The COVID-19 pandemic prompted a nudge for public–private cooperation in healthcare to rapidly cope with limited resource. However, Vietnam’s historical reliance on a public healthcare system, combined with a traditional emphasis on socialization in the Polanyian sense, hindered the swift integration of the private sector. This research investigates path dependency in Vietnam’s public health sector, using theories including path dependency, Karl Polanyi’s double movement with legal analysis method to analyze the interplay of historical decisions, and socialist policies in healthcare. Recognizing (...) these institutional and market governance flaws, a deeper understanding of the role of law becomes vital in crafting strategies for a more resilient and sustainable healthcare system in Vietnam. In this article, Ho Chi Minh City is chosen as a case study due to its notable mix of public–private healthcare facilities and its status as a leading area in infection cases during the third COVID-19 wave. The article suggests that there should be a change in the way public and private sectors work together, one that is more in line with market-driven solutions which requires solid legal framework for cooperation beyond merely mobilizing resources. Many researchers and intellectuals warn about extreme risks from artificial intelligence. However, these warnings typically came without systematic arguments in support. This paper provides an argument that AI will lead to the permanent disempowerment of humanity, e.g. human extinction, by 2100. It rests on four substantive premises which it motivates and defends: first, the speed of advances in AI capability, as well as the capability level current systems have already reached, suggest that it is practically possible to build AI systems (...) capable of disempowering humanity by 2100. Second, due to incentives and coordination problems, if it is possible to build such AI, it will be built. Third, since it appears to be a hard technical problem to build AI which is aligned with the goals of its designers, and many actors might build powerful AI, misaligned powerful AI will be built. Fourth, because disempowering humanity is useful for a large range of misaligned goals, such AI will try to disempower humanity. If AI is capable of disempowering humanity and tries to disempower humanity by 2100, then humanity will be disempowered by 2100. This conclusion has immense moral and prudential significance. Vietnam is implementing global socio-economic integration, so the law must also be renovated to meet the requirements of international integration. Because the law is attached to the country's institutions, it shows the consistency in Vietnam's politics, economy, and diplomacy. In the world, the rule of law is a typical value that humanity aims for because it upholds the law, expressing our nation's aspiration for a democratic and equal society. Therefore, Vietnam has built a socialist rule of law. To achieve this, (...) Vietnam must ensure the free power of its citizens, promote the democracy of the state, and ensure that power belongs to the people. The paper uses a materialist dialectical method to examine the building of civic consciousness that promotes the perfection of Vietnam's current socialist rule of law. At the same time, the article also uses analytical methods and synthetic methods to clarify the sense of citizenship in the Vietnamese state, Vietnam's political institutions, and the development of the socialist rule of law is correct. According to an orthodox view, the capacity for conscious experience (sentience) is relevant to the distribution of moral status and value. However, physicalism about consciousness might threaten the normative relevance of sentience. According to the indeterminacy argument, sentience is metaphysically indeterminate while indeterminacy of sentience is incompatible with its normative relevance. According to the introspective argument (by François Kammerer), the unreliability of our conscious introspection undercuts the justification for belief in the normative relevance of consciousness. I defend the normative relevance (...) of sentience against these objections. First, I demonstrate that physicalists only have to concede a limited amount of indeterminacy of sentience. This moderate indeterminacy is in harmony with the role of sentience in determining moral status. Second, I argue that physicalism gives us no reason to expect that introspection is unreliable with respect to the normative relevance of consciousness. (shrink)

Which artificial intelligence (AI) systems are agents? To answer this question, I propose a multidimensional account of agency. According to this account, a system's agency profile is jointly determined by its level of goal-directedness and autonomy as well as is abilities for directly impacting the surrounding world, long-term planning and acting for reasons. Rooted in extant theories of agency, this account enables fine-grained, nuanced comparative characterizations of artificial agency. I show that this account has multiple important virtues and is more (...) informative than alternatives. More speculatively, it may help to illuminate two important emerging questions in AI ethics: 1. Can agency contribute to the moral status of non-human beings, and how? 2. When and why might AI systems exhibit power-seeking behaviour and does this pose an existential risk to humanity? (shrink)

Which animals have conscious experiences? Many different, diverse and unrelated behaviors and cognitive capacities have been proposed as tests of the presence of consciousness in an animal. It is unclear which of these tests, if any, are valid. To remedy this problem, I develop a list consisting of eight desiderata which can be used to assess putative tests of animal consciousness. These desiderata are based either on detailed analogies between consciousness-linked human behavior and non-human behavior, on theories of consciousness or (...) on methods from human consciousness science. If a test or set of tests satisfies more of these desiderata, passing it provides stronger evidence of consciousness. Moreover, one can design future tests of animal consciousness with the intention of satisfying these desiderata to ensure their evidential strength. (shrink)

Background: This study examined the cyberbullying experience and coping manners of adolescents in urban Vietnam and explored the mediating effect of different support to the associations between cyberbullying and mental health issues.Methods: A cross-sectional study was performed on 484 students at four secondary schools. Cyberbullying experience, coping strategies, psychological problems, and family, peer, and teacher support were obtained. Structural equation modeling was utilized to determine the mediating effects of different support on associations between cyberbullying and psychological problems.Results: There were 11.6 (...) and 28.3% of students who reported that they experienced and observed at least one cyberbullying act in the last 3 months, respectively. Among the victims, only 48.2% tried to stop the perpetrators. Meanwhile, the majority of observers belonged to the “Intervene” group who tried to report cyberbullying acts or help victims. Family support was found to partially mediate associations between cyberbullying experience and observation with levels of psychological problems among adolescents.Conclusion: The 3-month rate of cyberbullying experience and observation among urban adolescents aged 11–14 was low. However, current coping strategies against cyberbullying were not sufficient. Family support is an important factor that should be considered for designing interventions to mitigating the impacts of cyberbullying on the mental health of adolescents. (shrink)

According to a common view, sentience is necessary and sufficient for moral status. In other words, whether a being has intrinsic moral relevance is determined by its capacity for conscious experience. The _epistemic objection_ derives from our profound uncertainty about sentience. According to this objection, we cannot use sentience as a _criterion_ to ascribe moral status in practice because we won’t know in the foreseeable future which animals and AI systems are sentient while ethical questions regarding the possession of moral (...) status are urgent. Therefore, we need to formulate an alternative criterion. I argue that the epistemic objection is dissolved once one clearly distinguishes between the question what determines moral status and what criterion should be employed in practice to ascribe moral status. Epistemic concerns are irrelevant to the former question and—I will argue—criteria of moral status have inescapably to be based on sentience, if one concedes that sentience determines moral status. It follows that doubts about our epistemic access to sentience cannot be used to motivate an alternative criterion of moral status. If sentience turns out to be unknowable, then moral status is unknowable. However, I briefly advocate against such strong pessimism. (shrink)

The science of animal consciousness investigates (i) which animal species are conscious (the distribution question) and (ii) how conscious experience differs in detail between species (the quality question). We propose a framework which clearly distinguishes both questions and tackles both of them. This two-tier account distinguishes consciousness along ten dimensions and suggests cognitive capacities which serve as distinct operationalizations for each dimension. The two-tier account achieves three valuable aims: First, it separates strong and weak indicators of the presence of consciousness. (...) Second, these indicators include not only different specific contents but also differences in the way particular contents are processed (by processes of learning, reasoning or abstraction). Third, evidence of consciousness from each dimension can be combined to derive the distinctive multi-dimensional consciousness profile of various species. How can one build AI systems such that they pursue the goals their designers want them to pursue? This is the alignment problem. Numerous authors have raised concerns that, as research advances and systems become more powerful over time, misalignment might lead to catastrophic outcomes, perhaps even to the extinction or permanent disempowerment of humanity. In this paper, I analyze the severity of this risk based on current instances of misalignment. More specifically, I argue that contemporary large language models and (...) game-playing agents are sometimes misaligned. These cases suggest that misalignment tends to have a variety of features: misalignment can be hard to detect, predict and remedy, it does not depend on a specific architecture or training paradigm, it tends to diminish a system’s usefulness and it is the default outcome of creating AI via machine learning. Subsequently, based on these features, I show that the risk of AI alignment magnifies with respect to more capable systems. Not only might more capable systems cause more harm when misaligned, aligning them should be expected to be more difficult than aligning current AI. (shrink)

Illusionism about consciousness entails that phenomenal consciousness doesn’t exist. The distribution question concerns the distribution of consciousness in the animal kingdom. Skepticism of animal consciousness is the view that few or no kinds of animals possess consciousness. Thus, illusionism seems to imply a skeptical view on the distribution question. However, I argue that illusionism and skepticism of animal consciousness are actually orthogonal to each other. If illusionism is true, then phenomenal consciousness does not ground intrinsic value so that the non-existence (...) of phenomenal consciousness would not have ethical implications. In this case, the adequate reaction is to reformulate the distribution question in terms of the quasi-phenomenal functional features associated with the illusion of phenomenal consciousness which do ground intrinsic value. Hence, either illusionism is false or the distribution question does not concern phenomenal consciousness. In any case, illusionism does not directly tell us anything about the distribution question. However, since illusionism forces us to revise our traditional conception of consciousness, it indirectly affects research on animal consciousness by questioning that consciousness is a unified and an all-or-nothing property. The Habits of Racism examines some of the complex questions raised by the phenomenon and experience of racism. Helen Ngo argues that the conceptual reworking of habit as bodily orientation helps to identify the more subtle but fundamental workings of racism, exploring what the lived experience of racism and racialization teaches about the nature of the embodied and socially-situated being.

Sensorimotor enactivism is the view that the content and the sensory modality of perceptual experience are determined by implicit knowledge of lawful regularities between bodily movements and patterns of sensory stimulation. A proponent of the explanatory argument for sensorimotor enactivism holds that this view is able to provide an intelligible explanation for why certain material realizers give rise to certain perceptual experiences, while rival accounts cannot close this “explanatory gap”. However, I argue that the notion of the “material realizer” of (...) perceptual experience is ambiguous. On a narrow construal, the explanatory gap cannot be bridged, not even by enactivism. On a wide construal, enactivism gets a grip on the explanatory gap, but to the same extent do established theories of consciousness. Thus, on both horns of the dilemma, the explanatory power of enactivism is not superior to more traditional theories of conscious experience. (shrink)

If a machine attains consciousness, how could we find out? In this paper, I make three related claims regarding positive tests of machine consciousness. All three claims center on the idea that an AI can be constructed “ad hoc”, that is, with the purpose of satisfying a particular test of consciousness while clearly not being conscious. First, a proposed test of machine consciousness can be legitimate, even if AI can be constructed ad hoc specifically to pass this test. This is (...) underscored by the observation that many, if not all, putative tests of machine consciousness can be passed by non-conscious machines via ad hoc means. Second, we can identify ad hoc AI by taking inspiration from the notion of an ad hoc hypothesis in philosophy of science. Third, given the first and the second claim, the most reliable tests of animal consciousness turn out to be valid and useful positive tests of machine consciousness as well. If a non-ad hoc AI exhibits clusters of cognitive capacities facilitated by consciousness in humans which can be selectively switched off by masking and if it reproduces human behavior in suitably designed double dissociation tasks, we should treat the AI as conscious. This article examines how the phenomenological concept of habit can be productively deployed in the analysis of racism, in order to propose a reframing of the problem. Racism does not unfold primarily in the register of conscious thought or action, I argue, but more intimately and insidiously in the register of bodily habit. This claim, however, relies on a reading of habit as bodily orientation – or habituation – as developed by Merleau-Ponty in the Phenomenology of Perception. Drawing on his (...) account, I turn to two salient dimensions of racist praxis which I argue are better understood through the frame of habit: bodily gesture or response, and racialized perception. Building on the analyses of contemporary critical race thinkers, I argue that racism is habitual insofar as it is embedded in bodily modes of responding to the presentation of racialized ‘others’ and in ‘sedimented’ modes of racialized seeing. However, this is not to suggest that the acquisition of racist habits is passive, or that such habits foreclose the possibility of change. In the final section, I revisit the concept of habit and its usual characterization as ‘sedimentation’ or ‘calcification’. I argue that while such a reading gives voice to the anchoring weight of the temporal past in habit, a more prospective rendering of the concept is available to us through a rereading of sedimentation as active passivity; habits are not only acquired, they are also held. To create a programming environment for contract dispute resolution, we propose an extension of assumption-based argumentation into modular assumption-based argumentation in which different modules of argumentation representing different knowledge bases for reasoning about beliefs and facts and for representation and reasoning with the legal doctrines could be built and assembled together. A distinct novel feature of modular argumentation in compare with other modular logic-based systems like Prolog is that it allows references to different semantics in the same module at the (...) same time, a feature critically important for application of argumentation in legal domains like contract dispute resolution where the outcomes of court cases often depend on whether credulous or skeptical modes of reasoning were applied by the contract parties. Public good contributions have been an interest for many experimental economists, since evidence has shown that people do not always behave rationally and inefficient equilibria are not always realized. This research compares a public good game run in both China and Germany with three treatments in which the social distance factor varies. The outcome shows that under a condition of high social distance, Chinese and German behavior differs with German subjects contributing more to the public good. As social distance decreases, (...) both samples converge to insignificantly different averages of contribution. It is also found that people’s contribution is positively correlated with their guess and level of anonymity: the more their identity is exposed, the more they give and the more they believe the other is giving. Facing that situation, thipkers of this period began to study human to come up with solutions to help the rulers stabilize society. Despite the presence of past studies on the topicand views on people in Confucian philosophy during the Pre Qin period, there (xists gaps for further research. This study attempted to understand (...) through a document review and extensive in-depth research procedure the theoretical underpjnnings of the perspectives on the origin of man, on human nathře, on hụman rples and positions and on educating people in order to develop perfect people and maintain civil order in society. The methodology used was documehtation research and content analysis of the data collected. The document reséafch method was particularly helpful in investigating categorizing and analyzing physical sources, most commonly written documents in the social, public or dígital world. The study found out that the Confucianism represents a legitimate doctrine of the Pre Qin philosophy to build social stability social harmony and peace. The Confucianists of Pre Qin also advocated the need for a personal cultivation, cultivation of the body, family, country, and the whole world, and use it as the basis of the methodology for governing the country. Howeyer, for this purpose, the study recommends that people need to be educated to know the way to be human. (shrink)

O nascimento da doutrina marcou uma virada no processo de percepção do mundo com os cinco elementos básicos de metal, madeira e água, fogo e terra. Esses cinco fatores são percebidos na forma de experiência, o nível de consciência ainda é rudimentar e as características mais gerais da matéria ainda não foram generalizadas. No entanto, com as duas leis dos Cinco Elementos do nascimento mútuo, os (...) cinco elementos opostos se complementam ao explicar a formação, desenvolvimento e transformação do mundo material. São duas leis que se aplicam para explicar as leis da natureza, da sociedade e do corpo humano. A Teoria dos Cinco Elementos mostra que coisas e fenômenos no universo e na sociedade não ficam parados, mas estão sempre em movimento, mudando e girando constantemente. Neste artigo, nos concentraremos em esclarecer o pensamento dialético da teoria dos Cinco Elementos na natureza, na sociedade e no corpo humano. The evidence from the recent financial crisis in the USA indicates the importance of ethical decision making in the banking and finance industry. This study surveyed 90 banking and finance professionals and students in Vietnam to examine the differences in their ethical decision making. The questionnaire consisted of eight vignettes describing practical ethical dilemmas which banking and finance professionals may face in their daily work. We found significant differences in ethical decision making between these two groups in their overall ethical (...) scores and in four out of eight vignettes. We also conducted a 3-h ethics training programme for these professionals and students and found that teaching ethics was more effective for students than working adults in the banking and finance industry. These findings are important as they show how banking and financial institutions can make workplace environments more conducive to ethical decision-making by enhancing ethics education for both newcomers and existing professionals. This article takes up the idea of language as a home and dwelling, and reconsiders what this might mean in the context of diasporic bilingualism – where as a ‘heritage speaker’ of a minority language, the ‘mother tongue’ may be experienced as both deeply familiar yet also alien or alienating. Drawing on a range of philosophical and literary accounts (Cassin, Arendt, Anzaldúa, Vuong, among others), this article explores how the so-called ‘mother tongue’ is experienced by heritage speakers in an English-dominant (...) world. From navigating one’s being in-between language-worlds, to the experience of language loss and efforts of reconnection, I argue that bilingual dwelling involves many complex layers often overlooked by philosophical accounts of language that do not attend to the lived world of the migrant and racialised outsider. By turning to the example of bilingual parenting, I then examine how such an undertaking, while labour-intensive, offers opportunities to refresh and co-create language-worlds anew. (shrink)

Cheating is a serious issue among business students worldwide. However, research investigating the social factors that may help prevent cheating in Chinese higher education is rare. The present study examined two key social relationship factors of perceived teacher-student relationships and peer relationships by the students. It attempted to build a model which addressed the effects of two variables on Chinese business students’ cheating behaviour: the teacher’s approachability and the relationship goal of the students. Two important social influence factors were also (...) tested as mediators: neutralizing attitudes and perceived cheating norms of the students. A student survey was conducted with 1329 questionnaires collected. The results showed the negative effects of both social relationship variables on cheating, and that their effects were fully mediated by neutralizing attitudes. Moreover, perceived cheating norms fully mediated the effect of the teacher’s approachability, but not so for the relationship goal of the students. This study provided novel insights and recommendations for promoting academic integrity in Chinese business schools and universities. (shrink)

Building on a previous piece that harnessed both the handbook that Saint Ignatius of Loyola (1548/ 1991 ) authored to guide his work – the _Spiritual Exercises_ – and the account of his own transformation experience captured in the _Autobiography_ – to appropriate the dynamics of Ignatius’ _Spiritual Exercises_ into a series of life-affirming questions and delineate his transformation into four phases (Carey and Tran 2023 ), this essay continues our exploratory inquiry. Following a brief overview of the contemporary organizational (...) leadership context, our article positions Ignatius’ insights on transformation within the transformational leadership discourse and considers his contribution to the professional formation of business leaders. Our study concludes with qualitative examples of how insights from St. Ignatius’ conversion process has encouraged online graduate students of organizational leadership in their quest to transition from profession to purpose. To further fuse theory and practice, the student reflections are categorized according to the Ignatian-inspired questions that inaugurated our theoretical inquiry and guides our pedagogical practice as organizational leadership educators. The aim of this paper is to show the relationship between John XXIII and Robert K. Greenleaf’s understanding of leadership. By taking into consideration Greenleaf’s theory of servant-leadership – from conceptualization to model development – and Larry Spears’ influential rubric of ten servant-leadership characteristics, we will show how servant-leadership theory goes in line with that of John XXIII when both are based on a notion of the common good and human dignity.

We provide a logical analysis of private international law, a rather esoteric, but increasingly important, domain of the law. Private international law addresses overlaps and conflicts between legal systems by distributing cases between the authorities of such systems (jurisdiction) and establishing what rules these authorities have to apply to each case (choice of law). A formal model of the resulting interactions between legal systems is proposed based on modular argumentation. It is argued that this model may also be useful for (...) governing the interactions between heterogeneous agents, belonging to different and differently regulated virtual societies, without recourse to a central regulatory agency. The model also provides for multiple interpretations concerning rules of private international law as well as substantive rules of the different legal systems. (shrink)

Whether animals fare well or not is of ethical significance. For this reason, their capacity for wellbeing, i.e., how good or bad the lives of animals can go, is of ethical significance as well. I assume that the wellbeing of most animals is mainly determined by their phenomenally conscious experiences. If consciousness differences between species determine wellbeing differences, then the kinds of conscious experience species are capable of may entail that some species systematically (can) have higher or lower wellbeing than (...) others. Then, I argue that not all phenomenally conscious states contribute to wellbeing equally. I discuss which features of consciousness are constituents of wellbeing and which can, for ethical purposes, be ignored. In addition, I scrutinize how much different features of experience contribute to wellbeing and how their presence can be detected empirically. This way, this paper exemplifies a novel consciousness-centered approach for the empirical investigation of animal wellbeing. The strengths and weaknesses of this approach are analyzed. While subsequent research is needed to refine the framework, I already note some preliminary implications for animal ethics. (shrink)

Social context, including social location, political structure, and social forces, significantly influence an agent to develop and exercise autonomy skills. The relational approach has been applied in clinical practice to identify relational factors impacting patient autonomy and decision-making, yet there is a knowledge gap in how these factors influence the demonstration of relational autonomy in the context (...) of medical decisions of adults. Objective The present study targeted the existing knowledge of what and how relational factors impact individuals making medical decisions using the theoretical framework of relational autonomy. Methods A meta-synthesis study was utilized. Four electronic databases, including Embase, OVID Medline, CINAHL, and PubMed, were searched, along with gray literature and reference lists, to identify relevant studies. Results 23 studies reporting 21 qualitative and two mixed-method studies were reviewed. Four themes emerged from the qualitative findings: (1) supportive relationships facilitate an individual’s relational autonomy; (2) obtaining comprehensive information from broader sources helps individuals exercise relational autonomy; (3) undue family pressure impedes the exercising of patient relational autonomy; and (4) healthcare providers’ dominant voice hampers the demonstration of relational autonomy. Conclusions Applying relational autonomy to assist adults in making well-considered decisions is essential. The meta-synthesis suggests establishing a supportive relationship between individuals, healthcare providers, and family. A supportive relationship will allow healthcare providers to make judgments in line with an individual’s values and wishes with the aim of promoting relational autonomy. Advance care planning was proposed as the effective solution to obtain a consensus between individuals and their families while respecting an individual’s values and preferences. Furthermore, it is considered crucial for healthcare providers to appreciate an individual's values and incorporate their preferences into recommendations. (shrink)

This special section brings together scholars working in Critical Philosophy of Race to explore questions of racism, coloniality, and migration, and in doing so, offers a glimpse into some of the scholarship currently being undertaken in this emerging field. The section has its origins in a one-day workshop, On Anti-Racism: A Critical Philosophy of Race Symposium, which took place in Narrm/Melbourne, Australia in October 2017. The symposium participants, Amir Jaima, Helen Ngo, and Bryan Mukandi, are here joined by Lori Gallegos (...) and Chelsea Bond, in an effort to continue and extend some of the conversations initiated at that event. Gender inequity is prevalent in the workplace. It violates the principle of equal treatment for all employees, and often leads to problems with retention, morale, and performance. Individuals, however, may have different perceptions of gender inequity. In this study, we examined the relationship between individual and organizational level variables and perceived gender inequity for a sample of church workers. Regression analysis was used to test several hypotheses informed by social psychological theories. The results showed that (1) individuals perceived gender inequity (...) in the workplace; (2) organizational level variables had more effect on perceived gender inequity than individual level variables; and (3) compared to men, women perceived greater gender inequity favoring males. Discussion, limitations, and suggestions for future research are provided. (shrink)
