As China and the United States strive to be the primary global leader in AI, their visions are coming into conflict. This is frequently painted as a fundamental clash of civilisations, with evidence based primarily around each country’s current political system and present geopolitical tensions. However, such a narrow view claims to extrapolate into the future from an analysis of a momentary situation, ignoring a wealth of historical factors that influence each country’s prevailing philosophy of technology and thus their overarching (...) AI strategies. In this article, we build a philosophy-of-technology-grounded framework to analyse what differences in Chinese and American AI policies exist and, on a fundamental level, why they exist. We support this with Natural Language Processing methods to provide an evidentiary basis for our analysis of policy differences. By looking at documents from three different American presidential administrations––Barack Obama, Donald Trump, and Joe Biden––as well as both national and local policy documents (many available only in Chinese) from China, we provide a thorough comparative analysis of policy differences. This article fills a gap in US–China AI policy comparison and constructs a framework for understanding the origin and trajectory of policy differences. By investigating what factors are informing each country’s philosophy of technology and thus their overall approach to AI policy, we argue that while significant obstacles to cooperation remain, there is room for dialogue and mutual growth. This book bridges media, technocultural, urban and journalism studies to examine the role of journalism in relation to a smart city project on Toronto’s waterfront. From the announcement of the public-private partnership called Sidewalk Toronto to the project’s termination, a mediatized controversy unfolded. Through an assemblage approach and a comprehensive case study of the Globe and Mail and the Toronto Star, it follows the actors and chronicles the Quayside project story as a conversation about the promise and perils of a (...) future “smart” neighbourhood. In the news of Waterfront Toronto, Sidewalk Labs, other actors, events and developments, there were multiple voices and views, interpretations and arguments, that manifested conflicting interests and values. As a situated actor, journalism produced a porous discourse where the prognostic value of the project to come could be expressed. The Quayside story not only described the project and the process with an active propose-and-public pushback movement but articulated relations of transparency and trust, governance and accountability. Journalist’s work of mediation conditioned the project’s emergence and dissolution within asymmetrical relations of power. Sidewalk Lab’s bid for legitimacy would face an oppositional dimension that indented the project’s enactment. Moreover, a time lag between project time and governmental policymaking made the mediatized controversy intractable. With their residual symbolic power, quality journalism contributed to dialogical urban learning. (shrink)

The US is promoting a new vision of a “Good AI Society” through its recent AI Bill of Rights. This offers a promising vision of community-oriented equity unique amongst peer countries. However, it leaves the door open for potential rights violations. Furthermore, it may have some federal impact, but it is non-binding, and without concrete legislation, the private sector is likely to ignore it.

A first-person proposition is a proposition that only a single subject can assert or believe. When I assert ‘I am on fire’ I assert a first-person proposition that only I have access to, in the sense that no one else can assert or believe this proposition. This is in contrast to third-person propositions, which can be asserted or believed by anyone.

This paper explores the continuing relevance of Karl Rahner’s work on development of doctrine to a church within a world marked by an emerging postmodern consciousness. It focuses primarily on three elements of development as Rahner understands it, theological discussion, the influence of the Spirit and the role of church authority. The discussion of a possible definition of Mary as co-redemptrix and the controversy over the ordination of women are cited as concrete examples of issues of development facing the church (...) today. Rahner’s increasing awareness of the context of irreducible plurality that marks the world-church of today and tomorrow led him to the increasing conviction in the later works that the Spirit is leading the church to a deepening understanding of the central mysteries of faith rather than to a further proliferation of defined dogmas. In the later works especially, he encouraged an attitude of open discussion that reflects the confidence that the Spirit is with the whole church as it struggles to express its faith in ever changing contexts. The paper concludes that Rahner’s understanding of the complex balance of elements involved in authentic doctrinal development continues to offer valuable insight to today’s discussions. (shrink)

Over the past few years, there has been a proliferation of artificial intelligence strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union and the United States’ AI strategies and considers the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, the extent to which the implementation of each vision is living up to (...) stated aims and the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation. The conference where this article was originally presented solicited recommendations for the “right questions” to ask regarding education and technology. The author of this article suggests that we already know what the right questions are for illuminating technology and its social meaning. What the author wants to know is why those questions in fact are not being asked more widely—why is widespread disinclination to enter explicit deliberation on the proper place of technology so resilient? Langdon Winner uses the term “technological (...) somnambulism” to describe the predominant stance toward technology in our culture, that “we so willingly sleepwalk through the process of reconstituting the conditions of human existence” via the adoption of new technologies. The basic institutional and ideological forces shaping the development and use of technology are not mysterious. But, scrutiny of those forces remains limited to a relative handful of academics and activists. How can technological somnambulism be countered? (shrink)

Příspěvek se věnuje revizím logiky vytvořenými Priestem a Swyneshedem. „The hard core“ of logic is a set of intuitively conceivable phenomena regarding semantic evaluation which resists revisions (typically revisions due to semantic paradoxes). The present paper deals with Priest’s and Swyneshed’s revision of logic.

In recent years, policymakers, academics, and practitioners have increasingly called for the development of global governance mechanisms for artificial intelligence (AI). This paper considers the prospects for these calls in light of two other geopolitical trends: digital sovereignty and digital expansionism. While calls for global AI governance promote the surrender of some state sovereignty over AI, digital sovereignty and expansionism seek to secure greater state control over digital technologies. To demystify the tensions between these trends and their potential consequences, we (...) undertake a case analysis of digital sovereignty and digital expansionism in China, the European Union, and the United States. We argue that the extraterritoriality embedded in these three actors’ policies and escalatory competitive narratives, particularly those from the US, will likely undermine substantive global AI governance cooperation. However, nascent areas of alignment or compromise, notably in data governance and technical standards, could prove fruitful starting points for building trust in multilateral fora, such as the G20 or United Nations. Peter Hanks defends a new theory about the nature of propositional content, according to which the basic bearers of representational properties are particular mental or spoken actions. He explains the unity of propositions and provides new solutions to a long list of puzzles and problems in philosophy of language.

In this article we aim to see how far one can get in defending the identity thesis without challenging the inference from conceivability to possibility. Our defence consists of a dilemma for the modal argument. Either “pain” is rigid or it is not. If it is not rigid, then a key premise of the modal argument can be rejected. If it is rigid, the most plausible semantic account treats “pain” as a natural-kind term that refers to its causal or historical (...) origin, namely, C-fibre stimulation. It follows that any phenomenon that is not C-fibre stimulation is not pain, even if it is qualitatively similar to pain. This means there could be phenomena that feel like pain but are not pain since they are not C-fibre stimulation. These possible phenomena can be used to explain away the apparent conceivability of pain without C-fibre stimulation. On either horn of the dilemma, the identity theorist has ample resources to respond to Kripke's argument, even without wandering into the contentious territory of conceivability and possibility. Geary suggests that implicit mathematical principles exist across human cultures and transcend sex differences. Is such knowledge present in animals as well, and is it sufficient to account for performance in all species, including our own? I attempt to trace the implications of Gearys target article for comparative psychology, questioning the exclusion of “subitizing” in describing human mathematical performance, and asking whether human researchers function as cultural agents with animals, elevating their implicit knowledge to secondary domains of numerical performance.

To date, a wide range of interdisciplinary scholarship has done little to clarify either the why or the how of empathy. Preston & de Waal attempt to remedy this, although it remains unclear whether empathy consists of two discrete processes, or whether a perceptual and motor component are joined in some sort of behavioral inevitability. Although it is appealing to offer a neuroanatomy of empathy, the present level of neuropsychology may not support such reductionism.

There is a rapid growth in published knowledge about different aspects of age and aging. While this is highly welcome, it becomes increasingly difficult to keep up even with the main insights provided by this literature. Our review thus aims to provide a compact overview of current social science research in three major domains of older people’s life: health, families, and work. Moreover, we briefly discuss some theoretical issues and introduce the Survey of Health, Ageing, and Retirement in Europe (SHARE). (...) The research findings discussed here demonstrate both the challenges and opportunities lying ahead of us as life expectancy is increasing steadily and as the proportion of older people in our societies will grow further. More generally, we find a great value of life course and cross-nationally comparative perspectives in aging research. We conclude with an outlook on perspectives for future studies in this field. In this paper I defend an account of the nature of propositional content according to which the proposition expressed by a declarative sentence is a certain type of action a speaker performs in uttering that sentence. On this view, the semantic contents of proper names turn out to be types of reference acts. By carefully individuating these types, it is possible to provide new solutions to Frege’s puzzles about names in identity- and belief-sentences.
