American Academy of Pediatrics (AAP) and American College of Medical Genetics (ACMG) recently provided two recommendations about predictive genetic testing of children. The Clinical Sequencing Exploratory Research Consortium's Pediatrics Working Group compared these recommendations, focusing on operational and ethical issues specific to decision making for children. Content analysis of the statements addresses two issues: (1) how these recommendations characterize and analyze locus of decision making, as well as the risks and benefits of testing, and (2) (...) whether the guidelines conflict or come to different but compatible conclusions because they consider different testing scenarios. These statements differ in ethically significant ways. AAP/ACMG analyzes risks and benefits using best interests of the child and recommends that, absent ameliorative interventions available during childhood, clinicians should generally decline to order testing. Parents authorize focused tests. ACMG analyzes risks and benefits using the interests of the child and other family members and recommends that sequencing results be examined for additional variants that can lead to ameliorative interventions, regardless of age, which laboratories should report to clinicians who should contextualize the results. Parents must accept additional analysis. The ethical arguments in these statements appear to be in tension with each other. (shrink)

The partitioned Bonferroni mean operator can efficiently aggregate inputs, which are divided into parts based on their interrelationships. To date, it has not been used to aggregate linguistic Pythagorean fuzzy numbers. In this paper, we extend the PBM operator and partitioned geometric Bonferroni mean operator to the linguistic Pythagorean fuzzy sets and use them to develop a novel multiattribute group decision-making model under the linguistic Pythagorean fuzzy environment. We first define some novel operational laws for LPFNs, which (...) take into consideration the interactions between the membership degree and nonmembership degree from two different LPFNs. Based on these novel operational laws, we put forward the interaction PBM operator, the weighted interaction PBM operator, the interaction PGBM operator, and the weighted interaction PGBM operator. Then, we study some properties of these proposed operators and discuss their special cases. Based on the proposed LPFWIPBM and LPFWIPGBM operators, a novel multiattribute group decision-making model is developed to process the linguistic Pythagorean fuzzy information. To address complexity information fusion problems involving fuzzy and grey uncertainty information, we develop prioritized averaging aggregation operator and Bonferroni mean aggregation operator with grey linguistic 2-tuple variables and apply them to design a new decision-making scheme. First, the grey linguistic 2-tuple prioritized averaging operator is developed to characterize the prioritization relationship among experts and employed to fuse experts’ information into an overall opinion. Second, we establish dual generalized grey linguistic 2-tuple weighted Bonferroni mean operator to capture the (...) interrelationship among any attribute subsets, which can be reduced to some conventional operators by adjusting parameter vector. On that basis, a flexible group decision-making approach with fuzzy and grey information is designed and applied to an evaluation problem, in which grey relationship analysis method and a linear programming model are combined to extract attribute weights from partially known attribute information. Purpose.This paper presents a new method and model based on stochastic MULTIMOORA method and discuss its application to the doctor evaluation in healthcare service.Design/Methodology/Approach. In the previous studies, the number of decision group is often assumed to be small, and the different dimensions of the evaluation indexes were also less. In this paper, the authors study how to evaluate the healthcare service quality of doctors by the large group. Based on the stochastic MULTIMOORA theory, the authors use (...) the method that builds the function of the net probability, the distance between the ideal solutions, and the utility of each doctor.Findings.This paper presents a novel model to determine the optimal doctor that considers both two dimensions in the index system and balances the evaluation results of the two dimensions. The authors designed the questionnaire and conducted field survey to make the proposed method closer to the actual situation in China. Then, they determined the optimal evaluation result for the healthcare service quality of doctors.Research Limitations/Implications.In the process of practical decision-making, there are differences in intellectual literacy level, regional background, and language preference between different decision-makers. it is impossible for the method we proposed to consider the differentiation index system of decision-makers’ preference comprehensively. And this will be a further research direction.Practical Implications.The authors proposed two evaluation index dimensions and tryed to balance the evaluation results of the two dimensions as much as possible. Meanwhile, the information aggregation method based on stochastic MULTIMOORA is distinguished.Social Implications.The proposed method can be applied to the evaluation of doctors in actual healthcare service. This paper is a first attempt to study the problem of aggregation of individual ordinal probabilistic beliefs in an Arrowian framework. We exhibit some properties an aggregation rule must fulfil; in particular we prove the existence of a “quasi-dictator”.

Each of us makes a number of decisions, from the less important to those with far-reaching consequences. As members of different groups, we are also actors of group decision making. In order to make a rational decision, a choice-making procedure must satisfy a number of assumptions of rationality. In addition, when it comes to group decisions, those procedures should also be?fair.? However, it is not possible to define a procedure of choice-making that would (...) transform individual orders of alternatives based on preferences of perfectly rational individuals into a single social order and still meet conditions of rationality and ethics. The theory of deliberative democracy appeared in response to the impossibility of Social Choice theory. The basic assumption of deliberative democracy is that individuals adjust their preferences taking into account interests of the community. They are open for discussion with other group members and are willing to change their attitudes in order to achieve common interests. Ideally, group members come to an agreement during public discussion. Still, this concept cannot completely over?come all the difficulties posed by the theory of social choice. Specifically, there is no solution for strategic and manipulative behavior of individuals. Also, the concept of deliberative democracy faces certain problems particular to this approach, such as, to name but a few, problems with the establishment of equality of participants in the debate and their motivation, as well as problems with the organization of public hearings. Continuous environmental concerns regarding construction industry have been driving general constructors of mega infrastructure projects to incorporate green contractors. Although conventional multiple attributes decision-making methodologies have provided feasible ways to select contractor, high complexity in scenarios of megaprojects still challenges existing MADM methods in concurrently accommodating three key issues of decision hesitancy, attributes interdependency, and group attitudinal character. To elicit decision-makers’ hesitant fuzzy assessments more objectively and comprehensively, we define an expression tool called interval-valued dual (...) hesitant fuzzy uncertain unbalanced linguistic set and develop aggregation operators through its operations. To exploit attributes interdependency, we establish a synthesized attributes’ weighting model to fuse an attributes interdependency-based weighting vector and an argument-dependent weighting vector, which are, respectively, derived through Decision-Making and Trial Evaluation Laboratory technique and maximizing deviation method. To effectively utilize decision-makers’ group attitudinal characters, we also develop a TOPSIS-based method to rationally transform group ideal attitudes into order-inducing vectors. On the strength of the above methods, an integrated MADM approach is then constructed. Finally, illustrative case study and experiments are conducted to validate our approach. (shrink)

Most donated organs in the United States come from brain dead donors, while a small percentage come from patients who die in “controlled,” or expected, circumstances, typically after the family or surrogate makes a decision to withdraw life support. The number of organs available for transplant could be substantially if donations were permitted in “uncontrolled” circumstances–that is, from people who die unexpectedly, often outside the hospital. According to projections from the Institute of Medicine, establishing programs permitting “uncontrolled donation after (...) circulatory determination of death,” or uDCDD, throughout the United States has the potential to provide 22,000 more donation opportunities annually. In contrast, U.S. controlled donation after circulatory determination of death, or cDCDD, cases have increased progressively over the past decade from 87 to 848 donors, but currently account for only 10.6 percent of all deceased donors. Following the IOM recommendations, several projects exploring the feasibility of uDCDD were funded by the federal government, including a grant from the Health Resources and Services Administration that supported a pilot project in New York City in which the authors of this article participated.A key feature of our protocol, and indeed of many uDCDD protocols, is the initiation of preservation methods such as chest compressions and extracorporeal membrane oxygenation shortly after death in order to perfuse and preserve the donor's organs. Critics of uDCDD argue that the means of determining death deviates from generally ascribed principles. They assert that reinstituting circulation in order to preserve organs has the effect of “undoing” the prior determination of death. The result is that cDCDD is widely accepted and practiced routinely even though it only marginally increases the number of organs available for transplantation, and uDCDD is widely considered unacceptable despite being ethically embraced and proven to significantly increase organ donation opportunities in other countries. This article explores the evolution of this counterintuitive state of affairs and calls for a policy that, in line with the IOM report, allows for both cDCDD and uDCDD protocols. (shrink)

This paper is concerned with the problem of group decision making. We introduce the notion of a collective system rule. A collective system rule maps each preference profile to a group-preference system, which is a collection of social preferences on the subsets of the alternatives. By formulating the Arrovian conditions, we show the Arrow-type impossibility theorems. We also discuss how our approach is related to the standard group decision-making process.

The Puzzle of the Hats is a betting arrangement which seems to show that a Dutch book can be made against a group of rational players with common priors who act in the common interest and have full trust in the other players’ rationality. But we show that appearances are misleading—no such Dutch book can be made. There are four morals. First, what can be learned from the puzzle is that there is a class of situations in which credences (...) and betting rates diverge. Second, there is an analogy between ways of dealing with situations of this kind and different policies for sequential choice. Third, there is an analogy with strategic voting, showing that the common interest is not always served by expressing how things seem to you in social decision-making. (shrink)

This paper focuses on the comparison of individual and group decision-making, in a stochastic inter-temporal problem in two decision environments, namely risk and ambiguity. Using a consumption/saving laboratory experiment, we investigate behaviour in four treatments: individual choice under risk; group choice under risk; individual choice under ambiguity and group choice under ambiguity. Comparing decisions within and between decision environments, we find an anti-symmetric pattern. While individuals are choosing on average closer to the theoretical (...) optimal predictions, compared to groups in the risk treatments, groups tend to deviate less under ambiguity. Within decision environments, individuals deviate more when they choose under ambiguity, while groups are better planners under ambiguity rather than under risk. Our results extend the often observed pattern of individuals behaving more optimally under risk, to its dynamic dimension. (shrink)

Acting as part of a corporation may allow an individual more easily to rationalize participating in a harmful act, but there are countervailing forces in corporate action that increase moral oversight and accountability. Making use of group agency to explain membership as a special feature of some corporate agents, I argue that when someone becomes a member of an organized group like a company, their own moral responsibility becomes entangled with the decisions of other members of the (...) company, whether or not they intend this effect. This moral entanglement in corporate decision-making explains why individuals have a moral obligation to act in their role as a corporate officer when they would not have an obligation to act in a personal capacity even if they had identical knowledge. The entanglement affects the individual’s own moral status and the moral status of the company itself. Moral entanglement of corporate decision-makers provides a principled explanation for a rule that is present in corporate criminal law that corporate officers with knowledge that another employee is about to commit a crime must actively intervene, and cannot rely on their status as bystanders. The business ethics education literature provides many in-depth explorations looking at the impact of ethics education and occasionally the influence of gender. Yet, research exploring decision making is primarily focused at the individual level, often omitting important influences that might occur when decision making occurs within a group setting. This paper utilizes a classroom simulation, the Corporate Policy Simulation, in a Business, Government and Society course to assess student group decision-making. We rely (...) on theoretical principles found in Social Role Theory and two philosophical ethics of moral reasoning to assess the impact of gender within a group decision-making environment. Specifically, we assess if males in our study are better able to process financial decisions more effectively than females in our study, and if females in our study tend to process socially responsible or ethical decisions more effectively than males in our study. Our results support the expectations that all-female groups generally are able to make better socially responsible or ethical decisions, whereas there is no significant gender difference among any of the groups when focusing on financially orientated decisions. Possible explanations and the implications of this research on workplace practice and business ethics education are discussed. (shrink)

This paper is devoted to present Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method for multi-attribute group decision making under rough neutrosophic environment. The concept of rough neutrosophic set is a powerful mathematical tool to deal with uncertainty, indeterminacy and inconsistency. In this paper, a new approach for multi-attribute group decision making problems is proposed by extending the TOPSIS method under rough neutrosophic environment. Rough neutrosophic set is characterized by the upper (...) and lower approximation operators and the pair of neutrosophic sets that are characterized by truth-membership degree, indeterminacy membership degree, and falsity membership degree. In the decision situation, ratings of alternatives with respect to each attribute are characterized by rough neutrosophic sets that reflect the decision makers’ opinion. Rough neutrosophic weighted averaging operator has been used to aggregate the individual decision maker’s opinion into group opinion for rating the importance of attributes and alternatives. Finally, a numerical example has been provided to demonstrate the applicability and effectiveness of the proposed approach. (shrink)

The purpose of this paper is to develop an approach to multiattribute group decision making under interval-valued hesitant fuzzy environment. To do this, this paper defines some new operations on interval-valued hesitant fuzzy elements, which eliminate the disadvantages of the existing operations. Considering the fact that elements in a set may be interdependent, two generalized interval-valued hesitant fuzzy operators based on the generalized Shapley function and the Choquet integral are defined. Then, some models for calculating the optimal (...) fuzzy measures on the expert set and the ordered position set are established. Because fuzzy measures are defined on the power set, it makes the problem exponentially complex. To simplify the complexity of solving a fuzzy measure, models for the optimal 2-additive measures are constructed. Finally, an investment problem is offered to show the practicality and efficiency of the new method. (shrink)

Applying the framework of ecological rationality, the authors studied the adaptivity of group decision making. In detail, they investigated whether groups apply decision strategies conditional on their composition in terms of task‐relevant features. The authors focused on the recognition heuristic, so the task‐relevant features were the validity of the group members' recognition and knowledge, which influenced the potential performance of group strategies. Forty‐three three‐member groups performed an inference task in which they had to infer (...) which of two German companies had the higher market capitalization. Results based on the choice data support the hypothesis that groups adaptively apply the strategy that leads to the highest theoretically achievable performance. Time constraints had no effect on strategy use but did have an effect on the proportions of different types of arguments. Possible mechanisms underlying the adaptive use of recognition in group decision making are discussed. (shrink)

Goldstein and Gigerenzer (2002) [Models of ecological rationality: The recognition heuristic. Psychological Review, 109 (1), 75–90] found evidence for the use of the recognition heuristic. For example, if an individual recognizes only one of two cities, they tend to infer that the recognized city has a larger population. A prediction that follows is that of the less‐is‐more effect: Recognizing fewer cities leads, under certain conditions, to more accurate inferences than recognizing more cities. We extend the recognition heuristic to group (...) decision‐making by developing majority and lexicographic models of how recognition information is used by groups. We formally show when the less‐is‐more effect is predicted in groups and we present a study where three‐member groups performed the population comparison task. Several aspects of our data indicate that members who can use the recognition heuristic are, not in all but in most cases, more influential in the group decision process than members who cannot use the heuristic. We also observed the less‐is‐more effect and found that models assuming that members who can use the recognition heuristic are more influential better predict when the effect occurs. (shrink)

The proposed hesitant fuzzy linguistic set is a powerful tool for expressing fuzziness and uncertainty in multiattribute group decision-making. This paper aims to propose novel aggregation operators to fuse hesitant fuzzy linguistic information. First, we briefly recall the notion of HFLS and propose new operations for hesitant fuzzy linguistic elements. Second, considering the Muirhead mean is a useful aggregation technology that can consider the interrelationship among all aggregated arguments, we extend it to hesitant fuzzy linguistic environment and (...) propose new hesitant fuzzy linguistic aggregation operators, such as the hesitant fuzzy linguistic Muirhead mean operator, the hesitant fuzzy linguistic dual Muirhead mean operator, the hesitant fuzzy linguistic weighted Muirhead mean operator, and the hesitant fuzzy linguistic weighted dual Muirhead mean operator. These operators can reflect the correlations among all HFLEs. Several desirable properties and special cases of the proposed operators are also studied. Furthermore, we propose a novel approach to MAGDM in a hesitant fuzzy linguistic context based on the proposed operators. Finally, we conduct a numerical experiment to demonstrate the validity of our method. Additionally, we compare our method with others to illustrate its merits and superiorities. (shrink)

Trapezoidal interval type-2 fuzzy sets are a special kind of type-2 fuzzy sets. TIT2FSs are useful in dealing with fuzziness inherent in decision data and the decision-making process. For multi-attribute group decision-making problems in which the attribute values and attribute weights are TIT2FSs, a new decision-making approach is proposed. On the basis of the concept of barycenters, a new approach to ranking TIT2FSs is given. Four kinds of geometric aggregation operators for TIT2FSs (...) are developed, including the TIT2FS weighted geometric average operator, TIT2FS ordered weighted geometric average operator, TIT2FS hybrid weighted geometric average operator, and extended TIT2FS hybrid weighted geometric average operator. The individual comprehensive values of alternatives are derived through the extended TIT2FS weighted geometric average operators. Using the TIT2FS hybrid weighted geometric average operator and the expert weights, the individual comprehensive values of alternatives are integrated into the collective ones, which are used to rank the alternatives. The practicability and effectiveness of the developed method are illustrated with a teaching quality assessment example. (shrink)

Trapezoidal cubic fuzzy numbers (TzCFNs) are an extraordinary cubic fuzzy set on a real number set. TzCFNs are useful for dealing with well-known quantities in decision data and decision making problems themselves. This paper is about multi-attribute group decision making problems in which the attribute values are stated with TzCFNs, which are solved by developing a new decision method based on power average operators of TzCFNs. The new operation laws for TzCFNs are given. (...) Hereby, the power average operator of real numbers is extended to four kinds of power average operators of TzCFNs, involving the power average operator of TzCFNs, the weighted power average operator of TzCFNs, the power ordered weighted average operator of TzCFNs, and the power hybrid average operator of TzCFNs. In the proposed group decision method, the individual overall evaluation values of alternatives are generated by using the power average operator of TzCFNs. Applying the hybrid average operator of TzCFNs, the specific general evaluation standards of alternatives are then combined into the collective ones, which are used to rank the alternatives. This study compares computer-supported groups, i.e., groups using group support systems (GSS), and face-to-face groups using ethical decision-making tasks. A laboratory experiment was conducted using five-person groups of information systems professionals. Face-to-face (FTF) and GSS groups were compared in terms of their decision outcomes and group members' reactions. The results revealed that computer-supported and face-to-face groups showed no significant difference in terms of the decision outcomes of choice shift and decision polarity. However, FTF (...) groups reached their decisions more quickly and they were more successful in attaining group consensus than GSS groups. Subjects evaluated face-to-face communication more favorably than GSS interaction on most post-group measures related to perceived group processes and satisfaction. Despite these outcomes, some possibilities for using GSS technology in an ethical decision making context are examined. (shrink)

Stephanie Collins’ Group Duties offers interesting new arguments and brings together numerous interconnected issues that have hitherto been treated separately. My critical commentary focuses on two particularly original and central claims of the book: (1) Only groups that are united under a group-level decision-making procedure can bear duties. (2) Attributions of duties to other groups should be understood as attributions of “coordination duties” to each member of the group, duties to take steps responsive to the (...) others with a view to the group’s φ-ing or express willingness to do so. In support of the first claim, Collins argues that only groups that can make decisions can bear duties, and that the ability to make decisions requires the relevant sort of decision-making procedure. I suggest that both parts of this argument remain in need of further support. I furthermore argue that Collins’ account of coordination duties gets certain kinds of cases wrong, and suggest that attributions of duties to groups without decision-making procedures are more plausibly understood as attributing shared duties. The aim of this paper is to define some new operation laws for the trapezoidal linguistic cubic fuzzy number and Hamming distance. Furthermore, we define and use the trapezoidal linguistic cubic fuzzy TOPSIS method to solve the multi criteria decision making (MCDM) method. The new ranking method for trapezoidal linguistic cubic fuzzy numbers (TrLCFNs) are used to rank the alternatives. Finally, an illustrative example is given to verify and prove the practicality and effectiveness of the proposed method.

In recent years, increasing attention has been given to virtue ethics in business. Aristotle's thought is often seen as the basis of the virtue ethics tradition. For Aristotle, the idea of phronësis, or 'practical wisdom', lies at the foundation of ethics. Confucian ethics has notable similarities to Aristotelian virtue ethics, and may embody some similar ideas of practical wisdom. This article considers how ideas of moral judgment in these traditions are consistent with modern ideas about intuition in management decision (...) making. A hypothetical case is considered where the complexity of ethical decision making in a group context illustrates the importance of intuitive, phronësis-like judgment. It is then noted that both Aristotelian and Confucian virtue ethics include suggestions about support for moral decision making that are also consistent with modern theory. (shrink)

Humans routinely make many decisions collectively, whether they choose a restaurant with friends, elect political leaders or decide actions to tackle international problems, such as climate change, that affect the future of the whole planet. We might be less aware of it, but group decisions are just as important to social animals as they are for us. Animal groups have to collectively decide about communal movements, activities, nesting sites and enterprises, such as cooperative breeding or hunting, that crucially affect (...) their survival and reproduction. While human group decisions have been studied for millennia, the study of animal group decisions is relatively young, but is now expanding rapidly. It emerges that group decisions in animals pose many similar questions to those in humans. The purpose of the present issue is to integrate and combine approaches in the social and natural sciences in an area in which theoretical challenges and research questions are often similar, and to introduce each discipline to the other’s key ideas, findings and successful methods. In order to make such an introduction as effective as possible, here, we briefly review conceptual similarities and differences between the sciences, and provide a guide to the present issue. In this paper, we define correlation coefficient measure between any two rough neutrosophic sets. We also prove some of its basic properties.. We develop a new multiple attribute group decision making method based on the proposed correlation coefficient measure. An illustrative example of medical diagnosis is solved to demonstrate the applicability and effecriveness of the proposed method.

Examples of patients with anorexia nervosa, depression or borderline personality disorder who have decision-making capacity as currently operationalized, but refuse treatment, are discussed. It appears counterintuitive to respect their treatment refusal because their wish seems to be fuelled by their illness and the consequences of their refusal of treatment are severe. Some proposed solutions have focused on broadening the criteria for decision-making capacity, either in general or for specific patient groups, but these adjustments might discriminate against (...) particular groups of patients and render the process less transparent. Other solutions focus on preferences expressed when patients are not ill, but this information is often not available. The reason for such difficulties with assessing decision-making capacity is that the underlying psychological processes of normal decision-making are not well known and one cannot differentiate between unwise decisions caused by an illness or other factors. The proposed alternative, set out in this paper, is to allow compulsory treatment of patients with decision-making capacity in cases of an emergency, if the refusal is potentially life threatening, but only for a time-limited period.
