This article is a microlevel discussion of indigenous/white relations at an Australian feminist refuge. It argues that the organization and practices of the refuge, including those which were specifically ‘feminist’ and those purporting to be anti-racist, reproduced a pattern of institutional racism which privileged and naturalized ‘whiteness’, white feminism and white women, and perpetuated the racial disadvantage of Aboriginal women, including continuing accountability to white colonizing women, loss of employment and economic security and contingent rather than guaranteed access to (...) appropriate domestic violence crisis services. The article focuses on three interrelated concepts which were fundamental to the white women's construction and legitimation of their positions in the events: ‘sisterhood’, ‘multiculturalism’ and ‘the good feminist worker’. Debates in India following on from the Shah Bano case highlight the extent to which gender equality may be compromised by yielding to the dominant voices within a particular religion or cultural tradition. As the Indian Supreme Court noted in Danial Latifi & Anr v Union of India, the pursuit of gender justice raises questions of a universal magnitude. Responding to those questions requires an appeal to norms that claim a universal legitimacy. Liberal feminist demands for a uniform civil code, (...) however, have pitted feminist movements against proponents of minority rights and claims for greater autonomy for minority groups. Against the background of growing communal tensions, many feminists have argued for more complex strategies—strategies that encompass the diversity of women's lives and create a sense of belonging amongst women with diverse religious-cultural affiliations. Liberal theories of rights that abstract from the concrete realities of women's daily lives have not always addressed the institutions and procedures necessary to build that sense of belonging. This article examines the contribution made by discourse ethics theorists to debates on models of multicultural arrangements. It argues that deliberative models of democracy recognize the need for ‘difference-sensitive’ processes of inclusion, potentially assisting feminism in resolving the apparent conflict between the politics of multiculturalism and the pursuit of gender equality. Should the liberal state accommodate the cultural traditions of minority groups even if these traditions infringe upon the rights of women? This article discusses two empirical cases that pose just this problem for public policy in the Netherlands: requests for surgical reconstruction of the hymen and gender-selective abortion. While hymen reconstruction is linked to a cultural norm that young women, but not young men, remain virgins until marriage, sex-selective abortion is linked to a cultural preference for sons. The autonomy of (...) women is at issue in these cases in two ways: the traditions limit their autonomy, yet it is the women who demand the medical intervention. The cases illustrate the complexities of women's agency under oppressive social conditions. The author develops a moral argument concerning these two cases that understands the women in question as moral agents, while taking into account these complexities. The article does not pit multicultural and feminist concerns against each other. Instead, it is argued that good feminism may well require acts of multiculturalism. It is not desirable, so it is argued, to restrict access to abortion or to ban hymen repair. (shrink)

In this paper, I looked into the debate between feminism and multiculturalism via the works of Susan Moller Okin, Will Kymlicka and Martha C. Nussbaum. After analyzing Susan Okin's position in "Is Multiculturalism Bad For Women?", I tried to locate Okin's problematic stance towards multiculturalism in her specific form of feminist comprehensive liberalism, whilst defending Nussbaum's less problematic version of political liberalism.

In this post‐9/11 era marked by religious and ethnic conflicts and the rise of cultural intolerance, ambiguities arising from the conflation of multiculturalism, sexism, and religious fundamentalism jeopardize the delivery of culturally safe nursing care to non‐Western populations. This new social reality requires nurses to develop a heightened awareness of health issues pertaining to racism and ethnocentrism to provide culturally safe care to non‐Western immigrants or refugees. Through the lens of post‐colonial feminism, this paper explores the challenge of (...) providing culturally safe nursing care in the context of the post‐9/11 in Canadian healthcare settings. A critical appraisal of the literature demonstrates that post‐colonial feminism, despite some limitations, remains a valuable theoretical perspective to apply in cultural nursing research and develop culturally safe nursing practice. Post‐colonial feminism offers the analytical lens to understand how health, social and cultural context, race and gender intersect to impact on non‐Western populations’ health. However, an uncritical application of post‐colonial feminism may not serve racialized men's and women's interests because of its essentialist risk. Post‐colonial feminism must expand its epistemological assumptions to integrate Taylor's concept of identity and recognition and Bakhtin's concepts of dialogism and unfinalizability to explore non‐Western populations’ health issues and the context of nursing practice. This would strengthen the theoretical adequacy of post‐colonial feminist approaches in unveiling the process of racialization that arises from the conflation of multiculturalism, sexism, and religious fundamentalism in Western healthcare settings. Polygamy, forced marriage, female genital mutilation, punishing women for being raped, differential access for men and women to health care and education, unequal rights of ownership, assembly, and political participation, unequal vulnerability to violence. These practices and conditions are standard in some parts of the world. Do demands for multiculturalism — and certain minority group rights in particular — make them more likely to continue and to spread to liberal democracies? Are there fundamental conflicts between our commitment to gender (...) equity and our increasing desire to respect the customs of minority cultures or religions? In this book, the eminent feminist Susan Moller Okin and fifteen of the world’s leading thinkers about feminism and multiculturalism explore these unsettling questions in a provocative, passionate, and illuminating debate. Okin opens by arguing that some group rights can, in fact, endanger women. She points, for example, to the French government’s giving thousands of male immigrants special permission to bring multiple wives into the country, despite French laws against polygamy and the wives’ own bitter opposition to the practice. Okin argues that if we agree that women should not be disadvantaged because of their sex, we should not accept group rights that permit oppressive practices on the grounds that they are fundamental to minority cultures whose existence may otherwise be threatened. Many influential Western feminists of diverse backgrounds have expressed concerns that multiculturalism, while strengthening the power of racial ethnic minorities vis-à-vis the majority, worsens the position of its most vulnerable members, women. Despite their good intentions, these feminists have been consistently dismissive of the voices of racial ethnic women, many of whom argue for the importance of sustaining their own “illiberal” cultures within the Western context. I offer a Third World feminist defense of multiculturalism by paying attention to (...) these women whose varying assessments of multiculturalism are less unequivocally negative, more ambivalent and complex, and even affirming and positive. In this paper, two theories of feminist liberalism (Okin and Nussbaum) are evaluated from a multicultural-feminist perspective. This paper argues that Ayelet Shachar's multicultural feminism offers us a better theoretical philosophical model to cope with gender and multicultural issues than feminist comprehensive liberalism and political liberalism do.

The multiculturalism and multilingualism typical of Moroccan society not only act as a backdrop to women’s participation in the public and political arena, but also provide a grid to analyse it. Upper-class women, whose level of education contrasted with very widespread illiteracy among the female population, were responsible for the birth of the modern feminist movement in Morocco in the 1940s. The heirs to historical figures who were prominent in building the nation, they fired the starting gun for women’s (...) emancipation. Moroccan women have struggled against colonialism and contributed to the progress of society. Their participation in politics is still limited mainly because of conservative ideas that stand in the way of their entry into political life. All in all women’s emancipation in Morocco has advanced since independence. Because of their fight women’s associations, and democratic forces in general, succeeded in bringing about reform of the Mudawana (family code) in 2004. However the choice between modernity and tradition remains a big challenge. (shrink)

This article offers an alternative approach to multicultural theories, called ‘caring multiculturalism’. It argues that, despite good intentions, multicultural theory reproduces rhetoric that constructs groups as substantive entities, which leaves little room to accommodate changing power relations. Caring multiculturalism, drawing on caring ethics, feminist critiques of multiculturalism and discursive social psychology, advocates instead the contextualisation of groups’ claims to diversity and of governments’ practices of multiculturalism. As a framework rooted in discursive psychology, caring multiculturalism sees (...) individual and collective identities as relational, negotiated and political, and therefore non-totalising and changeable. As a feminist approach to multiculturalism, it analyses and attempts to change gendered power asymmetries embedded in intra- and intergroup relations by advocating an attentive and responsive approach to the needs and claims of minority groups and of the individuals within them. The article outlines the main tenets of caring multiculturalism with illustrations from multicultural practices in three European municipalities. (shrink)

Decolonial Feminism”, and “Radical Multiculturalism and Women of Color Feminisms”. It also underscores Ortega's important contributions bringing these Black and Latina feminist concepts together in philosophically productive ways—in a spirit of collaboration and coalition rather than zero-sum competition. Feminist ethics supports the contemporary educational trend toward increased multiculturalism and a diminished emphasis on the Western canon. First, I outline a feminist ethical justification for this development. Second, I argue that Western canon studies should not be altogether abandoned in a multicultural curriculum. Third, I suggest that multicultural education should help combat oppression in addition to simply promoting awareness of diversity. Fourth, I caution against an arrogant moralism in the teaching of multiculturalism.

In this article I caution that María Lugones's critiques of Kimberlé Crenshaw's intersectional theory posit a dangerous form of epistemic erasure, which underlies Lugones's decolonial methodology. This essay serves as a critical engagement with Lugones's essay “Radical Multiculturalism and Women of Color Feminisms” in order to uncover the decolonial lens within Crenshaw's theory of intersectionality. In her assertion that intersectionality is a “white bourgeois feminism colluding with the oppression of Women of Color,” Lugones precludes any possibility of intersectionality (...) operating as a decolonial method. Although Lugones states that her “decolonial feminism” is for all women of color, it ultimately excludes Black women, particularly with her misconstruing of Crenshaw's articulation of intersectionality that is rooted within the Black American feminist tradition. I explore Lugones's claims by juxtaposing her rendering of intersectionality with Crenshaw's and conclude that Lugones's decolonial theory risks erasing Black women from her framework. (shrink)

In this article, multiculturalism and feminism are dis- cussed at the crossroad of their diverse meanings: as po- litical ideologies, as social movements, as philosophical trends and as academic disciplines. In order to provide a solid conceptual analysis, the two terms are examined in relation with several key concepts of contemporary cul- tural discourse, such as postmodernism, pluralism, rela- tivism, globalization and postcolonialism.

The overall aim of this article is to explore the analytical potential and normative value of Helga M. Hernes' concept about woman-friendly welfare states in analysis of Scandinavian countries. The first part discusses the underlying theoretical, political and normative assumptions about gender equality and social justice related to dimensions such as redistribution, recognition and representation. The second part addresses the analytical potential of the concepts for understanding gender equality developments in Scandinavia. The focus is on three themes related to the (...) desirability, feasibility, and theoretical strength of the Scandinavian welfare and gender equality model and the underlying normative, empirical and theoretical premises. The analysis deals with debates about the public—private split in relation to woman-friendly policies, focusing on parental leave, childcare, and age restrictions in marriages involving foreigners. State feminism is explored in relation to women's political participation and representation and women's ability to influence gender equality policies. Furthermore, national variations in views about state feminism are identified. Finally, the article addresses the role of woman-friendly policies in debates about responses of Western welfare states to globalization, ageing and multiculturalism. (shrink)

Public opinion in recent years has soured on multiculturalism, due in large part to fears of radical Islam. In Multiculturalism without Culture, Anne Phillips contends that critics misrepresent culture as the explanation of everything individuals from minority and non-Western groups do. She puts forward a defense of multiculturalism that dispenses with notions of culture, instead placing individuals themselves at its core. Multiculturalism has been blamed for encouraging the oppression of women--forced marriages, female genital cutting, school girls (...) wearing the hijab. Many critics opportunistically deploy gender equality to justify the retreat from multiculturalism, hijacking the equality agenda to perpetuate cultural stereotypes. Phillips informs her argument with the feminist insistence on recognizing women as agents, and defends her position using an unusually broad range of literature, including political theory, philosophy, feminist theory, law, and anthropology. She argues that critics and proponents alike exaggerate the unity, distinctness, and intractability of cultures, thereby encouraging a perception of men and women as dupes constrained by cultural dictates. Opponents of multiculturalism may think the argument against accommodating cultural difference is over and won, but they are wrong. Phillips believes multiculturalism still has an important role to play in achieving greater social equality. In this book, she offers a new way of addressing dilemmas of justice and equality in multiethnic, multicultural societies, intervening at this critical moment when so many Western countries are poised to abandon multiculturalism.
