The paper reviews anti-Soviet activities of Ivan Hel, a well-known Ukrainian dissident, political prisoner and socio-political figure of the restructuring and independence period of Ukraine. It is pointed out that after returning from long-term confinement he never ceased fighting for restoration of independence of Ukraine and initiated / cofounded a number of informal socio-political organizations which activity was focused on undermining the political system of the Ukrainian Soviet Socialist Republic. It is indicated that the restructuring period set up a new (...) page in I. Hel's political biography as the glasnost and democratization policy resulted in revival of the socio-political life of the UkSSR and allowed to set up a range of informal national-cultural and political organizations which member the Ukrainian dissident was in the second half of the 1980s. Among his closest associates to be mentioned were M. Osadchyi, Igor and Iryna Kalynets, Z. Krasivskyi, V. Chornovil, L, Lukianchenko, Mykhailo and Bogdan Goryn, V. Barladianu et al. It is stated that over the period under research I. Hel cofounded the Ukrainian Helsinki Group - the Ukrainian Helsinki Union, "Memorial", local units of the People's Movement of Ukraine for restructuring, the Ukrainian initiative group for release of prisoners of conscience. Concurrently, I. Hel was an active participant of the so-called 'religious dissidence' - he headed the Ukrainian Catholic Church Protection Committee which activities had an explicit political focus: in addition to the fight for legalization of the Greek Catholic Church in the UkSSR, the organization encouraged dwellers of the region to fight with the imperious regime. A conclusion is made that the peak of I. Hel's socio-political activity fell on the late 1980s - early 1990s. Over that period he was victimized by the Soviet punitive and repressive system for involvement in the so-called 'meeting democracy', participated in elections for the Supreme Council of the UkSSR and the Lviv Regional Council. It is pointed out that I. Hel's political / anti-Soviet activity was aimed at democratization of the existing regime, development of the national patriotic outlook of the local population and breakup of the Soviet Union. The article analyzes distance learning and educational processes, such as education, pedagogical technologies, methods and upbringing in the context of globalization trends in the postmodern world. The new technologies, which have prompted and eventually led to globalization processes, indicate the need to master these new technologies since teaching today requires one to apply one’s professional results efficiently. The trend of education is globalization, which seems inevitable under a dramatically changing educational reality. Global education is defined as one of the areas (...) in the development of current pedagogical theory and practice. It aims to prepare learners for professional activities in a changing and increasingly interdependent world. Indeed, globalization lies in implementing and using internet technologies in education. Recognizing the multiplicity of meanings and views, the postmodern society is entering a state of crisis. It is because the Covid-19 pandemic and, consequently, new living conditions associated with it, require a new worldview. In this regard, education reforms are becoming a priority, given that the 21st century is the age of information and nanotechnologies. Information technology is a prerequisite for teacher training today. At the same time, informatization of education is impossible without creating, using and developing informational and educational environments, which in turn should enable the realization of an intellectually developed individual embodying the necessary professional qualities. Mechanisms counter the Communist Party of Ukraine deployment democratic processes in the USSR in 1987 - 1988. The features of social and political activity known Ukrainian dissident Ivan Gel initially Gorbachev's perestroika in the light of its relationship with the State Security Committee of the Ukrainian Soviet Socialist Republic, central and local authorities. Particular attention is paid to the forms of intelligence of intellectuals, informal community organizations, including the Committee to Protect UCC. Reveals a little-known pages of World War - participation of Russian Cossacks and Vlasov soldiers in mass crimes against the population of Rivne. Determined number of immigrants in Ukraine, their status, specific examples shown atrocities perpetrated by the Cossacks and Vlasov soldiers in the western regions of Ukraine, including Rivne region. Measures considered Ukrainian Insurgent Army against terror campaign results found work among Russian collaborators.

The article analyses the contribution of Ukrainian National Council in Petrograd - plenipotentiary representative body of Ukrainian Central Rada in the capital of Russia, created after the February Revolution in 1917 under the heading of O. Lototskyi and P. Stebnytskyi - in the facility of helping refugees and evictees from Galicia, Volyn and Kholmshchyna during the First World War. Individual letters of evicts from Ukraine have been published V. Rozvadovsky, the assistant professor of the university and the professional gymnasium in (...) Stanislaviv I. S. Demianchuk, etc.), which came to the address of Ukrainian National Council. There were analyzed lists of Galician settlers, which had to live in Tashkent, on the Russian territory, in Voronizh, Kazanska, Enyseiska and other provinces). It was proved, that in the period of functioning of Ukrainian National Council the help to refugees and evictees from Galicia, Volyn and Kholmshchyna was focused in the frame, allocated by researchers second stage of the solution of the refugee problem - preparing to reevacuation, initiated in times of Ukrainian National Council. The practical contribution of Ukrainian National Council in Petrograd was in the collection of statistical information about evictees, submission to higher government institutions of appeals and petitions regarding the improvement of their living conditions and providing of material assistance, returning them to the territory of Ukraine, appealing to charitable organizations and patronage volunteers requesting assistance to war prisoners and evictees, involvement in law-making practice, directed to facilitating the fate of this social category.
