A canonical formalism for the relativistic classical mechanics of many particles is proposed. The evolution equations for a charged particle in an electromagnetic field are obtained and the relativistic two-body problem with an invariant interaction is treated. Along the same line a quantum formalism for the spinless relativistic particle is obtained by means of imprimitivity systems according to Mackey theory. A quantum formalism for the spin-1/2 particle is constructed and a new definition of spin1/2 in relativity is proposed. An evolution (...) equation for the spin-1/2 particle in an external electromagnetic field is given. The Bargmann Michel, and Telegdi equation follows from this formalism as a quasiclassical approximation. Finally, a new relativistic model for hydrogenlike atoms is proposed. The spectrum predicted is in agreement with Dirac's when radiative corrections have been added. (shrink)

Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data (...) sets them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. We find the theory of neural reuse to be highly plausible, and suggest that human individual differences provide an additional line of argument in its favor, focusing on the well-replicated finding of in which individual differences are highly correlated across domains. We also suggest that the theory of neural reuse may be an important contributor to the phenomenon of positive manifold itself.

This chapter provides a framing for this volume by reviewing the significance and the organisational, technical and social opportunities and challenges related to plant data linkage. We review what “responsible practice” means in relation to the plant environments being documented, the infrastructures used to circulate data, the institutions involved in data governance and the communities involved in plant data work. We show how, across these domains, responsible plant data linkage involves consideration of technical, legal, ethical and conceptual dimensions, thereby: (1) (...) creating and maintaining digital infrastructures, technical standards and discussion venues focused on critical data reuse; (2) developing adequate legal and institutional frameworks that work transnationally; (3) identifying and implementing guidelines for what constitutes acceptable data use, together with systems to monitor and allocate responsibility for breaches and mistakes; and (4) considering the variety of views on what constitutes agricultural development in the first place and how plant research can sustainably, reliably and responsibly contribute to achieving food security. The production of sustainable, responsible and reliable agricultural solutions in the face of climatic and political change depends on the flourishing of transnational, interdisciplinary collaborations such as those represented in this volume. This paper describes the design of a control and management network (orderwire) for a mobile wireless Asynchronous Transfer Mode (ATM) network. This mobile wireless ATM network is part of the Rapidly Deployable Radio Network (RDRN). The orderwire system consists of a packet radio network which overlays the mobile wireless ATM network, each network element in this network uses Global Positioning System (GPS) information to control a beamforming antenna subsystem which provides for spatial reuse. This paper also proposes a novel (...) Virtual Network Configuration (VNC) algorithm for predictive network configuration. A mobile ATM Private Network-Network Interface (PNNI) based on VNC is also discussed. Finally, as a prelude to the system implementation, results of a Maisie simulation of the orderwire system are discussed. (shrink)

BackgroundConcurrent with efforts to establish national and regional biorepositories in Africa is widespread endorsement of ethics committees as stewards of the interests of individual donors and their communities. To date, ethics training programs for IRB members in Botswana have focused on ethical principles and international guidelines rather than on the ethical dimensions of specific medical technologies and research methodologies. Little is known about the knowledge and concerns of current and prospective IRB members in Botswana with respect to export, reuse, (...) storage, and benefit-sharing of biospecimens.MethodsThis qualitative study examined perspectives of IRB members in Botswana about the collection and use of biospecimens in research. Forty-one IRB members representing five committees in Botswana participated in discussions groups in March 2013. Transcriptions of audiotapes and field notes were analyzed to identify issues of concern that might be alleviated through education and capacity-building, and areas that required ongoing discussion or additional regulatory guidance.ResultsAreas of concern included lack of understanding among patients and providers about the use of biospecimens in clinical care and research; reuse of biospecimens, particularly issues of consent, ownership and decision-making; export of specimens and loss of control over reuse and potential benefits; and felt need for regulatory guidance and IRB-member training. Local belief systems about bodily integrity and strong national identity in the construct of benefits may be at odds with initiatives that involve foreign biorepositories or consider such collections to be global public goods.ConclusionEducation is needed to strengthen IRB-member capacity to review and monitor protocols calling for the collection and use of biospecimens, guided by clear national policy on priority-setting, partnerships, review, and oversight. Engagement with local stakeholders is needed to harmonize fundamentally different ways of understanding the human body and community identity with the aims of contemporary biomedicine. (shrink)

This book seeks to explain why different systems of sovereign states have built different types of fundamental institutions to govern interstate relations. Why, for example, did the ancient Greeks operate a successful system of third-party arbitration, while international society today rests on a combination of international law and multilateral diplomacy? Why did the city-states of Renaissance Italy develop a system of oratorical diplomacy, while the states of absolutist Europe relied on naturalist international law and "old diplomacy"? Conventional explanations of basic (...) institutional practices have difficulty accounting for such variation. Christian Reus-Smit addresses this problem by presenting an alternative, "constructivist" theory of international institutional development, one that emphasizes the relationship between the social identity of the state and the nature and origin of basic institutional practices. Reus-Smit argues that international societies are shaped by deep constitutional structures that are based on prevailing beliefs about the moral purpose of the state, the organizing principle of sovereignty, and the norm of procedural justice. These structures inform the imaginations of institutional architects as they develop and adjust institutional arrangements between states. As he shows with detailed reference to ancient Greece, Renaissance Italy, absolutist Europe, and the modern world, different cultural and historical contexts lead to profoundly different constitutional structures and institutional practices. The first major study of its kind, this book is a significant addition to our theoretical and empirical understanding of international relations, past and present. (shrink)

We live today in the first global system of sovereign states in history, encompassing all of the world's polities, peoples, religions and civilizations. Christian Reus-Smit presents a new account of how this system came to be, one in which struggles for individual rights play a central role. The international system expanded from its original European core in five great waves, each involving the fragmentation of one or more empires into a host of successor sovereign states. In the most important, associated (...) with the Westphalian settlement, the independence of Latin America, and post-1945 decolonization, the mobilization of new ideas about individual rights challenged imperial legitimacy, and when empires failed to recognize these new rights, subject peoples sought sovereign independence. Combining theoretical innovation with detailed historical case studies, this book advances a new understanding of human rights and world politics, with individual rights deeply implicated in the making of the global sovereign order. The quality of our theoretical argumentation, the diversity and insights of our methods, and our general level of understanding are markedly better than a generation ago. However, this progress has been driven by a division of labor with increased specialization that has led each part of the field to become narrower.

When international relations scholars think about international law they either ignore culture or offer highly deterministic accounts of its role. For the majority of scholars, international law is a rational construction, an institutional solution to the problem of order in an anarchical system, a body of rules and practices that reflect the contending interests and capabilities of major states. Issues of culture barely rate a mention. For others, culture is the deep foundation of international law, the structuring “mentality” that gives (...) law its form and content. International law, from this perspective, is a Western cultural artifact, globalized through centuries of imperialism and hegemony. These contrasting views lead to different expectations about the future of international law in today's culturally diverse international order. For rationalists, law's fate will be determined by the shifting configuration of interests that accompany new functional challenges and great power transitions. For the more culturally attuned, there are two possibilities. One is that functional utility will replace culture as law's foundation. International law may well be a Western cultural artifact, but “rational buy-in” will sustain it in a multicultural world. The other, more pessimistic, expectation is that the rule of international law will be fundamentally undermined by cultural diversity, particularly as rising non-Western powers articulate and promote markedly different cultural norms and values. Animal people are usually confident that Cartesianism is something of the past and that modern science clearly establishes that animals are sentient beings. But actually the scientific status of sentience is anything but firmly established. Not only is the subjective point of view absent from current science; it is precluded by construction from our fundamental realms of knowledge. Physics — the mother-science once we reject Cartesian dualism — is currently unable to include sentience in its account of the world. A (...) large part of the philosophy of mind describes a mindless mind, from which subjectivity — feeling, qualia — has been stripped, leaving only in place functional relations. This situation paves the way for discourses in which sentience seems to escape the realm of knowledge to fall into that of private beliefs, which individuals can choose as freely as their religion. This is a real obstacle to having animal sentience taken seriously; as such it has been largely underestimated. We believe it necessary for the movement for animals to understand that it cannot by-pass the “mind-matter” problem. We must not allow the existence and relevance of animal sentience to be denied in the name of science. One path we are contemplating is a “Declaration on Sentience” in which scientists and other thinkers would subscribe to the following assertion: sentience is an objective reality of the world and belongs to the realm of science. Despite the current intractability of the “mind-matter” problem, we do have something on our side. Although we cannot prove the reality of sentience, we can show it impossible for anyone to disbelieve in it — just as no one can really disbelieve in the reality of the physical world. We thus have enough reasons to reject the main ways in which sentience is denied or dismissed in many realms of current philosophy or science. These reasons are based on our own situation as sentient and deliberative beings. (shrink)

Schelling's 1806 polemic against Fichte, and his last major work on the philosophy of nature. The heat of anger can concentrate the mind. Convinced that he had been betrayed by his former collaborator and colleague, Schelling attempts in this polemic to reach a final reckoning with Fichte. Employing the format of a book review, Schelling directs withering scorn at three of Fichte’s recent publications, at one point likening them to the hell, purgatory, and would-be paradise of Fichtean philosophy. The central (...) bone of contention is the understanding of nature: Fichte sees it as lifeless matter in motion, sheer opposition to be overcome, while Schelling waxes poetic in his defense of a living, organic nature of which humanity is a vital part. Indeed, we do not know ourselves without understanding our connection to nature, argues Schelling, anticipating many thinkers in contemporary environmental ethics. Dale E. Snow’s introduction sets the stage and explains the larger context of the conflict, which was already visible in the correspondence of the two philosophers, which broke off by 1802. Johnsen: Observation: What Quine calls observation sentences lie at the heart of his reflections on observation and its roles in prompting our theorizing, providing evidence for our theories, and serving as the test of those theories' truth. The first four sections of this chapter – “Observation sentences,” “The two types of observation sentence,” “Introspection,” and “Roles of experience” – are devoted to expounding and clarifying his fundamental conception of these sentences, showing that he recognized both objective and subjective (...) observation sentences, that correlatively he gives introspection an important place in our cognitive lives, and, in particular, that he assigns our introspective knowledge of our sensory experiences three important roles in his epistemology. Since about 1970, Quine's conception of what constitutes our evidence about the nature of empirical reality has been radically misunderstood by almost all his readers, with disastrous consequences for the understanding of his entire epistemology; a final section – “Stimulations as evidence” – is therefore devoted to remedying this situation.
