Within the field of education management studies, recent reforms promoting devolution and choice are often seen to provide exciting new opportunities. It is claimed that the 'new' education management, with its emphasis on site-based decision-making and consumer accountability, will enable headteachers and principals to 'take control' of their schools and make them more productive environments in which to work and study. However, our review of research findings from five different countries that are putting in place devolution and choice policies suggests (...) that these new opportunities are more illusory than real. Positioned between the competing demands of the state and the market, school managers are becoming increasingly isolated from colleagues and classrooms - leading to a growing divergence between the managers and the managed. The paper considers the implication of recent developments for managers in general and for women managers in particular and concludes by discussing the relationship between the personalisation of responsibility and the legitimation of crises within the state and public education. This paper offers a brief guide to implementation research and some of the conceptual and methodological issues it raises. In the course of reviewing investigations of the import of aspects of the 1988 Education Reform Act, it also considers the issues posed for education policy studies in a context where the 'centre' is connected to a dispersed and differentiated periphery.

The choice to cooperate or compete with others confronts us on a daily basis, and it is plausible that we use our mentalising skills to aid decision-making in such situations. We investigated the relationship between mentalising and decision-making in the prisoner's dilemma in adults with autism spectrum disorders , who show impaired mentalising, and normal adults. After completion of three versions of the prisoner's dilemma, we conducted a semi-structured interview. This interview attempted to elicit a participant's spontaneous strategy when playing (...) each version of the game, as well as on their conception of the nature and strategy choice of their opponents . Contrary to expectations, the behavioural choices of the adults with and without ASD were quantitatively similar, as were the qualitative responses to questions used in the interview. The consistency of the evidence from both measures suggests that mentalising ability was not involved in selecting the choices made in these prisoner's dilemma tasks. Instead they suggest the hypothesis that a purely logical strategy may have been adopted. The introspections of at least a subgroup of high-functioning individuals with ASD can on the whole be trusted and this use of mixed methods strengthens the validity of the conclusions drawn. Policy makers from around the world are trying to emulate successful innovation systems in order to support economic growth. At the same time, innovation governance systems are being put in place to ensure a better integration of stakeholder views into the research and development process. In Europe, one of the most prominent and newly emerging governance frameworks is called Responsible Research and Innovation. This article aims to substantiate the following points: The concept of RRI and the concept of justice can (...) be used to derive similar ethical positions on the nano-divide. Given the ambitious policy aims of RRI, the concept may be better suited to push for ethical outcomes on access to nanotechnology and its products rather than debates based on justice issues alone. It may thus serve as a mediator concept between those who push solely for competitiveness considerations and those who push solely for justice considerations in nano-technology debates. The descriptive, non-normative Systems of Innovation approaches should be linked into RRI debates to provide more evidence on whether the approach advocated to achieve responsible and ethical governance of research and innovation can indeed deliver on competitiveness. Senses of Landscape proffers three kinds of analyses, which, though distinct, continually intersect in the course of the book. How does an object persist through change? How can a book, for example, open in the morning and shut in the afternoon, persist through a change that involves the incompatible properties of being open and being shut? The goal of this reader is to inform and reframe the philosophical debate around persistence; it presents influential accounts of the problem that range from classic papers by W. V. O. Quine, David Lewis, and Judith Jarvis Thomson to recent work by contemporary (...) philosophers. The authors take on the question of persistence by examining three broad approaches: perdurantism, which holds that change over time is analogous to change over space; exdurantism, according to which identity over time is analogous to identity across possible worlds; and endurantism, which holds that ordinary objects persist by enduring. Each of these approaches appears to be coherent, but each also has its own metaphysical problems. Persistence includes papers that argue for perdurantism, exdurantism, or endurantism, as well as papers that explore some metaphysical difficulties challenging each account. In the December 2015 Issue of the Police Journal Sam Poyser and Rebecca Milne addressed the subject of miscarriages of justice. Cold case investigations can address some of these wrongs. The salient points for attention are those just before his sudden death: Milligan was appointed Private Secretary to Jonathan Aitken, the then Minister of Arms in the Conservative government in 1994. The known facts are as follows: 1. Stephen David Wyatt Milligan was found deceased on Tuesday 8th February 1994 (...) at his Chiswick, West London house where he lived alone. His body was found by his secretary Vera Taggart who was told by Julie Kirkbride where a spare key to his London house was kept and who decided to go to his house that day because he was not answering his telephone. Police said he had made one last telephone call on Saturday evening at 9.00pm. 2. Stephen David Wyatt Milligan had been the elected Member of Parliament (‘MP’) for Eastleigh in Hampshire since 1992. 3. The important topics this MP was addressing in 1994 at the time of his death included: (i) rail privatization plans and the impact through job losses on communities, especially his own constituency of Eastleigh; (ii) arms dealings with Saudi Arabia, especially with his previous intelligence gathered as an economics journalist for esteemed publications; (iii) the UK military industry; (iv) homosexuality among senior government Ministers, as revealed by British footballer Fasanu; (v) personal relationship and planned marriage to his fiancée (Julie Kirkbride) who at the time was a political journalist. 4. Stephen Milligan was also appointed as Parliamentary Private Secretary to Jonathan Aitken, Arms Minister and this position must have required that he came ‘up to speed’ on international arms trade and indeed its relation to bribery and corruption across jurisdictions. Milligan’s experience and knowledge as a former high-level political and economics journalist must have been of huge benefit to government minister Jonathan Aitken who was later imprisoned for perjury. 5. Regarding Stephen Milligan’s death in 1994, the Guardian newspaper in their immediate obituary said that ‘The death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. He was on the left of the Tory party - he had even had a brief flirtation with the SDP when it was formed - and was a noted Euro-enthusiast… the death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. Regarding Stephen Milligan’s sudden and unexpected death in 1994, MP David Willetts (Conservative, Havant) said in March 2015, in his address in the House of Commons. ‘…The inevitable ups and downs and triumphs and disasters of politics are among the great features of this place. There are colleagues in all parts of the House who are tolerant and understanding. There are friendships that keep the downs as well as the ups of politics in perspective. Having entered the House in 1992, I think particularly of two good friends, Judith Chaplin and Stephen Milligan, who both died within two years of being elected; that loss stayed with me for a long time...’ 6. On 28 February 2000, in the House of Commons, at Column 106, Mr Mike Hancock (Portsmouth) said, on the deaths of Michael Colvin and of Stephen Milligan MP: ‘I knew Michael Colvin for nearly 30 years, from when he was first elected to Hampshire county council. During my time as leader of that council, he and the late former Member of Parliament for Eastleigh, Stephen Milligan, were usually the only Members of Parliament who readily supported the council when necessary. Michael Colvin supported many ventures in the county of Hampshire. He will be missed here, in his constituency, and in Europe, and I stress that Hampshire has lost a staunch supporter. I am sure that the county will at some stage want to record its regret at his death and its deepest appreciation of the part that he played in its life....’ -/- Mike Hancock had, like Stephen Milligan, served on the Select Committee on Defence. It is interesting that he mentioned Stephen Milligan’s support as MP for Eastleigh when Milligan had only been so appointed a couple of years before his sudden death, as compared to 30 years of support from Mike Colvin. 7. Mr Andrew Robathan (for Blaby) said in the House of Commons Hansard Debates on 27 January1997, (Column 62) (on the registering of sex offenders): ‘I remember the death of my honourable friend Stephen Milligan, who represented Eastleigh. The press reports of the time stated that each Metropolitan police station had a police officer in the pay of newspapers. I do not know whether that is true, but I am aware that the police are not renowned for being entirely secure with their information…’ This statement is mischievous and it has been demonstrated time and time again, as being untrue, especially during the recent press inquiry leading to the four-volume Leveson Report, published in November 2012, into phone hacking and the ethics and culture of the UK media, pursuant to section 26 of the Inquiries Act 2005, and ordered by the House of Commons to be printed on 29 November 2012, ISBN: 9780102981063, by the Stationery Office Limited on behalf of the Controller of Her Majesty’s Stationery Office. In Volume 4 of the 2012 Leveson Report, chapter 4 concluded on the Press Complaints Commission (‘PCC’) and its effectiveness and revealed that the PCC does not initiate its own investigations other than those ‘needed to head off criticism of the press or self-regulation- or to accept complaints from third parties across the board and on a transparent basis… and the report states that ‘the resources of the police are limited’ in terms of being able to fully inspect the Press and media reports. In lieu of an abstract, here is a brief excerpt of the content:Hume Studies Volume 28, Number 1, April 2002, pp. 113-130 Bayesianism, Analogy, and Hume's Dialogues concerning Natural Religion SALLY FERGUSON Introduction Analyses of the argument from design in Hume's Dialogues concerning Natural Religion have generally treated that argument as an example of reasoning by analogy.1 In this paper I examine whether it is in accord with Hume's thinking about the argument to subsume the version of it given (...) in the Dialogues under the model of probabilistic reasoning offered by Bayes's theorem. Wesley Salmon attempted this project in 1978.2 In related projects, David Owen3 as well as Philip Dawid and Donald Gillies4 have more recently attempted to construct Bayesian analyses of Hume's argument concerning testimony in "Of Miracles." I want to be careful at this stage to note exactly what I will claim. It is not that Bayesian reasoning sheds no light on the argument from design, or on arguments concerning testimony. All of the analyses mentioned above are beneficial in that they have been able to expose subtleties in these arguments that had previously gone unnoticed. Salmon's paper, in particular, contributes nicely to an understanding of just how the design argument may function in relation to contemporary scientific reasoning. In this paper I argue that, nonetheless, the attempt to apply Bayesian reasoning to the argument as presented in the Dialogues is not well supported as a reconstruction of Hume's own approach to the argument from design. I begin by considering how much Hume knew of Bayes's theorem, and what consequence that knowledge might have had on his treatment of the argument in the Dialogues. This discussion includes a consideration of exactly what has been claimed by other authors on this subject, including what some have argued concerning Hume's reasonings in "Of Miracles," section 10 of An Enquiry concerning Human Understanding. I conclude that, based on the historical data, there is little reason to think of Hume's approach to the argument from design as anything more than proto-Bayesian at best. I then argue further, through a close textual analysis of the Dialogues, that there are good reasons for not treating Hume's reasoning there as even proto-Bayesian. In the end, the benefits that have been claimed for that approach, in terms of exposing both the subtleties of the argument and of Hume's reasoning about it, can equally well be derived from a careful analysis of the argument under a model of analogical reasoning, without need of Bayes's theorem. Section One Perhaps one might think that there is not much use for a consideration of the question whether Hume himself conceived of any of his arguments along specifically Bayesian lines. As Gower argues,5 Hume's knowledge of mathematics in general was fairly limited, and Bayes's theorem was not well known even up until Hume's death. It is important, therefore, for me to establish that there have not only been those who thought that Bayesian reasoning illuminates the arguments Hume gave, but also his own thinking about those arguments. It is also important for me to establish that it is not obvious that knowledge of Bayes's theorem did not affect Hume's reasonings. Each of these points will be addressed in the following. As to the first point, the claims of some authors on the subject are ambiguous. Dawid and Gillie, for example, make no statement to the effect that the probabilities involved in Bayes's theorem were in fact examined in "Of Miracles," nor do they attempt to produce any passages from Hume in support of that view. Thus it would be assumed that they see their attempt not as an attempt to provide an analysis that represents Hume's own approach to the argument, but rather simply as one that provides an illuminating method of analysis and support for an argument that Hume happened to give. Following is an edited interview with both of the winners.Buddhist-Christian Studies: What made each of you want to put together this collection of essays?Paul Ingram: Before I met Fred at the first "East-West Religions in Encounter" meeting organized by David Chappell in 1980 in Hawai'i, I was well acquainted with his work in history of religions. Fred by this time was recognized as one of the most important scholars in the field, and I deeply admired his work, particularly his book on Nagarjuna. As it turns out, he had read some of my work on Pure Land Buddhism and was as interested in meeting me as I was in meeting him. We became friends and colleagues. Because of our mutual interest in interreligious dialogue in general and in Buddhism in particular, he suggested that we should co-edit a volume of selected papers from the 1980 conference. This volume, Buddhist-Christian Dialogue: Mutual Renewal and Transformation, was subsequentlypublishedby the Universityof Hawai'i Press in 1986 and is still in print.Sallie King: I had long admired Fred's book on Nagarjuna, which uniquely and powerfullyopenedup the religiousmeaningof Nagarjuna'swork.I later metFred through the Society for Buddhist-Christian Studies and discovered that this admirable scholar was also a most admirable human being. Heideggers Der Ursprung des Kunstwerks ist einer der wichtigsten Beiträge zur philosophischen Ästhetik, zudem ein Schlüsseltext für Heideggers gesamtes Denken. Aber nicht ganz zu Unrecht gilt die Lektüre bei Studierenden und Anfängern im Denken Heideggers als schwierig. Dieser Band soll das Verständnis des Kunstwerkaufsatzes anleiten und erleichtern: In 18 Beiträgen stellen die Autoren in ihren Interpretationen die Grundgedanken und philosophischen sowie literarischen Quellen des Textes vor, verorten ihn in Heideggers Werk und und skizzieren seine philosophische Wirkung. Jacques Derrida's prolific output has been the delight of philosophers and literary theorists for over twenty years. His influence on the way we read theoretical texts continues to be profound. Bloomington and London: Indiana University Press, 2012, pp. 287.The most common German word for imagination, especially after Kant, is Einbildungskraft. If one were to translate John Sallis’s title, Force of Imagination, back into German, it would be something like Die Kraft der Einbildungskraft. “Force” would constitute the beginning and the end, (...) performing a redoubling that overpowers the “in-forming” itself. By contrast, the word Einbildungskraft does not appear at all—not even once, much less redoubled—in the first part of Hegel’s “System of Science,” the science of the experience of consciousness, namely, Die Phänomenologie des Geistes. Derrida’s Geschlecht series, along with the books Of Spirit and Aporias, constitutes his most sustained close-reading of Heidegger. Three essays of the four-partGeschlecht series have been published: the first, second, and fourth, these together comprising some 130 book pages. The third Geschlecht exists only as a thirty-three-page typescript prepared sometime before March 1985 and distributed to the speakers at a colloquium in Chicago organized by John Sallis. These thirty-three pages are among the 100 to 130 pages that Derrida by his (...) own account devoted to Heidegger’s Trakl essay of 1953 (“Die Sprache im Gedicht”); however provisional and fragmentary, the typescript tells us much about the themes that “magnetize” the entire Geschlecht series.
