Background. The events of 9/11 and the October 2002 National Intelligence Estimate on Iraq's Continuing Programs for Weapons of Mass Destruction precipitated fundamental changes within the US Intelligence Community. As part of the reform, analytic tradecraft standards were revised and codified into a policy document – Intelligence Community Directive (ICD) 203 – and an analytic ombudsman was appointed in the newly created Office for the Director of National Intelligence to ensure compliance across the intelligence community. In this paper we investigate (...) the untested assumption that the ICD203 criteria can facilitate reliable evaluations of analytic products. Method. Fifteen independent raters used a rubric based on the ICD203 criteria to assess the quality of reasoning of 64 analytical reports generated in response to hypothetical intelligence problems. We calculated the intra-class correlation coefficients for single and group-aggregated assessments. Results. Despite general training and rater calibration, the reliability of individual assessments was poor. However, aggregate ratings showed good to excellent reliability. Conclusions. Given that real problems will be more difficult and complex than our hypothetical case studies, we advise that groups of at least three raters are required to obtain reliable quality control procedures for intelligence products. Our study sets limits on assessment reliability and provides a basis for further evaluation of the predictive validity of intelligence reports generated in compliance with the tradecraft standards. There is no single problem of universals but a family of difficulties that treat of a variety of interwoven metaphysical, epistemological, logical and semantic themes. This makes the problem of universals resistant to canonical reduction (to a ‘once-and-for-all’ concern). In particular, the problem of universals cannot be reduced to the problem of supplying truth-makers for sentences that express sameness of type. This is (in part) because the conceptual distinction between numerical and qualitative identity must first be drawn before a sentence (...) is eligible to be supplied with truth-makers. Drawing primarily on the Mòzǐ and Xúnzǐ, the article proposes an account of how knowledge and error are understood in classical Chinese epistemology and applies it to explain the absence of a skeptical argument from illusion in early Chinese thought. Arguments from illusion are associated with a representational conception of mind and knowledge, which allows the possibility of a comprehensive or persistent gap between appearance and reality. By contrast, early Chinese thinkers understand mind and knowledge primarily in terms of competence (...) or ability, not representation. Cognitive error amounts to a form of incompetence. Error is not explained as a failure to accurately represent the mind-independent reality due to misleading or illusory appearances. Instead, it can be explained metaphorically by appeal to part-whole relations: cognitive error typically occurs when agents incompetently respond to only part of their situation, rather than the whole. Purpose– The purpose of this paper is to present a novel mnemonic, ACTIVE, inspired by Mason's 1985 PAPA mnemonic, which will help researchers and IT professionals develop an understanding of the major issues in information ethics.Design/methodology/approach– Theoretical foundations are developed for each element of the mnemonic by reference to philosophical definitions of the terms used and to virtue ethics, particularly MacIntyrean virtue ethics. The paper starts with a critique of the elements of the PAPA mnemonic and then proceeds to develop (...) an understanding of each of the elements of ACTIVE ethics, via a discussion of the underpinning virtue ethics.Findings– This paper identifies six issues, described by the mnemonic, ACTIVE. ACTIVE stands for: autonomy, the ability of the individual to manage their own information and make choice; community, the ethical effect of an information systems on the community which it supports; transparency, the extent to which the derivation of content and process in an information system is made clear; identity, the social and ethical effect of an information system on the definition and maintenance of the distinctive characteristics of a person; value, the value or moral worth placed on information associated with an individual and hence on the relationship with the individual; and empathy, the ability of the information systems professional to emotionally connect with the user and the extent to which the information system distances or connects.Originality/value– The paper applies virtue ethics to developing a tool to help information professionals reflect on their ethical practice in developing and supporting information systems. John Searle’s “thesis of the Background” is an attempt to articulate the role of nonintentional capacities---know-how, skills, and abilities---in constituting intentional phenomena. This essay applies Searle’s notion of the Background to shed light on the Daoist notion of w’u-w’ei---“non-action” or non-intentional action---and to help clarify the sort of activity that might originally have inspired the w’u-w’ei ideal. I draw on Searle’s work and the original Chinese sources to develop a defensible conception of a w’u-w’ei-like state that may play an intrinsically (...) and instrumentally valuable role in the exercise of agency. At the same time, however, I argue that Searle’s view that “Intentionality rises to the level of the Background abilities” convincingly explains why the conception of w’u-w’ei presented in ancient texts is untenable. W’u-w’ei-like states can generally occur only as components of an intentional flow of activity, and thus they are not fundamentally nonintentional. (shrink)

The author, a philosopher, is sometimes in worried denial that Stevens is an "anti-realist" (...) or a "transcendental realist," and one occasionally senses that in the ancient tension between philosophy and poetry, herding the poets into the philosopher's pen is a bullying way to resolve the conflict. But the book isn't a catastrophe at all; it's a lucid, ruminative, and personable reading of Stevens (and Malick) that even offers a good general guide to the reading of poetry in what Critchley calls "the wake of romanticism" (motto: "God is dead; therefore I am").Critchley's major idea is twofold: that poetry is a therapeutic art form because it slows us down and encourages, about countless subjects, "the whole voluptuousness of looking"; and that Stevens's poetry is informed by a contest between a poetry of "supreme fictions" (in which phenomena come under the [End Page 503] dominion of a potent imagination) and a poetry of "antipodes" (in which phenomena resist the imagination—they "merely are"—and thus reduce the imagination to impotence). Here Critchley affirms a usual view of Stevens as a poet of the weather—another way of saying that he is a modernist with strong roots in the Romantic movement—and he notes that the supreme fiction poems often tend to be set in summer, when the imagination seems especially yeasty, while the antipodean poems tend to be set in winter, when the miserly realness of things seems to rule the earth. In his sensitive and astute reading, however, Critchley remarks upon something else: that in his late poems Stevens seems more overtly metaphysical (Critchely says Stevens is the most philosophically interesting poet of the twentieth century) and that his later poems are set more and more in the seasons of transition (late autumn/early spring). Late in Stevens's career the battle between supreme fictions and antipodes is therefore played out in the same, often overtly philosophical poems. Here Critchley's commentary is at its most astute. Occasional lovers of Wallace Stevens's poetry will remember why they adore his work, and have a better idea why.However, lest readers get the wrong idea, some careful qualifications about the dialectic between Stevens's summer and winter poems are in order. For one thing, the poems of supreme fictions always leave phenomena with their particularity, their ordinariness, their concreteness. To cite one such poem, "Anecdote of the Jar," although the poet imaginatively places "a jar in Tennessee" that makes "the lovely wilderness / Surround that hill," the wilderness' birds and bushes, even the jar itself, remain birds and bushes and jars ("gray and bare"). Here Critchley reinterprets Samuel Taylor Coleridge's distinction between "fancy" and "imagination." Fancy dreams of what does not exist, while imagination transfigures what does. Stevens's poems of supreme fiction are always imaginative, never fanciful.A second qualification: Critchley argues that for Stevens (as well as for a number of philosophers) human ways of knowing are always informed, sooner or later, by the conceptual imagination. In that sense a rose is never just a rose, although we need not become overly fanciful about what a cigar might be. And this leads us to a third one: When readers get to the wintry, antipodean poems—the poems of "anti-poetry"—they will find Stevens suggesting that the only way to view objects without imagination is to imagine what that would be like. Botswana’s history is one of an unwavering exercise of self-determination and quest for self-rule. Post-independence, self-government prioritized an overarching philosophy of Kagisano or social harmony within which the aims of education were framed, in conjunction with a political commitment to Botho through democracy. For economic and social reasons the current educational policy of Botswana is based on outcomes based education (OBE), with its metrics of quantifiable outcomes. The article argues that Olúfemi Táíwò’s analysis of decolonization provides a philosophical lens through (...) which to interpret Botswana’s current educational pathway within the prevailing decolonization discourse. OBE clearly exhibits features of neo-colonialism, as it pertains to the national value principles. We draw on Ndlovu-Gatsheni decolonial epistemic perspective to frame the discussion that were possible to integrate OBE with Botswana’s ethnically inclusive, community-based view of democracy and associated virtues, this would be a worthwhile goal for education and could lead to a particular form of indigenised democracy. Substantive distinctions among the concepts of decolonization, neo-colonialism, and decoloniality, underwrite this thesis. We see the project of envisaging a future of education in Botswana as having to do with disentangling colonialist-imperialist cultural reproduction from indigenous aspirations. (shrink)

According to neo-Fregeans, an expression that is syntactically singular and figures in a true sentence is guaranteed to have some existing thing in the world to pick out. But this approach is confronted by a dilemma. If reality is crystalline, has a structure fixed independently of language, then the view that reality is guaranteed to contain a sufficient plenitude of objects to supply referents for the relevant expressions is left hostage to cosmological fortune. Whereas if reality is plastic then it (...) becomes dubiously coherent to conceive of our ordinary, scientific, and mathematical claims about a diversity of objects as being genuinely true or false of an independent reality. To avoid this dilemma, the neo-Fregeans must abandon the dichotomy that says either our true sentences must ‘mirror’ the structure of a crystalline reality or ‘impose’ structure upon a plastic one. If we can legitimately deny that there is an intelligible question to be raised of how language hooks onto reality, then prima facie we can grant that a sentence S is true without thereby becoming embroiled in the uncomfortable consequences of having to say what makes S true. So ontological quietism holds out the last, best hope for neo-Fregeanism. (shrink)

Adaptationist accounts of morality attempt to explain the evolution of morality in terms of the selective advantage that judging in moral terms secured for our ancestors (e.g. Ruse 1998; Joyce 2006; Street 2006). So-called by-product explanations of morality have been presented as an alternative to adaptationist accounts (e.g. Prinz 2009; Ayala 2010; cf. Darwin 2004/1871). In assessing the relationship between adaptationist and by-product accounts, care must be taken to distinguish several related but importantly different notions: innateness, adaptation, exaptation, spandrel, and (...) by-product. Lucius Outlaw and Shannon Sullivan have argued for the preservation of racial distinctiveness and the necessity of racial separatism. This paper articulates and challenges this push for racial separatism and the particular conception of race evoked therein. The author points out that the multiplicity, the multiculturalism, the intersectionality within these communities of resistance is typically belittled, fragmented, or erased. Recognizing the practical use of racial coalitions to combat racism, the author articulates an alternative conception of coalitional agency, one that allows (...) for multiplicitous identities, opening avenues to intercultural communication and impure coalitions of resistance. In “Race, Multiculturalism, and Democracy,” Robert Gooding-Williams offers an insight. He writes: “Our sense of ourselves and of the possibilities existing for us is, to a significant degree, a function of the descriptions we have available to us to conceptualize our intended actions and prospective lives. . . . ‘Hence if new modes of description come into being, new possibilities of action come into being in consequence.’” In this article, I discuss the philosopher’s role in the articulation of new descriptions (...) and thus new possibilities. I argue that potential modes of bold and assertive comportment are conjured when new insurrectionist descriptions are articulated within oppressed populations. To bring this to a higher resolution, I discuss the pervasiveness of dialectical conflict, the need to creatively reorient the descriptions of oppressed groups toward liberation, and the need for more than one prescriptive mode of social amelioration. This essay focuses on the danger of complicity. American philosophers, given their country’s hegemonic position, exert global influence; what form should it take? Comparison is made with the situation of France when it still controlled Algeria. French philosophers, until near the time of Algerian independence, generally accepted and sometimes profited from this extremely unjust situation. An important exception was Sartre, particularly in his Preface to Fanon’s The Wretched of the Earth. It is argued that elements of complicity with American global (...) dominance, some of the more unjust aspects of which are listed, are to be found in such widely read philosophers as Rawls and Rorty. It is suggested that a rethinking of the problem of evil, in its political and not just its religious aspects, is in order. Finally, a broader view of what ‘American philosophy’ means, including, for instance, the voices of African American and Native American philosophers, is urged. (shrink)

This case series presents two general practice cases where HIV testing occurred, or results suggestive of HIV were received, before informed consent was obtained. Bioethical and professional principles are used to explore these dilemmas.

There cannot be a reductive theory of modality constructed from the concepts of sparse particular and sparse universal. These concepts are suffused with modal notions. I seek to establish this conclusion by tracing out the pattern of modal entanglements in which these concepts are involved. In order to appreciate the structure of these entanglements a distinction must be drawn between the lower-order necessary connections in which particulars and universals apparently figure, and higher-order necesary connections. The former type of connection relates (...) specific entities. By contrast, the latter type of connection is unspecific: it relates entities to some others. I argue that whilst there may be techniques that succeed in providing reductive truth conditions for sentences that say particulars and universals figure in lower-order necessary connections, such techniques cannot succeed in providing reductive truth conditions for sentences that say these entities figure in higher-order necessary connections. I conclude that this situation leaves reductionists with a dilemma. If they wish to affirm that there are particulars and universals then the project of reducing modality by positing these entities must be abandoned. Alternatively, they may continue to deploy their usual reductive techniques but then they must abandon the doctrine that there is more than one fundamental category of entity. (shrink)

After (1) distinguishing different varieties of relations, symmetric from non-symmetric, internal from external relations etc. and relations from their set-theoretic models or sequences, I proceed (2) to consider Bradley’s regress and whether relations can be eliminated altogether. Next I turn (3) to the question whether relations can be reduced, bringing to bear considerations from the philosophy of physics as well as metaphysics. (...)
