There has been much interest in group judgment and the so-called 'wisdom of crowds'. In many real world contexts, members of groups not only share a dependence on external sources of information, but they also communicate with one another, thus introducing correlations among their responses that can diminish collective accuracy. This has long been known, but it has-to date-not been examined to what extent different kinds of communication networks may give rise to systematically different effects on accuracy. We argue (...) that equations that relate group accuracy, individual accuracy, and group diversity are useful theoretical tools for understanding group performance in the context of research on group structure. In particular, these equations may serve to identify the kind of group structures that improve individual accuracy without thereby excessively diminishing diversity so that the net positive effect is an improvement even on the level of collective accuracy. Two experiments are reported where two structures are investigated from this perspective. It is demonstrated that the more constrained network outperforms the network with a free flow of information. Many groups of closely related species have reticulate phylogenies. Recent genomic analyses are showing this in many insects and vertebrates, as well as in microbes and plants. In microbes, lateral gene transfer is the dominant process that spoils strictly tree‐like phylogenies, but in multicellular eukaryotes hybridization and introgression among related species is probably more important. Because many species, including the ancestors of ancient major lineages, seem to evolve rapidly in adaptive radiations, some sexual compatibility may exist among them. Introgression (...) and reticulation can thereby affect all parts of the tree of life, not just the recent species at the tips. Our understanding of adaptive evolution, speciation, phylogenetics, and comparative biology must adapt to these mostly recent findings. Introgression has important practical implications as well, not least for the management of genetically modified organisms in pest and disease control. (shrink)

Our beliefs and opinions are shaped by others, making our social networks crucial in determining what we believe to be true. Sometimes this is for the good because our peers help us form a more accurate opinion. Sometimes it is for the worse because we are led astray. In this context, we address via agent-based computer simulations the extent to which patterns of connectivity within our social networks affect the likelihood that initially undecided agents in a network converge on a (...) true opinion following group deliberation. The model incorporates a fine-grained and realistic representation of belief and trust, and it allows agents to consult outside information sources. We study a wide range of network structures and provide a detailed statistical analysis concerning the exact contribution of various network metrics to collective competence. Our results highlight and explain the collective risks involved in an overly networked or partitioned society. Specifically, we find that 96% of the variation in collective competence across networks can be attributed to differences in amount of connectivity and clustering, which are negatively correlated with collective competence. A study of bandwagon or “group think” effects indicates that both connectivity and clustering increase the probability that the network, wholly or partly, locks into a false opinion. Our work is interestingly related to Gerhard Schurz’s work on meta-induction and can be seen as broadly addressing a practical limitation of his approach. (shrink)

Informatics and the Foundations of Legal Reasoning represents a close collaboration between a wide range of disciplines and countries. Fourteen papers, together with a long analytical introduction by the editors, were selected from the contributions of legal theorists, computer scientists, philosophers and logicians who were members of an International Working Group supported by the European Commission. The Group was mandated to work towards determining how far the law is amenable to formal modeling, and in what ways computers might assist legal (...) thinking and practice. The book is the result of discussions held by the Group over two and half years. It will help students and researchers from different backgrounds to focus on a common set of topics of increasing general interest. It embodies the results of work in progress and suggests many issues for further discussion. A stimulating text for undergraduate and graduate courses in law, philosophy and computer science departments, as well as for those interested in the place of computers in legal practice, especially at the international level. « Rites » sont d'abord de séquences d'actions corporelles définies socialement plus ou moins strictement. Très souvent, mais pas toujours les sociétés attendent qu'aux actes extérieurs correspondent des motivations, des croyances et des émotions intérieures ou « psychiques ». Il ya des sociétés où l'efficacité supposée des rites dépend de la correspondance entre mouvements corporels et «réalité » intérieure. Mais il y en a d'autres où ce qui compte c'est uniquement l'exécution minutieuse des gestes corporels en tant que tels. De (...) toute façon, des actions rituelles ne sauraient être interprétées comme suivant exclusivement un calcul rationnel, bien qu'un observateur sociologique pourrait constater une fonction objectivement positive d'un rite sur le plan social ou psychique sans qu'il y ait une relation causale sur le plan physique. C'est surtout dans le cas des rites de deuil où on observe que des actions objectivement ineffectives, donc symboliques, « répondent » à une situation qui ne peut être altérée sur le plan « réel », mais qui aident à supporter l'insupportable. On constate quand même la possibilité que ce qui n'était d'abord qu'un mouvement extérieur s'imprègne de valeurs symboliques, comme si par exemple une douleur rituellement infligée devient le symbôle de l'appartenance à un groupe social. Les rites sont donc l'incarnation du social dans les corps des sujets. Ils s'y inscrivent. Surtout dans les grandes civilisations les rites deviennent un système administré par des spécialistes, qui développent un « code élaboré » qui n'est déchiffrable que par les experts. L'article montre qu'il ya une certaine opposition entre contrôle rituel et moral de comportements humains."Rites" are first sequences bodily actions socially defined more or less strictly. Very often, but not always expect companies as external acts are the motivations, beliefs and inner emotions or "psychic". There are societies where the supposed efficacy of rites depends on the correspondence between body movements and "reality" inside. But there are others where what counts is only the meticulous execution of bodily gestures as such. Anyway, ritual actions can not be interpreted exclusively as following a rational calculation, although a sociological observer could see a positive function objectively a rite of social or psychic without a causal relationship to the physical plane. It is especially in the case of mourning rites which we observe that actions objectively ineffective, so symbolic, "respond" to a situation that can not be altered on the "real", but help to bear the unbearable. There is still the possibility that what was at first a movement outside soaks symbolic values, such as if ritually inflicted pain becomes the symbol of belonging to a social group. The rites are the incarnation of social issues in the body. They enroll. Especially in the great civilizations rituals are a system administered by specialists who develop "elaborated code" that is decipherable only by experts. The article shows that there is a tension between moral and ritual control of human behavior. (shrink)

Suppose that two competing norms, N1 and N2, can be identified such that a given person’s response can be interpreted as correct according to N1 but incorrect according to N2. Which of these two norms, if any, should one use to interpret such a response? In this paper we seek to address this fundamental problem by studying individual variation in the interpretation of conditionals by establishing individual profiles of the participants based on their case judgments and reflective attitudes. To investigate (...) the participants’ reflective attitudes we introduce a new experimental paradigm called the Scorekeeping Task. As a case study, we identify the participants who follow the Suppositional Theory of conditionals (N1) versus Inferentialism (N2) and investigate to what extent internally consistent competence models can be reconstructed for the participants on this basis. After extensive empirical investigations, an apparent reasoning error with and-to-if inferences was found in one of these two groups. The implications of this case study for debates on the proper role of normative considerations in psychology are discussed. (shrink)

In the intellectual autobiography that opens this book, Chisholm divides philosophers into “drones” and “commentators,” placing himself in the first group. As a drone, Chisholm proposed solutions to philosophical problems and asked his students and colleagues to try to refute him. He reports that they often did, sending him back to the drawing board. Chisholm’s wry self-description says much about his manner as well as his method. A more pretentious philosopher might have spoken of his dogged search for philosophical truth (...) in an age when many have come to disparage that quest. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Notes and Discussions :REFLECTIONS ON THE HISTORY OF SCIENCE Every discipline worthy of a name deserves to be criticized periodically, asked to explain its objects and assess its march. The history of science is no exception. Indeed, criticism at this juncture should be all the more welcomed since the subjcct has now won its place in the curriculum of Anglo-Saxon educational institutions, particularly in the United States where Ph.D. (...) program offerings are multiplying almost faster than students. 1 The pioneering days of the 1930's and 1940's are past--if not totally forgotten--and men of the "second generation" like myself who received their training in the 1950's will gain much from having their methodological presuppositions questioned. Curiously enough, there has been little discussion of this kind in print for the last decade, with the exception of articles published in Poland and Russia, where the discipline is passing through its own pioneering crisis.2 In the West, the older debates stirred up largely by British Marxists are nowadays generally disregarded and have had surprisingly little productive effect upon the field. Within the last few years, the most effective methodological discussions have stemmed from Karl Popper and his generally brilliant lot of disciples. Dr. Joseph Ag~ssi, now Associate Professor of Philosophy at the University of Illinois and a member of this group, recently wrote a deliberately provocative essay entitled "Towards an historiography of science." a Agassi begins it with the arresting statement that the study of the history of science is "in a lamentable state" and ends with the implicit suggestion that an examination of the historiography of science is one of the most revealing ways to discover the discipline's failings. For Agassi, it is clear that the root of the historian's problems has been a false set of philosophical premises about the nature of science, and of its history as well. He finds that the discipline has suffered from two diseases named "inductive philosophy " and "conventionalist philosophy," for which there is a major new panacea, Popper's "critical philosophy of science." This refreshingly straightforward argument provides the essay with a ready-made structure, at the same time as it infuses it throughout with a polemical tone. Because of this tone and because of the importance of Agassi's message, he deserves to be answered. On one subject, I cannot agree more with Agassi--the need for a critical examination of the hisComell, Harvard, and the University of Wisconsin have a long-standing tradition of graduate study in the history of science. In the last few years, they have been joined by: the Case IImtitute of Technology; Indiana; Johns Hopkins; M.I.T.; Princeton ; the Universities of California (Berkeley and U.C.L.A.), Kansas, Oklahoma, Pennsylvania, and Washington; and Yale. On the other hand, his interpretation of the way history of science has and is being written seems more like a misinformed caricature than a sincere effort to understand the past in all its complexity. But let us first examine his discussion of "inductivism," "conventionalism," and "Popperianism." Inductivists or Baconians---he uses the terms interchangeably--write history the way they insist science itself has developed. Just as they assume scientific theories to have emerged from the collection of evidence, they expect that the piling up of historical facts strung along a time-axis adds up to history. As Agassi sagely observes, historians of science, like other induetivists, delude themselves into the belief that such an approach guards them from subjectivity and prejudice. In this essay I reflect on fear and cultural exhaustion and their effect on our language, as possible causes, among many others, of the rise of nationalist and chauvinist feeling across Europe today. By fear I mean the fear of not understanding and of not being understood by the other, which may affect us in various ways; by exhaustion I refer to our modern work life with its permanent accessibility and the uncontrolled flood of pictures and information we are exposed (...) to by digitization, as well as to the more general cultural exhaustion when it comes to discussing “values” or “ideas,” which more and more people see as empty words. This pervasive sense of fear and exhaustion has a substantial effect on our language, for the use of readymade phrases, as in the German “Phrasendreschen”, tends to see them as identity markers and thus to induce resentment against those who do not belong to the same in-group. But language, once it is reduced to a mere instrument for transmitting information, generates the sense that everything has already been said, and in feeding our cultural exhaustion and boredom, leads us to abandon the notions of utopia, irony and poetry, all of which thrive on the creative inexhaustibility of language. Fear and exhaustion ultimately lead us to abandon any dialogue with others. What we need is a new way of listening, “new ears” with which to listen to what we initially perceive as “unheard” words, for without the ability to listen to “strange” words, the words of the “stranger,” no society can survive for long. Background: Funding organisations and research ethics committees should play a part in strengthening attention to gender equality in clinical research. In the research policy of European Union , funding measures have been taken to realise this, but such measures are lacking in the EU policy regarding RECs.Objective: To explore how RECs in Austria, Germany, Ireland, The Netherlands and Sweden deal with gender equality issues by asking two questions: Do existing procedures promote representation of women and gender expertise in the committee? (...) How are sex and gender issues dealt with in protocol evaluation?Methods: Two RECs were selected from each country. Data were obtained through interviews with key informants and content analysis of relevant documents .Results: All countries have rules to ensure the presence of women on RECs; gender expertise is not required. Drug study protocols are carefully evaluated, sometimes on a formal basis, as regards the inclusion of women of childbearing age. The reason for excluding either one of the sexes or including specific groups of women or making a gender-specific risk–benefit analysis are investigated by some RECs. Such measures are, however, neither defined in the regulations nor integrated in review tools.Conclusions: The RECs investigated in five European member states are found to pay limited attention to gender equality in their working methods and, in particular in protocol evaluation. Policy and regulations of EU are needed to strengthen attention to gender equality in the work of RECs. (shrink)

This case study provides a multi-perspective view on the power of political events as a strategy to influence public opinion-building regarding the European Union and the European Idea. To achieve this purpose, it examines one prominent political issue of 2007, namely the German Presidency of the Council of the EU. Looking at three different groups of actors, the German Government, the media, and the audience, the public perception of events is analyzed according to their varying degree of mediatization. The (...) case study compares the three main objectives of the German Presidency on the actors' agendas and describes how issues were framed during three different time periods. The findings suggest that the media agenda was heavily influenced by the government's scheduled events. Regarding the frames identified in the public sphere, the media offered different interpretations, somewhat varying from the political leaders' intentions and from the citizens' perceptions. Karl Hahn, Jahrgang 1937, war bis zu seiner Emeritierung im Jahr 2003 Professor für Politische Theorie und Ideengeschichte an der Westfälischen Wilhelms-Universität Münster. Hierbei hat er die Klassiker der abendländischen Geistesgeschichte nicht in einem kanonisch-schematischen Profil gelehrt, sondern die jeweiligen Themen und Theoreme mit lebensfüllender Leidenschaft vermittelt. Seine Vorlesungen und Seminare an der Universität zeugen, wie auch seine Vorträge und Tagungsbeiträge, von einem streitbaren Geist, der stets auch um die aktualisierende Bezugnahme bemüht war. Stets hat er pointiert Stellung bezogen, (...) auch gegen den Mainstream des Faches, das er kritisch hinterfragt hat. Ob Platon, Fichte oder auch Simone Weil: Bei Karl Hahn stehen philosophische Überlegungen für eine Suche nach der Vollendung des Daseins in seinen unendlich vielen und offenen Aussagemöglichkeiten. Hahns großes Lebensthema war und ist hierbei das tragische Element des menschlichen Wesens, dessen Kleinheit und Begrenztheit angesichts der großen Fragen der menschlichen Existenz. Das hat er seinen Studierenden mit auf den Weg gegeben. Und auch den Kolleginnen und Kollegen, die bereit waren, zuzuhören. Mit dem vorliegenden Band wird der Wissenschaftler zum Anlass seines 80. In this paper we study some theories of nonprojectable divisible ℓ-groups, the simplest example of which is . We introduce a generalization of the projectability property . Um Reales theoretisch zu erfassen, etwa um Dinge zahlen zu konnen, braucht man ein Identitatsprinzip fur Gegenstande. Das formal beste und einzig universelle ist die Identitat der Ununterscheidbaren. In Verbindung mit dem modernen Strukturalismus fuhrt dies aber zum geisterhaften Verschwinden realer Dinge in der (...) Beschreibung, wenn beziehungsmassig Symmetrie vorliegt. It is virtuous for individual and collective agents to be tolerant. However, toleration is difficult, both in practice and in conceptualization. Firstly, given that toleration can be understood in various ways (Walzer 1997, Forst 2007), it seems that to determine what is the proper conception of toleration would be controversially difficult. Here I shall suggest one particular conception of toleration is more suitable than others. This conception allows, as I shall explain, us to better understandthe difficulties of toleration. Thus, this (...) particular conception of toleration should lead us to see what is more adequate for dealing with the difficulties of toleration. To be more precise, I shall argue for a political conception of toleration, which different from the attitudinal conception of toleration as being indifferent, or the ethical conception of toleration as respect. There is the suggestion of toleration as recognition (Galeotti 2002). These alternative understandings of toleration do not provide better diagnoses of the difficulties of toleration. The political conception of toleration is intended to be grounded on some moral considerations, notpragmatic purpose. It is political in that it recognizes the fact that toleration is essentially practiced to deal with a power relationship among the parties of toleration. Where these is no such power relationship, as I shall argue, there is no issue of toleration. Secondly, this proposed conception of toleration is political in the sense that it shall not deal with differences coming from, to use John Rawls’s phrase, the fact of pluralism by adopting any comprehensive doctrine such as an ethics of respect or recognition. The debate over environmental, health, and safety regulation has reached a new crescendo in the 104th Congress. So impassioned is the debate on occasion, and so high the feelings, that even the tools of regulatory analysis have become part of the combat.To some, the term cost-benefit analysis, for example, is virtually a swearword, a nefarious tool used by big business to undermine regulations aimed at benefiting the people at large. To others, it is the mechanism for achieving more effective regulation (...) at less cost.This new book on the subject of reforming regulation is aimed at increasing the light and turning down the heat. It consists of an introduction and nine chapters written by scientists, public policy analysts, and economists on various aspects of regulation and regulatory analysis.The book advances the latest knowledge and evidence on risk analysis, cost-benefit analysis, and related techniques for improving regulation--all based on experience and data accumulated over the quarter century since regulation in the areas of environment, health, and safety became a major player on the governmental stage. The strengths and limitations of those analytical tools are an important part of the portrait that is painted, but a common thesis is that, properly used, the tools can be helpful in getting better regulatory results.
