Increasingly, national governments across the globe are prioritizing investments in neuroscience. Currently, seven active or in-development national-level brain research initiatives exist, spanning four continents. Engaging with the underlying values and ethical concerns that drive brain research across cultural and continental divides is critical to future research. Culture influences what kinds of science are supported and where science can be conducted through ethical frameworks and evaluations of risk. Neuroscientists and philosophers alike have found themselves together encountering perennial questions; these questions are (...) engaged by the field of neuroethics, related to the nature of understanding the self and identity, the existence and meaning of free will, defining the role of reason in human behavior, and more. With this Perspective article, we aim to prioritize and advance to the foreground a list of neuroethics questions for neuroscientists operating in the context of these international brain initiatives. This paper raises two objections to the freedom of movement argument from the perspective of nonideal philosophy: the argument cannot provide a means for establishing admissions priorities when all prospective immigrants cannot be admitted and it ignores alternative grounds for moral claims to admission in the context of histories of injustice. I develop an alternative admissions-guiding principle that assigns strong moral claims to admission to certain prospective immigrants based on a global extension of the no-harm principle. It claims that (...) a society must admit prospective immigrants if admission is necessary either to prevent that society from harming those immigrants or to compensate immigrants whom it has already harmed. In Globalizing Justice, Richard Miller offers a novel understanding of the grounds and scope of the demands of global justice. Miller argues that our duties to the global poor should be conceived relationally, that is, as deriving from the very complex and substantial relationships that we, members of rich countries, have with members of poor countries. In this review essay, I ask whether a relational approach to justice is necessary for the kinds of global duties Miller wishes (...) to advance (that fall short of an egalitarian distributive duty). Global crises such as the climate crisis require fast concerted action, but individual and structural barriers prevent a socio-ecological transformation in crucial areas such as the mobility sector. An identification with people all over the world and an openness toward less consumption may represent psychological drivers of a socio-ecological transformation. We examined the compatibility of both concepts as well as their relation to people’s support of a decarbonised mobility system and their flight mobility behaviour – a CO2-intensive behaviour that (...) may be particularly difficult to refrain from for globally identified people, but less so for sufficiency-oriented people. In an online study conducted in Germany, we found that global identity and sufficiency orientation were positively related. Both were negatively related to past flight-related CO2 emissions and positively related to refraining from flying and the support of decarbonised mobility policies. Accounting for both showed that sufficiency orientation in particular was related to fewer flight-related CO2 emissions and refraining from flying. Furthermore, we examined people’s travel experiences. While global identity was unrelated to the frequency and duration of international travelling, it was positively related to the frequency and quality of contact with local people met on journeys. An experimental variation of whether participants first answered questions on global identity or on travel experiences revealed that remembering past international travelling led to higher reported levels of global identity. Taken together, global identity seems to profit from in-depth international contact with people, but can be decoupled from resource-intensive travel behaviour. Globally identified and sufficiency-oriented people may support a socio-ecological transformation. Our results indicate a compatibility of global identity and sufficiency orientation. Experimental and longitudinal research should examine causal links to foster our understanding of the conditions under which both can be strengthened. (shrink)

While the effects of COVID-19 are being felt globally, the pandemic disproportionately affects lower- and middle-income countries (LMICs) by exacerbating existing global health disparities. In this article, we illustrate how intersecting upstream social determinants of global health form a disparity pathway that compromises LMICs’ ability to respond to the pandemic. We consider pre-existing disease burden and baseline susceptibility, limited disease prevention resources, and unequal access to basic and specialized health care, essential drugs, and clinical trials. Recognizing that ongoing (...) and underlying disparity issues will require long-term correction efforts, this pathway approach is nonetheless helpful to inform ethical responses to this global pandemic. It can facilitate international cooperation during the pandemic to reduce the disparate burdens among different regions without imposing significant burden on any particular contributor. The pathway approach allows international stakeholders in various social positions to respond to different components of the pathway based on their respective strengths and resources to help break the cycle of global health inequity. Guided by the ethical principles of relational and pragmatic solidarity, we argue for a coordinated global division of labor such that different stakeholders can collaborate to foster equitable healthcare access during this pandemic. This study investigates corporate relationships with environmental organizations by examining hyperlinks in the corporate environmental responsibility (CER) sections of the Fortune 2008 Global 500 corporate websites. It is assumed that hyperlinked organizations either represent their current inter-organizational relationship or create symbolic relationships among organizations. Results show that Asian companies have fewer hyperlink relations with other organizations compared with those in North America and Western Europe. Network analysis also confirms that U.S. companies are explicitly connected with stakeholders for CER (...) practices, and governmental organizations have a relatively central role in the global CER system. Nonprofit organizations are the most frequently hyperlinked with Fortune Global 500 corporations. (shrink)

This paper argues that Amartya Sen’s comparative approach to justice requires a politics that is attentive to the agency of the other. Rethinking representation as a relational, rather than a sovereign, concept captures the relationship between agency and justice that is emerging in global politics today. It is increasingly common that non-governmental actors engage with communities through practices of trust and responsibility without appeal to political authority. his article develops a framework for addressing racial ontologies in transnational perspective. In contrast to simple contextualist accounts, it is argued that a globally engaged metaphysics of race needs to address transnational continuities of racial ontologies. In contrast to unificationist accounts that aim for one globally unified ontology, it is argued that questions about the nature and reality of race do not always have the same answers across national contexts. In order address racial ontologies in global perspective, the article (...) develops a framework that accounts for both continuities and discontinuities by looking beyond the referents of narrowly defined core concepts. By shifting the focus from narrow concepts to richer conceptions of race, racial ontologies become comparable through globally related but nonetheless distinct mappings between conceptions and property relations. The process of economic globalization has over the years accelerated the pace of labour policy convergence. In the Indian context, labour law since 1991 has witnessed a paradigm shift while embracing a policy of global integration. The ambit of labour relations is now being related with private practice or the informal settings, leading to multiple concerns over labour justice and security. This paper is interested in place-related attachments. It discusses the way in which territory or land is treated in theories of global distributive justice, and argues that this fails to capture the normatively significant relationship between peoples and places. This paper argues that any adequate theory of justice in territory has to begin by recognizing that territory is a claimant-relative good, and that this should be an important point of departure for theorizing about land and justice. Not only do (...) the current theories of distributive justice fail to acknowledge the claimant-relative nature of territory, but they do not offer a good way to incorporate place-related attachments in their theories. There is an urgent call for nurses to address climate change, especially in advocating for those most under threat to the impacts. Social justice is important to nurses in their relations with individuals and populations, including actions to address climate justice. The purpose of this article is to present a Global Nurse Agenda for Climate Justice to spark dialog, provide direction, and to promote nursing action for just‐relations and responsibility for planetary health. Grounding ourselves within the Mi'kmaw (...) concept of Etuaptmumk (two‐eyed seeing), we suggest that climate justice is both call and response, moving nurses from silence to Ksaltultinej (love as action). We review the movement for climate justice in nursing, weaving between our own stories, our relations with Mi'kmaw ways of knowing, and the stories of the movement, with considerations for the (w)holistic perspectives foundational to nursing's metaparadigm of person, environment, and health. We provide a background to the work of the Global Nurse Agenda for Climate Justice steering committee including their role at the 26th United Nations Climate Change Conference in Glasgow, 2021, and share our own stories of action to frame this agenda. Universalistic claims about the nature of justice are presumed to require larger commitments from a global perspective than partialist claims. This essay departs from standard partialist accounts by anchoring partialist claims in a different account of the nature of responsibility. In contrast to substantive responsibility, which is akin to an obligation and derived from principles, relational responsibilities grow out of relationships and their complex intertwining. While such accounts of responsibility are less clear cut, they will prove in the long (...) run to be more valuable in thinking about global ethics. I illustrate this point by considering the moral issue surrounding abandoned relationships. The approach offered here—partiality that rests upon relational responsibilities—makes the responsibilities owed by those in higher income countries towards lower income countries much richer and more complex than is usually presumed. Globalization has the potential to create a network society where “there is a common cultural code of values that forms the glue of the network”. This article explores if common cultural codes of values are emerging in the public relations industry by examining the codes of ethics of 41 professional public relations associations across the world. The method for the analysis was Centering Resonance Analysis, a textual analysis methodology, that uses linguistics theory to assess main concepts, their influence, (...) and their interrelationships. The research team found that six dominant themes emerged from the codes of ethics of professional communication associations: professionalism, advocacy, moral standards, clients’ interests, expertise, and relationships. The findings suggest that global values that will influence organizational relationships with publics are emerging in professional communication practice. (shrink)

A common criticism of global institutions is that their rules disproportionately favor the political and economic interests of powerful states over those of weaker states. This dissertation consists of three essays that each deal with a specific application of the criticism. In the first essay, I examine the question of whether international human rights law should include a human right to democracy. Joshua Cohen and Charles Beitz offer two kinds of argument for thinking that it should not. First, protecting (...) a human right to democracy would permit outsiders to intervene in domestic political arrangements in objectionable ways. Second, democracy presupposes a conception of persons as equals that cannot be shared internationally. I argue that both these arguments would prove too much: they would rule out from the human rights corpus rights that clearly seem to be human rights. Building on this conclusion, I offer a positive argument for recognizing a human right to democracy. In the second essay, I explore the objection that global economic institutions sustain unacceptable degrees of inequality. On one skeptical response, the rules of global economic institutions are justifiable insofar as states have consented to them. I argue that specific features of global economic institutions make this view implausible. I then articulate several reasons for thinking that inequalities sanctioned by global economic institutions are objectionable. It turns out that the prominent philosophical debate on whether Rawlsian egalitarianism should be globalized addresses one but not the other of these reasons. In the third essay, I examine the practice of universal jurisdiction, which allows states to exercise jurisdiction over a narrow range of international law violations regardless of where, by whom, or against whom the violations occur. On the standard justification for this exceptional category of jurisdiction, what makes the exception justifiable is the moral heinousness of the relevant violations. This justification, I argue, can explain neither the narrow subject matter nor the expansive scope of universal jurisdiction. I offer an alternative justification on which universal jurisdiction is justifiable as a way of filling enforcement gaps to which some but not other international legal norms are prone. (shrink)

The purpose of this paper is to analyze from a strategic ethical perspective four selected shareholder resolutions reported by the Social Issues Service of the Investor Responsibility Research Center regarding international labor and workplace standards. Particular attention will be paid to specific employee relations issues at the operating and tactical level of individual multinational firms. The paper concludes with policy recommendations for proxy statements.

In 1989, the age of power political realism ended. The conditions were set to replace the prevailing Hobbesian model of peace by deterrence with the considerably more challenging Kantian model of peace by right. If, however, Huntington's paradigm of fighting civilizations were right, we would have to forget Kant and remember Hobbes. Sober rationality, healthy distrust, striving for power accumulation and all the other instruments from the realist's toolbox of political prudence are very well suited to facilitate political self-assertion in (...) an age of violently clashing cultures. However, this helplessness is not well grounded. Considering that from the very beginning liberalism is a theory of religious and ethical pluralism and well-experienced in dealing with problems of multiculturalism, it is at least possible to argue for a weak liberal universalism which provides normative foundations for a global order of peacefully living together. Of course, conceptual and moral modesty is crucial. If the human rights doctrine wants to defend its universal claim in the face of cultural diversity , it has to restrict itself to the conditions of esse: the pre-cultural and sheer natural conditions of human being and human coexistence. However, the formulation of the conditions of bene esse has to be left to culture and its authorities and belief systems which buttress a cultural constitution of meaning, both theologically and metaphysically. Traditional natural rights theory knew that both have to go together, and that the esse-enabling duties necessarily enjoy priority. No cultural conception of thriving life and existential significance can be accepted which contradicts the fundamental imperatives and conditions of pure human existence and coexistence. (shrink)

This article deals with the International Criminal Court (ICC) as a point of contention in US relations with Germany and Japan. Both countries rank among America's closest allies, but they have also been supporting the establishment and operation of the ICC, although each to a different extent. The article analyzes the reasons for the three countries-vis the US. It suggests that Berlin's idealistic position and full ICC support on the one hand, as well as Japan's cautious and pragmatic approach (...) on the other, are both rooted not only in their individual evaluations of the ICC's institutional design, but also the varying degrees of their bi/multilateral orientation and the extent of their on US security commitments. Samantha Brennan notes in her survey article, “Recent Works in Feminist Ethics,” that “the reshaping of moral concepts in light of feminist critiques of individualism and feminist development of relational alternatives represents significant progress in feminist ethics, indeed in ethics at large.” Two suggestions in this claim serve as a starting point for my application of a relational approach to inequalities in a global context. First, equality is a moral concept that has been and continues to be central to (...) Western liberal theory. The global context reveals liberalism's dominance on the world scene as well as increases in inequalities of wealth both within and across borders. I claim that this context calls for renewed vigilance in the “reshaping of moral concepts” that are central to liberal theory. To clarify, I do not argue that feminists must work with these concepts. Rather I hold that some concepts, one of them being equality, have enduring moral value and this makes continued feminist analyses of them important, particularly in the contemporary global context. Discussions of global ethics—about the types of ethical claim made on individuals and groups, not only states, by individuals and groups around the world—have had to move beyond the categories inherited in the International Relations discipline. Many important positions are not captured by a framework developed for discussion of inter-state relations. The blindspots seem to reflect an outmoded expectation that (i) giving low normative weight to national boundaries correlates strongly with (ii) giving more normative weight to people (...) beyond one's national boundaries, and vice versa; in other words that these two dimensions in practice reduce to one. The paper develops an enriched categorisation. We need to recognise the separate importance of the two dimensions, and thus distinguish various types of ‘cosmopolitan’ position, including many varieties of libertarian position which give neither national boundaries nor pan-human obligations much (if any) importance. Biochar is a soil—improving substrate made from phytomass pyrolysis. In Southeast Asia, its application decreases due to the long-term growth of biochar cost and thus caused further prolongation of the payback period. In the Euro-American civilization the biochar application is already almost forgotten once it has been much earlier recognized that the crop yields can be increased much faster with higher doses of nutrients and other agrochemicals. The payback period can be expected in decades. Such a long-time investment into soil (...) fertility raises also many ethical questions. The final decision combines issues of social responsibility, risk and other financial indicators as well as personal preferences and more. The attitudes of Western and Central European decision makers in the agriculture business segment were analyzed on the basis of electronic questionnaire survey and a subsequent interview through their local unions. According to the data, most of them did not know about the possibilities of a more environmentally friendly approach to soil enhancement based on the addition of a fertilizer in the form of biochar. Among others, the collected data also shows that the decision makers from Western Europe have a much different ethical approach to the land and financial indicators than the Central Europeans. In this paper we discuss the relatively recent integration of feminist thinking in the discipline of International Relations. We argue that the theoretical foundations of International Relations are still primarily based on traditional male–female dichotomies, particularly that of separate public and private spheres. By extension, women are largely excluded from state power and decision making. The state is itself gendered. The growing recognition of the links between the global economy and gender forces us to engage with International (...) Relations in foreign and international policy. In this article we look at feminist interpretations of three main International Relations areas: international security, human rights, and international political economy and their implications for gender policies in the Caribbean. We also look at the contributions of Caribbean women to the international feminist agenda and suggest a research agenda for ongoing feminist theorizing in the discipline of International Relations. We investigate in detail how these two components depend on the way in which subpopulations are weighted as well as their dependence on parameters of the model such a migration rates, and local effective and census sizes. It is shown that under certain conditions the impact of II is eliminated, and NeV\documentclass[12pt]{minimal} \usepackage{amsmath} \usepackage{wasysym} \usepackage{amsfonts} \usepackage{amssymb} \usepackage{amsbsy} \usepackage{mathrsfs} \usepackage{upgreek} \setlength{\oddsidemargin}{-69pt} \begin{document}$$N_{eV}$$\end{document} of the metapopulation is maximized, when subpopulations are weighted proportionally to their long term reproductive contributions. Any attempt at consciousness assessment in organoids requires careful consideration of the theory of consciousness that researchers will rely on when performing this task. In cognitive neuroscience and the clinic, there are tools and theories used to detect and measure consciousness, typically in human beings, but none of them is neither fully consensual nor fit for the biological characteristics of organoids. I discuss the existing attempt relying on the Integrated Information Theory and its models and tools. Then, I revive the (...) distinction between global theories of consciousness and local theories of consciousness as a thought-provoking one for those engaged in the difficult task of adapting models of consciousness to the biological reality of brain organoids. The “microconsciousness theory” of Semir Zeki is taken as an exploratory path and illustration of a theory defending that minimal networks can support a form of consciousness. I suggest that the skepticism prevailing in the neuroscience community regarding the possibility of organoid consciousness relies on some assumptions related to a globalist account of consciousness and that other accounts are worth exploring at this stage. The relationship between the People’s Republic of China and the Republic of India has traditionally been seen in terms of the interaction of two different trends—cooperation and competition. At the same time, the positive or negative dynamics of China–Indian contacts have mostly been shaped by the extent to which the political leadership of China and India have been prepared at various times to be guided by pragmatic interests and the desire to overcome the legacy of the past. This set of (...) problems includes long-standing territorial disputes, New Delhi’s suspicions of the “all-weather strategic partnership” between Beijing and Islamabad, as well as the sensitive issues of Tibet and the Dalai Lama. Although the idea of ChIndia, as a condominium of the global interests of the two Asian giants and a manifestation of their growing interdependence, is no longer relevant, this article argues that cooperation or confrontation between China and India should not be linked solely to historical matters, but should be viewed from a broader regional and international perspective.
