A human mission to Mars is technologically feasible, but hugely expensive requiring enormous financial and political commitments. A creative solution to this dilemma would be a one way human mission to Mars in place of the manned return mission that remains stuck on the drawing board. Our proposal would cut the costs several fold but ensure at the same time a continuous commitment to the exploration of Mars in particular and space in general. It would also obviate the need for (...) years of rehabilitation for returning astronauts, which would not be an issue if the astronauts were to remain in the low gravity environment of Mars. We envision that Mars exploration would begin and proceed for a long time on the basis of outbound journeys only. A mission to Mars could use some of the hardware that has been developed for the Moon program. One approach could be to send four astronauts initially, two on each of two space craft, each with a lander and sufficient supplies, to stake a single outpost on Mars. A one way human mission to Mars would not be a fixed duration project as in the Apollo program, but the first step in establishing a permanent human presence on the planet. The astronauts would be re supplied on a periodic basis from Earth with basic necessities, but otherwise would be expected to become increasingly proficient at harvesting and utilizing resources available on Mars. Eventually the outpost would reach self sufficiency, and then it could serve as a hub for a greatly expanded colonization program. There are many reasons why a human colony on Mars is a desirable goal, scientifically and politically. The strategy of one way missions brings this goal within technological and financial feasibility. Nevertheless, to attain it would require not only major international cooperation, but a return to the exploration spirit and risk taking ethos of the great period of Earth exploration, from Columbus to Amundsen, but which has nowadays being replaced with a culture of safety and political correctness.. Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. This text provides an introduction to the history and current state of theories of word meanings.

‘Know-that’, like so many natural language expressions, exhibits patterns of use that provide evidence for its context-sensitivity. A popular family of views – call it prag- matic invariantism – attempts to explain the shifty patterns by appeal to a pragmatic thesis: while the semantic meaning of ‘know-that’ is stable across all contexts of use, sentences of the form ‘S knows [doesn’t know] that p’ can be used to communicate a pragmatic content that depends on the context of use. In this (...) paper, the author argues that pragmatic invariantism makes inaccurate predictions for a wide range of well- known use data and is committed to attributing systematic pragmatic error to ordinary speakers. But pragmatic error is unprecedented, and it is doubtful that speakers are systematically wrong about what they intend to communicate. (shrink)

Most epistemologists hold that knowledge entails belief. However, proponents of this claim rarely offer a positive argument in support of it. Rather, they tend to treat the view as obvious and assert that there are no convincing counterexamples. We find this strategy to be problematic. We do not find the standard view obvious, and moreover, we think there are cases in which it is intuitively plausible that a subject knows some proposition P without—or at least without determinately—believing that P. Accordingly, (...) we present five plausible examples of knowledge without (determinate) belief, and we present empirical evidence suggesting that our intuitions about these scenarios are not atypical. In "Plato's Ghost" Jeremy Gray presented many connections between mathematical practices in the nineteenth century and the rise of mathematical platonism in the context of more general developments, which he refers to as modernism. In this paper, I take up this theme and present a condensed discussion of some arguments put forward in favor of and against the view of mathematical platonism. In particular, I highlight some pressures that arose in the work of Frege, Cantor, and Gödel, which support adopting (...) a platonist position. The aim of this discussion is to provide an historically informed introduction to the philosophical position of mathematical platonism and to point at some of its mathematical and philosophical roots in the nineteenth century. We propose a characterization of mathematical experiments in terms of a setup, a process with an outcome, and an interpretation. Using a broad notion of process, this allows us to consider arithmetic calculations and geometric constructions as components of mathematical experiments. Moreover, we argue that mathematical experiments should be considered within a broader context of an experimental research project. Finally, we present a particular case study of the genesis of a geometric construction to illustrate the experimental use of hand drawings (...) and computers in mathematical practice. (shrink)

In Miletus, about 550 B.C., together with our world-picture cosmology was born. This book tells the story. In Part One the reader is introduced in the archaic world-picture of a flat earth with the cupola of the celestial vault onto which the celestial bodies are attached. One of the subjects treated in that context is the riddle of the tilted celestial axis. This part also contains an extensive chapter on archaic astronomical instruments. Part Two shows how Anaximander (610-547 B.C.) blew (...) up this archaic world-picture and replaced it by a new one that is essentially still ours. He taught that the celestial bodies orbit at different distances and that the earth floats unsupported in space. This makes him the founding father of cosmology. Part Three discusses topics that completed the new picture described by Anaximander. Special attention is paid to the confrontation between Anaxagoras and Aristotle on the question whether the earth is flat or spherical, and on the battle between Aristotle and Heraclides Ponticus on the question whether the universe is finite or infinite. Wie ist das Verhältnis von Sachen (i.e. kulturellen Gegenständen) und Sätzen (d.h. sprachlichen Einheiten) zu beschreiben? Dirk Westerkamps grundlegende Untersuchung widmet sich dem noch kaum systematisch behandelten Verhältnis von Sprach- und Kulturphilosophie. - Die Aufgabe der Kulturphilosophie besteht in der theoretischen Reflexion kultureller Tatsachen. Sprache wird ihr dabei nicht nur als Medium des kulturellen Gedächtnisses zum Thema: Die Sprache ist sowohl selbst eine kulturelle Tatsache als auch (...) Bedingung der Möglichkeit kultureller Faktizität überhaupt. Die Kulturphilosophie muss sich daher der Sprachanalyse bedienen, um ihren Gegenstand, das sich ständig neu anordnende Ensemble kultureller Tatsachen, angemessen bestimmen zu können. In einer Reihe von gründlichen Einzelstudien untersucht Dirk Westerkamp das Verhältnis von Sachen und Sätzen als systematisches Problem, das die Formen der symbolischen Reflexivität der Sprache in zwei ihrer wichtigsten philosophischen Facetten zu diskutieren erlaubt: in sowohl sprachphilosophischer wie wahrheitstheoretischer Hinsicht. We show that it is impossible in quantum mechanics to describe two separated physical systems. This is due to the mathematical structure of quantum mechanics. It is possible to give a description of two separated systems in a theory which is a generalization of quantum mechanics and of classical mechanics, in the sense that this theory contains both theories as special cases. We identify the axioms of quantum mechanics that make it impossible to describe separated systems. One of these axioms (...) is equivalent to the superposition principle. We show how these findings throw a different light on the paradox of Einstein, Podolsky, and Rosen. (shrink)

In describing and classifying things we often rely on their modal characteristics. We will in general not have a satisfactory account of the nature and character of an object, unless we specify at least partly how the thing might be or cannot be, and also how it might have been or could not have been. In his contribution to the Second Jerusalem Philosophical Encounter,1 Strawson addressed the issue of how to understand such ascriptions of modal characteristics. Although his paper is (...) terse and provocative, and develops an intriguing account of modal predications, it has never received much attention in the philosophical literature. Recently, the issues dealt with in Strawson’s paper have become the subject of a widespread debate. Hence, we think it worthwhile to put Strawson’s account under closer scrutiny. In what follows, we first discuss his account of present tense ‘might’-statements, then his account of past perfect ‘might’-statements, and finally some essentialist remarks that he makes in his paper. That the discussion will be rather critical for the most part (though not exclusively so) should not belie the originality and inherent value of his pioneering approach. (shrink)

There has recently been a wave of attempts to make sense of the role of de se thoughts in linguistic communication. A majority of the attempts assume a Perryan or a Lewisian view of de se thought. Views with these assumptions, I suggest, come in four varieties: uncentering (Egan 2007, Kölbel 2013, Moss 2012), recentering (Heim 2004, Weber 2012), multicentering (Kindermann 2014, Ninan 2010, Torre 2009), and no centering (Kaplan 1989, Perry 1979). I argue first that all four varieties of (...) centering are committed to what I call a shifting operation on the hearer's part. I argue second that, against common assumption, there is no real choice to make between the views. By showing that attempts to establish an advantage for some view over the others fail across the board, I make the case for neutralism regarding the varieties of centering – the claim that coverage of the empirical data is exactly the same for each view, and that the views are broadly equal in simplicity and elegance. In honour of Detlef Dürr, we report on a mathematical rigorous computation of the electric vacuum polarisation current and extract the well-known expression for the second order perturbation. Intermediate steps in the presented calculation demonstrate, to the knowledge of the authors for the first time, mathematical rigorous versions of the combined dimensional and Pauli-Villars regularisation schemes. These are employed as computational tools to infer convenient integral representations during the computation. The said second order expression is determined up to a remaining (...) degree of freedom of a real number–without ill-defined terms from start to end. (shrink)

Volume IV (which comprises two half-volumes) focuses on the life sciences, whose object of research is life itself, that which (necessarily) mediates between the physical and the psyche. Typical philosophical questions in this context include: What is “life” in the sense of the term relevant to the life sciences? How do we know that life has not “always existed” but must have arisen in the course of abiogenesis from inanimate nature? And how is it possible to know something about how (...) evolution has occurred? These are explored in the first half-volume. In its second half-volume, the book first deals with methodological and conceptual questions regarding the concrete natural history of mankind. Examples for pertinent questions in this context are: "What would be adequate criteria for singling out autapomorphic traits defining the genus "homo"?" and "Has the concept of "race" biological meaning and reality?" (Spoiler: The answer to the latter question is "no".) In the context of that question, a considerable part of the second half-volume deals with the history of "scientific" theories of race from the 17th century up until the 1990ies. In particular, Kant's theory of race and his racism (as well as his sexism) are discussed thoroughly. Pertinent questions are: "Did Kant invent the concept of race?", "Was Kant the founder of "scientific racism"?", "Did Kant invent and promote a concept of "racial purity"?" and "Did Kant endorse slave trade?". Furthermore, for anyone whose own philosophical positions rest on Kantian premises, the following questions will be of special importance: "Is Kant's racism implied by his transcendental philosophy?" and "Is Kant's racism implied by his ethics?" Regarding all these questions, the contributions of important authors like Eze, Bernasconi, Kleingeld and Mills are discussed and critically examined. Finally, the second half-volume closes with a thorough exploration of the methodological foundations of neuroscience and its limitations as a contribution to philosophy of mind (which as such will have its say in Volume VI). The essays in this volume commemorate the 70th anniversary of Jacques Maritain's Pour la Justice, in which the French Thomist and future drafter of the Universal Declaration of Human Rights grappled with the moral, political, and religious challenges facing Europe in the aftermath of World War II. Statements about the behavior of biochemical entities (e.g., about the interaction between two proteins) abound in the literature on molecular biology and are increasingly becoming the targets of information extraction and text mining techniques. We show that an accurate analysis of the semantics of such statements reveals a number of ambiguities that have to be taken into account in the practice of biomedical ontology engineering: Such statements can not only be understood as event reporting statements, but also as ascriptions of (...) dispositions or tendencies that may or may not refer to collectives of interacting molecules or even to collectives of interaction events. The pressures that led to the evolution of episodic memory have recently seen much discussion, but a fully satisfactory account of them is still lacking. We seek to make progress in this debate by taking a step backward, identifying four possible ways that episodic memory could evolve in relation to simulationist future planning—a similar and seemingly related ability. After distinguishing each of these possibilities, the paper critically discusses existing accounts of the evolution of episodic memory. It then presents a novel (...) argument in favor of the view that episodic memory is a by-product of the evolution of simulationist future planning. The paper ends by showing that this position allows for the maintenance of the traditional view that episodic memory operates on stored memory traces, as well as explaining a number of key features of episodic memory: its being subject to frequent and systematic errors, its neural co-location with the capacity for simulationist future planning, and the potential existence of non-human episodic memory. Two authors with decades of experience promoting human rights argue that, as the world changes around us, rights hardly imaginable today will come into being. A rights revolution is under way. Today the range of nonhuman entities thought to deserve rights is exploding-not just animals but ecosystems and even robots. Changes in norms and circumstances require the expansion of rights: What new rights, for example, are needed if we understand gender to be nonbinary? Does living in a corrupt state violate (...) our rights? And emerging technologies demand that we think about old rights in new ways: When biotechnology is used to change genetic code, whose rights might be violated? What rights, if any, protect our privacy from the intrusions of sophisticated surveillance techniques? Drawing on their vast experience as human rights advocates, William Schulz and Sushma Raman challenge us to think hard about how rights evolve with changing circumstances, and what rights will look like ten, twenty, or fifty years from now. Against those who hold that rights are static and immutable, Schulz and Raman argue that rights must adapt to new realities or risk being consigned to irrelevance. It has been argued that organizational structures (the way tasks are defined, allocated, and coordinated) can influence moral agency in organizations. In particular, low values on different structural parameters (functional concentration, specialization, separation, and formalization) are said to foster an organizational context (allowing for relating to the goals and output of the organization, moral deliberation, and social connectedness) that is conducive to moral agency. In this paper, we investigate the relation between the organizational structure and moral agency in the case (...) of a.s.r. (a large Dutch insurance company). While our empirical results fit the thesis that low values on structural parameters positively relate to moral agency, they also refine our understanding of the influence of structural parameters. In particular, our data suggest that the influence of functional concentration not only depends on whether it is low, but also on the type of criterion used for identifying business units; they suggest that the specific organizational context may put a limit to lowering design parameters and points at several non-structural factors that have an influence on the relation between structure and moral agency. In all, the paper contributes to a more detailed understanding of the conditions conducive to moral agency in organizations. (shrink)
