The base rate literature has an opposite twin in the social psychological literature on stereotypes, which concludes that people use their preexisting beliefs about probabilistic category attributes too much, rather than not enough. This ironic discrepancy arises because beliefs about category attributes enhance accuracy when the beliefs are accurate and diminish accuracy when they are not. To determine the accuracy of base rate/stereotype beliefs requires research that addresses specific content.

The target article tends to conflate self-deception and self-enhancement, but biased self-presentation can be negative as well as positive. Self-deceiving self-diminishers may be depressed and non-self-deceiving self-diminishers may project false modesty. The article's otherwise brilliant argument for the advantages of self-deceptive self-enhancement for deceiving others may underemphasize the risks it entails for poor decision making.

The target article's finding of stable and general individual differences in solving of problems in heuristics-and-biases experiments is fundamentally subversive to the Meliorist research program's attention-getting claim that human thought is “systematically irrational.” Since some people get these problems right, studies of heuristics and biases may reduce to repeated demonstrations that difficult questions are hard to solve.

Mainstream social psychology focuses on how people characteristically violate norms of action through social misbehaviors such as conformity with false majority judgments, destructive obedience, and failures to help those in need. Likewise, they are seen to violate norms of reasoning through cognitive errors such as misuse of social information, self-enhancement, and an over-readiness to attribute dispositional characteristics. The causes of this negative research emphasis include the apparent informativeness of norm violation, the status of good behavior and judgment as unconfirmable null (...) hypotheses, and the allure of counter-intuitive findings. The shortcomings of this orientation include frequently erroneous imputations of error, findings of mutually contradictory errors, incoherent interpretations of error, an inability to explain the sources of behavioral or cognitive achievement, and the inhibition of generalized theory. Possible remedies include increased attention to the complete range of behavior and judgmental accomplishment, analytic reforms emphasizing effect sizes and Bayesian inference, and a theoretical paradigm able to account for both the sources of accomplishment and of error. A more balanced social psychology would yield not only a more positive view of human nature, but also an improved understanding of the bases of good behavior and accurate judgment, coherent explanations of occasional lapses, and theoretically grounded suggestions for improvement. Many commentators agree with our view that the problem-oriented approach to social psychology has not fulfilled its promise, and they suggest new research directions that may contribute to the maturation of the field. Others suggest that social psychology is not as focused on negative phenomena as we claim, or that a negative focus does indeed lay the most efficient path toward a general understanding of social cognition and behavior. In this response, we organize the comments thematically, discuss them in light (...) of our original exposition, and reiterate that we seek not a disproportionately positive social psychology but a balanced field that addresses the range of human performance. Social reality of a group emerges from interpersonal perceptions and beliefs put to action under a host of environmental conditions. By extending the study of fast-and-frugal heuristics, we view social perceptions as judgment tools and assert that perceptions are ecologically rational to the degree that they adapt to the social reality. We maintain that the veracity of both stereotypes and base rates, as judgment tools, can be determined solely by accuracy research.

The general principle behind the effects of nested sets on the use of base rates, we believe, is that the mind is prepared to take in Without any need to assume two cognitive systems, this principle explains how the proper use of base rates can be facilitated and also accounts for occasions when base rates are overused.

The development of some COVID-19 vaccines by private companies like Moderna and Sanofi-GSK has been substantially funded by various governments. While the Sanofi CEO has previously suggested that countries that fund this development ought to be given some priority, this suggestion has not been taken seriously in the literature. Considerations of nationalism, sustainability, need, and equitability have been more extensively discussed with respect to whether and how much a country is entitled to advance purchase orders of the vaccine under conditions (...) of absolute scarcity. Yet, little attention has been paid to whether prior investment into developing a vaccine entitles a country to some priority with respect to these orders. Moreover, while not a majority view, some survey results show that a significant minority of the populace does endorse some view like this. This article argues that the minority have a point: recognizing funder countries some priority is justified by the weak Lockean claim (WLC). According to the WLC, the fact that someone has contributed to the development of something gives them some entitlement to the resultant product. This article will defend the WLC, and address objections to the argument, including those pertaining to questions of historical injustice and medical need. This argument does not imply an unconstrained entitlement. Rather, contribution to development is one morally relevant factor that must be tempered by and weighed against potentially more substantial claims to priority based on need, equity, and other considerations. Crowdfunding entails small funds or contributions collected from the public to support and develop certain services or products. It has been widely adopted as an alternative method to fund social, cultural, and technological projects. Crowdfunding platforms can capitalize the social and digital networks, making them more efficient in targeting funders with minimum operational costs. The emergence of crowdfunding platforms as social information systems attracts researchers and academicians to study their increasing acceptance. In complement to qualitative and big-data analyses, behavioral (...) models can offer robust insights into why individuals like to participate in the activities generated on these platforms. Prior research focuses on the user's acceptance of these platforms, but less attention has been given to users' engagement in crowdfunding-based social welfare projects. The study highlights people's crowdfunding intentions to fund social welfare projects based on the elaboration likelihood model. The study hypothesizes argument quality and technical advantage as central signals and shared value and reputation as peripheral signals, where outcome efficacy and social consciousness directly affect intentions to participate and moderate the relationship between signals and intentions. We collect data from 467 potential donors from China's 30 online crowdfunding platforms. The results indicate a more significant peripheral route effect on donation participation in social welfare crowdfunding. Social consciousness significantly predicts donation intentions where outcome efficacy and social consciousness strengthen the relationship between argument quality, shared values, and donation intentions to participate in socially responsible crowdfunding. The study provides implications for social collaboration for welfare projects through these platforms in light of these dynamic factors. (shrink)

The vast majority of health research resources are used to study conditions that affect a small, advantaged portion of the global population. This distribution has been widely criticized as inequitable and threatens to exacerbate health disparities. However, there has been little systematic work on what individual health research funders ought to do in response. In this article, we analyze the general and special duties of research funders to the different populations that might benefit from health research. We assess (...) how these duties apply to governmental, multilateral, nonprofit, and for-profit organizations. We thereby derive a framework for how different types of funders should take the beneficiaries of research into account when they allocate scarce research resources. (shrink)

AI systems that demonstrate significant bias or lower than claimed accuracy, and resulting in individual and societal harms, continue to be reported. Such reports beg the question as to why such systems continue to be funded, developed and deployed despite the many published ethical AI principles. This paper focusses on the funding processes for AI research grants which we have identified as a gap in the current range of ethical AI solutions such as AI procurement guidelines, AI impact assessments and (...) AI audit frameworks. We highlight the responsibilities of funding bodies to ensure investment is channelled towards trustworthy and safe AI systems and provides case studies as to how other ethical funding principles are managed. We offer a first sight of two proposals for funding bodies to consider regarding procedures they can employ. The first proposal is for the inclusion of a Trustworthy AI Statement’ section in the grant application form and offers an example of the associated guidance. The second proposal outlines the wider management requirements of a funding body for the ethical review and monitoring of funded projects to ensure adherence to the proposed ethical strategies in the applicants Trustworthy AI Statement. The anticipated outcome for such proposals being employed would be to create a ‘stop and think’ section during the project planning and application procedure requiring applicants to implement the methods for the ethically aligned design of AI. In essence it asks funders to send the message “if you want the money, then build trustworthy AI!”. (shrink)

In addition to a code of conduct for researchers, it is desirable to implement a code of conduct for funders of research. This is because researchers often behave unethically as a result of direct and/or indirect pressure from funders. The paper provides an expansion of the first proposal for such a code of conduct and includes several elements such as “policy relevant research should not be contracted and supervised by a client with an interest in the outcomes”, and (...) “policy relevant research should always be examined by an independent institute”. In recent years, the changing landscape for the conduct and assessment of research and of researchers has increased scrutiny of the reward systems of science. In this context, correcting the research record, including retractions, has gained attention and space in the publication system. One question is the possible influence of retractions on the careers of scientists. It might be assessed, for example, through citation patterns or productivity rates for authors who have had one or more retractions. This is an emerging (...) issue today, with growing discussions in the research community about impact. We have explored the influence of retractions on grant review criteria. Here, we present results of a qualitative study exploring the views of a group of six representatives of funding agencies from different countries and of a follow-up survey of 224 reviewers in the US. These reviewers have served on panels for the National Science Foundation, the National Institutes of Health, and/or a few other agencies. We collected their perceptions about the influence of self-correction of the literature and of retractions on grant decisions. Our results suggest that correcting the research record, for honest error or misconduct, is perceived as an important mechanism to strengthen the reliability of science, among most respondents. However, retractions and self-correcting the literature at large are not factors influencing grant review, and dealing with retractions in reviewing grants is an open question for funders. (shrink)

The Doris Duke Charitable Foundation's competitive career development award selects awardees annually. This paper describes changes DDCF made to its grants making process to improve gender representation in its applicant and awardee pools.

In the context of more and more project-based research funding, commercialization and economic growth have increasingly become rationalized concepts that are used to demonstrate the centrality of science for societal development and prosperity. Following the world society tradition of organizational institutionalism, this paper probes the potential limits of the spread of such rationalized concepts among different types of research funders. Our comparative approach is particularly designed to study the role and position of nonprofit research funders, a comparison that (...) is relevant as NPF could potentially be shielded from such rationalized pressures given their lack of profit gaining motives. By making a qualitative interview-based investigation we are able to describe how research funders rationalize their contributions to society at large, as well as their obligations to the researchers they fund. Four types of research funders are compared—independently wealthy philanthropists, fundraising dependent nonprofits, public agencies, and industry. We find that NPF, and especially philanthropists, are the least commercially geared type of funder, but that philanthropists also express least obligations to researchers funded. This is in sharp contrast to public research funders who, even more than industry, employ commercially geared rationalizations. We also find that both public and corporate funders express obligations to the researchers they fund. Our results indicate that there are limits to the spread of commercially tinted rationalizations among NPF, but that this does not necessarily mean an increased sense of obligations to the researchers funded, and by extension to the integrity of scientific pursuit. A correct understanding of what Freud means by “pleasure” and what he thinks of the possible ways to obtain pleasure requires an examination of his conceptions of the drive and of the libidinal body. Both theories are built on a variety of traditional philosophical views, the examination of which can help to overcome some of their obscurities. The reference to Leibniz and his Aristotelian understanding of the relation between pleasure and the force (vis activa) which animates the substance and maintains (...) it in constant movement allows an account of what in the drive preserves it from total exhaustion and a consequent reversal of pleasure into displeasure. Similarly, an examination of Schopenhauer's conception of the human body clarifies what Freud says about the “pleasure of the organ”. The necessity for the drive to invest a body is given thereby a metaphysical foundation. Furthermore Schopenhauer's phenomenological description of the manner in which this driven body is experienced differently in the affect of pleasure or displeasure, and in an objective representation sheds new light on the relation between the libidinal body and the objective body. Several different evaluation issuesare perceived as important by people involved withinnovative projects intended to improve local food andnutrition systems; particularly the establishment oflocal food policy coalitions. Several such coalitionshave been formed in North America, Europe, andAustralia with the goal of improving community foodsecurity and promoting sustainable local food systems.Pioneer coalitions have served as models, yet therehas been little systematic evaluation of thesemodels. A qualitative study was conducted to identifyfactors that may hinder evaluation efforts. In grouptelephone interviews, we sought the views (...) ofacademics, project organizers, and funders, a total of24 key informants. Pressures to evaluate were assessed differently bythe three groups of key informants. Academics felt thefocus of evaluation should be on the effectiveness ofthe process used to discuss issues and formulatepolicies and plans. Project organizers and fundersperceived a need to assess project impact andoutcomes. A lack of suitable evaluation models andmethods was viewed as a formidable barrier. The use ofinappropriate methods and premature impact evaluationwere noted as potential threats to projectsustainability. External constraints and resourcelimitations were also said to inhibit evaluationefforts. It appears that several other factors may also beimpeding progress in conducting more (and more useful)evaluations including: (1) the apparent negativeconnotation of evaluation and the limited benefitsexpected from evaluation by stakeholders, (2) a lackof consensus about important evaluation questions,(3) insufficient evaluation expertise among projectorganizers, and (4) inadequate appreciation ofincreasing accountability pressures. Despite being a seemingly straightforward moral concept (that all humans have certain rights by virtue of their humanity), human rights is a contested concept in theory and practice. Theorists debate (among other things) the meaning of “rights,” the priority of rights, whether collective rights are universal, the foundations of rights, and whether there are universal human rights at all. These debates are of relatively greater interest to theorists; however, a given meaning of “human rights” implies a corresponding theory of change (...) and through that can be an important guide to the practice of human rights activists and their funders. In practice, any organization can describe their work as “rights based.” This article clarifies the practices of human rights activists and their funders that are consistent with a theory of human rights as (1) universal, (2) interdependent across groups and categories of people, (3) indivisible across issue areas and claims, and (4) measured by the enjoyment of rights. Research funders, regulatory agencies, and journals are increasingly expecting that individual-level data from health research will be shared. Broad consent to such sharing is considered appropriate, feasible and acceptable in low- and middle-income settings, but to date limited empirical research has been conducted to inform the design of such processes. We examined stakeholder perspectives about how best to seek broad consent to sharing data from the Mahidol Oxford Tropical Medicine Research Unit, which implemented a data sharing policy and broad (...) consent to data sharing in January 2016. Between February and August 2017 qualitative data were collected at two sites, Bangkok and the Thai-Myanmar border town of Mae Sot. We conducted eighteen semi-structured interviews. We also conducted four focus group discussions with a total of nineteen people. Descriptive and thematic coding informed analysis of aspects of data sharing that are considered most important to inform participants about, and the best ways to explain complex and abstract topics relating to data sharing. The findings demonstrated that clinical trial participants prioritise information about the potential benefits and harms of data sharing. Stakeholders made multiple suggestions for clarifying information provided about data sharing on such topics. There was significant variation amongst stakeholders’ perspectives about how much information should be provided about data sharing, and it was clear that effective information provision should be responsive to the study, the study population, the individual research participant and the research context. Effectively communicating about data sharing with research participants is challenging in practice, highlighting the importance of robust and effective data sharing governance in this context. Broad consent should incorporate effective and efficient explanations of data sharing to promote informed decision-making, without impeding research participants’ understandings of key aspects of the research from which data will be shared. Further work is required to refine both the development of core information about data sharing to be provided to all research participants, and appropriate solutions for context specific-challenges arising when explaining data sharing. This claim—the proportional view—is widely accepted but has never been fully specified or defended. In this paper, I explain what is required to specify the view, attempt to do so in the most charitable way, and then critically evaluate its normative underpinnings. I conclude that a severity-weighted proportional view is defensible. I close by drawing out five key lessons of my analysis for health research priority-setting. (shrink)

Krueger & Funder (K&F) correctly identify work on conformity, obedience, bystander (non)intervention, and social cognition as among social psychology's most memorable contributions, but they incorrectly portray that work as stemming from a “negative research orientation.” Instead, the work they cite stimulates compassion for the human actor by revealing the enormous complexity involved in deciding what to think and do in difficult, uncertain situations.

Krueger & Funder (K&F) see social psychologists as driven to demonstrate that people's behavior falls below relevant moral and intellectual standards. We suggest that social psychologists search for demonstrations of when it is that people's actual behaviors and decisions deviate from expected or ideal behaviors and decisions, and what these “deviations” tell us about general decision processes, including those that do not produce unexpected actions. Often the discoveries are of positive rather than negative behaviors.

Krueger & Funder could have gone further to sketch out a more comprehensive vision of “balanced” psychology. The triumphs and travails of other sciences provide clues about the advantages and pitfalls of pursuing such an approach. Perhaps introducing more positivity into psychology may involve asking how people can do better, not how well they do already.
