Bilim felsefesinin en temel problemlerinden biri olan sınırlandırma problemi belirli bir ölçüt vasıtası ile bilimi, bilimsel olmayan ya da sahte/sözde bilim olan etkinliklerden ayırt edip edemeyeceğimizi konu edinmektedir. Literatüre baktığımızda felsefeciler –özellikle bilim felsefecileri– bilimin doğasını karakterize etme girişiminde bulunurken bilim dilinin mantıksal yapısına ya da bilimin tarihsel süreçlerine odaklanarak, bilimi bilimsel olmayan ya da sahte-bilim olan etkinliklerden ayırt etmişlerdir. Bu çalışma ise farklı bir yaklaşım benimseyerek sınırlandırma problemine, felsefecilerin değil, bilim insanlarının perspektifi ile bakmayı amaçlamaktadır. Bu sebeple alanında deneyimli (...) ve çeşitli bilim dallarında profesör olan otuz bilim insanı ile niteliksel araştırma yöntemlerinden biri olan yapılandırılmış görüşme tekniği uygulanmıştır. Bu görüşmeler aracılığıyla bilim insanlarının sınırlandırma problemi hususunda öne sürdükleri görüşler açığa çıkartılıp değerlendirilmiştir. Değerlendirme neticesinde üç temel bulguya ulaşılmıştır. İlki, sınırlandırma problemine ilişkin sorularımıza bilim insanları tarafından getirilen yanıtların birçoğu temel felsefi yaklaşımlarla uyuşmaktadır. Elde ettiğimiz verileri farklı temalar altında analiz ettiğimiz bu çalışmada, sınırlandırma problemine dair yaygın felsefi görüşlerin, bilim insanlarının görüşleri ile anlamlı benzerlikler taşıdığı kısımlar vurgulanmıştır. İkincisi, sınırlandırma problemi ve bu problemlerle ilişkili diğer meseleler üzerinde felsefi olarak sağlanamayan uzlaşma, bilim insanları arasında da mevcuttur. Ne var ki bu ihtilaf dengeli bir biçimdedir, öyle ki benzer yanıtlara sahip olan bilim insanları baskın bir grup sayısına ulaşmamıştır. Üçüncü ve son olarak, bilim insanlarının bilim felsefesinin temel problemlerine yüksek oranda yabancı olduğu görülmektedir. Bu bulgu, her ne kadar nicel olmayan bir yolla ölçülmüşse de verilerin dikkatli analizi durumun bu yönde olduğunu göstermektedir. Tüm bu temel bulgular ışığında, genel değerlendirmemiz, farklı türden yapılandırılmış görüşmelerin çok daha detaylı sonuçlar temin edebileceğidir. (shrink)

This article, using methods from corpus linguistics and critical discourse analysis, reports the findings of a research project that aimed to explore the representations of Syrian asylum seekers in the Turkish press from March 2011, when the first Syrians arrived in Turkey, to December 2015, when the project ended. Using a corpus of 2321 texts collected from five Turkish daily newspapers, concordances of the words Syrian, refugee and asylum seeker were examined and grouped along patterns through which discourses on and (...) around Syrian asylum seekers were uncovered. We found differing discourses that framed asylum seekers as ‘our brothers’, ‘victims’, ‘needy people’ and/or ‘threat’, ‘criminals’ and so on. Newspapers maintained one or a combination of these discourses to construct their own reality about the refugee crisis in Turkey. The analysis also reveals that Turkish newspapers use pertinent terms interchangeably, leading to an ambiguity which reflects the political as well as daily usage of the terms. (shrink)

The aim of this article is to look at the discussion of the singularity in Jean-Luc Nancy’s philosophy as a quest to imagine a new concept of a common existence that negates the differentiation between “I” and the “other.” In the age of subjectivity, the main indicator of existence is the “subjectivity” that differs from the contingency and perceives itself as a whole in its autonomous singularity. This singularity-centralized perception of existence causes the negation of the being of the otherness (...) and its ethical being that is the core element of establishing the subjectivity. Nancy, one of the leading philosophers offering new approaches on ethical subjectivity, tries to reflect upon a new idea about community (which is called in Nancy’s philosophy “being-in-common”), where the subjects can open themselves to the otherness. This article aims to claim that the idea of “being-in-common” is the only ethical opportunity to overcome the crisis that results from the sense of existence reduced to subjectivity. In Nancy’s thought, the ethical possibility of being-in-common should be interiorized within the concept of a communist democracy. A communist democracy is an opening of the being to its perfectibility in which the otherness is ontologically placed within the idea of the community. (shrink)

The state of exception is mostly considered within the context of the modern sovereignty. Although the state of exception is thought within the modern paradigm of state governance, it carries a Christian context. The Christian context represents an eschatological way of power that comes in a miracle which cannot be interiorized by present. This divine way of governance therefore refers to a power which occurs as a threshold. The theological-political form of governance, which is also called the divine oikonomia, shows (...) the power of governance in creating an exception which cannot be foreseen by any current contexts. That is why the power of modern sovereignty resembles its archaic model in which the divine power of God is designated as a pure potentiality which cannot be limited within any contextuality. This article aims to explore the theological source of modern sovereignty in order to understand the very meaning of governance. (shrink)

How should we combine disagreeing expert judgments on the likelihood of an event? A common solution is simple averaging, which allows independent individual errors to cancel out. However, judgments can be correlated due to an overlap in their information, resulting in a miscalibration in the simple average. Optimal weights for weighted averaging are typically unknown and require past data to estimate reliably. This paper proposes an algorithm to aggregate probabilistic judgments under shared information. Experts are asked to report a prediction (...) and a meta-prediction. The latter is an estimate of the average of other individuals’ predictions. In a Bayesian setup, I show that if average prediction is a consistent estimator, the percentage of predictions and meta-predictions that exceed the average prediction should be the same. An “overshoot surprise” occurs when the two measures differ. The Surprising Overshoot algorithm uses the information revealed in an overshoot surprise to correct for miscalibration in the average prediction. Experimental evidence suggests that the algorithm performs well in moderate to large samples and in aggregation problems where individuals disagree in their predictions. (shrink)

This book provides a political, economic, and sociological investigation of how neoliberalism shapes 'working class capacities,' or the power of the working class to organize and struggle for its collective interests. Efe Can Gürcan and Berk Mete discuss the global importance of the labor question as it pertains to Turkey. They apply the main theoretical framework of the combined and uneven development of class capacities to Turkish trade unionism. They also address Turkey's recent history of neoliberalization and its repercussions for (...) class capacities, as mediated by national regulations, conservative unionism, and Islamic social assistance networks. Finally, the authors explore how neoliberalism generates intra-class fragmentation through public regulatory mechanisms and cultural differentiation in the sphere of social unionism. (shrink)

This study presents the case of a Metropolitan Municipality in the Aegean Region of Turkey, which undertook a series of initiatives to conduct projects on environmental protection and sustainability. This case study was conducted as two separate studies as a part of Horizon 2020-funded ECHOES project under Work Package 6, aiming to gain insight into the collective magnitudes of energy-related choices and behavior. The starting point of the process is marked, in 2015, by the municipality becoming a party to the (...) Covenant of Mayors movement, joining around 8,000 signatories from over 50 countries. In line with European Union’s climate targets and associated energy-related policies, signatories of the Covenant of Mayors aim to decrease carbon emissions by 20% by 2020 and by 40% by 2030. In order to enhance the design and operationalization of policies for achieving these targets, each partner in the Covenant of Mayors is required to develop a Sustainable Energy Action Plan. The SEAP is to be prepared within 2 years of becoming a party to the Covenant of Mayors and involves action plans and projects in order to operationalize the strategies for achieving the associated targets. To this end, this study analyzes the Metropolitan Municipality’s SEAP and its components, which include zero-emission public transportation project, transformation of existing buildings to a more energy-efficient standard and related energy audit studies, a project for decreasing waiting periods in traffic via a Smart Traffic System, a pedestrianization project, and a project for increasing the use of geothermal energy for district heating. This study set out to identify the internal and external factors, as well as bottom-up and top-down mechanisms involved in various phases of the preparation and implementation of the SEAP. The research method was expert interviews, incorporating viewpoints and perceptions of stakeholders from different levels of the municipality. Among the key results are understanding the roles of enthusiasts and frontrunners in such initiative and the importance of top-management and central government support. (shrink)

Salivary testosterone levels were measured in a population of New World indigenous adult hunter-gatherer males in order to compare circulating levels of free unbound bioactive steroid with those previously reported among Boston and nonwestern males. The study population consisted of adult Aché hunter-gatherer males (n=45) living in eastern Paraguay. Morning and evening salivary testosterone levels (TsalA.M.; TsalP.M.) among the Aché were considerably lower than western values (Boston) and even lower than other previously reported nonwestern populations (Efe, Lese, Nepalese). No association (...) was observed between height, weight, or age and salivary testosterone levels within the Aché group, although older men (ages>40) were poorly represented in the study sample. Nevertheless, a mild correlation was observed between Aché TsalA.M. levels and BMI (r=0.133,p=0.0725). Comparison of Aché values with those for other populations confirms the prevalence of significant interpopulational variation in testosterone levels among adult males. Interpopulational variation in male testosterone is not as great, however, as has been documented for ovarian steroids among females, nor is it likely that such variation reflects differences in male fecundity. Nevertheless, such interpopulational variation in salivary testosterone levels may have a functional significance in the regulation of protein anabolism in skeletal muscle, thereby affecting the overall energy budget of the organism. It is suggested that relative suppression of average testosterone may be adaptive under conditions of chronic energy shortage. (shrink)

Apresentação Agradecemos à presença dos professores do mestrado em Comunicação da Faculdade de Comunicação Social da Universidade do Estado do Rio de Janeiro, aos alunos da graduação e da pós e aos quatro convidados pela gentileza de estarem no campus da Universidade para tratar de um assunto pouco estudado na área de comunicação. Nos currículos antigos, em especial aqueles na década de 1980, havia uma disciplina intitulada Sistemas Internacionais de Comunicação. Hoje esse é um tema ausente da grade de muitos (...) cursos, daí a importância desta palestra organizada pelos alunos, em 2006, da disciplina de Comunicação Internacional do Programa de Pós-graduação em Comunicação – mestrado – da Uerj, que também encerra as atividades da disciplina no semestre. Este encontro faz parte do Seminário de Produção Acadêmica (SPA), no qual os alunos da graduação e da pós-graduação se encontram em algumas ocasiões para debater assuntos pré-agendados. Moderne teknologi gir fantastiske muligheter for menneskelig formering. Mange som tidligere ikke kunne få barn, eller som fikk syke barn, kan nå hjelpes. Samtidig reiser mulighetene en rekke vanskelige moralske spørsmål, som ikke har enkle svar – ofte fordi de bunner i grunnleggende etiske motsetninger. Denne artikkelen gir en kort oversikt over de mulighetene som tre typer teknologier gir: assisterende, seleksjonsfremmende og egenskapsendrende teknologier. Deretter peker den på noen av de viktige moralske spørsmålene som disse teknologiene reiser i betydningen (...) «Hvordan bør teknologiene brukes»? Så stilles spørsmålet: Hvordan skal vi begrunne bruken? Dette spørsmålet peker på en rekke grunnleggende etiske utfordringer. Det er disse utfordringene som gjør at de moralske spørsmålene sjelden finner solide og stabile svar, men til stadighet blusser opp i til dels heftige offentlige debatter. I tillegg løfter artikkelen frem flere moralske spørsmål som er glemt eller gjemt. Spørsmålene som vi ikke stiller kan ofte fortelle oss like mye om oss selv og våre verdier, som de spørsmålene som drøftes eksplisitt. De moralske spørsmålene – samt de underliggende etiske utfordringene og de glemte spørsmålene – kan forklare hvorfor debattene ofte står på stedet hvil, og hva vi må jobbe med for å komme videre i drøftingene av moderne reproduksjonsteknologi. Vi synes å være teknologiske helter som er fremragende på teknikk, men elendige på etikk. Målet er å forhindre at vi blir tragiske helter som går til grunne på våre beste egenskaper. Many persons previously infertile, or who risked having diseased children, can now have healthy children. At the same time, these technological opportunities also raise a wide range of moral questions, which rarely have easy answers. One reason for this is that they are based on profound ethical challenges. This article sets out to give a short overview of three types of technologies: assisting, selective, and characteristic-changing technologies. It goes on to highlight some of the important moral questions raised by these technologies. The third part addresses the basic ethical challenges lurking behind the moral questions and debates. The fourth part addresses some forgotten or hidden questions, arguing that these are telling and important. The article ends with arguing that many of the basic ethical challenges and the unaddressed questions can explain why debates on reproductive technologies are so heated and static. We appear to have become technological giants, but ethical infants. Accordingly, we should try to avoid becoming tragic heroes succumbing to our very best abilities. (shrink)

Hans Skjervheim har hatt stor betydning for norsk åndsliv og offentlig ordskifte. Han hadde en unik evne til å vise hvordan tidløse filosofiske problemstillinger ikke bare angår fagfilosofer, men også er til stede i den politiske debatt og i hverdagens små og store utfordringer. Mange forbinder nok Skjervheim særlig med ±positivismestriden? på 1960- og 1970-tallet. Denne antologien viser bredden i virksomheten hans, og at mange av Skjervheims tekster har noe betydelig å si om også vår egen tids utfordringer - blant (...) annet om tiltroen til vitenskapen, filosofiens rolle, forvitringen av den liberale orden, økologisk krise, algoritmestyrte sosiale medier, ±fake news? og identitetspolitikk. Forfatterne er en blanding av en eldre garde, som skrev og virket samtidig med Skjervheim, og en yngre garde bestående av toneangivende fagpersoner fra ulike fagområder i dag. De tar alle for seg en eller flere sentrale tekster av Skjervheim og leser dem inn i samtidige problemstillinger. Disse nylesningene aktualiserer og bruker av Skjervheims filosofiske og litterære arv, men peker også på blindflekker og svakheter i hans tenkning - helt i tråd med slik Skjervheim ønsket å bli lest. This paper will discuss the recent LIGO-Virgo observations of gravitational waves and the binary black hole mergers that produce them. These observations rely on having prior knowledge of the dynamical behaviour of binary black hole systems, as governed by the Einstein Field Equations (EFEs). However, we currently lack any exact, analytic solutions to the EFEs describing such systems. In the absence of such solutions, a range of modelling approaches are used to mediate between the dynamical equations and the experimental data. (...) Models based on post-Newtonian approximation, the effective one-body formalism, and numerical relativity simulations (and combinations of these) bridge the gap between theory and observations and make the LIGO-Virgo experiments possible. In particular, this paper will consider how such models are validated as accurate descriptions of real-world binary black hole mergers (and the resulting gravitational waves) in the face of an epistemic circularity problem: the validity of these models must be assumed to justify claims about gravitational wave sources, but this validity can only be established based on these same observations. This paper examines language practices in two services offered in the main Catholic Church in the town of Sangmelima in the South region of Cameroon. The research is motivated by the need to find out what languages are used in this church and what the terms “French service” and “Bulu service” imply in the multilingual city of Sangmelima. The informants were the priests, catechists, choir leaders, and some parishioners of this church. Three main instruments were used to collect data in (...) these two church services, i.e., interview, questionnaire and participant observation. The frame adopted for the analysis was Kouega’s structural-functional approach (2008). The findings revealed that the services in this church include 28 parts. In the French service, the languages used to realise these parts were found to be French, Bulu (Sangmelima), Ewondo (Yaounde), Fang (south of Cameroon and north of Equatorial Guinea), Fe’efe’e (Bafang), Ghomala’ (Bafoussam), and Medumba (Bangangte). In the Bulu service, on the other hand, the languages used were: Bulu (Sangmelima), Ewondo (Yaounde), and French. These languages were chosen for a variety of reasons. First, a language like Bulu was chosen because it is understood by the parishioners as it is the main language of the locality. Second, French is the official language of the territory; third, some languages like Fe’efe’e, Ghomala, and Medumba were chosen on the basis of the involvement of the speakers of these ethnic languages in the activities of the church. Fourth, the availability of printed religious materials in a language was an important factor. (shrink)

While there has always been discourse seeking to discredit feminism and its proposals using false arguments, as the movement has gained ground, the effort to discredit it has increased. Based on cases reported by the media websites Maldita.es, in its section Maldito Feminism, Newtral.es and Efe Verifica, we point out the important presence of anti-feminist content in the disinformation present in social media. We analyse the underlying ideology and the reasons why this discourse is particularly damaging to the feminist movement (...) today and to society in general, as new technologies make disinformation even more dangerous. We conclude our research by drawing a parallel between this phenomenon and Susan Faludi's analysis of the anti-feminist reaction in the 1980s, looking at the new challenges facing feminism in this fight against post-truth. Este artículo ofrece un análisis y un comentario general de los dieciséis estudios que componen el libro compilado por Enrique Hülsz Piccone, Nuevos ensayos sobre Heráclito, el último compendio de investigaciones sobre la filosofía del Oscuro de Efe so, donde se reúnen las actas del Segundo Symposium Heracliteum celebrado en junio de 2006 en la Facultad de Filosofía y Letras de la UNAM, ocasión en la que algunos de los especialistas más reconocidos de la comunidad internacional se reunieron para presentar (...) sus trabajos sobre Heráclito. This article aims to analyze and discuss the sixteen studies that compose the book edited by Enrique Hülsz Piccone, Nuevos ensayos sobre Heráclito, which is the latest compendium of studies on the philosophy of the Obscure of Ephesus. This volume gathers the proceedings of the Second Symposium Heracliteum held in June 2006 at the Facultad de Filosofía y Letras, UNAM, where some of the most renowned specialists of the international community came together to present their work on Heraclitus. Mekân çalışmaları ve bellek çalışmaları, 1960’lardan bu yana benzer bir eğilimle sosyolojiden edebiyata, psikolojiden kent bilimlerine kadar birçok disipline konu olmuştur. Bu süreçte, çeşitli kuramsal bakış açılarının ilgi alanına giren bellek ve mekân, kimliği kuran unsurlar olarak birlikte ele alınmaya başlanmıştır. Erman ve Özaloğlu’nun derledikleri bu çalışma da söz konusu unsurlara ve bu unsurlar arasındaki ilişkiye odaklanmaktadır. Bellek ve mekâna dair çalışmaların çok sayıda disiplinin ortak ilgisi olduğu burada da göze çarpmaktadır, zira yazarlar arasında iki araştırmacı, bir küratör ve üç (...) doktora öğrencisinin dışında çok sayıda akademisyen yer almaktadır. Akademisyenlerin alanlarına bakıldığındaysa felsefeden antropolojiye, tarihten dil ve iletişim bilimlerine, siyaset bilimi ve kamu yönetiminden sosyoloji ve sosyal hizmete kadar geniş bir çeşitlilik göze çarpmaktadır. Ancak, şehir ve bölge planlama, iç mimarlık ve çevre tasarımı ile mimarlık gibi mekânı temel alan disiplinlerden akademisyenler (13 akademisyen) bu çalışmanın yazarları arasında çoğunluğu oluşturmaktadır. Bellek ve mekân ilişkisine odaklanan bu derleme kitap, sekiz bölümden ve 28 makaleden oluşmaktadır. Birinci bölümde genel hatlarıyla bellek, mekân ve tarih ilişkisiyle ilgili kuramsal tartışmaların yanı sıra belleğin bir edebi eserdeki yansımasına yer verilmektedir. İkinci bölüm bellek ve mekân ilişkisini yakın geçmişe ait mekânlar (İkramiye evleri, Büyük Efes Oteli, Petkim-Aliağa konut yerleşkesi gibi) ve bu mekânlarda gerçekleşen dönüşümler üzerinden ele almaktadır. Mekânsal değişme ve dönüşüm konularını ele alan çalışmalar, ikinci bölümden başlayıp, dördüncü bölüme kadar devam etmektedir. Üçüncü ve dördüncü bölüm özellikle kentsel mekânda gerçekleşen ve gecekondu olgusunu da içeren dönüşüm projeleri ve toplumsal yansımalarına eğilmektedir. Beşinci bölüm, özellikle hafıza mekânlarına ayrılmıştır. Altıncı bölüm, toplumsal çeşitlilik vurgusuyla farklı toplumsal grupların mekâna dair deneyimlerine yer verirken Neo-liberal Dönüşümler başlıklı yedinci bölüm, bir anlamda kitabın alt metnini başlığa taşımış durumdadır. Sonuncu bölüm ise mekân, kimlik ve aidiyet konularına eğilmektedir. (shrink)
