Background Sickle cell anemia is a major genetic disease with the greatest burden in sub-Saharan Africa. To try to help reduce this burden, some churches in Nigeria conduct premarital sickle cell hemoglobin screening and refuse to conduct weddings when both individuals are identified as carriers of sickle cell trait. Main body This paper explores the ethical challenges involved in such denials. We assess whether churches have the right to decline to marry adults who understand the risks and still prefer to (...) get married, and whether couples should be denied church weddings based on the risk that their child may suffer from sickle cell anemia. We examine the moral and ethical dimensions of such denials and explore the underlying socio-cultural context involving the purpose of marriage and the meaning of the wedding ceremony in societies where premarital screening is one of the few tools available to reduce the risk of having children with SCA. The potential role of the church is also examined against the background of church beliefs, the duty of the church to its members and its role in reducing the suffering of its members and /or their children. Conclusion We argue that the church should impose these burdens on couples only if doing so promotes a sufficiently compelling goal and there is no less burdensome way to achieve it. We then argue that the goal of reducing the number of individuals in Nigeria who have SCA is compelling. However, testing earlier in life offers a less burdensome and potentially even more effective means of achieving this goal. This suggests that, advocating for earlier screening and helping to support these programs, would likely better promote the church’s own goals of helping its parishioners, increasing the number of church weddings, and reducing the burden of SCA in Nigeria. Research Ethics, Volume 18, Issue 1, Page 13-23, January 2022. School-based research presents ethical challenges, especially with respect to informed consent. The manner in which pupils and their parents respond to an invitation to participate in research is likely to depend on several factors, including the level of trust between them and the researchers. This paper describes our recruitment and consent process for a school-based eye study in Nigeria. In the course of our study, a particular governmental incident helped to (...) fuel public mistrust in governmental programs and posed a potential threat to our recruitment efforts. The recruitment and consent process included series of advocacy visits to stakeholders in the education sector, highly interactive briefing and health talk sessions in schools, use of telephone services as a medium for information dissemination, age-appropriate study information, parental consent, and pupil assent. Of the 6598 pupils provided with study information, 5723 returned parental consent forms. There were 69 cases of pupils who dissented despite having parental consent. The two leading concerns for the parents/guardians were the rumors regarding a military/governmental-sponsored health campaign and the side-effects of the dilating eye-drops. Nevertheless, our high level of recruitment suggests our recruitment and consent process was successful in assuaging fears for the vast majority of pupils and their parents. (shrink)

The bin-packing problem (BPP) is an age-old NP-hard combinatorial optimization problem, which is defined as the placement of a set of different-sized items into identical bins such that the number of containers used is optimally minimized. Besides, different variations of the problem do exist in practice depending on the bins dimension, placement constraints, and priority. More so, there are several important real-world applications of the BPP, especially in cutting industries, transportation, warehousing, and supply chain management. Due to the practical relevance (...) of this problem, researchers are consistently investigating new and improved techniques to solve the problem optimally. Nature-inspired metaheuristics are powerful algorithms that have proven their incredible capability of solving challenging and complex optimization problems, including several variants of BPPs. However, no comprehensive literature review exists on the applications of the metaheuristic approaches to solve the BPPs. Therefore, to fill this gap, this article presents a survey of the recent advances achieved for the one-dimensional BPP, with specific emphasis on population-based metaheuristic algorithms. We believe that this article can serve as a reference guide for researchers to explore and develop more robust state-of-the-art metaheuristics algorithms for solving the emerging variants of the bin-parking problems. Arithmetic optimization algorithm (AOA) is one of the recently proposed population-based metaheuristic algorithms. The algorithmic design concept of the AOA is based on the distributive behavior of arithmetic operators, namely, multiplication (M), division (D), subtraction (S), and addition (A). Being a new metaheuristic algorithm, the need for a performance evaluation of AOA is significant to the global optimization research community and specifically to nature-inspired metaheuristic enthusiasts. This article aims to evaluate the influence of the algorithm control parameters, namely, population size (...) and the number of iterations, on the performance of the newly proposed AOA. In addition, we also investigated and validated the influence of different initialization schemes available in the literature on the performance of the AOA. Experiments were conducted using different initialization scenarios and the first is where the population size is large and the number of iterations is low. The second scenario is when the number of iterations is high, and the population size is small. Finally, when the population size and the number of iterations are similar. The numerical results from the conducted experiments showed that AOA is sensitive to the population size and requires a large population size for optimal performance. Afterward, we initialized AOA with six initialization schemes, and their performances were tested on the classical functions and the functions defined in the CEC 2020 suite. The results were presented, and their implications were discussed. Our results showed that the performance of AOA could be influenced when the solution is initialized with schemes other than default random numbers. The Beta distribution outperformed the random number distribution in all cases for both the classical and CEC 2020 functions. The performance of uniform distribution, Rayleigh distribution, Latin hypercube sampling, and Sobol low discrepancy sequence are relatively competitive with the Random number. On the basis of our experiments’ results, we recommend that a solution size of 6,000, the number of iterations of 100, and initializing the solutions with Beta distribution will lead to AOA performing optimally for scenarios considered in our experiments. Philosophy of mind as a branch of philosophy has been growing. With a vast array of literature stemming from Plato to Descartes, down to Daniel Dennett and Paul and Patricia Churchland, there is no doubt that a lot has been said in that area regarding the mind-body problem, consciousness, the role of the human brain, etc. More so, with the advancement in neuroscience, newer and more interesting discussions linking neuroscience to philosophy of mind is inevitable. Equally as interesting, is the (...) philosophical work that is done in relation to the development of Artificial Intelligence in terms of robotics, artificial intelligence systems, technology-based human enhancements, etc. In all these, the African perspective has been largely underexplored and the salient perspectives of modern and contemporary African philosophers are rarely engaged. What we do in this chapter is to present an overview of the general concerns of this book. This concern is two-fold – the first part tackles issues related to consciousness, identity, and the mind-body problem, and the second part generally deals with issues related to Artificial intelligence and human enhancement.
