Motorcycle helmet laws are perceived to infringe upon individual rights even though they reduce mortality and health care costs. We describe proposed helmet legislation that protects individual rights and provides incentives for helmet use through a differential motorcycle registration fee that requires higher fees for those who wish to ride without a helmet.

The central conflicts of the world today are closely related to cultural, traditional, and religious differences between nations. As we move to a globalized world, these differences often become magnified, entrenched, and the cause of bloody conflict. Growing out of a conference of distinguished scholars from the Middle East, Europe, and the United States, this volume is a singular contribution to mutual understanding and cooperative efforts on behalf of peace. The purpose of this paper is to review and discuss Luciano Floridi’s 2019 book The Logic of Information: A Theory of Philosophy as Conceptual Design, the latest instalment in his philosophy of information (PI) tetralogy, particularly with respect to its implications for library and information studies (LIS) .

A growing body of literature critical of ethics review boards has drawn attention to the processes used to determine the ethical merit of research. Citing criticism on the bureaucratic nature of ethics review processes, this literature provides a useful provocation for (re)considering how the ethics review might be enacted. Much of this criticism focuses on how ethics review boards _deliberate,_ with particular attention given to the lack of transparency and opportunities for researcher recourse that characterise ethics review processes. Centered specifically (...) on the conduct of ethics review boards convened within university settings, this paper draws on these inherent criticisms to consider the ways that ethics review boards might enact more communicative and deliberative practices. Outlining a set of principles against which ethics review boards might establish strategies for engaging with researchers and research communities, this paper draws attention to how _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ for the ethics review might be enacted in the day-to-day practice of the university human ethics review board. This paper develops these themes via a conceptual lens derived from Habermas’ (The theory of communicative action. Volume 1: Reason and the rationalization of society, 1984 ) articulation of ‘communicative action’ and Fraser’s (Social Text, 25(26), 56–80, 1990 ) consideration of ‘strong publics’ to cast consideration of the role that human ethics review boards might play in supporting university research cultures. _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ provide useful conceptual prompts for considering how ethics review boards might undertake their work. Deep brain stimulation of the subthalamic nucleus is a clinically effective tool for treating medically refractory Parkinson’s disease, but its neural mechanisms remain debated. Previous work has demonstrated that STN DBS results in evoked potentials in the primary motor cortex, suggesting that modulation of cortical physiology may be involved in its therapeutic effects. Due to technical challenges presented by high-amplitude DBS artifacts, these EPs are often measured in response to low-frequency stimulation, which is generally ineffective at PD symptom management. This (...) study aims to characterize STN-to-cortex EPs seen during clinically relevant high-frequency STN DBS for PD. Intraoperatively, we applied STN DBS to 6 PD patients while recording electrocorticography from an electrode strip over the ipsilateral central sulcus. Using recently published techniques, we removed large stimulation artifacts to enable quantification of STN-to-cortex EPs. Two cortical EPs were observed – one synchronized with DBS onset and persisting during ongoing stimulation, and one immediately following DBS offset, here termed the “start” and the “end” EPs respectively. The start EP is, to our knowledge, the first long-latency cortical EP reported during ongoing high-frequency DBS. The start and end EPs differ in magnitude and latency, and the end, but not the start, EP magnitude has a significant relationship to ongoing high gamma power during the EP. These contrasts may suggest mechanistic or circuit differences in EP production during the two time periods. This represents a potential framework for relating DBS clinical efficacy to the effects of a variety of stimulation parameters on EPs. (shrink)

Kurt Gödel, mathematician and logician, was one of the most influential thinkers of the twentieth century. Gödel fled Nazi Germany, fearing for his Jewish wife and fed up with Nazi interference in the affairs of the mathematics institute at the University of Göttingen. In 1933 he settled at the Institute for Advanced Study in Princeton, where he joined the group of world-famous mathematicians who made up its original faculty. His 1940 book, better known by its short title, The Consistency (...) of the Continuum Hypothesis, is a classic of modern mathematics. The continuum hypothesis, introduced by mathematician George Cantor in 1877, states that there is no set of numbers between the integers and real numbers. It was later included as the first of mathematician David Hilbert's twenty-three unsolved math problems, famously delivered as a manifesto to the field of mathematics at the International Congress of Mathematicians in Paris in 1900. In The Consistency of the Continuum Hypothesis Gödel set forth his proof for this problem. In 1999, Time magazine ranked him higher than fellow scientists Edwin Hubble, Enrico Fermi, John Maynard Keynes, James Watson, Francis Crick, and Jonas Salk. He is most renowned for his proof in 1931 of the 'incompleteness theorem,' in which he demonstrated that there are problems that cannot be solved by any set of rules or procedures. His proof wrought fruitful havoc in mathematics, logic, and beyond. (shrink)

The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Holism in interwar Germany provides an excellent example for social and political in- fluences on scientific developments. Deeply impressed by the ubiquitous invocation of a cultural crisis, biologists, physicians, and psychologists presented holistic accounts as an alternative to the “mechanistic worldview” of the nineteenth century. Although the ideological background of these accounts is often blatantly obvious, many holistic scientists did not content themselves with a general opposition to a mechanistic worldview but aimed at a rational foundation of their holistic projects. (...) This article will discuss the work of Kurt Goldstein, who is known for both his groundbreaking contributions to neuropsychology and his holistic philosophy of human nature. By focusing on Goldstein’s neurolinguistic research, I want to reconstruct the empirical foundations of his holistic program without ignoring its cultural background. In this sense, Goldstein’s work provides a case study for the formation of a scientific theory through the complex interplay between specific empirical evidences and the general cultural developments of the Weimar Republic. From the author of Wittgenstein's Poker and Would You Kill the Fat Man?, the story of an extraordinary group of philosophers during a dark chapter in Europe's history On June 22, 1936, the philosopher Moritz Schlick was on his way to deliver a lecture at the University of Vienna when Johann Nelböck, a deranged former student of Schlick's, shot him dead on the university steps. Some Austrian newspapers defended the madman, while Nelböck himself argued in court that his onetime teacher (...) had promoted a treacherous Jewish philosophy. David Edmonds traces the rise and fall of the Vienna Circle—an influential group of brilliant thinkers led by Schlick—and of a philosophical movement that sought to do away with metaphysics and pseudoscience in a city darkened by fascism, anti-Semitism, and unreason. The age-old maxim of scientists whose work has resulted in deadly or dangerous technologies is: scientists are not to blame, but rather technologists and politicians must be morally culpable for the uses of science. As new technologies threaten not just populations but species and biospheres, scientists should reassess their moral culpability when researching fields whose impact may be catastrophic. Looking at real-world examples such as smallpox research and the Australian “mousepox trick”, and considering fictional or future technologies like Kurt (...) Vonnegut’s “ice-nine” from Cat’s Cradle, and the “grey goo” scenario in nanotechnology, this paper suggests how ethical principles developed in biomedicine can be adjusted for science in general. An “extended moral horizon” may require looking not just to the effects of research on individual human subjects, but also to effects on humanity as a whole. Moreover, a crude utilitarian calculus can help scientists make moral decisions about which technologies to pursue and disseminate when catastrophes may result. Finally, institutions should be devised to teach these moral principles to scientists, and require moral education for future funding. (shrink)

In a recent article in this journal, Michael Murray and Kurt Meyers offer us two innovative and thought-provoking responses to the important question of why God would, even occasionally, refrain from giving us that which he can and would like to give us until we request that he do so: to help the believer learn more about God and thus become more like him and to help the believer realize she is dependent on God. Following the formulation of the Identity Theory by Place and Smart a few years ago, there was considerable discussion of subjective mental states and of the importance of first-person reports of mental events. One concern was that the logical status of first-person claims might commit us to belief in irreducible mental phenomena referred to by such propositions. If so the Identity Theory would be false. Kurt Baier went so far as to argue that the incorrigibility of propositions such as (...) “I have a pain” demonstrates that Smart's identification of sensations with brain states and processes is untenable. While there is no point to reintroducing historical discussions it is worth remarking because a more general problem is reflected in this kind of debate. This is the problem of how we expect our ordinary intuitions and ways of talking about something to affect our theoretical view of it or vice versa. In this particular instance it manifests itself as the question of the extent to which a theory of persons is to be dictated to or decided by the common and generally accepted intuitions embedded in our psychological language. Summary The rhetorical uses of discovery and invention stories are legion, but of particular concern in this paper are those that are deployed for economic or commercial reasons, especially in claiming intellectual property rights, usually in the form of patents. The case of stories about Dr Irving Langmuir (1881–1957) of the General Electric Research Laboratory, who won the Nobel Prize for Chemistry in 1932 and was the first industry-based laureate from the United States, is examined. Langmuir won the prize for (...) his ‘outstanding discoveries and inventions within the field of surface chemistry’, which also happened to underlie the virtual monopoly that General Electric gained in the supply of electric light. Langmuir was the inspiration for the stereotypically absent-minded and disinterested character of Dr Felix Hoenikker in Kurt Vonnegut's novel, Cat's Cradle (1963). My case study focuses on this and other representations of Langmuir as a discoverer, especially those generated by the General Electric Company, and explores the utility of these representations for Langmuir himself, and for his employer, in corporate PR, in ongoing struggles over patents, and in the post-war organisation of R&D. It is argued that, while the era of corporate research produced new collective modes of discovery and invention their description in heroic, individualistic terms long continued, and for good reason. Lesher, Shirley D. Sullivan, Rossana Stefanelli and Favio Stella. This paper also focuses on the conception of 'noûs' in the thought of Xenophanes, who links it with divinity and thus anticipates the important contribution of Anaxagoras. In lieu of an abstract, here is a brief excerpt of the content:The Meanings and Function of Anti-System Ideology in the Weimar RepublicBen LiebermanThere are few, if any, ideological terms in the extensive historiography of the Weimar Republic so omnipresent and yet at the same time so obscure as the word “system.” Historical accounts of the Weimar Republic are strewn with references to the “system.” In recent works on the Weimar Republic Hagen Schulze points to the opposition of bourgeois (bürgerliche) (...) parties to the “Weimar ‘system,’ “ Detlev Peukert notes “hatred of ‘the system,’ the political and social order of the Republic”; Knut Borchardt observes the loss of faith in the capacity of “the system” to satisfy expectations; and Hans Mommsen refers to the “political system,” the “party system” and the “parliamentary system.” 1Historians, whatever their other differences, agree that mounting opposition to the System weakened the Weimar Republic, but the usefulness of this observation requires analysis of the meaning or meanings of the System. What, then, was the Weimar System? Surprisingly, many accounts of the Weimar Republic do not even attempt to provide a definition of the System, and the term receives only cursory treatment in several specialized works on ideology of the Weimar era. 2 Anti-System politics does receive attention, but Thomas [End Page 355] Childers’s insightful and pioneering essay on “anti-system politics” concentrates on mobilization against the System rather than on the problem of defining it. 3The best existing analysis of the System in Kurt Sontheimer’s valuable study of anti-democratic thought in the Weimar Republic suggests that historians cannot take the meaning of the term as a given. Sontheimer establishes that the System formed part of the array of anti-democratic thought of the Weimar Republic, but he also notes that the term’s meaning cannot easily be pinned down. The System conveyed a variety of political and economic meanings and ultimately formed a “nationalist counter myth.” 4During the Weimar Republic, attacks against the System emanated from a wide range of sources, most notably from a variety of nationalists as well as from Communists. Nationalists of many leanings detested the System. The DNVP (German National People’s Party), the largest political party of the right for most of the Weimar Republic, hated the System. So, too, did conservative revolutionaries and völkisch (ethnic or racist nationalist) groups including nationalist associations and the National Socialists. At the other end of the political spectrum, attacks against the System also surfaced in the pronouncements of the KPD (German Communist Party). 5No single ideological line of attack doomed the Weimar Republic, but use by an extraordinarily broad range of political groups lent tremendous force to anti-System discourse. Adopted by foes who sometimes agreed on little else, the System was the targets of repeated attacks spread across the German political spectrum and called into question Weimar legitimacy. Analyzing this broad pattern of use raises several tasks. As a prelude to investigating anti-System terminology, it is necessary to map out the patterns of use of the System during the Weimar Republic. Three variants of Kurt Gödel's ontological argument, proposed by Dana Scott, C. Anthony Anderson and Melvin Fitting, are encoded and rigorously assessed on the computer. In contrast to Scott's version of Gödel's argument the two variants contributed by Anderson and Fitting avoid modal collapse. Although they appear quite different on a cursory reading they are in fact closely related. This has been revealed in the computer-supported formal analysis presented in this article. In lieu of an abstract, here is a brief excerpt of the content:Response to David Elliott’s “Music Education as/for Artistic Citizenship”Richard ColwellThe September issue of the Music Educators Journal contained an article by David Elliott entitled “Music Education as/for Artistic Citizenship”1 that I believe warrants considerable discussion by individuals conversant with the philosophy of music education in 2014.The journal is not known for its coverage of philosophy and an article in the Music Educators Journal is likely to influence (...) far more individuals than the Wayne Bowman and Anna Lucia Frega Oxford Handbook of Philosophy in Music Education. Some of the statements may be misleading and/or readers unfamiliar with philosophy may misunderstand the present rationale for music education in the schools. There is a difference between advocacy and philosophy.Elliott has long been a close friend and I have admired his writings for decades. The article struck me as misplaced in MEJ and I immediately contacted Elliott about it. He replied that the article was based on a speech he had recently given and that the editors of the journal had asked that it be included in an early edition. [End Page 105]The basic thrust of the article appears to be philosophical with Elliott’s argument for praxial music education and his worry about teaching great works and great artists under some rubric connected with aesthetic education. I do not think this is what he means as he would support musical criticism. The attempt to reach the public directly through multiple approaches assumes that criticism is artificial and public taste natural.The opening paragraphs suggest that music education can be used in the service of additional or alternative aims and these appear to be unlimited. The basic ideas seem to contradict Elliott in his chapter on Music Education Philosophy in the McPherson andWelch Oxford Handbook of Music Education (2012) where he states, that “if everything counts, then nothing counts (p 68).” The MEJ article is a long-list of possibilities with an emphasis on three themes—music making for the betterment of social well-being, music making for social justice, and the infusion of school music with an ethic of care—three areas he felt were under-emphasized in his classic text Music Matters.Thus, there are a number of areas where I would seek clarification realizing that describing music education philosophy in fifty minutes is impossible if not misleading.The title indicates a plea for artistic citizenship. One can easily find artistic citizenship in every country in the world: Venezuela is a present example where artistic citizenship is promoted through social programs using great music supported by the World Bank and others and resulting in a reasonable type of citizenship based on the poll numbers for ex-President Chavez. I assume that Elliott supports the West-East Divan Orchestra project that brings together students from Mid-East countries where artistry for great music has little to do with the political and religious citizenships of sending countries.Valid examples are cited for protest songs that have addressed injustices through the centuries and against government practices. If the point is that music can expand our horizons, great. When possible, I would suggest that music be used that leads to greater growth: growth in musical understanding or in this instance, positive citizenship. Music can have both political and social meanings and the music used should have a positive objective in mind. Elliott might conclude that music education is divorced from the real world and too often it is. Dewey wanted a connection and that connection would have included making music for one’s own satisfaction or playing in the town band as well as listening to live and recorded music that dominated the first half of the 20th century.What seems important in education, in music, and in philosophy is that we build on the best ideas and writings available to us. Culture can be changed and may need to be. Kurt Vonnegut learned as a prisoner during WWII that culture [End Page 106] was as separate from the brain as a Model T Ford, and it could be tinkered with. In the early 1920s, the German mathematician David Hilbert (1862–1943) put forward a new proposal for the foundation of classical mathematics which has come to be known as Hilbert's Program. It calls for a formalization of all of mathematics in axiomatic form, together with a proof that this axiomatization of mathematics is consistent. The consistency proof itself was to be carried out using only what Hilbert called “finitary” methods. The special epistemological character of finitary reasoning then yields the required (...) justification of classical mathematics. Although Hilbert proposed his program in this form only in 1921, various facets of it are rooted in foundational work of his going back until around 1900, when he first pointed out the necessity of giving a direct consistency proof of analysis. Work on the program progressed significantly in the 1920s with contributions from logicians such as Paul Bernays, Wilhelm Ackermann, John von Neumann, and Jacques Herbrand. It was also a great influence on Kurt Gödel, whose work on the incompleteness theorems were motivated by Hilbert's Program. Gödel's work is generally taken to show that Hilbert's Program cannot be carried out. It has nevertheless continued to be an influential position in the philosophy of mathematics, and, starting with the work of Gerhard Gentzen in the 1930s, work on so-called Relativized Hilbert Programs have been central to the development of proof theory. I provide a fairly systematic analysis of when quantities that are variant under a dynamical symmetry transformation should be regarded as unobservable, or redundant, or unreal; of when models related by a dynamical symmetry transformation represent the same state of affairs; and of when mathematical structure that is variant under a dynamical symmetry transformation should be regarded as surplus. In most of these cases the answer is `it depends': depends, that is, on the details of the symmetry in question. A (...) central feature of the analysis is that in order to draw any of these conclusions for a dynamical symmetry it needs to be understood in terms of its possible extensions to other physical systems, in particular to measurement devices.
