In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence, entitled ‘New Generation Artificial Intelligence Development Plan’. This strategy outlined China’s aims to become the world leader in AI by 2030, to monetise AI into a trillion-yuan industry, and to emerge as the driving force in defining ethical norms and standards for AI. Several reports have analysed specific aspects of China’s AI policies or have assessed the country’s technical capabilities. Instead, in this article, we focus on (...) the socio-political background and policy debates that are shaping China’s AI strategy. In particular, we analyse the main strategic areas in which China is investing in AI and the concurrent ethical debates that are delimiting its use. By focusing on the policy backdrop, we seek to provide a more comprehensive and critical understanding of China’s AI policy by bringing together debates and analyses of a wide array of policy documents. Over the past few years, there has been a proliferation of artificial intelligence strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union and the United States’ AI strategies and considers the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, the extent to which the implementation of each vision is living up to (...) stated aims and the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation. The world’s current model for economic development is unsustainable. It encourages high levels of resource extraction, consumption, and waste that undermine positive environmental outcomes. Transitioning to a circular economy (CE) model of development has been proposed as a sustainable alternative. Artificial intelligence (AI) is a crucial enabler for CE. It can aid in designing robust and sustainable products, facilitate new circular business models, and support the broader infrastructures needed to scale circularity. However, to date, considerations of the ethical implications of (...) using AI to achieve a transition to CE have been limited. This article addresses this gap. It outlines how AI is and can be used to transition towards CE, analyzes the ethical risks associated with using AI for this purpose, and supports some recommendations to policymakers and industry on how to minimise these risks. OBJECTIVES: To study the resuscitation preferences, choice of decision-maker, views on the seeking of patients' wishes and determinants of these of elderly hospital in-patients. DESIGN: Questionnaire administered on admission and prior to discharge. SETTING: Two acute geriatric medicine units (Southampton and Poole). PARTICIPANTS: Two hundred and fourteen consecutive consenting mentally competent patients admitted to hospital as emergencies. RESULTS: Resuscitation was wanted by 60%, particularly married and functionally independent patients and those who had not already considered it. Not wanted resuscitation was (...) associated with lack of social contacts. Sixty-seven per cent welcomed enquiry about their preferences and 78% wanted participation in decision, 43% as sole decision-maker. Wishing to choose oneself was associated with not wanting resuscitation, prior knowledge of it, and lack of a spouse. Patients' opinions remained stable during their admission. CONCLUSIONS: Discussion of resuscitation is practical on hospital admission without causing distress and the views expressed endure through the period of hospitalisation. Elderly patients' attitudes depend partly on personal health and social circumstances. This may assist doctors when patients are unable to participate themselves. (shrink)

This study examines the influence of women’s board representation on the proportion of women senior managers in the United Kingdom (UK) from 1999 to 2019. We take a multi-theoretic approach, drawing on the trickle-down effect, critical mass theory, and agency theory, to explore several aspects of this topic. We find that more women on boards is associated with more women in senior management as suggested by the trickle-down perspective. We also find support for a critical mass effect; while one or (...) two women on a board is beneficial for advancing women into senior management, three or more women directors is more advantageous. Consistent with agency theory expectations, the relationship between women on boards and senior management gender diversity is driven almost entirely by women in non-executive, rather than executive, board positions, presumably as a result of the relative independence non-executive directors have compared to their executive director counterparts. Our study suggests that increasing women’s board appointments is a potential solution to the underrepresentation of women senior managers and may assist in building a pipeline for future CEO and board appointments. In recent years, policymakers, academics, and practitioners have increasingly called for the development of global governance mechanisms for artificial intelligence (AI). This paper considers the prospects for these calls in light of two other geopolitical trends: digital sovereignty and digital expansionism. While calls for global AI governance promote the surrender of some state sovereignty over AI, digital sovereignty and expansionism seek to secure greater state control over digital technologies. To demystify the tensions between these trends and their potential consequences, we (...) undertake a case analysis of digital sovereignty and digital expansionism in China, the European Union, and the United States. We argue that the extraterritoriality embedded in these three actors’ policies and escalatory competitive narratives, particularly those from the US, will likely undermine substantive global AI governance cooperation. However, nascent areas of alignment or compromise, notably in data governance and technical standards, could prove fruitful starting points for building trust in multilateral fora, such as the G20 or United Nations. What is the role of poetry in bringing about change? This book explores that question in the writings of Percy Bysshe Shelley, examining his fascination with the role of contingency in physical and historical processes. In considering the long-standing debate over Shelley's philosophical stance, Hugh Roberts turns to the poet's reading of Lucretius to show how Shelley developed an alternative approach to the issues of history, change, time, and process—one that incorporates the most compelling features of skepticism and idealism. He (...) sheds new light on the importance of _De rerum natura _to Shelley's thought, and through extended readings of _The Revolt of Islam_ and _The Triumph of Life_ he shows the poet struggling with the intellectual limitations of Romanticism and the Enlightenment and moving beyond them. Roberts then deploys some of the key concepts from the new science of chaos theory to illuminate the wider implications of Shelley's approach. He shows how with the help of this new paradigm much that has seemed baffling about the poet falls into place—most notably a new understanding of political process that allows us to better comprehend Shelley's claim that "poets are the unacknowledged legislators of the world." Readings of a number of Shelley's poems and prose works demonstrate the wide-ranging implications of this approach for our understanding of his entire oeuvre. _Shelley and the Chaos of History_ presents a Shelley whose investigations into the nature of history and the role of poetry lead us beyond contemporary deconstructionist-historicist debates. It shows that the complexity of Shelley's engagement with the major philosophical issues of his time has been greatly underestimated. (shrink)

Does the extension in the use of the word “think” to cover the complicated activity of modern machines enable us to explain better the nature of such activity? Extensions in usage are common and necessary in science.

When William of Ockham’s use of the term ‘concept’ is examined, it becomes clear that intuitive cognitions, in and of themselves, cannot function as concepts and thus cannot supposit , in mental propositions. This is because intuitive cognitions pertain only to the singulars in the world that cause them, whereas concepts are universals, natural signs that are, at least in principle, common to many. Since scientific knowledge is of the universal, the subject and predicate terms of mental propositions must be (...) universal terms and thus, concepts. Nonetheless, intuitive cognitions provide the ground for scientific knowledge, as the basis for abstractive and mixed abstractive/intuitive concepts. (shrink)
