Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching a (...) new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". Continuing rapid developments in the life sciences offer the promise of providing tools to meet global challenges in health, agriculture, the environment, and economic development; some of the benefits are already being realized. However, such advances also bring with them new social, ethical, legal, and security challenges. Governance questions form an increasingly important part of the discussions about these advances--whether the particular issue under debate is the development of ethical principles for human genome editing, how to establish regulatory systems (...) for the safe conduct of field trials of gene drive-modified organisms, or many others. However there are continuing concerns that the knowledge, tools, and techniques resulting from life sciences research could also enable the development of bioweapons or facilitate bioterrorism. Between June 10 and 13, 2018, more than 70 participants from 30 different countries and 5 international organizations took part in an international workshop, The Governance of Dual Use Research in the Life Sciences: Advancing Global Consensus on Research Oversight, in Zagreb, Croatia. Neoliberal precepts of the governance of academic science-deregulation; reification of markets; emphasis on competitive allocation processes have been conflated with those of performance management—if you cannot measure it, you cannot manage it—into a single analytical and consequent single programmatic worldview. As applied to the United States’ system of research universities, this conflation leads to two major divergences from relationships hypothesized in the governance of science literature. (1) The governance and financial structures supporting academic science (...) in the United States’ system of higher education are sufficiently different from those found in many other OECD countries where these policies have been adopted to produce political pressures for an increase rather than a decrease in governmental control over university affairs. (2) The major impact upon academic science of performance measurement systems has come not externally from new government requirements but internally from the independent adoption of these techniques by universities, initially in the name of rational management and increasingly as devices to foster reputational enhancement. The overall thrust of the two trends in the U.S. has been less a shift as experienced elsewhere from bureaucratic to market modes of governance than the displacement of professional-collegial control by internal bureaucratic control. This paper discusses entanglements of science and ethics in the regulation of genetically modified crops. Using the 2009 German ban of genetically modified maize MON810 and debates concerning the quality of science cited to support it, the paper highlights how values are tacitly embedded in science for policy and how ethical questions permeate the way this science is developed, quality-controlled, and given authority in the European regulation of biotechnology. We argue that a lack of recognition and (...) inadequate treatment of such value-commitments influencing science, and through this policy, impinges upon and weakens the ethical standards involved. Nongovernmental organizations (NGOs) and scientific controversies are often the common denominators in most of the cases that have significantly shaped science and society relationships in the Global South during the past two decades. National and international NGOs and their network have often facilitated the “opening up” of regulatory governance in multiple sectors. This article draws from three cases—the bottled water controversy, the agribiotechnology debates, and the nanotechnology initiatives—and charts out the role of the NGOs and controversies in (re)defining (...) the science-society relationship in India. The three cases illustrate how NGOs and controversies by their presence or absence at various stages of technology development shape the regulation-making exercise and the overall regulatory governance of science and technology. The experience of uncertainties in exploring the unknown—and dealing with them—is a key characteristic of what it means to be a life science researcher, but we have only started to understand how this characteristic shapes cultures of knowledge production, particularly in times when other—more social—uncertainties enter the field. Although the lab studies tradition has explored the workings of epistemic uncertainties, the range of potent uncertainty experiences in research cultures has been broadened within the neoliberal reorganization of academic institutions. Most (...) importantly, the stronger dependency on competitive project funding has led to increased social uncertainties. Being employed part-time and for shorter periods of time, researchers often find themselves in the precarious situation of high employment uncertainty. This article argues that the currently predominant form of organizing academic research creates a structural link between epistemic and social uncertainties. It then describes empirically different modes of coping with these uncertainties that researchers deploy and that seem to have become a variable in the governance of research cultures. To do so, it takes the academic life sciences in Austria as an example and explores them using approaches from both science and technology studies and labor studies. (shrink)

Grounded in the Foucauldian literature on governmentality and drawing on a broad range of disciplines, this book examines the government of childhood in the West from the early modern period to the present. The book deals with three key time periods, examining shifts in the conceptualization and regulation of childhood and child-rearing between the late sixteenth and late eighteenth (...) century; between the late eighteenth century and the mid/late twentieth century and the period from the late twentieth century to the present day. Building on the work of Chris Jenks, The Government of Childhood deploys the images of the Dionysian and Apollonian images of childhood as symbolic targets of power/knowledge and presents a third model - the Athenian child - as a symbolic target of modes of exercising power over the young that is grounded in children's capacity for agency. _Purpose._ The paper is aimed at identifying the ways of scientist’s influence on the development of modern society as compared to those of intellectuals. _Theoretical basis._ The socio-anthropological approach to the role of scientists in post-industrial society shows the leading role of people of science as a social group in present-day society. However, philosophical axiology reveals that scientists in today’s society do not have the appropriate social status: neither in state governance nor in the sphere of forming public (...) opinion. The classical doctrine concerning intellectuals has suffered a crisis in recent decades, which is due to the growing gap between the group of intellectuals recognized by society and the sphere of science. A new theoretical approach to determining the role of present-day research scientists as intellectuals is necessary. _Originality._ Successful development of modern society in conditions of growing social turbulence necessitates the access of research scientists to the sphere of public communication. This is required both by the needs of science advancement itself – to receive its adequate funding and win wide public recognition, and by society’s needs – as it is scientists who can provide reliable diagnostics of social problems and formulate well-grounded programs for overcoming them. _Conclusions._ For overcoming social barriers and getting access to public space, scientists themselves have to recognize themselves as a destitute social group – those who are unfairly deprived of making principal decisions in today’s society. For that, scientists should become modern intellectuals. Unlike media intellectuals, scientists are to interact not with social masses but, first and foremost, with public elites. The scientist has to gain his/her independent status by achieving the recognition of his/her own ideas among social elites rather than by winning wide personal popularity. Hence, scientists must aim at obtaining the status of the elite for elites – this would reveal in scientists the deepest potential of a modern man. (shrink)

After years of the welfare state, the rise of technology, combined with neoliberal governmental apparatuses, has established a new society of the precarious. In this new way of the world, productivity is not just connected to labor in the traditional sense of work hours, but more totally, to the formation of the self: work becomes performative and affective, and personal identities seep more and more into working ones. This new mode of being has another side, however: it can lead to (...) new forms of self-organization, resistance and exodus. What is 'legal' about bioethics? What are the ideas and artefacts that bioethics encompasses, and how are they related to law? What is the role of law in bioethics? In this work, Calvin Ho attempts to address these questions in the context of the governance of human pluripotent stem cell research. In essence, he argues that the hybridization of law, through processes, devices and techniques of juridification, has helped to constitute bioethics as a public sphere and an emergent civic (...) epistemology. Drawing on his multi-sited ethnographic fieldwork and on Actor-Network-Theory, Ho explains how the law has, through bioethics, contributed to the scientific and public understanding of human pluripotent stem cell research and its artefacts, particularly the embryo and human-animal combinations. Although the focus of his work is on bioethical developments in Singapore over a period of more than 15 years, parallel developments in key jurisdictions (especially the United States of America and the United Kingdom) and in international science policy are also evaluated. It is through appreciating how it has progressed that bioethics will be better able to engage with future challenges presented by advances in human embryo research and gene editing techniques, among others. An exciting and highly original examination of the practices of truth-telling and speaking out freely (parr?sia) in ancient Greek tragedy and philosophy. Foucault discusses the difficult and changing practices of truth-telling in ancient democracies and tyrannies and offers a new perspective on the specific relationship of philosophy to politics.

In this paper I examine how knowledge claims operating through two types of governance techniques can guide product innovations in the agri-food sector. The notion that knowledge claims have strong social and material components informs the analysis undertaken, developed through a discussion of social science approaches to the role of human groups and biophysical properties in social change. I apply this socio-technical perspective to two case studies: defining dietary fiber and reducing saturated fat. The first involves attempts to (...) produce an international definition of dietary fiber standards in the Codex Alimentarius Commission. The second involves efforts by food manufacturers to reduce the saturated fat content of food products in line with UK government guidelines. The case studies draw upon observations, document analysis, and over forty interviews. I suggest that although knowledge claims are active constituents of both governance processes, important differences are evident and arise from the history of scientific and technical controversies, and from the scope for articulating broader questions. In particular, the different criteria for judging “success” guide how knowledge claims are implicated in the governance of product innovation. I suggest that further work is required to understand the wider implications of efforts to change the composition of foods, not only for public heath, but also in relation to food security, quality, safety, and availability in a rapidly changing context. In order to do this successfully, knowledge claims made about the material properties of food should be made objects of social science analysis. (shrink)

Liberalism, Miguel de Beistegui argues in The Government of Desire, is best described as a technique of government directed towards the self, with desire as its central mechanism. Whether as economic interest, sexual drive, or the basic longing for recognition, desire is accepted as a core component of our modern self-identities, and something we ought to cultivate. But this has not been true in all times and all places. For centuries, as far back as late antiquity and early Christianity, philosophers (...) believed that desire was an impulse that needed to be suppressed in order for the good life, whether personal or collective, ethical or political, to flourish. Though we now take it for granted, desire as a constitutive dimension of human nature and a positive force required a radical transformation, which coincided with the emergence of liberalism. By critically exploring Foucault’s claim that Western civilization is a civilization of desire, de Beistegui crafts a provocative and original genealogy of this shift in thinking. He shows how the relationship between identity, desire, and government has been harnessed and transformed in the modern world, shaping our relations with others and ourselves, and establishing desire as an essential driving force for the constitution of a new and better social order. But is it? The Government of Desire argues that this is precisely what a contemporary politics of resistance must seek to overcome. By questioning the supposed universality of a politics based on recognition and the economic satisfaction of desire, de Beistegui raises the crucial question of how we can manage to be less governed today, and explores contemporary forms of counter-conduct. ​Drawing on a host of thinkers from philosophy, political theory, and psychoanalysis, and concluding with a call for a sovereign and anarchic form of desire, The Government of Desire is a groundbreaking account of our freedom and unfreedom, of what makes us both governed and ungovernable. The rapid diffusion of artificial intelligence (AI) technologies in the defence domain raises challenges for the ethical governance of these systems. A recent shift from the what to the how of AI ethics sees a nascent body of literature published by defence organisations focussed on guidance to implement AI ethics principles. These efforts have neglected a crucial intermediate step between principles and guidance concerning the elicitation of ethical requirements for specifying the guidance. In this article, we outline the key (...) normative choices and corresponding tradeoffs that are involved in specifying guidance for the implementation of AI ethics principles in the defence domain. These correspond to: the AI lifecycle model used; the scope of stakeholder involvement; the accountability goals chosen; the choice of auditing requirements; and the choice of mechanisms for transparency and traceability. We provide initial recommendations for navigating these tradeoffs and highlight the importance of a pro-ethical institutional culture. (shrink)

The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division (...) over the years know well, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. For these and related reasons it seemed to the editors chosen by the Divisional officers that the usual format of publishing the proceedings of the Congress be abandoned in favour of a somewhat more flexible, and hopefully acceptable, method of pre sentation. Longer-term developments shape the present and endogenous futures of institutions and practices of science and technology in society and their governance. Understanding the patterns allows diagnosis and soft intervention, often linked to scenario exercises. The book collects six articles offering key examples of this perspective, addressing ongoing issues in the governance of science and technology, including nanotechnology and responsible research and innovation. [EN]In recent decades, problems related to the accessibility and sustainability of science have increased, both in terms of the acquisition and dissemination of knowledge and its generation. Policymakers, academics, and, increasingly, citizens themselves have developed various approaches to this issue. Among them, citizen science is distinguished by making possible the generation of scientific knowledge by anyone with an interest in doing so. However, participation alone does not guarantee knowledge generation, which represents an epistemological challenge for citizen science. (...) Simultaneously, economic and socio-institutional difficulties in science governance and maintenance have grown. To solve those problems, several market elements have been introduced, a solution rejected by those who consider science as a public good that states must guarantee. Alternatively, research and work on the commons are growing worldwide, the concept being extended from natural resources to knowledge resources. In this chapter, we propose science as a commons, underlining the essential role of citizen science. Difficulties also apply to citizen science itself, but the increasing development of a multitude of projects based on cooperation favours the conditions required for its sustainability and quality. Our philosophical proposal is based on empirical knowledge about citizen science coupled with socio-economic concepts, according to a sociopolitical epistemology. (shrink)
