointed in the newly created Office for the Director of National Intelligence to ensure compliance across the intelligence community. In this paper we investigate (...) the untested assumption that the ICD203 criteria can facilitate reliable evaluations of analytic products. Method. Fifteen independent raters used a rubric based on the ICD203 criteria to assess the quality of reasoning of 64 analytical reports generated in response to hypothetical intelligence problems. We calculated the intra-class correlation coefficients for single and group-aggregated assessments. Results. Despite general training and rater calibration, the reliability of individual assessments was poor. However, aggregate ratings showed good to excellent reliability. Conclusions. Given that real problems will be more difficult and complex than our hypothetical case studies, we advise that groups of at least three raters are required to obtain reliable quality control procedures for intelligence products. Our study sets limits on assessment reliability and provides a basis for further evaluation of the predictive validity of intelligence reports generated in compliance with the tradecraft standards. Until recently, struggles for justice proceeded against the background of a taken-for-granted frame: the bounded territorial state. With that "Westphalian" picture of political space assumed by default, the scope of justice was rarely subject to open dispute. Today, however, human-rights activists and international feminists join critics of structural adjustment and the World Trade Organization in challenging the view that justice can only be a domestic relation among fellow citizens. Targeting injustices that cut across borders, they are making the scale of (...) justice an object of explicit struggle. Inspired by these efforts, Nancy Fraser asks: What is the proper frame for theorizing justice? Faced with a plurality of competing scales, how do we know which one is truly just? In exploring these questions, Fraser revises her widely discussed theory of redistribution and recognition. She introduces a third, "political" dimension of justice—representation—and elaborates a new, reflexive type of critical theory that foregrounds injustices of "misframing." Engaging with thinkers such as Jürgen Habermas, John Rawls, Michel Foucault, and Hannah Arendt, she envisions a "postwestphalian" mapping of political space that accommodates transnational solidarity, transborder publicity, and democratic frame-setting, as well as emancipatory projects that cross borders. The work of Richard J. Bernstein has achieved a groundbreaking synthesis of the analytical and continental modes of thought. Countering the highly technical metaphysical and epistemological puzzles of analytic philosophy in the early 1960s, Bernstein offered a model of philosophy in a democratic society as the work of the engaged public intellectual. This Handbook provides an interdisciplinary discussion on the role and complexity of ethics in education. Its central aim is to democratise scholarship by highlighting diverse voices, ideas, and places. It is organised into three sections, each examining ethics from a different perspective: ethics and education historically; ethics within institutional practice, and emerging ethical frameworks in education. There is no single problem of universals but a family of difficulties that treat of a variety of interwoven metaphysical, epistemological, logical and semantic themes. This makes the problem of universals resistant to canonical reduction (to a ‘once-and-for-all’ concern). In particular, the problem of universals cannot be reduced to the problem of supplying truth-makers for sentences that express sameness of type. This is (in part) because the conceptual distinction between numerical and qualitative identity must first be drawn before a sentence (...) is eligible to be supplied with truth-makers. Drawing primarily on the Mòzǐ and Xúnzǐ, the article proposes an account of how knowledge and error are understood in classical Chinese epistemology and applies it to explain the absence of a skeptical argument from illusion in early Chinese thought. Arguments from illusion are associated with a representational conception of mind and knowledge, which allows the possibility of a comprehensive or persistent gap between appearance and reality. By contrast, early Chinese thinkers understand mind and knowledge primarily in terms of competence (...) or ability, not representation. Cognitive error amounts to a form of incompetence. Error is not explained as a failure to accurately represent the mind-independent reality due to misleading or illusory appearances. Instead, it can be explained metaphorically by appeal to part-whole relations: cognitive error typically occurs when agents incompetently respond to only part of their situation, rather than the whole. A key question for research on the evolutionary origins of morality concerns just what the target of an evolutionary explanation of morality should be. Some researchers focus on behaviors, others on systems of norms, yet others on moral emotions. Richard Joyce (2006) offers an evolutionary explanation for the trait of making moral judgments. Here, I defend Joyce’s account of moral judgment against two objections from Stephen Stich (2008). Stich’s first objection concerns the supposed universality of moral judgments as Joyce conceives (...) of them. I respond by undermining the empirical evidence upon which this objection is based. Stich’s second objection concerns the extent of the moral domain, which he takes to include far more than the considerations of harm and fairness central to Joyce’s account. In response, I outline several strategies for reconciling Stich’s observations with Joyce’s account. (shrink)

John Searle’s “thesis of the Background” is an attempt to articulate the role of nonintentional capacities---know-how, skills, and abilities---in constituting intentional phenomena. This essay applies Searle’s notion of the Background to shed light on the Daoist notion of w’u-w’ei---“non-action” or non-intentional action---and to help clarify the sort of activity that might originally have inspired the w’u-w’ei ideal. I draw on Searle’s work and the original Chinese sources to develop a defensible conception of a w’u-w’ei-like state that may play an intrinsically (...) and instrumentally valuable role in the exercise of agency. At the same time, however, I argue that Searle’s view that “Intentionality rises to the level of the Background abilities” convincingly explains why the conception of w’u-w’ei presented in ancient texts is untenable. W’u-w’ei-like states can generally occur only as components of an intentional flow of activity, and thus they are not fundamentally nonintentional. (shrink)

Botswana’s history is one of an unwavering exercise of self-determination and quest for self-rule. Post-independence, self-government prioritized an overarching philosophy of Kagisano or social harmony within which the aims of education were framed, in conjunction with a political commitment to Botho through democracy. For economic and social reasons the current educational policy of Botswana is based on outcomes based education (OBE), with its metrics of quantifiable outcomes. The article argues that Olúfemi Táíwò’s analysis of decolonization provides a philosophical lens through (...) which to interpret Botswana’s current educational pathway within the prevailing decolonization discourse. OBE clearly exhibits features of neo-colonialism, as it pertains to the national value principles. We draw on Ndlovu-Gatsheni decolonial epistemic perspective to frame the discussion that were possible to integrate OBE with Botswana’s ethnically inclusive, community-based view of democracy and associated virtues, this would be a worthwhile goal for education and could lead to a particular form of indigenised democracy. Substantive distinctions among the concepts of decolonization, neo-colonialism, and decoloniality, underwrite this thesis. We see the project of envisaging a future of education in Botswana as having to do with disentangling colonialist-imperialist cultural reproduction from indigenous aspirations. (shrink)

According to neo-Fregeans, an expression that is syntactically singular and figures in a true sentence is guaranteed to have some existing thing in the world to pick out. But this approach is confronted by a dilemma. If reality is crystalline, has a structure fixed independently of language, then the view that reality is guaranteed to contain a sufficient plenitude of objects to supply referents for the relevant expressions is left hostage to cosmological fortune. Whereas if reality is plastic then it (...) becomes dubiously coherent to conceive of our ordinary, scientific, and mathematical claims about a diversity of objects as being genuinely true or false of an independent reality. To avoid this dilemma, the neo-Fregeans must abandon the dichotomy that says either our true sentences must ‘mirror’ the structure of a crystalline reality or ‘impose’ structure upon a plastic one. If we can legitimately deny that there is an intelligible question to be raised of how language hooks onto reality, then prima facie we can grant that a sentence S is true without thereby becoming embroiled in the uncomfortable consequences of having to say what makes S true. So ontological quietism holds out the last, best hope for neo-Fregeanism. (shrink)

Adaptationist accounts of morality attempt to explain the evolution of morality in terms of the selective advantage that judging in moral terms secured for our ancestors (e.g. Ruse 1998; Joyce 2006; Street 2006). So-called by-product explanations of morality have been presented as an alternative to adaptationist accounts (e.g. Prinz 2009; Ayala 2010; cf. Darwin 2004/1871). In assessing the relationship between adaptationist and by-product accounts, care must be taken to distinguish several related but importantly different notions: innateness, adaptation, exaptation, spandrel, and (...) by-product. Up against capacity‐based approaches to animal ethics, Cora Diamond has put the idea of animals as our fellow creatures. The aim of this article is to explore the implications of this concept for our treatment of fish. Fish have traditionally been placed at the borders or even outside of the moral community, although there is growing evidence that they have perceptual and social capacities comparable to animals that are considered morally significant. Given that a fellow creature's approach is not primarily (...) concerned with capacities, fish may pose a challenge: Can fish be seen as our fellow creatures, and if so, on what grounds? In exploring these questions, we defend Diamond against Jeff McMahan's critique of her account and its implications that the fellow creature‐concept is reducible to either capacities or special relationships and leaves no room for argument‐based moral reform. We suggest that moral attention is key to grasping the moral significance of fish and discuss how scientific research can support such attention. In so doing, we demonstrate how Diamond's approach to animal ethics provides a viable alternative to the dominant animal ethics approaches. Finally, we indicate how this approach can be useful for discussions on industrial fish farming. (shrink)

These interviews show Arendt in vigorous intellectual form, taking up the issues of her day with energy and wit. She offers comments on the nature of American politics, on Watergate and the Pentagon Papers, on Israel; remembers her youth and her early experience of anti-Semitism, and then the swift rise of the Hitler; debates questions of state power and discusses her own processes of thinking and writing. Hers is an intelligence that never rests, that demands always of her interlocutors, and her readers, that they think critically. As she puts it in her last interview, just six months before her death at the age of 69, "there are no dangerous thoughts, for the simple reason that thinking itself is such a dangerous enterprise.". ABSTRACT It used to be said that shame culture waned in early modernity, but there is a growing body of historiography on the vital role that recognition and the opinion of others continued to play. Honour mattered; for some it was the mark and the maker of your true self. While philosophers like Hobbes, Locke, Mandeville, Hume, Smith, and Rousseau disagreed in their evaluations of the phenomenon, they were united in thinking that the great engine of recognition whirred like furious (...) clockwork through human society. When one listens to voices from the margins of power, however, to formerly enslaved black women and men, and white women, one hears a different story – that the machine is broken. I argue that, albeit from incomparable positions, they articulate a theory of misrecognition in the face of systematic power. Sensitive to the entanglements of epistemology and naturalised inequality, they offer a politics of vision that deconstructs the punitive lenses of gender and race which render people invisible and misunderstood, and in so doing they try to write themselves into view. They offer an account of the mysterious intractability of hegemonic ways of seeing that poses a challenge to both the putatively laissez-faire economy of recognition of their enlightened contemporaries, and to the emancipatory teleology of modern recognition theorists. Nancy Fraser’s powerful new book documents the “movements of feminism” and the shifts in the feminist imaginary since the 1970s. Fraser follows the history of feminism from the ferment of the New Left, during which “Second Wave” feminism emerged as a struggle for women’s liberation alongside other social movements, to its emersion in identity politics following the decline of its initial utopian energies. As bearers of the divine image, all of us are storytellers and artists. However, few people today believe in truth that is not empirically knowable or verifiable, the sort of truth often trafficked through direct forms of communication. Drawing on the works of Soren Kierkegaard, Benson P. Fraser challenges this penchant for direct forms of knowledge by introducing the indirect approach, which he argues conveys more than mere knowledge, but the capability to live out what one takes to be (...) true. Dr. Fraser suggests that stories aimed at the heart are powerful instruments for personal and social change because they are not focused directly on the individual listener; rather, they give the individual room or distance to reconsider old meanings or ways of understanding. There are better and worse ways to blame others. Likewise, there are better and worse ways to blame yourself. And though there is an ever-expanding literature on the norms that govern our blaming practices, relatively little attention has been paid to the norms that govern expressions of self-blame. In this essay, I argue that when we blame ourselves, we ought not do so privately. Rather, we should, ceteris paribus, express our self-blame to those we have wronged. We explore multi-scale relations in artificial intelligence (AI) use in order to identify difficulties with coordinating relations between users, machine learning (ML) processes, and “sociobuilt contexts”—specifically in terms of their applications to medical technologies and decisions. We begin by analyzing a recent COVID-19 machine learning case study in order to present the difficulty of traversing the detailed causal topography of “sociobuilt contexts.” We propose that the adequate representation of the interactions between social and built processes that occur on many scales (...) ought to drive interdisciplinary approaches for ML modification. Next, we describe ML algorithm development as a process that is partly dependent on methodological stabilization for reliability and partly on coordinating relations. In the coordination between user, ML process, and sociobuilt contexts, we propose that new methods can be explored that promote the inclusion of patients and communities for the purpose of cross-checking portions of the ML process. Finally, we suggest that the advantages of responsible innovation emerge through the iterative entanglement of ethical, methodological, and ontological considerations within the broader conceptual infrastructure of epistemic responsibility.
