Since the early 2000s, authoritarianism has risen as an increasingly powerful global phenomenon. This shift has not only social and political implications, but environmental implications too: authoritarian leaders seek to recast the relationship between society and the government in every aspect of public life, including environmental policy. When historians of technology or the environment have investigated the environmental consequences of authoritarian regimes, they have frequently argued that authoritarian regimes have been unable to produce positive environmental results or adjust successfully (...) to global structural change, if they have shown any concern for the environment at all. Put another way, the scholarly consensus holds that authoritarian regimes on both the left and the right generally have demonstrated an anti-environmentalist bias, and when opposed by environmentalist social movements, have succeeded in silencing those voices. This book explores the theme of environmental politics and authoritarian regimes on both the right and the left. The authors argue that in instances when environmentalist policies offer the possibility of bolstering a country's domestic (nationalist) appeal or its international prestige, authoritarian regimes can endorse and have endorsed environmental protective measures. The collection of essays analyse environmentalist initiatives pursued by authoritarian regimes, and provide explanations for both the successes and failures of such regimes. Fugitive Politics explores the intersection between politics and ecology, between the requirements for radical change and the unprecedented challenges posed by the global crisis, a dialectic has rarely been addressed in academia. The aim of this book, by providing a set of conceptual tools drawn from critical theory, is to open up questions and new problems and new research agendas for the study of environmental politics.

The Greens are the political group in which the support for the implementation of a basic income is stronger. Nevertheless, the reasons for that support are not always clear and quite often not related to environmental issues. For this reason, two different approaches to a green BI – environmental and ecological – are discussed in this article. The first could be part of a green growth strategy, whereas the second would require structural changes to the economic model, in support (...) of a post-productivist economy. Although showing some overlaps, these models are in conflict in some central aspects, such as the role of economic growth in promoting sustainability. For this reason, it might be incorrect to assume that an environmental BI is a step toward an ecological BI. We will focus on the green aspects as a consequence of implementing a BI and independently of its sources of funding – namely by looking into the amount a BI needs to be in order to support shifting activities from the market to the autonomous sphere – and on the green potential of its sources of financing. In _Vibrant Matter_ the political theorist Jane Bennett, renowned for her work on nature, ethics, and affect, shifts her focus from the human experience of things to things themselves. Bennett argues that political theory needs to do a better job of recognizing the active participation of nonhuman forces in events. Toward that end, she theorizes a “vital materiality” that runs through and across bodies, both human and nonhuman. Bennett examines the political and theoretical implications of vital materialism through extended discussions of commonplace things and physical phenomena including stem cells, fish oils, electricity, metal, and trash. She reflects on the vital power of material formations such as landfills, which generate lively streams of chemicals, and omega-3 fatty acids, which can transform brain chemistry and mood. Along the way, she engages with the concepts and claims of Spinoza, Nietzsche, Thoreau, Darwin, Adorno, and Deleuze, disclosing a long history of thinking about vibrant matter in Western philosophy, including attempts by Kant, Bergson, and the embryologist Hans Driesch to name the “vital force” inherent in material forms. It is clear that our present political concepts and institutions are inadequate for meeting the challenges of living in right relation with the more-than-human world and, moreover, that these inadequacies are themselves symptoms of a failing political-cultural story (...) and a lack of concrete practices of ecological renewal, a story that does not recognize that there is no "people" without the earth and that power is not held by humans alone but in common with the natural world--intensifying weather events effected by climate change are only the most obvious example. Earthborn Democracy upends conventional accounts, which view democracy as a modern invention, by probing deep histories of egalitarian political organization beyond the ancient Athenian efforts so feared by the American founders in the premodern Americas, Mesopotamia, and many other egalitarian cultures. Unlike the constitutional democracies in nation-states, which are in service to economic directives, the political practices and stories excavated in the book illustrate the interdependence necessary to inspire and orient the work of ecological and democratic renewal. Responses to climate catastrophe call for an understanding of how unconscious desire can be a resource for collective democratic action. Developing an embodied account of the unconscious in which a desire for pleasure is central, the authors examine the knowledge and living traditions of Indigenous communities; the incorporation of "pleasure activism" into contemporary social movements and antiracist struggles; and practices of cooperation-cross-species affinity and relational grassroots political organizing around the world. The resonances across these examples trace the possibility for renewal of individual and collective selves through the work of ecological attunement and restoration. Building from re-envisioned democratic histories and this radical rereading of the collective unconscious, they show how contemporary political experiments and practices might cultivate and channel desires for autochthonous-earthborn-democracy, as the Athenian mythos names it. Drawing on the author's political ethnographic fieldwork conducted in Jakarta, Central Sulawesi and Oslo, where the author examined Norway's interests and role in implementing REDD, this book discusses the long evolution of the idea that foreign state and private financing can be used to protect tropical forests and the (...) carbon stored within them, resulting in both local economic development and global climate benefits. It shows how neoliberal environmental approaches to climate change, of which REDD is a leading example, increases the severity of political contestations that must be overcome to reach global climate mitigation goals, and how recent incarnations of REDD have tended to forget earlier scholarly advice to couple anti-deforestation approaches with policies that reduce industrial carbon emissions. In Indonesia, tectonic political and economic forces are shown to have negatively impacted REDD implementation. Using a political ecology approach, the book links the literature on REDD with that covering Indonesia's recent democratic regression, highlighting how the country's environmental performance is inextricably linked to the timbre of its political governance. Given the severity of the political contestations that must be overcome to reach its stated goals, REDD cannot replace global policies that drastically reduce industrial carbon emissions. China's political environment offers limited space for critical debates on domestic politics. In such a constrained environment, people tend to represent and articulate climate change issues without explicitly addressing their political aspects. The aim of this paper is to examine this political ambiguity in climate change discourses. Q methodology was employed to elicit the subjective positions of forty-five young and educated Chinese individuals. Three discourses were extracted: namely, prosaic environmentalism, co-operative economic optimism and actor scepticism. (...) Many studies have shown that environmentalist attitudes are increasingly prominent both domestically and internationally, although they often vary in depth and commitment. However, consumption studies and the rate of depletion and pollution of natural resources have shown even more clearly that detrimental human activity, per capita, is still rising. These observations contradict each other, resulting in a disparity between values/attitudes and consumptive behavior. We argue that this condition cannot be rationalized away with simplistic explanations followed by a call for better (...) education, shifts in morality, changes in consciousness, or new laws, policies and other forms of social control. Thus, the purpose of our study was to find out why the disparity between positive (green) values and negative (consumptive-exploitative) behavior exists in the majority of our sampled population. 1047 participants completed a 2-part survey that included both demographic variables and value/attitude test items. Our analysis isolated 4 main Factors; 3 were relevant to the goals of the study. These three Factors captured aspects of (1) political correctness, (2) a deep-ecology mindset, and (3) a politically conservative-religious value system best characterized as antithesis of factor 2. Environmental issues imperil the libertarian utopia of a society in which the individual is completely sovereign over his or her private domain. Taken seriously, this aspiration would lead to an environmentalism so extreme that it would preclude human life, since most human activity entails incursions against the sovereign realms of other human beings. The fallback position many libertarians have adopted?free?market environmentalism?retreats from libertarian ideals by permitting some of the physical aggression of pollution to continue. Free?market environmentalism does (...) embody the postlibertarian insight that collective decisions in mass democracies tend to be inferior to individual decisions in market economies. But so far, free?market environmentalism has stopped short of carrying this insight to its logical conclusion by proposing the complete depoliticization of environmental decision making. A thought experiment in environmental depoliticization reveals the practical limits of free?market environmentalism. The upshot is that neither libertarianism nor free?market environmentalism can culminate in anything close to the abolition of the modern state; they can, however, by problematizing certain aspects of that state, allow us a clearer understanding of political and cultural life. This article explores certain aspects related to the environmental ethical message in the Encyclical Letter Laudato si, written in 2015 by Pope Francis, leader of the Catholic Church, and compares them to recent Green party political movements in Italy. Italy offers a unique case study in that the religious background of the country acts as an independent variable with respect to the social acceptance of current environmental issues. The ethical message in Laudato sì is compared to recent debates (...) on the moral responsibility of the individual and/or institution towards environmental problems; a range of responsibilities assumed by institutions versus individuals with regards to environmental problems are analyzed. Cependant, elle recouvre des sensibilités idéologiques très diverses allant du progressisme au conservatisme, voire à une attitude réactionnaire. La diversité du tissu associatif montre la pluralité de l'expression. Le mérite de Stéphane François est de nous aider à saisir ces nuances en donnant une présentation précise, érudite même, et pourtant claire des groupes et courants concernés. Son propos pourra (...) parfois apparaître un peu provocateur : alors qu'il est de bon ton de considérer que l'écologie politique se situe à gauche du spectre politique, il présente des aspects de droite qui animent aussi celle-ci, ou qui même déterminent une part importante de sa conception du monde. Cet ouvrage souligne, en effet, les aspects nostalgiques, technophobes et parfois antilibéraux, qui s'expriment dans les textes et les discours. This trend of thought is in fact well known for promoting, as a healthy, sustainable way of life for both the individual1 and the surrounding natural environment, what might actually seem the (...) exact opposite of social activism. The present discussion aims at showing that Daoism can actually be understood and practiced as a form of proactive social engagement, taking as a starting point Eric S. Nelson's recent work Daoism and Environmental Philosophy: Nourishing Life (2021), and in particular chapter 5, "Early Daoist biopolitics and a new Daoist political ecology" (pp. 100–118). As will be shown, it is a rather unique kind of social activism that differs from both science-based environmentalism and militant public activism. This article further problematizes certain reductionist tendencies that are still very much alive in the contemporary academic debate about and interpretations of early Daoism, and in particular of its political philosophy. This issue is particularly relevant when we proceed to address Daoist ecopolitics, and especially its applicability to the environmental crisis. From this perspective, Nelson convincingly persuades the reader of the potential and the contemporary relevance of certain pragmatic aspects, and in particular practices or "virtuous attitudes," theorized by early Daoist ecopolitical discourse in tackling environmental issues of global concern.Nelson's contribution addresses wuwei 無為, the well-known Daoist way of proactive non-action or "effortless action,"2 or, as Nelson persuasively interprets it, "attuned action,"3 "attuned responsiveness,"4 or "attuned, effortless, non-calculative unforced responsiveness,"5 thereby providing a substantial contribution to further refining the concept with an even more successful translation. Wuwei means acting without either being subjected to or exerting coercion, and in accordance or in "attunement" with the natural course of things. As Nelson suggests, such a way of acting and behaving could be systematically applied to radically rethink and revolutionize contemporary non-eco-friendly and eventually self-sabotaging, dysfunctional forms of human aggregation and interaction.In this most valuable enterprise, Nelson's book achieves two additional goals, touching upon two other critical and closely interconnected issues. First, Nelson draws attention to and provides substantial evidence to support the existence of a fairly coherent theoretical system as the basis of Daoist [End Page 781] political philosophy, with a focus on its political ecology, which has often been overlooked or neglected in favor of other apparently more appealing aspects of Daoist thinking. Nelson's analysis provides a fundamental contribution to a most necessary "demystification" of Daoist philosophy. By unveiling its substantially political underlying goals and agenda, his study thereby reconciles Daoist thought and brings it into a more coherent dialogue with the intellectual landscape of the Warring States period, during which we might assume that the two main received texts associated with this tradition, the Laozi 老子 and the Zhuangzi 莊子, started to assume the form in which they were eventually transmitted.Second, in doing so, Nelson's book contributes to the gradual ongoing process of "decolonization" of Chinese philosophy in a twofold way. It further invites considerations about certain latent "orientalistic" tendencies that are evidently still very much alive in the way in which Western scholarship approaches the study of early Chinese philosophy, and in preconceived ideas about certain texts and trends of thought and their imaginary conceptual boundaries, in which it still indulges at times. Moreover, Nelson proposes concrete ways in which ancient Daoist ideas and practices could be enacted in today's world to tackle the current ecological crisis by acting upon society in order to promote radical changes in people's attitude, not only toward the environment, but also toward each other, "therapeutically fostering a more appropriate ecological culture"6 and rethinking the very same concept of society and the principles that are its basis. Nelson shows the universality of the message of Daoist thought (and thereby, one might be tempted to say, contributes to substantiating the legitimacy of Chinese philosophy)7 and its relevance to the contemporary debate on climate and the environmental crisis. This paper offers two possible readings of the Earth Charter that are informed by current scholarship in the field of environmental politics. The first reading finds much in the document to suggest congruence with emerging discourses of cosmopolitanism and global environmental citizenship. The second reading, a more sceptical one, identifies aspects of the Earth Charter that seem more resonant with depoliticizing United Nations-style light green globalism than with an inclusive ethical vision of environmentalism. After setting out these two (...) readings, I argue that, although potentially undermining of its endorsability, thinking critically about problematic aspects of the Earth Charter is an exercise that may point in the direction of a cosmopolitan environmentalism that is less banal and instrumental and more dialogically open, reflexive, and democratic. While the value of early detection of dementia is largely agreed upon, population-based screening as a means of early detection is controversial. This controversial status means that such screening is not recommended in most national dementia plans. Some current practices, however, resemble screening but are labelled “case-finding” or “detection of cognitive impairment”. Labelled as such, they may avoid the ethical scrutiny that population-based screening may be subject to. This article examines conceptualizations of screening and case-finding. It shows how the definitions (...) and delimitations of the concepts (the _what_ of screening) are drawn into the ethical, political, and practical dimensions that screening assessment criteria or principles are intended to clarify and control (the _how_ of screening, how it is and how it should be performed). As a result, different conceptualizations of screening provide the opportunity to rethink what ethical assessments should take place: the conceptualizations have different ethico-political implications. The article argues that population-based systematic screening, population-based opportunistic screening, and case-finding should be clearly distinguished. (shrink)
