O presente artigo analisa a regulação de serviços públicos no Brasil, com ênfase nas agências reguladoras e no papel dos Tribunais de Contas no controle desse processo. A abordagem destaca as formas de controle político sobre as agências, tanto ex ante quanto ex post, com ênfase na accountability horizontal entre mandatários. O TCU exerce influência significativa nas agências, focando não apenas em atividades-meio, mas também impactando as atividades-fim. Os TCE’s também desempenham importante papel, abrangendo eficiência, legalidade e transparência. Dessa forma, (...) o trabalho tem como objetivo analisar os desafios enfrentados pelos Tribunais de Contas, como interpretações controversas e limitações técnicas, e verificar a necessidade de equilíbrio na expansão de suas atribuições. No decorrer da pesquisa, fora apresentada a atuação do TCU, exemplificada em auditorias e recomendações, de modo a evidenciar sua importância na identificação e correção de irregularidades, contribuindo para a eficiência e transparência nos setores regulados. The structure of people’s conceptual knowledge of concrete nouns has traditionally been viewed as hierarchical (Collins & Quillian, 1969). For example, superordinate concepts (vegetable) are assumed to reside at a higher level than basic‐level concepts (carrot). A feature‐based attractor network with a single layer of semantic features developed representations of both basic‐level and superordinate concepts. No hierarchical structure was built into the network. In Experiment and Simulation 1, the graded structure of categories (typicality ratings) is accounted for by the flat (...) attractor network. Experiment and Simulation 2 show that, as with basic‐level concepts, such a network predicts feature verification latencies for superordinate concepts (vegetable ). In Experiment and Simulation 3, counterintuitive results regarding the temporal dynamics of similarity in semantic priming are explained by the model. By treating both types of concepts the same in terms of representation, learning, and computations, the model provides new insights into semantic memory. (shrink)

The Iowa Gambling Task (IGT) is a popular method for examining real-life decision-making. Research has shown gender related differences in performance, in that men consistently outperform women. It has been suggested that these performance differences are related to decreased emotional control in women compared to men. Given the likely role of emotion in these gender differences, in the present study we examine the effect of a humor induction on IGT performance and whether the effect of humor is moderated by gender. IGT performance and parameters from the Expectancy Valence Model were measured in 68 university students (34 men; mean age 22.02, SD = 4.3 and 34 women; mean age 22.3, SD = 4.1) during a 100 trial-IGT task. Participants were exposed to a brief video before each of the IGT decisions available; one half of the sample (17 men and 17 women) was exposed to 100 humor videos, while the other half was exposed to 100 non-humor videos during the task. We observed a significant interaction between gender and humor, such that under humor, women’s performance during the last block (trials 80-100) improved (compared to women under non-humor), whereas men’s performance during the last block was worse (compared to men under non-humor). Consistent with previous work, under non-humor, men outperformed women in the last block. Lastly, our EVM results show that humor impacts the learning mechanisms of decision-making differently in men and women. Humor impaired men’s ability to acquire knowledge about the payoff structure of the decks, and as a consequence they were stuck in suboptimal performance. On the other hand, humor facilitated women’s ability to explore and to learn from experience, improving performance. These findings deepen our understanding of the mechanisms underlying IGT decision-making and differential effects of humor in men and women. (shrink)

Distributional semantic models (DSMs) are a primary method for distilling semantic information from corpora. However, a key question remains: What types of semantic relations among words do DSMs detect? Prior work typically has addressed this question using limited human data that are restricted to semantic similarity and/or general semantic relatedness. We tested eight DSMs that are popular in current cognitive and psycholinguistic research (positive pointwise mutual information; global vectors; and three variations each of Skip-gram and continuous bag of words (CBOW) (...) using word, context, and mean embeddings) on a theoretically motivated, rich set of semantic relations involving words from multiple syntactic classes and spanning the abstract–concrete continuum (19 sets of ratings). We found that, overall, the DSMs are best at capturing overall semantic similarity and also can capture verb–noun thematic role relations and noun–noun event-based relations that play important roles in sentence comprehension. Interestingly, Skip-gram and CBOW performed the best in terms of capturing similarity, whereas GloVe dominated the thematic role and event-based relations. We discuss the theoretical and practical implications of our results, make recommendations for users of these models, and demonstrate significant differences in model performance on event-based relations. Este artigo visa analisar, após apresentar o modelo atual do Estado regulador, a necessidade e possibilidade de incluir as novas tecnologias, especialmente a inteligência artificial, como objeto de tópico específico no bojo da regulação, considerando se tratar de tema recente e sob significativo interesse. Vivencia-se, atualmente, um boom na área tecnológica, com novas tecnologias surgindo a todo momento. Os impactos sobre a sociedade, de diversas ordens, tais como jurídicos, sociais e econômicos, não podem ser subestimados. Portanto, o Estado tem que (...) estar preparado para regulá-los. Este artigo propõe expor os desafios e as possibilidades envolvendo a regulação do assunto. Para tanto, fora utilizada a metolodogia qualitativa, fundamentada principalmente na revisão bibliográfica e na análise hermenêutica de corpos legislativos selecionados, com uma natureza prescritiva que propõe um modelo regulatório adaptado às necessidades impostas pelas novas tecnologias, especialmente a inteligência artificial. Previous research has shown that na_ve participants display a high level of agreement when asked to choose or drawschematic representations, or image schemas, of concrete and abstract verbs [Proceedings of the 23rd Annual Meeting of the Cognitive Science Society, 2001, Erlbaum, Mawhah, NJ, p. 873]. For example, participants tended to ascribe a horizontal image schema to push, and a vertical image schema to respect. This consistency in offline data is preliminary evidence that language invokes spatial forms of representation. It also (...) provided norms that were used in the present research to investigate the activation of spatial image schemas during online language comprehension. We predicted that if comprehending a verb activates a spatial representation that is extended along a particular horizontal or vertical axis, it will affect other forms of spatial processing along that axis. Participants listened to short sentences while engaged in a visual discrimination task (Experiment 1) and a picture memory task (Experiment 2). In both cases, reaction times showed an interaction between the horizontal/vertical nature of the verb's image schema, and the horizontal/vertical position of the visual stimuli. We argue that such spatial effects of verb comprehension provide evidence for the perceptual–motor character of linguistic representations. (shrink)

Construal-level theory emphasizes that representing events at greater spatial, temporal, social, or hypothetical distance results in processing information at high construal levels (more conceptual, abstract). We posit that psychological distance and construal level are somewhat separable constructs, and can have different effects on emotion, and therefore, emotion regulation. We argue that psychological distance influences emotional appraisal, such that increasing distance results in lower emotion intensity, which can be leveraged to down-regulate emotions. However, we consider construal level a mindset, which can (...) occur with either high or low psychological distance. Furthermore, we argue that compared with psychological distance, construal level has a more nuanced relationship with emotion, and changing construal level for the purpose of changing emotion also requires considering the construal level of one's emotion-regulation goals. ABSTRACTWhich emotion regulation strategy one uses in a given context can have profound affective, cognitive, and social consequences. It is therefore important to understand the determinants of emotion regulation choice. Many prior studies have examined person-specific, internal determinants of emotion regulation choice. Recently, it has become clear that external variables that are properties of the stimulus can also influence emotion regulation choice. In the present research, we consider whether reappraisal affordances, defined as the opportunities for re-interpretation of a stimulus that (...) are inherent in that stimulus, can shape individuals’ emotion regulation choices. We show that reappraisal affordances have stability across people and across time, and are confounded with emotional intensity for a standardised set of picture stimuli. Anticipation plays a role in language comprehension. In this article, we explore the extent to which verb sense influences expectations about upcoming structure. We focus on change of state verbs like shatter, which have different senses that are expressed in either transitive or intransitive structures, depending on the sense that is used. In two experiments we influence the interpretation of verb sense by manipulating the thematic fit of the grammatical subject as cause or affected entity for the verb, and test (...) whether readers’ expectations for a transitive or intransitive structure change as a result. This sense‐biasing context influenced reading times in the postverbal regions. Reading times for transitive sentences were faster following good‐cause than good‐theme subjects, but the opposite pattern was found for intransitive sentences. ABSTRACTPrevious studies have identified two powerful ways to regulate emotional responses to a stressor: experiencing incidental positive emotions and using cognitive reappraisal to reframe the stressor. Several cognitive and motivational theories of positive emotion support the formulation that incidental positive emotions may facilitate cognitive reappraisal. To test the separate and interacting effects of positive emotions and cognitive reappraisal, we first adapted an established picture-based reappraisal paradigm by interspersing blocks of positive emotion inducing and neutral pictures. In the Buddhist ethical traditions, equanimity along with love, compassion, and sympathetic joy form what are called the four boundless qualities, which are affective states one cultivates for moral and spiritual development. But there is a sense in which equanimity seems very unlike the three others: love, compassion, and sympathetic joy all imply an emotional investment in others, whereas equanimity seems to imply an absence of such investment. This observation has provoked debate as to how to properly understand the relationship (...) between equanimity and the other three qualities. In this paper, I propose that equanimity - like love, compassion, and sympathetic joy - is itself a virtue of good intimate relationships and not in conflict with such virtues. (shrink)

In The Case for Rage, Myisha Cherry makes the case for a specific kind of rage, a qualified anger at racial injustice that she calls Lordean rage. Drawing on Audre Lorde's classic essay ‘The Uses of Anger’, Cherry develops the concept of Lordean rage as a productive, liberatory anger and defends it from a variety of objections, ranging from neo-Stoic concerns about anger's capacity for destruction to contemporary worries about the misuse of anger by white allies. The brilliance of the (...) book, I think, lies in its capacity to integrate a wide range of philosophical perspectives and arguments, including those from feminist and critical race theory and analytic philosophy of emotion, and present them in a way that speaks directly to our political and historical moment. The audience for this book is broad: anyone who has ever felt anger at racial injustice will have a stake in this book.Cherry begins with some philosophical distinctions to help delineate the contours of this kind of anger. Lordean rage has a particular object—racial injustice—and a specific motivational stance: ‘It aims at nothing less than transforming our world’ (p. 40). (She leaves it as an open, and interesting, question whether a variation of Lordean rage occurs in other cases of oppression.) For these reasons, Lordean rage demands a non-trivial degree of optimism and hope. It also requires a basic respect for both the victim and the perpetrator of racial injustice (p. 37). This last criterion distinguishes it from other motivating kinds of rage, such as ‘wipe rage’, which seeks to eliminate the object of the rage and ‘narcissistic rage’, which is only concerned with injustices that immediately effect oneself. These distinctions, and other helpful ones, are the subject of Chapter 1, which argues against the tendency to understand anger as a homogeneous or uniform phenomenon. We can’t, Cherry argues, paint anger in such ‘broad strokes’ but need a more nuanced account of how different kinds of angers are operative in different kinds of contexts. (shrink)

McRae, Brown and Elman argue against the view that events are structured as frequently‐occurring sequences of world stimuli. They underline the importance of temporal structure defining event types and advance a more complex temporal structure, which allows for some variance in the component elements.

In Nancy Sherman's discussion of the history of empathy, she notes that it was the English translation of the German Einfühlung - originally a term in aesthetics - which translates literally as "feeling one's way into another." According to Sherman's analysis, the main idea in these early usages of empathy in Western psychological contexts "is that of resonating' with another, where this often involves role taking, inner imitation, and a projection of the self into the objects of perception" (Sherman 1998, (...) 83). There is a deep recognition in Indo-Tibetan ethics of the moral significance of one's ability to "resonate" or "feel one's way into another" and no shortage of ethical practices of role taking, "inner imitation," and projecting of the self into objects of perception. These practices transition from the egocentric to an orientation sensitive to the needs of others is a major part of the Mahayana Buddhist conception of moral development, as is apparent in the ideal of bodhicitta (see Section 3). This chapter aims at investigating the phenomenology of joint action and at gaining a better understanding of (1) how the sense of agency one experiences when engaged in a joint action differs from the sense of agency one has for individual actions and (2) how the sense of agency one experiences when engaged in a joint action differs according to the type of joint action and to the role one plays in it.

Offered here is an interpretation of the ancient Confucian philosopher Mengzi's (372–289 B.C.E.) method of cultivating moral feelings, which he calls "extension." It is argued that this method is both psychologically plausible and an important, but often overlooked, part of moral life. In this interpretation, extending our moral feelings is not a project in logical consistency, analogical reasoning, or emotional intuition. Rather, Mengzi's method of extension is a project in realigning the human heart that harnesses our rational, reflective, and emotional (...) capacities in order to extend the feelings we already have to the appropriate objects for these feelings. It is argued that there are three main features of Mengzi's account that make it an attractive explanation of the cultivation of moral feelings. The first is the way Mengzi sees reasoning and philosophical reflection as an aid to, rather than the foundation for, moral development. The second is Mengzi's precision regarding the relationship between the basic moral feelings we start with (the "sprouts") and their corresponding virtues. The method of extension acts as a well-designed bridge between feelings and virtues. Third, Mengzi's account, unlike that of the Mohist Yi Zhi, whom he criticizes, pays special attention to the complexities and limitations of human psychology. In conclusion it is shown how a Mengzian understanding of the relationship between feelings and morality can answer some traditional challenges, especially Kantian ones, regarding the proper role of emotion in moral life. After a long period of neglect, the phenomenology of action has recently regained its place in the agenda of philosophers and scientists alike. The recent explosion of interest in the topic highlights its complexity. The purpose of this paper is to propose a conceptual framework allowing for a more precise characterization of the many facets of the phenomenology of agency, of how they are related and of their possible sources. The key assumption guiding this attempt is that the processes through (...) which the phenomenology of action is generated and the processes involved in the specification and control of action are strongly interconnected. I argue in favor of a three-tiered dynamic model of intention, link it to an expanded version of the internal model theory of action control and specification, and use this theoretical framework to guide an analysis of the contents, possible sources and temporal course of complementary aspects of the phenomenology of action. concepts typically are defined in terms of lacking physical or perceptual referents. We argue instead that they are not devoid of perceptual information because knowledge of real-world situations is an important component of learning and using many abstract concepts. Although the relationship between perceptual information and abstract concepts is less straightforward than for concrete concepts, situation-based perceptual knowledge is part of many abstract concepts. In Experiment 1, participants made lexical decisions to abstract words that were preceded by related and unrelated (...) pictures of situations. For example, share was preceded by a picture of two girls sharing a cob of corn. When pictures were presented for 500 ms, latencies did not differ. However, when pictures were presented for 1,000 ms, decision latencies were significantly shorter for abstract words preceded by related versus unrelated pictures. Because the abstract concepts corresponded to the pictured situation as a whole, rather than a single concrete object or entity, the necessary relational processing takes time. In Experiment 2, on each trial, an abstract word was presented for 250 ms, immediately followed by a picture. Participants indicated whether or not the picture showed a normal situation. Decision latencies were significantly shorter for pictures preceded by related versus unrelated abstract words. Our experiments provide evidence that knowledge of events and situations is important for learning and using at least some types of abstract concepts. That is, abstract concepts are grounded in situations, but in a more complex manner than for concrete concepts. Although people's understanding of abstract concepts certainly includes knowledge gained from language describing situations and events for which those concepts are relevant, sensory and motor information experienced during real-life events is important as well. Mrs. Vogul wore the same zip‐up white fleece and leather sandals for thirty‐one days of her husband's hospitalization. She slept in the empty bed in his two‐person room or in a chair. When she couldn't sleep, she stood motionless in the hallway like a gargoyle protecting his room. During each crisis, Mrs. Vogul frowned in the doorway, telling us which tests to order and which interventions we were allowed to try. When we supported his breathing with an oxygen mask, she (...) took it off. “Don't try to put that mask back on him again!” she warned as he gasped for air. Despite this, Mr. Vogul was “full code.” If he were to stop breathing on his own, she wanted us to intubate him. If his heart were to stop, she wanted us to try to restart it. With no advance directive to guide us, we deferred these decisions to Mrs. Vogul, despite what sometimes seemed like contradictions in what she wanted for her husband. (shrink)

Despite recognition of the importance of family in health‐care and progress in family theory development, there has been limited transfer of family theory to acute care nursing practice. We argue that this family theory–practice gap results from a persistent lack of conceptual clarity in family nursing and other barriers. Lack of conceptual clarity takes the form of conceptual overlap and semantic inconsistency, as well as the complexity of language found in the family nursing literature. Barriers include practice contexts, relational problems, (...) and knowledge types. Our exploration begins with a brief discussion of the intimate link between nursing theory and practice followed by an overview of some issues associated with the family nursing theory–practice gap. Based on a synthesis of family nursing literature, problems associated with conceptual clarity in family nursing theory are explored. We conclude with recommendations for family nursing research to develop concepts grounded in nursing practice. (shrink)

In this paper, I take a critical look at Adler's conceptual argument against doxastic voluntarism in his book, Belief's Own Ethics. In making his case, Adler defends evidentialism as the true version of how beliefs are acquired. That is, the will has no direct influence on belief. After a careful exposition of the argument itself, focus is placed on Adler's response to a particularly troubling objection to the form of evidentialism that results: Can evidentialism allow that doubt may be simultaneous (...) with belief? It is in Adler's response that I find concessions that cripple his argument and offer new life to future defenses of doxastic voluntarism. In particular, his belief/confidence and weight of evidence/force of evidence distinctions result in inconsistency. If that inconsistency can be successfully demonstrated, the distinctions and the argument fall. (shrink)
