Most individuals realise that we have a moral obligation to avoid the evils of war. But this realization raises a host of difficult questions when we, as responsible individuals, witness harrowing injustices such as ""ethnic cleansing"" in Bosnia or starvation in Somalia. With millions of lives at stake, is war ever justified? And, if so, for what purpose? In this book, Richard J. Regan confronts these controversial questions by first considering the basic principles of just-war theory and then applying those (...) principles to historical and ongoing conflicts. Part One presents two opposing viewpoints: first, that war is not subject to moral norms and, second, that war is never morally permissible. The author rejects both perspectives, and moves to define the principles of just-war theory. He evaluates the roles of the president, Congress and, most importantly, the UN Security Council in determining when long-term US military involvement is justified. The moral limits of war conduct and the moral problem of using, or threatening to use, nuclear weapons are also discussed. On the just cause to wage war, Regan argues that defense of nations and nationals - whether in self-defense or in defense of others - remains the ""only"" classical cause that in the modern world would justify resorting to war. With respect to military intervention in secessionist and revolutionary wars, he contends that such intervention might be justified, but that prudence dictates extreme caution. In considering acceptable war conduct, Regan elaborates the specific principle of discrimination and proportionality; he maintains that civilians uninvolved in the enemy's war should not be directly targeted and that the costs of military action must be proportionate to the anticipated benefits of destroying military targets. The second part of the book presents case studies of eight historical wars - World War I, the Vietnam War, the Falklands War, the revolution and civil war in Nicaragua, the civil war in El Salvador, the Gulf War, the intervention in Somalia, and the Bosnian War - and poses several provocative questions about each. It invites readers and students to apply just-war principles to complex war-related situations and to understand the factual contingencies involved in moral judgements about war decisions. It is common to think of warfare as a setting in which emotion can lead combatants to engage in unethical behavior. On this view, it is natural to conceptualize the aim of military ethics training as quelling the influence of emotion in combat in order to reduce the risk that military personnel are vulnerable to its influence. Recent research, however, indicates that what is called “emotion processing” is connected in important ways with moral judgment and behavior. In this view, acting (...) ethically is not simply a matter of subordinating emotion to reason, but of responding with appropriate rather than inappropriate emotion. In this respect, such research challenges the powerful “rationalist” account of moral judgment and behavior. More fundamentally, it calls into question the distinction between reason and emotion as a way to understand our moral sensibilities. This article describes this research and discusses work on naturalistic decision-making and neuroscience that provide support for its insights. It then suggests ways in which such research is consistent with Aristotelian notions of character and virtue. Finally, it identifies ways in which some military training implicitly draws on lessons from this body of research, and suggests how it might do so more deliberately. (shrink)

Many current neurophysiological, psychophysical, and psychological approaches to vision rest on the idea that when we see, the brain produces an internal representation of the world. The activation of this internal representation is assumed to give rise to the experience of seeing. The problem with this kind of approach is that it leaves unexplained how the existence of such a detailed internal representation might produce visual consciousness. An alternative proposal is made here. We propose that seeing is a way of (...) acting. It is a particular way of exploring the environment. Activity in internal representations does not generate the experience of seeing. The out- side world serves as its own, external, representation. The experience of seeing occurs when the organism masters what we call the gov- erning laws of sensorimotor contingency. The advantage of this approach is that it provides a natural and principled way of accounting for visual consciousness, and for the differences in the perceived quality of sensory experience in the different sensory modalities. Sev- eral lines of empirical evidence are brought forward in support of the theory, in particular: evidence from experiments in sensorimotor adaptation, visual “filling in,” visual stability despite eye movements, change blindness, sensory substitution, and color perception. This study examined self-reported academic dishonesty at a midsize public university. Students (N = 492) rated the likelihood they would cheat after accepting to abide by each of eight honor code pledges before Internet-based assignments and examinations. The statements were derived from honor pledges used by different universities across the United States and varied in length, formality, and the extent to which the statements included consequences for academic dishonesty. Longer, formal honor codes with consequences were associated with a lower likelihood (...) to cheat. Results showed a significant three-way interaction and suggest how to best design honor codes. We describe the design and evaluation of a sub-clinical digital assessment tool that integrates digital biomarkers of depression. Based on three standard cognitive tasks on which people with depression have been known to perform differently than a control group, we iteratively designed a digital assessment tool that could be deployed outside of laboratory contexts, in uncontrolled home environments on computer systems with widely varying system characteristics. We conducted two online studies, in which participants used the assessment tool in their own (...) homes, and completed subjective questionnaires including the Patient Health Questionnaire —a standard self-report tool for assessing depression in clinical contexts. In a first study, we demonstrate that each task can be used in isolation to significantly predict PHQ-9 scores. In a second study, we replicate these results and further demonstrate that when used in combination, behavioral metrics from the three tasks significantly predicted PHQ-9 scores, even when taking into account demographic factors known to influence depression such as age and gender. A multiple regression model explained 34.4% of variance in PHQ-9 scores with behavioral metrics from each task providing unique and significant contributions to the prediction. (shrink)

Nanotechnology has been a focal area of United States (US) Science and Technology policy since President Clinton's administration. The Unites States is investing more funds in nanotechnology research and development than any other nation. The US National Laboratory community and Sandia National Laboratories in particular is responding to their country's interest by generating exceptional Nano-based science and technology and focusing these efforts on national security and safety concerns. The United States and others are finding that the technological, safety, ethical, economic, (...) and policy considerations centered on nanotechnology are complex and interconnected. Further, that tomorrow's decision makers need an expanded educational background for them to make optimal choices concerning nanotechnology. Sandia National Laboratories responded to this need by initiating the National Institute for Nanotechnology Engineering (NINE). Striedter's accessible concept-based book is strong on the macroevolution of brains and the developmental principles that underlie how brains evolve on that scale. In the absence of greater attention to microevolution, natural selection, and sexual selection, however, it is incomplete and not fully modern on the evolution side. Greater biological integration is needed.

The sensorimotor theory of perceptual consciousness offers a form of enactivism in that it stresses patterns of interaction instead of any alleged internal representations of the environment. But how does it relate to forms of enactivism stressing the continuity between life and mind? We shall distinguish sensorimotor enactivism, which stresses perceptual capacities themselves, from autopoietic enactivism, which claims an essential connection between experience and autopoietic processes or associated background capacities. We show how autopoiesis, autonomous agency, and affective dimensions of experience (...) may fit into sensorimotor enactivism, and we identify differences between this interpretation and autopoietic enactivism. By taking artificial consciousness as a case in point, we further sharpen the distinction between sensorimotor enactivism and autopoietic enactivism. We argue that sensorimotor enactivism forms a strong default position for an enactive account of perceptual consciousness. (shrink)

An exhilarating account of the lives and works of influential seventeenth- and eighteenth-century feminist philosophers Mary Astell, Damaris Masham, Catharine Cockburn, and Mary Wollstonecraft, and a searing look at the author's experience of patriarchy and sexism in academia. Growing up in small-town Iowa, Regan Penaluna daydreamed about the big questions. In college she fell in love with philosophy and chose to pursue it as an academician, the first step, she believed, to living a life of the mind. What Penaluna didn't (...) realize was that the Western philosophical canon taught in American universities, as well as the culture surrounding it, would grind her down through its misogyny, its harassment, and its devaluation of women and their intellect. Where were the women philosophers? One day, in an obscure monograph, Penaluna came across Damaris Cudworth Masham's name. A contemporary of John Locke, Masham wrote about knowledge, God, and the condition of women. Masham's work led Penaluna to other remarkable women philosophers of the era: Mary Astell, who moved to London at twenty-one and made a living writing philosophy; Catharine Cockburn, a philosopher, novelist, and playwright; and the better-known Mary Wollstonecraft, who wrote extensively in defense of women's minds. Together, these women rekindled Penaluna's love of philosophy and awakened her feminist consciousness. In How to Think Like a Woman, Penaluna blends memoir, biography, and criticism to tell these women's stories, weaving throughout an alternative history of philosophy as well as her own search for love and truth. Observers inspected normal, high quality color displays of everyday visual scenes while their eye movements were recorded. A large display change occurred each time an eye blink occurred. Display changes could either involve "Central Interest" or "Marginal Interest" locations, as determined from descriptions obtained from independent judges in a prior pilot experiment. Visual salience, as determined by luminance, color, and position of the Central and Marginal interest changes were equalized. -/- The results obtained were very similar to those obtained in (...) prior experiments showing failure to detect changes occurring simultaneously with saccades, flicker, or “mudsplashes” in the visual scene: Many changes were very hard to detect, and Marginal Interest changes were harder to detect than Central Interest changes. -/- Analysis of eye movements showed, as expected, that the probability of detecting a change depended on the eye’s distance from the change location. However a surprising finding was that both for Central and Marginal Interest changes, evenwhen observers were directly fixating the change locations (within 1 degree),more than 40% of the time they still failed to see the changes. It seems that looking at something does not guarantee you “ see” it. (shrink)

This paper presents a longue durée account of the discursive emergence of ‘the market'. It seeks to develop understanding of the ‘crisis system' by showing that the crises of the present have their origins earlier than some critical realist scholars have suggested and can be better understood by the theorization of the generative mechanisms that emerged from the economic and political chaos of the early 1600s. Critical discourse analysis (CDA) is employed to show that in the context of the emergence (...) of capitalism in England, these generative mechanisms resulted in the meaning of the word ‘market’ slipping loose of the geo-spatial semiotic bounds by which it had commonly been delineated – i.e. as a physical space in a town or city where goods were bartered or sold – and being re-semioticised to refer to abstract space where all acts of capitalist economic exchange, including those impacting upon the natural world, take place. Change-blindness occurs when large changes are missed under natural viewing conditions because they occur simultaneously with a brief visual disruption, perhaps caused by an eye movement, a flicker, a blink, or a camera cut in a film sequence. We have found that this can occur even when the disruption does not cover or obscure the changes. When a few small, high-contrast shapes are briefly spattered over a picture, like mudsplashes on a car windscreen, large changes can be made simultaneously in (...) the scene without being noticed. This paper presents a design for a social and political philosophy course for fourth- and fifth-year undergraduates. The theoretical foundation of the courses is based upon Rawls' theory of original position as a starting point to engage with the history of political thought. Students are able to approach problems in the history philosophy through a practical investigation of contemporary structural issues in public policy. The author identifies and defines the features of traditional utilitarian theories which account for their appeal, demonstrates that no theory which is "exclusively act-oriented" can have all the properties that ultilitarians have attempted to build into their theories, and develops a new theory "co-operative utilitarianism", which is radically different than traditional theories.

Here, for the first time, the world's two leading authorities—Tom Regan, who argues for animal rights, and Carl Cohen, who argues against them—make their respective case before the public at large. The very terms of the debate will never be the same. This seminal moment in the history of the controversy over animal rights will influence the direction of this debate throughout the rest of the century.

We address the thesis recently proposed by Andy Clark, that skill-mediated access to modality implies phenomenal feel. We agree that a skill theory of perception does indeed offer the possibility of a satisfactory account of the feel of perception, but we claim that this is not only through explanation of access to modality but also because skill actually provides access to perceptual property in general. We illustrate and substantiate our claims by reference to the recently proposed 'sensorimotor contingency' theory of (...) visual awareness. We discuss why this theory offers a distinctively attractive access-based approach to perceptual consciousness because it 'dereifies' experience and permits otherwise problematic aspects of phenomenal perceptual consciousness to be explained. We suggest our approach thus offers the prospect of 'naturalizing phenomenology'. (shrink)

Essays raise and discuss moral questions concerning euthanasia, suicide, war, capital punishment, abortion, famine relief, and the environment.

ON DECEMBER 10, 1991 Charles Shonubi, a Nigerian citizen but a resident of the USA, was arrested at John F. Kennedy International Airport for the importation of heroin into the United States.1 Shonubi's modus operandi was ``balloon swallowing.'' That is, heroin was mixed with another substance to form a paste and this paste was sealed in balloons which were then swallowed. The idea was that once the illegal substance was safely inside the USA, the smuggler would pass the balloons and (...) recover the heroin. On the date of his arrest, Shonubi was found to have swallowed 103 balloons containing a total of 427.4 grams of heroin. There was little doubt about Shonubi's guilt. In fact, there was considerable evidence that he had made at least seven prior heroin-smuggling trips to the USA (although he was not tried for these). In October 1992 Shonubi was convicted in a United States District Court for possessing and importing heroin. Although the conviction was only for crimes associated with Shonubi's arrest date of December 10, 1991, the sentencing judge, Jack B. Weinstein, also made a ®nding that Shonubi had indeed made seven prior drug-smuggling trips to the USA. The interesting part of this case was in the sentencing. According to the federal sentencing guidelines, the sentence in cases such as this should depend on the total quantity of heroin involved. This instruction was interpreted rather broadly.. (shrink)

Information posted by youth in online social media contexts is regularly accessed, downloaded, integrated, and analyzed by academic researchers. The practice raises significant social justice considerations for researchers including issues of representation and equitable distribution of risks and benefits. Use of this type of data for research purposes helps to ensure representation in research of the voices of youth who participate in these online contexts, at times discussing issues that are also under-represented. At the same time, youth whose data are (...) harvested are subject to the risks associated with this research, while receiving little if any direct benefit from the work. These risks include the potential loss of online social community as well as threats to participant rights and wellbeing. This paper explores the tension between the social justice benefit of representation and considerations that would suggest caution, the latter including inequitable distribution of research-related costs and benefits, and the traditional ethics concerns of participant autonomy and privacy in the context of youth participation in online discussions. In the final section, we propose guidelines and considerations for the conduct of online social media research to assist researchers to balance and respect representational and participant rights or wellbeing considerations, especially with youth.
