Cybernetics for the 21st Century Vol.1 is dedicated to the epistemological reconstruction of cybernetics, consisting of a series of historical and critical reflections on the subject – which according to Martin Heidegger marked the completion of Western metaphysics. In this anthology, historians, philosophers, sociologists and media studies scholars explore the history of cybernetics from Leibniz to artificial intelligence and machine learning, as well as the development of twentieth-century cybernetics in various geographical regions in the world, from (...) the USA to the Soviet Union, Latin America, France, Poland, China and Japan. The reconstruction shows the various paths of cybernetics and their socio-political implications, which remain unfamiliar to us today. Cybernetic-Existentialism: Freedom, Systems, and Being-for-Others in Contemporary Art and Performance offers a unique discourse and an original aesthetic theory. It argues that fusing perspectives from the philosophy of Existentialism with insights from the 'universal science' of cybernetics provides a new analytical lens and deconstructive methodology to critique art. In this study, Steve Dixon examines how a range of artists' works reveal the ideas of Existentialist philosophers including Kierkegaard, Camus, de Beauvoir and Sartre on freedom, being and nothingness, eternal recurrence, (...) the absurd, and being-for-others. Simultaneously, these artworks are shown to engage in complex explorations of concepts proposed by cyberneticians including Wiener, Shannon, and Bateson on information theory and 'noise', feedback loops, circularity, adaptive ecosystems, autopoiesis, and emergence. I argue that Sellars’s naturalization of Kant should be understood in terms of how he used behavioristic psychology and cybernetics. I first explore how Sellars used Edward Tolman’s cognitive-behavioristic psychology to naturalize Kant in the early essay “Language, Rules, and Behavior”. I then turn to Norbert Wiener’s understanding of feedback loops and circular causality. On this basis I argue that Sellars’s distinction between signifying and picturing, which he introduces in “Being and Being Known,” can be understood in terms of (...) what I call cybernetic behaviorism. I interpret picturing in terms of cycles of cybernetic behavior and signifying in terms of coordination between cybernetic behavior systems, or what I call triangulated cybernetic behavior. This leads to a formal, naturalistic understanding of personhood as the capacity to engage in triangulated cybernetic behavior. I conclude by showing that Sellars’s thought has the resources, which he did not exploit, for introducing the concept of second-order cybernetics. This suggests that Sellars’s philosophy of mind could be developed in the direction of autopoiesis and enactivism. (shrink)

On the basis of the analysis of the latest achievements in medicine, bio- and nanotechnologies, robotics, ICT and other technological directions and also on the basis of the opportunities provided by the theory of production revolutions the authors present a detailed analysis of the latest production revolution which is denoted (...) as ‘Cybernetic’. There are given some forecasts about its development in the nearest five decades and up to the end of twenty-first century. It is shown that the development of various self-regulating systems will be the main trend of this revolution. The article gives a detailed analysis of the future breakthroughs in medicine, and also in bio- and nanotechnologies in terms of the development of self-regulating systems with their growing ability to select optimal modes of functioning as well as of other characteristics of the Cybernetic Revolution (resources and energy saving, miniaturization, and individualization). The article analyzes the technological shifts which took place in the second half of the 20th and early 21st centuries and forecasts the main shifts in the next half a century. On the basis of the analysis of the latest achievements in inno-vative technological directions and also on the basis of the opportunities pro-vided by the theory of production revolutions the authors present a detailed analysis of the latest production revolution which is denoted as ‘Сybernetic’. The authors give some forecasts (...) about its development in the nearest five decades and up to the end of the 21st century. It is shown that the development of various self-regulating systems will be the main trend of this revolution. The authors argue that at first the transition to the beginning of the final phase of the Cybernetic Revolution will start in the field of medicine (in its some innovative directions). In future we will deal with the start of convergence of innovative technologies which will form the system of MBNRIC-technologies (i.e. the technological paradigm based on medicine, bio- and nanotechnologies, robotics, IT and cognitive technologies). The article gives a detailed analysis of the future breakthroughs in medicine, bio- and nanotechnologies as well as some other technologies in terms of the development of self-regulating systems with their growing ability to select optimum modes of functioning as well as of other characteristics of the Cybernetic Revolution (resources and energy saving, miniaturization, individualization, etc.). Cybernetics saturates the humanities. Norbert Wiener’s movement gave vocabulary and hardware to developments all across the early digital era, and still does so today to those who seek to interpret it. Even while the Macy Conferences were still taking place in the early 1950s, talk of feedback and information and pattern had spread to popular culture – and to Europe. The new science created a shared language and culture for surpassing political and intellectual ideas that could be relegated to (...) a pre-computing tradition, and it refracted or channelled currents developing in fields from manufacturing to human physiology. It produced conceptions of the political world, as well as new forms of historical consciousness. It offered frameworks for structuralist thought, but also for policies regarding manufacturing and technology, international relations, and governmental decision-making. But the rising sense of the breadth, importance, and even shock of cybernetics long remained understudied, even as its intellectual assemblages continued to, well, relay. In devices and the so-called ‘digital humanities’, a refracted legacy of cybernetics is also visible. From mainframes to category-frameworks, cybernetics is everywhere in our material and intellectual worlds, even as the name and its meaning have faded. To the extent that cybernetics permeates the human sciences and our culture at large, it remains opaque – an only partially visible legacy often deemed too complex to form a simple object of historical narrative. This special issue on cybernetics in the human sciences outlines the history and stakes of cybernetics, as well as the possibilities of returning to it today. (shrink)

Considers that in ecosystem, landscape and global ecology, an energetics reading of ecological systems is an expression of a cybernetic, systemic and holistic approach. In ecosystem ecology, the Odumian paradigm emphasizes the concept of emergence, but it has not been accompanied by the creation of a method that fully respects the complexity of the objects studied. In landscape ecology, although the emergentist, multi-level, triadic methodology of J.K. Feibleman and D.T. Campbell has gained acceptance, the importance of emergent properties is still (...) undervalued. In global ecology, the Gaia hypothesis is an expression of an organicist metaphor, while the emergentist terminology used is incongruent with the underlying physicalist cybernetics. More generally, an analytico-additional methodology and the reduction of the properties of ecosystems to the laws of physical chemistry render purely formal any assertion about the emergentist and holistic nature of the ecological systems studied. Mainstream analytic epistemology conceives knowledge as representation: as true justified (un-Gettiered) belief. Such representation is conceived as independent of practice, its justification to consist in experience, and experience as mere observation. Such notion of experience is too narrow to take the epistemic value of experimentation into account. But science is emphatically experimental. On the other hand, John Dewey defined experience as organism–environment interaction. Such interaction is bidirectional and hence experimental by nature. It involves feedback. Cybernetics studies feedback systems. Hence, (...) cybernetic epistemology is a consequence of Dewey’s definition. Cybernetic epistemology maintains that knowledge is practice, that is, an (approximately and relatively) invariant pattern of potential organism–environment interaction, rather than something independent of practice. In this article, I will make a case for cybernetic epistemology. It seems to dispense with the representational notion of knowledge and to provide an original justification for process ontology. Human morality may be thought of as a negative feedback cotrol system in which moral rules are reference values, and moral disapproval, blame, and punishment are forms of negative feedback given for violations of the moral rules. In such a system, if moral agents held each other accountable, moral norms would be enforced effectively. However, even a properly functioning social negative feedback system could not explain acts in which individual agents uphold moral rules in the face of contrary social pressure. (...) Dr. Frances Kelsey, who withheld FDA approval for thalidomide against intense social pressure, is an example of the degree of individual moral autonomy possible in a hostile environment. Such extreme moral autonomy is possible only if there is internal, psychological negative feedback, in addition to external, social feedback. This article aims to draw a portrait of the influence of cybernetics on soft science. To this end, structuralism, post-structuralism and postmodern philosophy will be successively analyzed in a perspective based on importing concepts stemming from the cybernetic paradigm. By focusing more specifically on the American postwar context, we intend to remind the audience that many soft science specialists were involved in the elaboration of this ‘new science’. We will then retrace the influence of the cybernetic paradigm on structuralism. (...) Starting with the historic meeting between Roman Jakobson and Claude Lévi-Strauss, we will illustrate that structural phonology is directly inspired by discoveries stemming from the informational model. In the same perspective, the conceptual borrowings of psychoanalyst Jacques Lacan from cybernetics will be identified and analyzed. Then, we will address the matter of the relationship between postmodern theories and the cybernetic paradigm. The philosophical movement towards deconstruction, as well as Deleuze and Guattari’s philosophy, will be analyzed based on how they relate to this paradigm. We will also insist on the fact that the philosophy of Jean- François Lyotard’s La Condition postmoderne is fully in line with the epistemological revolution launched by cybernetics. (shrink)

Understanding the differences between scientific approaches to cybernetics is difficult because of the very different histories and intellectual traditions in Russia and the West, i.e. the U.S. and Europe. This paper, firstly, describes the peculiarities of the Russian style of scientific thinking, considering as an example Alexander Bogdanov’s theory in context of the Russian intellectual tradition. Secondly, the paper compares Vladimir E. Lepskiy’s and Stuart A. Umpleby’s theories of cybernetics looking at them through the prism of Russian and (...) American intellectual traditions. Western cybernetics of the second order includes biological and social versions. It arose from “experimental epistemology.” The goal was to understand the processes of cognition on the basis of neurophysiological experiments, as a result of which cyberneticians came to the conclusion that the observer cannot be excluded from science. Biological cybernetics is concerned with how the brain creates descriptions of the world. Little attention is paid to the world since it already is included in the perceptions of the observer. Social cybernetics is concerned with how people act in the world. Theories or descriptions are thought to be less important than appropriate actions. The Russian interpretation of second-order cybernetics develops its social version. The paper concludes that the differences described demonstrate the great potential for ideas from Russian and Western scientists to enrich further development of cybernetics and science in East and West. Norbert Wiener’s idea of “cybernetics” is linked to temporality as in a physical as in a philosophical sense. “Time orders” can be the slogan of that natural cybernetics of time: time orders by itself in its “screen” in virtue of being a well-ordering valid until the present moment and dividing any totality into two parts: the well-ordered of the past and the yet unordered of the future therefore sharing the common boundary of the present between them when the (...) ordering is taking place by choices. Thus, the quantity of information defined by units of choices, whether bits or qubits, describes that process of ordering happening in the present moment. The totality (which can be considered also as a particular or “regional” totality) turns out to be divided into two parts: the internality of the past and the externality of the future by the course of time, but identifiable to each other in virtue of scientific transcendentalism (e.g. mathematical, physical, and historical transcendentalism). A properly mathematical approach to the “totality and time” is introduced by the abstract concept of “evolutionary tree” (i.e. regardless of the specific nature of that to which refers: such as biological evolution, Feynman trajectories, social and historical development, etc.), Then, the other half of the future can be represented as a deformed mirror image of the evolutionary tree taken place already in the past: therefore the past and future part are seen to be unifiable as a mirrorly doubled evolutionary tree and thus representable as generalized Feynman trajectories. The formalism of the separable complex Hilbert space (respectively, the qubit Hilbert space) applied and further elaborated in quantum mechanics in order to uniform temporal and reversible, discrete and continuous processes is relevant. Then, the past and future parts of evolutionary tree would constitute a wave function (or even only a single qubit once the concept of actual infinity be involved to real processes). Each of both parts of it, i.e. either the future evolutionary tree or its deformed mirror image, would represented a “half of the whole”. The two halves can be considered as the two disjunctive states of any bit as two fundamentally inseparable (in virtue of quantum correlation) “halves” of any qubit. This book investigates morality in a socio-scientific worldview, examining the epistemology of existence in conjunction with Islamic monotheistic law to generate a world-system that governs action and reaction in the context of a variety of cognitive and social environments.

The paper follows the track of a previous paper “Natural cybernetics of time” in relation to history in a research of the ways to be mathematized regardless of being a descriptive humanitarian science withal investigating unique events and thus rejecting any repeatability. The pathway of classical experimental science to be mathematized gradually and smoothly by more and more relevant mathematical models seems to be inapplicable. Anyway quantum mechanics suggests another pathway for mathematization; considering the historical reality as dual or (...) “complimentary” to its model. The historical reality by itself can be seen as mathematical if one considers it in Hegel’s manner as a specific interpretation of the totality being in a permanent self-movement due to being just the totality, i.e. by means of the “speculative dialectics” of history, however realized as a theory both mathematical and empirical and thus falsifiable as by logical contradictions within itself as emprical discrepancies to facts. Not less, a Husserlian kind of “historical phenomenology” is possible along with Hegel’s historical dialectics sharing the postulate of the totality (and thus, that of transcendentalism). One would be to suggest the transcendental counterpart: an “eternal”, i.e. atemporal and aspatial history to the usual, descriptive temporal history, and equating the real course of history as with its alternative, actually happened branches of the regions of the world as with only imaginable, counterfactual histories. That universal and transcendental history is properly mathematical by itself, even in a neo-Pythagorean model. It is only represented on the temporal screen of the standard historiography as a discrete series of unique events. An analogy to the readings of the apparatus in quantum mechanics can be useful. Even more, that analogy is considered rigorously and logically as implied by the mathematical transcendental history and sharing with it the same quantity of information as an invariant to all possible alternative or counterfactual histories. One can involve the hypothetical external viewpoint to history (as if outside of history or from “God’s viewpoint to it), to which all alternative or counterfactual histories can be granted as a class of equivalence sharing the same information (i.e. the number choices, but realized in different sequence or adding redundant ones in each branch) being similar and even mathematically isomorphic to Feynman trajectories in quantum mechanics. Particularly, a fundamental law of mathematical history, the law of least choice of the real historical pathway is deducible from the same approach. Its counterpart in physics is the well-known and confirmed law of least action as far as the quantity of action corresponds equivocally to the quantity of information or that of number elementary historical choices. Plato's Republic lurks in cybernetics, a word popularly attributed to US American mathematician Norbert Wiener (1894–1964). In his accounts of how he came up with it, however, Wiener never mentions Plato, though he does note it was formed from the ancient Greek word kubernētēs (navigator). Among the earliest popular books about the cybernetics craze are three published in France, and their authors show a special interest in the origin of cybernetics. In something like learned rebukes to Wiener, (...) all three books credit Plato with significant use of kubernē-based terms. This article presents evidence, one, that Wiener knows well he has chosen a word with a Platonic history and, two, that Wiener deems the technical and social climate of ancient Athens (and of the Republic) instructive only as an anti-model for the mid-20th-century United States and so does not feel compelled to associate cybernetics with Plato. Instead, Wiener focuses on the challenges cybernetics and automation pose for his own engineering-oriented, capitalist, multiracial, democratic republic. Wiener's decisions not to use Plato as an authorizing force and not to put ancient Athens on a pedestal merit recognition, since subsequent writers link ancient Athens with cybernation via a presumption that cybernation will enable and fully democratize the sort of leisure activities, including thinking and participation in public life, deemed by some to be emblematic of ancient Athens. Context: The enactive paradigm in the cognitive sciences is establishing itself as a strong and comprehensive alternative to the computationalist mainstream. However, its own particular historical roots have so far been largely ignored in the historical analyses of the cognitive sciences. Problem: In order to properly assess the enactive paradigm’s theoretical foundations in terms of their validity, novelty and potential future directions of development, it is essential for us to know more about the history of ideas that has led to (...) the current state of affairs. Method: The meaning of the disappearance of the field of cybernetics and the rise of second-order cybernetics is analyzed by taking a closer look at the work of representative figures for each of the phases: Rosenblueth, Wiener and Bigelow for the early wave of cybernetics, Ashby for its culmination, and von Foerster for the development of the second-order approach. Results: It is argued that the disintegration of cybernetics eventually resulted in two distinct scientific traditions, one going from symbolic AI to modern cognitive science on the one hand, and the other leading from second-order cybernetics to the current enactive paradigm. Implications: We can now understand that the extent to which the cognitive sciences have neglected their cybernetic parent is precisely the extent to which cybernetics had already carried the tendencies that would later find fuller expression in second-order cybernetics. The book introduces the theory of production revolutions which is a new valuable explanatory paradigm that analyzes causes and trends of dramatic shifts in historical process. The authors describe the course of technological transformations in history and demonstrate a possible application of the theory to explain the present and forthcoming technological changes. They analyze the technological shifts which took place in the second half of the twentieth and early twenty-first centuries and forecast the main shifts in the next half a century. The Soviet Union had a long and complex relationship with cybernetics, especially in the domain of planning. This article looks at Soviet postwar efforts to draw up plans for the rapidly developing, industrializing, and urbanizing Siberia, where cybernetic models were used to develop a vision of cybernetic socialism. Removed from Moscow bureaucracy and politics, the various planning institutes of the Siberian Academy of Sciences became a key frontier for exploring the potential of cybernetic thinking to offer a necessary corrective (...) to Soviet planning. Researchers there put forth a vision of a dynamic Soviet economy managed through partially automated subsystems, which, while decentralized, would grant the central planning apparatus flexibility, a capacity for emergence, and overall solvency in the face of increasingly complex factors that required consideration. Context: Second-order cybernetics and its implications have been understood within the cybernetics community for some time. These implications are important for understanding the structure of scientific endeavor, and for researchers in other fields to see the reflexive nature of scientific research. This article is about the role of context in the creation and exploration of our experience. Problem: The purpose of this article is to point out the fundamental nature of the circularity in cybernetics and in scientific (...) work in general. I give a point of view on the nature of objective knowledge by placing it in the context of reflexivity and eigenform. Method: The approach to the topic is based on logical analysis of the nature of circularity. Mathematics and cybernetics are both fundamentally concerned with the structure of distinctions, but there can be no definition of a distinction without circularity, since such a definition would itself be a distinction. The article proceeds by explicating the structure of reflexive domains D where the transformations of the domain are in one-to-one correspondence with the domain itself. Results: I show that every element of a reflexive domain has a fixed point. This means that eigenforms arise naturally in reflexive domains. Furthermore, a reflexive domain is itself an eigenform (at a higher level. This supports the context of a second-order science that would study domains of science as part of a larger cybernetic landscape. Implications: The value of the article is in its concise reformulation of the scientific endeavor as a search for eigenforms in reflexive domains. This new view of science is promising in that it includes the former worlds of apparent objectivity and it embraces those newer worlds of science where the theories and theorists become active participants in the ongoing process of creating knowledge. Constructivist content: I argue that the perspective of reflexive domains constitutes a new way to think about the practice of science, with observers deeply imbedded, and objectivity understood as the mutual search for eigenforms. This paper aims to make a proposal to govern the Peruvian State under the umbrella of management cybernetics, following the paths of the viable system model, proposed by Prof. Stafford Beer, enriched with other soft and hard systemic methodologies and technologies, to cover the soft and hard issues that are part of the complex Peruvian reality at different levels of recursion. For doing this, four defined perspectives were adopted to understand the complexity of Peru: the sectoral view, the regions (...) view, the river basins view and the macroregions view. Peru is seen as a system in focus, defining, for each of these four perspectives, the five systems that VSM has. The application of the VSM in each perspective serves to apply it in two modes: diagnosis and design, according to the respective perspective. Then an integrative analysis and reflection is done considering the four perspectives, to analyze the viability of the VSM approach in the governance of the Peruvian State to establish some conclusions and recommendations in relation to the proposal, appearing at the end of the paper. It is asked to what extent answers to such questions as ?Can machines think??, ?Could robots have feelings?? might be expected to yield insight into traditional mind?body questions. It has sometimes been assumed that answering the first set of questions would be the same as answering the second. Against this approach other philosophers have argued that answering the first set of questions would not help us to answer the second. It is argued that both of these assessments are mistaken. It (...) is then claimed, although not argued in detail, that the following three approaches to the first set of questions are mistaken: (1) machines (and robots) obviously cannot think, feel, create, etc., since they do only what they are programmed to do; (2) on the basis of ah analysis of the meaning of the words ?machine? ('robot?, ?think?, ?feel?, etc.) we can see that in principle it would be impossible for machines (or robots) to think, feel, create, etc.; (3) machines (and robots) obviously can (or could) think, feel, etc., since they do certain things which, if we were to do them, would require thought, feeling, etc. It is argued that, once it is seen why approach (2) is mistaken, it becomes desirable to decline ?in principle? approaches to the first set of questions and to favor ?piecemeal investigations? where attention is centered upon what is actually taking place in machine technology, the development of new programming techniques, etc. Some suggestions are made concerning the relevance of current computer simulation studies to traditional mind?body questions. A new set of questions is proposed as a substitute for the first set of questions. It is hoped that attempts to answer these may provide us with new and detailed portraits of the mind?body relationship. (shrink)

Cybernetic Bacteria is an ongoing transdisciplinary investigation that brings together art, philosophy, microbiology and digital technology to examine the relationship of the emerging science of bacterial communication to our own digital communications networks, looking in particular at ‘packet data’ and bacterial quorum sensing. The project seeks to compare philosophical notions of the sublime with a kind of bacterial sublime, demonstrating the greater complexity of the interactions taking place at a microscopic level, when compared to human communication technologies such as the (...) World Wide Web (with particular focus on scale-free networks). The first artwork in the series employed a clear plastic tube of liquid agar jelly planted into earth to allow the soil bacteria beneath to grow upwards and become visible. A total of 100 µL of Homoserine Lactone, a hormone used by bacteria for quorum sensing (a form of bacterial communication), was then added by the artist as part of a performance lecture, with her in effect saying: ‘I’m here’ to the bacteria below. The microbes that have been communicated to then pass the signal on to their neighbours and so on. In theory this enables the signal to travel around the planet. However, the main issue with this work is one of Hermeneutics; the bacteria, which receive the communication, will not identify the artist as human – simply as another (albeit very large) bacterium. The project has subsequently evolved into a multiple screen digital artwork showing network traffic taking place in real time (web traffic, RFID and Bluetooth), a film of bacterial communication in progress (using two strains of genetically modified bacteria) and an interactive conceptualisation of the data from both sources generated using artificial life. Previous experiences with the Viable Systems Model (VSM) and Team Syntegrity (TS) illustrate ways of enabling social networks to create a shared language, reach democratic agreements, and develop knowledge networks.

Design Cybernetics: Navigating the New Design cybernetics offers a way of looking at ourselves – curious, creative, and ethical humans – as self-organising systems that negotiate their own goals in open-ended explorations of the previously unknown. It is a theory of and for epistemic practices that is deeply committed to the autonomy of others and hence offers no prescriptive methodology. During the sixties, a most curious symbiosis took hold between Heinz von Foerster then the Director of a top-notch and lavishly funded US laboratory [Biological Computer Laboratory, 1958–1975] and the Chilean neuroscientist Humberto R. Maturana professor at the Universidad de Chile. The chance encounter between them triggered a long-lasting friendship and a fundamental change in our understanding of Systems Science. In particular the contributions of Biology of Cognition and Autopoiesis are important to understand this change and the years 1968–1973 are (...) particularly relevant. In this period, Maturana published, as a Technical Report of BCL, the foundational document The Neurophysiology of Cognition. Later, in 1973, the book De Maquinas y Seres Vivos put forward the notion of Autopoietic Systems. Also, between 1971 and 1973, the Allende government tried to cybernitize the Chilean economy with the SYNCO project. In that project, Maturana and von Foerster played a role by teaching Cybernetics to the engineers and administrators of this technological dream. During this same time, Cybernetics was important in Chile and Professors Maturana and von Foerster although not directly involved in the day-to-day running of SYNCO were important in that unique effort. When a military coup deposed Allende and sent Chile into a tailspin of right-wing retribution, von Foerster, a foreigner who loved Chile and its people, did his outmost to assure the safety of many people involved in this unique Latin American Cybernetics dream. In this paper the life phenomenon is analysed from cybernetic point of view. The Korzeniewski’s approach is discussed and complemented. The analysis is based on autonomous systems theory and information metabolism theory. Philosophical aspects of the problem are taken into consideration as well.

The analysis takes up the conjunction of semiotics and cybernetics as a problem in theory construction in the human sciences. From a philosophical perspective, this is also the ontological problem of communicology: the disciplinary study of human communication. My analysis suggests current conceptions of “semiotics” and “cybernetics” are misunderstood because “information” is assumed as synonymous with “communication” and that the axioms of “mathematics” are identical to those of “logics”. The evidence contained in the misunderstandings is a conflation of (...) reductionist ecology ideas about the “environment” differentiation of human beings [apperceptive organic life], animals [perceptive organic life], and machines [inorganic and constructed mechanisms]. The communicological view argues that a correct understanding of these issues requires a competence in logics and linguistics to determine the metatheory criteria for choosing evidence among humans, animals, and machines. The domain thematic is the phenomenological synergism of human embodiment as expression and perception. In this context, my criterion for evidence is the structure or form of a pure concept of reason that is given a priori in consciousness, the notion demonstrated by Immanuel Kant: A notion is a rule that you know before you experience it as a result.
