Recently, philosophers and political theorists who defend a more practical or realistic approach to the issue of global justice have challenged the purely theoretical approaches. Nevertheless, the debate can be regarded as excessively restricted to the discussion about policies and institutions neglecting the non-contingent dimensions of the problem. In principle, both positions, theoretical and practical, may be understood as diverging from each other. However, abstract and concrete demands of justice can also be complementary to each other. Thus, (...) in this special issue of Etikk i Praksis we propose to explore the points of convergence and divergence between the theoretical and the practical approaches to global justice. We encourage submissions: arguing for or against the theoretical approach; arguing for or against the practical approach; exploring or rejecting the possibility of convergence between them. (shrink)

After a period of somewhat chaotic construction efforts, the dust is starting to settle on global justice theory. The alternative theoretical options are gaining clear shape. Mathias Risse's excellent On Global Justice is a work of judicious consolidation. He develops a nuanced and complex position that he calls “pluralist internationalism.” Its starting point is the claim that there are several different grounds of justice, that is, reasons for identifying a certain population of people and (...) holding that they have claims of justice against each other, the proper adjudication of which is settled by a certain type of principle. Consecutive constructivism is a moral and political theory which mitigates structural injustice by securing individuals' perception of private morality--that is, inventing procedural devices to make people enhance their moral consciousness--and, at the same time, encourages people to voluntarily concern themselves with procedural justice and public morality. The crucial reason for this position is that a detouring method of not directly dealing with the problem of justice but rather discussing the problem of morals is required to avoid the (...) lucid criticisms of statists that the sovereign ruling states with authority or the world government does not exist. This book suggests a new approach to the problem of global justice, termed here consecutive constructivism. It provides a way of coping with procedural justice at the global level, while also alleviating the problem of structural injustice insofar as it exacerbates procedural injustice. Acknowledging the fact that the discussion of global justice is difficult in a world constituted of lots of sovereign states, it sketches out a political theory which begins with the problem of morals and then consecutively moves on to the matter of justice. Proponents of using genetically modified (GM) crops and food in the developing world often claim that it is unjust not to use GMOs (genetically modified organisms) to alleviate hunger and malnutrition in developing countries. In reply, the critics of GMOs claim that while GMOs may be useful as a technological means to increase yields and crop quality, stable and efficient institutions are required in order to provide the benefits from GMO technology. In this debate, the GMO proponents tend to rely (...) on a simple utilitarian type of calculus that highlights the benefits of GMOs to the poor, but that overlooks the complex institutional requirements necessary for GMO production. The critics, recognizing the importance of institutional conditions, focus primarily on the negative impacts of institutional deficiencies, thereby overlooking the basically Rawlsian claim that institutions per se may generate claims to justice. This article investigates how GMOs might generate claims to global justice and what type of justice is involved. The paper argues that the debate on GMOs and global justice can be categorized into three views, i.e., the cosmopolitan, the pluralist, and the sceptic. The cosmopolitan holds that GMOs can and should be used for alleviating global hunger, whereas the sceptic rejects this course of action. I will argue here for a moderately cosmopolitan approach, relying on the pluralist view of institutions and the need to exploit the benefits of GMOs. This argument rests on the premise that global cooperation on GMO production provides the relevant basis for assessing the use of GMOs by the standard of global distributive justice. (shrink)

I examine how reforming our international tax regime could be an important vehicle by which we can begin to realize global justice. For instance, eliminating tax havens, tax evasion, and transfer pricing schemes are all important to ensure accountability and to support democracies. I argue that the proposals concerning taxation reform are likely to be more effective in tackling global poverty than Thomas Pogge's global resources dividend because they target some of the central issues more effectively. To address climate change fairly, many conflicting claims over natural resources must be balanced against one another. This has long been obvious in the case of fossil fuels and greenhouse gas sinks including the atmosphere and forests; but it is ever more apparent that responses to climate change also threaten to spur new competition over land and extractive resources. This makes climate change an instance of a broader, more enduring and - for many - all too familiar problem: the problem (...) of human conflict over how the natural world should be cared for, protected, shared, used, and managed. -/- This work develops a new theory of global egalitarianism concerning natural resources, rejecting both permanent sovereignty and equal division, which is then used to examine the problem of climate change. It formulates principles of resource right designed to protect the ability of all human beings to satisfy their basic needs as members of self-determining political communities, where it is understood that the genuine exercise of collective self-determination is not possible from a position of significant disadvantage in global wealth and power relations. These principles are used to address the question of where to set the ceiling on future greenhouse gas emissions and how to share the resulting emissions budget, in the face of conflicting claims to fossil fuels, climate sinks, and land. It is also used to defend an unorthodox understanding of responsibility for climate change as a problem of global justice, based on its provenance in historical injustice concerning natural resources. This book offers an original account of a distinctly republican theory of social and global justice. The book starts by exploring the nature and value of Hegelian recognition theory. It shows the importance of that theory for grounding a normative account of free and autonomous agency. It is this normative account of free agency which provides the groundwork for a republican conception of social and global justice, based on the core-ideas of freedom as (...) non-domination and autonomy as non-alienation. As the author argues, republicans should endorse a sufficientarian account of social justice, which focuses on the nature of social relationships and their effects on people's ability to act freely and realize their fundamental interests. On the global level, the book argues for the cosmopolitan extension of the republican principles of non-domination and non-alienation within a multi-level democratic system. In so doing, the book addresses a major gap in the existing literature, presenting an original theory of justice, which combines Hegelian recognition theory and republican ideas of freedom, and applying this hybrid theory to the global domain. Fabian Schuppert creates a grand synthesis uniting neo-republican insights on freedom with Hegelian recognition theory. The result is an account of agency that arises from the idea of non-domination whose aim it is to safeguard individual freedom. When combined with Hegelian recognition theory a social focus also emerges. This amalgam comments on many of the major disputes concerning global justice from a cosmopolitan perspective. The republican tradition seems to have a blind spot about global justice. It has had little to say about pressing international issues such as world poverty or global inequalities. According to the old, if apocryphal, adage: extra rempublicam nulla justitia. Some may doubt that distributive justice is the primary virtue of republican institutions; and at any rate most would agree that republican values have traditionally been realized in the polis not in the cosmopolis. The article sketches (...) a republican account of global non-domination which suggests that duties of distributive justice are not bounded to the institutions of a single society. In particular, it argues that republicans have good reasons to seek to curb those global inequalities which underpin what I call capability-denying domination. (shrink)

No-connection theories and special connection global justice theories attempt to explain our global responsibilities. No-connection theories, while universal are less than motivating. Special-connection theories, while motivating, have been unable to fully ground global responsibilities. “Bootstrapping” theories like those of Thomas Donahue-Ochoa or Shannon Vallor are both universal and motivating. Donahue-Ochoa argues that systemic injustice reduces everyone’s freedom. Vallor argues that virtues have global scope given how they are grounded. Both have flaws. I propose “absolute resistance (...) theory.” I claim if we cannot resist systemic injustice locally without global resistance, we have global responsibilities to resist injustice stemming from proximate relationships. This brief introduction frames a guest-edited collection of eleven contributed articles in the Journal of Global Ethics focused on global justice and childhood. On a general level, there is widespread consensus that there is a strong need for improvement in the lives of children around the globe. What global justice demands in this regard, however, has never been fleshed out in detail and there is only a little philosophical literature on this topic. Against this background, (...) five aspects of the question of global justice for children need to be addressed. First, one has to take into account the debate between cosmopolitanism and particularism, as well as the debate as to whether and to what extent individual, collective or institutional actors should be prioritized. Secondly, a theory of global justice for children must explain how the content of global justice for children is founded and justified, and what it comprises. Third, different principles can be used to assess global justice for children. Only two prominent alternatives are mentioned here: egalitarianism and sufficiency. Fourthly, the temporal dimension of global justice is of particular importance for children. Fifthly, an approach focusing on the examination of injustices is equally necessary. (shrink)

It is held that absolute poverty causes approximately one third of all human deaths, some 18 million annually, and blights billions of lives with hunger and disease. This book develops universalizable norms aimed at tackling absolute poverty and the complex and multilayered problems associated with it.

This essay criticizes a prominent strand of theorizing about global justice, Rawlsian global constructivism. It argues that the constructivist method employed by cosmopolitan and social liberal theorists cannot grapple with the complexities of interdependence, deep pluralism, and socio-cultural diversity that arise in the global context. These flaws impugn the persuasiveness and plausibility of the substantive conclusions reached by Rawlsian global constructivists and highlight serious epistemological problems in their approach. This critique also sheds light on some (...) broader problems with ideal theory in the global context, showing how it leads to distortions in our thinking about justice and again raising doubts about the epistemological and normative conclusions of global constructivist approaches. I outline a holistic normative approach to migration in which I identify the major considerations that should be taken into account in formulating just migration policies. I argue that migration is basically an issue of global justice and that the basic interests of all parties significantly affected by migration should be taken into account in an adequate normative approach to this issue. I also maintain that an open borders policy does not allow for the strategic use of labor (...) migration as a tool to address global inequalities and that it neglects legitimate concerns that liberal egalitarians should have for the most vulnerable individuals in developing countries. This paper proposes a problem-based approach to theorizing about global justice as opposed to what I call a paradigm-based approach. The latter confronts questions of global justice from an established ideal of justice normally constructed for the domestic context. The problem-based approach engages global justice issues without the presumption that that they must be accessible from an established (domestic) framework of justice. One advantage of the problem-based approach is that it does not (...) foreclose engagement with practical matters (by defining some issues, such as global equality, as non-problems); another is that it has a more reflective and revisionary approach to theorizing about justice (as when new challenges compel re-examination of our established theories of justice). Humanitarian aid is another approach to the problem of contemporary global poverty. Its difficulty lies first in people’s different conceptions of obligation and donation. They consider the former as duty while the latter is seen to lie beyond the call of duty. Second, in terms of a correlation between right and duty, since everyone has the right to life, the duty falls accordingly upon organizations or individuals. Meanwhile, donation as duty is not perfect obligation, thus is not compulsory either. Finally, international humanitarian aid is constrained by nationalism and partial love. Hence, in the light of either government or individual, the humanitarian aid approach is beset with challenges. Global justice has gained academic importance worldwide since John Rawls’ later works. By contrast to domestic justice, it is a theory of justice that proposes to include all human beings. Global justice stands for a kind of utopian justice in regard to both the institutional path and the humanitarian aid approach. I shall examine the theory of global justice under these two aspects. How are we to navigate between duties to compatriots and duties to non-compatriots? Within the literature there are two important kinds of accounts that are thought to offer contrasting positions on these issues, namely, cosmopolitanism and statism. We discuss these two rival accounts. I then outline my position on global justice and how to accommodate insights from both the cosmopolitan and statist traditions within it. Having outlined my ideal theory account of what global justice requires, (...) I discuss the far more pressing question of what our remedial responsibilities are in our decidely non-ideal world: what does the developed world owe to the developing world and what are our responsibilities to non-compatriots, given our situation here and now? I argue that we have considerable responsibilities and I sketch some of the supporting grounds for this view. Finally, I consider how the general account of global justice and remedial responsibilities developed here applies to the case of responsibilities for migrants’ and refugees’ healthcare. (shrink)

If global distributive justice or injustice is to exist, there must be something that is just or unjust: something to which the moral assessments at issue attach. I argue in this paper against one popular candidate for that role: the “global basic structure.” I argue that principles of distributive justice that target the global basic structure fail to satisfy a crucial “action guidance” desideratum and that this problem points to an alternative target that philosophers of (...) global justice have yet to widely acknowledge. We ought to exclusively direct our principles at subspheres of global politics: disaggregating global justice for a disaggregated world. (shrink)

We shall see that as the Master of suspicion, Marx rejects capitalism, which he considers to be a system of bourgeois oppression, absurd and decadent. The latter eludes the importance of the social question in the historical future of a society. Trampling on the lyrical illusions of practical rationality, he insists on the rigidity of economic and social determinisms, to which he confers an overdeterminent role in sub-estimating the impact of cognitive and/or psychological mechanisms on the exercise of state power. We will explain how dialectical materialism in Marx joins in many respects the methodological revolution initiated by Nietzsche, particularly as regards its requirement to contextualize a real understood as a fabric of forces, in order to understand the origin of the dominant values and that of the capitalist system. Moreover, it will be important to develop the idea that within a civil society, itself prey to a crisis of the sittlichkeit (the ethical life), history tends to separate the interests in favor of imperceptible cowards perverse become legion, while insidiously affecting a social body incapable of escaping from material contingencies. This introduction begins with two simple case studies that reveal a background of socio-economic complexities that hinder development. The availability of healthcare and the issue of cross-border justice are the key points to be addressed in this study. The chapters consider philosophy, economics, and bioethics in order to provide a global perspective. Two theories come into play in this book—the ideal and non-ideal—which offer insight on why and how things are done.

This paper offers an analysis of how normative theories on global poverty make assumptions regarding the geography of global poverty and global power constellations. I follow some recent global developments relevant to these assumptions, and ask whether normative theorizing should react to these developments. I argue that while accounts of global justice are not explicitly committed to any particular empirical ideas, the global justice discourse reflects the specific socioeconomic and geopolitical context in (...) which it emerged, and that this context is currently giving way to a somewhat different reality. I suggest some preliminary starting points for a normative theory which would reflect the contemporary conditions more accurately. These starting points include shifting the focus of theorizing from relations between rich and poor countries to inequalities on various levels, and the notion of a complex institutional site of global justice. Which political principles should govern global politics? In his new book, Simon Caney engages with the work of philosophers, political theorists, and international relations scholars in order to examine some of the most pressing global issues of our time. Can we respond to injustices in the world in ways that do more than just address their consequences? In this book, Brooke A. Ackerly argues that what to do about injustice is not just an ethical or moral question, but a political question about assuming responsibility for injustice. Ultimately, Just Responsibility offers a theory of global injustice and political responsibility that can guide action.

We do not live in a just world. This may be the least controversial claim one could make in political theory. But it is much less clear what, if anything, justice on a world scale might mean, or what the hope for justice should lead us to want in the domain of international or global institutions, and in the policies of states that are in a position to affect the world order. By comparison with the perplexing (...) and undeveloped state of this subject, domestic political theory is very well understood, with multiple highly developed theories offering alternative solutions to well-defined problems. By contrast, concepts and theories of global justice are in the early stages of formation, and it is not clear what the main questions are, let alone the main possible answers. I believe that the need for workable ideas about the global or international case presents political theory with its most important current task, and even perhaps with the opportunity to make a practical contribution in the long run, though perhaps only the very long run. Engaging with Global Justice through InternshipsGlobal justice, on its face, seems like an impossible task. As individuals, even citizens of wealthy and powerful countries, the task of economic, social and political justice seems to outstrip our intellectual, practical and emotional abilities. Considering the scope of 'global' justice, it would appear that a massive coordinated effort would be necessary to overcome the problems of global injustice, yet it would seem such coordination may be impossible. (...) The difficulties of seeking justice between nations led John Rawls to suggest that we can only hope for a kind of humanitarian goodwill between states, which in his view was less than a robust requirement for international justice. Amartya Sen, in the Idea of Justice, recently argued that it is not justice that we seek, since seeking justice in a global sense is impossible. Given the capitulation of such philosophical luminaries, it is no wonder that philosophy students often find the problems of global justice and injustice to be intractable and indeed, overwhelming. However, when students engage with those whose everyday work involves chipping away at one or another specific problem of global justice, they learn not despair, but hope, and more importantly, they learn how issues of global justice are addressed in practical terms. Those who work on these local issues not only have an understanding of the connection between local, national and global aspects of these issues, they solve these problems, and can show students how everyday decisions on a local level affect issues of justice on a larger scale. Working with such individuals and organizations helps students understand the work of justice, and its local, national and global faces. In my course 'Global Justice', I use internships with social justice organizations to give students a look at the everyday, often difficult, but essentially manageable work that goes into solving issues of injustice at the local, national and global levels. I call this work 'engaged learning'. Engaged learning is a variety of experiential learning that seeks to integrate theory and practice through project-based internships that foster strong university-community partnerships. In my philosophy course 'Global Justice', each of my students is assigned a semester-long internship with a local organization working on issues of global justice. Through these internships, students work through larger theoretical questions while engaging in the everyday work of global justice practitioners. In what follows, I describe how I organized this class and what elements of the course work to both create good experiences for my students and community relationships that persist beyond the semester. This article critiques the ‘withdrawal approach’ to deparochializing global justice and argues for an approach that views ‘departure’ from mainstream theorization as integral to truly critical engagement. It introduces Aakash Singh Rathore’s approach to deparochialization – purportedly founded on Amartya Sen’s The Idea of Justice – as an example of ‘withdrawal approach’ which advocates repudiation of the West-centric and ‘profession-oriented’ academic debate on global justice, and promotion of context-sensitive theories. I argue that Rathore’s ‘withdrawal approach’ (...) springs from an inaccurate reading of Sen’s The Idea of Justice and hence overlooks the critical spirit of Sen’s engagement with the global heritage of ideas and 'critical departure’ from parochial theories. This article further explores three analytical forms of parochialism that dominant theories of global justice may suffer from: epistemic, conceptual and descriptive. Using the case of India’s superrich and their culpability in global poverty, I demonstrate the parochial construction of ‘duties’ in Thomas Pogge’s theory of global poverty. I argue that deparochializing global justice, involving critical engagement with existing theorization along conceptual and descriptive lines, can illuminate a new way forward in global justice research.
