Maritime services form an integral part of what regulatory agencies requires for the safe navigation and operation of vessels. Therefore, the maritime industry?s compliance with governmental regulations and international protocols has been essential for maritime safety management. As a basis to this aspect, the preparation of maritime students as the forthcoming maritime officers in the future has been a crucial point by the maritime educators in terms of maritime safety. Although English was adopted as the official language of the maritime (...) industries by the International Convention on Standards of Training, Certification and Watchkeeping (STCW Convention) in 1978, many difficulties remain in the teaching and assessing of Maritime English at maritime schools. Some research has examined these difficulties; however, no successful models for improving. Maritime English have been adopted Parallel to the teaching and assessing problems, there have also been many difficulties in reaching a training and testing proficiency in English communication that meets the international standards of the STCW requirements in the maritime industry. This paper concentrates upon the difficulties of teaching and assessing the outcomes of the teaching of Maritime Transportation English at the member schools of the International Association of Maritime Universities (IAMU) from all over the world. As a first step in the methodology of this study, a survey of techniques used at member schools of the IAMU is conducted to solve some difficulties in assessing the teaching of Maritime English. Then a positioning model is developed to identify and measure the positions of the IAMU member schools in comparison to one another by using a multidimensional scaling technique to analyse the multivariate data received through questionnaires. This information provides the foundation upon which the model of this research is built. Consequently, some strategies based upon the results of the analysis are developed to reduce the problems and difficulties in this context. (shrink)

In contemporary philosophical thought, Leo Strauss is associated with the rediscovery of ancient political philosophy against modern political philosophy. The rediscovery of ancient political philosophy is the rediscovery of classical rationalism or “moderate Enlightenment” against modern rationalism or “radical Enlightenment” and can be understood as recapturing the “the question of man’s right life” and “the question of the right order of society”. This article would like to show that it was his study of medieval Islamic and Jewish texts that enabled (...) Strauss to rediscover the classical rationalism. Also, in this article we would like to argue that although the opposition between Athens and Jerusalem, Reason and Revelation embodies two irreconcilable alternatives or a way of life in his thought, this opposition should be only examined with references to claims about radical rationalism of modern philosophy. In this case, we would like to argue that there can be seen a commonality between these “opponents”, i.e., Athens and Jerusalem, Reason and Revelation in terms of both their attitudes towards morality and their approaches to the relationship between philosophy and society. The Flipped Classroom Model is a particular type of Blended Learning Model that enables more active learning in the classroom environment. In other words, by dismissing the traditional teaching method, the Flipped Classroom Model provides an active learning environment with classroom activities. Students learn by making use of information and communication technologies. Students watch videos about their course whenever they want and take notes before coming to class. Instead of providing students with lecture notes before each lesson, videos are assigned (...) to be watched. Therefore, in this research, it aims to identify the teacher candidates' views regarding project development training carried out with the Flipped Classroom approach. The research is composed of qualitative data collected from 21 teacher candidates studying their final year at the university. The research findings indicated that teacher candidates are satisfied with applying the Flipped Classroom approach as it increased curiosity and willingness of the participants towards the multimedia development course. It is also found that the majority of the teacher candidates produced complimentary views regarding the project development training carried out with the Flipped Classroom approach. (shrink)

Attempts to understand the Circle limited with some expressions like logical positivism, regardless of its historical context, have led to some difficulties about the real nature of its program. Such attempts, moreover, have adduced from the thoughts of the Vienna Circle on metaphysics that the program of the Circle, in essence, was hostile to anything that is social and human. In this paper, through a historical and intellectual background inquiry it is tried to put that the declared program of Vienna Circle about science and philosophy has played a crucial role for the formation of the philosophy today, and unlike as one may think, this role can only be conceived fully if one respects the theses of the Circle about the social problems properly. Street-level bureaucracy literature ascertains that policies get made not only in the offices of legislatures or politicians but through the discretion bureaucrats employ in their day-to-day interactions with citizens in government agencies. The discretion bureaucrats use to grant access to public benefits or impose sanctions adds up to what the public ultimately experience as the government and its policies. This perspective, however, overlooks policy-making that gets done in the back offices of government, where there might not be direct interaction with (...) citizens. Furthermore, it treats discretion as inherently anthropogenic and ignores that it is exercised in relation to sociotechnical arrangements of which bureaucrats are a part. In this paper, based on extensive ethnography at national statistical institutes and international statistical meetings across Europe, I make two arguments. The first is that, statisticians emerge as back-office policy-makers as they are compelled to take multiple methodological decisions when operationalizing abstract statistical guidelines and definitions, thus effectively making rather than merely implementing policies. This is the “discretion” they employ, even when they may not interact with citizens. The second argument is that the exercise of discretion is sociotechnical, that is, it happens in relation to the constraints and affordances of technologies and the decisions of other bureaucrats in their institutions and others. Functional near infrared spectroscopy has been gaining increasing interest as a practical mobile functional brain imaging technology for understanding the neural correlates of social cognition and emotional processing in the human prefrontal cortex. Considering the cognitive complexity of human-robot interactions, the aim of this study was to explore the neural correlates of emotional processing of congruent and incongruent pairs of human and robot audio-visual stimuli in the human PFC with fNIRS methodology. Hemodynamic responses from the PFC region of 29 subjects (...) were recorded with fNIRS during an experimental paradigm which consisted of auditory and visual presentation of human and robot stimuli. Distinct neural responses to human and robot stimuli were detected at the dorsolateral prefrontal cortex and orbitofrontal cortex regions. Presentation of robot voice elicited significantly less hemodynamic response than presentation of human voice in a left OFC channel. Meanwhile, processing of human faces elicited significantly higher hemodynamic activity when compared to processing of robot faces in two left DLPFC channels and a left OFC channel. Significant correlation between the hemodynamic and behavioral responses for the face-voice mismatch effect was found in the left OFC. Our results highlight the potential of fNIRS for unraveling the neural processing of human and robot audio-visual stimuli, which might enable optimization of social robot designs and contribute to elucidation of the neural processing of human and robot stimuli in the PFC in naturalistic conditions. In this paper, the relationship (...) between belief and experience will be investigated because on the one hand, experience creates a source for beliefs which leads knowledge and on the other hand it makes the experience possible, which leads human actions. Considering the analysis of two prominent analytic philosophers Davidson and Wittgenstein, the relationship of belief and experience, and the questionable nature of this relationship will be studied. The basic claim of this paper consists of the following primary idea: Contrary to what is believed, neither experiences form a firm and certain basis for beliefs, nor experiences are in need of beliefs to be known. At first glance, what scientific progress means seems to be a quickly answered question. It is not easy to think of the sciences without progress; sciences and the notion of progress seem identical in general. Describing the nature of scientific progress is an important task that will have practical and theoretical consequences. The approach, which argues that the background on which sciences are based does not have a historical or cultural character following the positivist interpretation, accepts sciences as testing the (...) validity of observation and experiment data to a large extent. On the other hand, the tendency that emphasizes that the complex functioning of the history of science has an indelible mark on scientific theories prefers to build sciences on a historical and social basis. How both major approaches ground the idea of scientific progress profoundly affects both our understanding of the nature of scientific knowledge and the way we do science. Various approaches have been made for understanding the nature of science and scientific knowledge. The social factors that played some role during the choice of scientific theories in the nineteenth century popularised the opinion that the scientific knowledge is the subject of a sociological research. During the ongoing discussions, one of the explanation or the justification models that was proposed is known as “the Strong Programme.” The main claim of “the Strong Programme” is that the social factors have a determining (...) role for the choice of scientific theories, rather than the rational and universal criteria one may expect. Hence, those who were behind this view rejected all of the rational analyses made for the sciences and the scientific methods. In this paper, we try to investigate the validity of the claims of “the Strong Programme,” and to clarify whether it is possible to understand the real nature of science without any rational approach. It is argued that it would be insufficient to determine the content of the science merely by the social factors, the natural facts might be meaningful by themselves as well. -/- Bilimin ve bilimsel bilginin doğasını açıklamak için farklı pek çok yaklaşım geliştirilmiştir. Özellikle ondokuzuncu yüzyıldaki bazı bilimsel kuramların tercihinde toplumsal etmenlerin rolünün gözlemlenmesi, bilimsel bilginin toplumbilimsel bir araştırma konusu olduğu kanısını yaygınlaştırmıştır. Bu süreçte ortaya konan açıklama ve gerekçelendirme modellerinden biri de “Strong Programme” olarak anılandır. “Strong Programme” ın temel savı, bilimsel kuramların tercihinde sanıldığı gibi ussal ve evrensel ölçütlerin değil, toplumsal etmenlerin belirleyici olduğu yönündeydi. Dolayısıyla bu görüşü savunanlar, bilim ve bilimsel yöntem için ortaya konan tüm ussalcı çözümlemeleri reddettiler. Bu çalışmada, “Strong Programme”ın ileri sürdüğü savların haklılığı ve sanıldığı gibi usçu bir yaklaşım olmaksızın bilimin gerçek doğasını anlamanın olanaklı olup olmadığı soruşturulmaktadır. Discussions about ethics of Big Data often focus on the ethics of data processing: collecting, storing, handling, analysing and sharing data. Data-based systems, however, do not come from nowhere. They are designed and brought into being within social spaces – or social milieu. This paper connects philosophical considerations of individual and collective capacity to enact practical reason to the influence of social spaces. Building a deeper engagement with the social imaginaries of technology development through analysis of two years of fieldwork (...) with start-ups working on Internet of Things, this paper suggests that different action positions can emerge, with consequences for how data is understood and valued. The Disengaged, Pragmatist and Idealist ethical action positions identified in the paper reveal the ways individuals and groups negotiate possibilities for ethical action, through justifications, explanations and structuring of system features. Impact sourcing is the practice of employing socio-economically disadvantaged individuals at business process outsourcing centres to reduce poverty and create secure jobs. One of the pioneers of impact sourcing is Sama, a training-data company that focuses on annotating data for artificial intelligence (AI) systems and claims to support an ethical AI supply chain through its business operations. Drawing on fieldwork undertaken at three of Sama’s East African delivery centres in Kenya and Uganda and follow-up online interviews, this article interrogates Sama’s (...) claims regarding the benefits of its impact sourcing model. Our analysis reveals alarming accounts of low wages, insecure work, a tightly disciplined labour management process, gender-based exploitation and harassment and a system designed to extract value from low-paid workers to produce profits for investors. We argue that competitive market-based dynamics generate a powerful force that pushes such companies towards limiting the actual social impact of their business model in favour of ensuring higher profit margins. This force can be resisted, but only through countervailing measures such as pressure from organised workers, civil society, or regulation. These findings have broad implications related to working conditions for low-wage data annotators across the sector and cast doubt on the ethical nature of AI products that rely on this form of AI data work. This paper identifies and addresses persistent gaps in the consideration of ethical practice in ‘technology for good’ development contexts. Its main contribution is to model an integrative approach using multiple ethical frameworks to analyse and understand the everyday nature of ethical practice, including in professional practice among ‘technology for good’ start-ups. The paper identifies inherent paradoxes in the ‘technology for good’ sector as well as ethical gaps related to (1) the sometimes-misplaced assignment of virtuousness to an individual; (2) difficulties in (...) understanding social constraints on ethical action; and (3) the often unaccounted for mismatch between ethical intentions and outcomes in everyday practice, including in professional work associated with an ‘ethical turn’ in technology. These gaps persist even in contexts where ethics are foregrounded as matters of concern. To address the gaps, the paper suggests systemic, rather than individualized, considerations of care and capability applied to innovation settings, in combination with considerations of virtue and consequence. This paper advocates for addressing these challenges holistically in order to generate renewed capacity for change at a systemic level. (shrink)

Age-old battle lines over the puzzling nature of mental experience are shaping a modern resurgence in the study of consciousness. On one side are the long-dominant "physicalists" who view consciousness as an emergent property of the brain's neural networks. On the alternative, rebellious side are those who see a necessary added ingredient: proto-conscious experience intrinsic to reality, perhaps understandable through modern physics (panpsychists, pan-experientialists, "funda-mentalists"). It is argued here that the physicalist premise alone is unable to solve completely the (...) difficult issues of consciousness and that to do so will require supplemental panpsychist/pan-experiential philosophy expressed in modern physics. In one scheme proto-conscious experience is a basic property of physical reality accessible to a quantum process associated with brain activity. The proposed process is Roger Penrose's "objective reduction" (OR), a self-organizing "collapse" of the quantum wave function related to instability at the most basic level of space-time geometry. In the Penrose- Hameroff model of "orchestrated objective reduction" (Orch OR), OR quantum computation occurs in cytoskeletal microtubules within the brain's neurons. The basic thesis is that consciousness involves brain activities coupled to a self-organizing ripples in fundamental reality. (shrink)
