Since World War I, the United States has pursued the defense of Western civilization as a critical element of its own national interest. In his provocative reconsideration of that goal, Robert Strausz-Hupe asks whether the American people can still agree upon and adopt foreign policies consistently devoted to that end. He specifically examines popular and paradoxical attitudes that often undermine Washington's ability to defend American and Western interests, attitudes towards society and the state, politics and government, instruments of foreign (...) policy and the people who wield them. As the backdrop for his analysis, Strausz-Hupe employs the wisdom of Alexis de Tocqueville's Democracy in America, reiterating Tocqueville's finding that the driving force of American life is its passion for equality and democracy. To this insight, Strausz-Hupe adds another: When one realizes that domestic politics is the driving force behind foreign policy, one understands why "the foreign policy of the United States cannot be other than the defense of democracy everywhere." Granting foreign permanent residents the right to vote in local elections in Japan was one of the Clean Government Party (CGP)'s major policy priorities during its 11 years governing in coalition with the Liberal Democratic Party (LDP). While the CGP proposed several bills that would have done this, none of those bills came close to passing. Why not? Conventional wisdom about Japanese conservatism suggests that the LDP would not support such a bill because the party is uniformly committed to the (...) idea that Japan is a one-ethnicity country, and thus the party is hostile to proposals that would grant those without Japanese ethnicity a role in Japanese society. However, I argue that Japanese conservatives in general, and LDP politicians in particular, have major disagreements about the appropriate role of foreign residents in Japanese society. Moreover, I argue that LDP politicians did not support the CGP's proposal to grant foreign permanent residents the right to vote in local elections in Japan because this proposal did not appeal to politicians from either of the dominant conservative schools of thought about foreign residents in Japan. This essay looks at the image of the ship in Péter Forgács’s documentary The Danube Exodus (1999) as a site that enables the viewer to meditate the encounter of the historical Self and the Other. Forgács, who works with the found footage material of an amateur filmmaker, teases out the paradoxical double movement of the historical event, in which both Jewish and German refugees use the river Danube as an escape route in the early phase of World War II, traveling (...) on the same paddle steamer in opposite directions. The documentary about two river-stories directed by an Eastern European filmmaker becomes a contemplation on interconnectedness, national cross-pollination and the inscription of the viewer in these processes. I argue that the film offers its audiences a way to visually and conceptually consider the unfeasibility of historiographic authority. (shrink)

Noted Hungarian historian Karoly Szerencses provides brief, steam-of-consciousness essays to accompany each photo. Acting as the photographer's fictive guide, Szerencses introduces "Margaret" to each of her photos, providing her with an encapsulated historical background of the subject and in the process revealing the soul and conscience of the nation in 1938. As he says in farewell to Margaret at the end of their "tour": "... please remember us, our terrible fears; recite a prayer for us so that we may say, (...) for the very last time: they caught us by surprise, they meant to annihilate us, yet we managed to survive." --Book Jacket. Regulations affect every aspect of our lives. Compliance with the regulations impacts citizens and businesses similarly: they have to find their rights and obligations in the complex legal environment. The situation is more complex when languages and time versions of regulations should be considered. To propose a solution to these demands, we present a semantic enrichment approach which aims at (1) decreasing the ambiguousness of legal texts, (2) increasing the probability of finding the relevant legal materials, and (3) utilizing the (...) application of legal reasoners. Our approach is also implemented both as a service for citizens and businesses and as a modeling environment for legal drafters. To evaluate the usefulness of the approach, a case study was carried out in a large organization and applied to corporate regulations and Hungarian laws.
