Open discourses and the free formation of opinions through unfettered information flows and communicated diversity of opinion are unthinkable without independent media and essential prerequisites for a functioning democracy. Notwithstanding the importance of the linkage between media and democracy, there is no harmonized framework addressing this issue. By adopting a legal perspective, this study shall outline existing and emerging regulations, with a particular focus on broadcast, print, and online media Two regulatory tiers are distinguished: At the international level, the establishment (...) of aWorld Information Order as well as the human rights perspective intrinsic to the subject matter will be addressed. Existing research shows consistently high levels of concern among people in the UK over the scale of immigration and its impact on jobs, wages and services. At the same time, that same body of research does not provide much in the way of detail about the nature of these concerns. This is partly because much of the data is from opinion polls which say little about the priorities and perspectives that underlie the aggregate numbers. Moreover, very little research has been (...) carried out on what new immigration policies the British public would like to see once the UK leaves the EU and free movement ends. Our research for this report aims to fill these gaps by providing evidence about how people use and understand information about economic impacts of immigration, and what they might wish to see from new, post-Brexit, policies. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. Replication of the main chromosome in the halophilic archaeon Haloferax volcanii was recently reported to continue despite deletion of all active replication origins. Equally surprising, the deletion strain grew faster than the parent strain. It was proposed that origin‐less H. volcanii duplicate their chromosomes via recombination‐dependent replication. Here, we recall our present knowledge of this mode of chromosome replication in different organisms. We consider the likelihood that it accounts for the viability of H. volcanii deleted for its main specific replication (...) origins, as well as possible alternative interpretations of the results. The selective advantages of having defined chromosome replication origins are discussed from a functional and evolutionary perspective. (shrink)

Now [End Page 491] available are Volumes I, II and III. Volume I (1998) carries the title Schriften zum Spinozastreit and contains Jacobi's Spinozabriefe in the three editions of 1785, 1789, and 1819, Wider Mendelssohns Beschuldigungen of 1786, and the Vorbericht (Preface) of the third edition of the Spinozabriefe of 1819. The running text of all writings contains all editions, variant readings clearly identifiable with page references in the margins, subscripted to identify the various editions. This method enables the identification of various disputes which Jacobi provoked and in which his writings played a role. The Anhang, appendix, to all texts contains a) a list of abbreviations, and b) the editorial principles used and also a description of the circumstances leading to the writing of the texts. But the bulk of the Anhang of each volume is c) the "Kommentar," the commentary. It provides the key to the highly nuanced and, without guidance, the often cryptic allusions and references of Jacobi's texts. This commentary (separately bound in Volumes I and II) really brings Jacobi's work to life. The end of the Anhang contains d) a bibliography of all works mentioned not only by Jacobi himself but also emerging in the literary debate unlocked by the commentary, as well as e) an extensive index of names. Volume II (2004) is Schriften zur Transzendentalphilosophie, and contains David Hume of 1787, the Sendschreiben an Fichte, Ueberflüssiges Taschenbuch, both of 1799, and other essays such as Three Letters to Köppen of 1803. Volume III (2000) is Schriften zum Streit um die Göttlichen Dinge and contains mainly the famous essay Von den Göttlichen Dingen of 1811 plus three other writings. This book deals with the controversy between Schelling and Jacobi while both were at Munich. Other major works of Jacobi, such as the novel Allwill, are to follow in later volumes.This critical edition of Fr. H. Jacobi (1743–1819) definitively revises the standard interpretation of the man and his work. The standard interpretation (advocated by such figures as Fr. Schlegel, Moses Mendelssohn, and H. Heine) views his thought as promoting irrationalism, specifically a religious irrationalism of faith, taking form in "personalism." Heine spoke of Jacobi as a "whiney old biddy." Fr. Schlegel characterized Jacobi's salto mortale as the "leap into the arms of divine mercy," promoting an irrational "philosophical non-philosophy" (KFSA XVIII 13, Nr. 101). Schlegel criticized Jacobi at the very end of in his Woldemar Review of 1796 thus: "So (Jacobi's) Woldemar is really an invitation to meet God..., and (his) theological masterpiece ends, as do all moral excesses, with a salto mortale... into the abyss of divine mercy" (Früher Idealismus und Frühromantik PlS I.1, ed. W. Jaeschke [Hbg: Meiner, 1995], 270). Carl Philipp Moritz credited Jacobi with "fanaticism and superstition."In contrast, Jacobi himself was quite critical of this characterization of his thought, especially in the Sendschreiben of 1799, and earlier in his Briefe. Jacobi already in 1786 thought it was "outrageous" for Mendelssohn to suggest he surrenders a philosophy of reason in favor of the Christian faith, or worse. He addresses this problem, which is still today the dominant view of the "irrationality" of his "leap," with admirable clarity in his letter to Neeb of May 30, 1817: "I do not at all advocate a head-first... The topics covered include legal theory, responsibility, and enforcement of morals, with contributions from Ronald Dworkin, Rolf Sartorius, Neil MacCormach, David Lyons, Kent Greenawalt, Michael Moore, Joseph Raz, and C.L. Ten, among others.

The question 'Why should I obey the law?' introduces a contemporary puzzle that is as old as philosophy itself. The puzzle is especially troublesome if we think of cases in which breaking the law is not otherwise wrongful, and in which the chances of getting caught are negligible. Philosophers from Socrates to H.L.A. Hart have struggled to give reasoned support to the idea that we do have a general moral duty to obey the law but, more recently, the greater number (...) of learned voices has expressed doubt that there is any such duty, at least as traditionally conceived. The paper tries to illustrate the influence of Aristotle's thought upon Brentano by arguing that the view that all psychological phenomena have objects was proably derived from the Aristotelian conception that the mind can know itself only en parergo, and that this knowledge presupposes that some other thing be in the mind "objectively". Brentano's contribution to Aristotle scholarship is illustrated by reviewing some of his arguments against Zeller's claim that Aristotle's God, contemplating only himself, is ignorant of the world. Abduction is considered the most powerful, but also the most controversially discussed type of inference. Based on an analysis of Peirce’s retroduction, Lipton’s Inference to the Best Explanation and other theories, a new theory of abduction is proposed. It considers abduction not as intrinsically explanatory but as intrinsically conditional: for a given fact, abduction allows one to infer a fact that implies it. There are three types of abduction: Selective abduction selects an already known conditional whose consequent is the given (...) fact and infers that its antecedent is true. Conditional-creative abduction creates a new conditional in which the given fact is the consequent and a defined fact is the antecedent that implies the given fact. Propositional-conditional-creative abduction assumes that the given fact is implied by a hitherto undefined fact and thus creates a new conditional with a new proposition as antecedent. The execution of abductive inferences is specified by theory-specific patterns. Each pattern consists of a set of rules for both generating and justifying abductive conclusions and covers the complete inference process. Consequently, abductive inferences can be formalised iff the whole pattern can be formalised. The empirical consistency of the proposed theory is demonstrated by a case study of Semmelweis' research on puerperal fever. (shrink)
