This paper explores the sense in which modern societies can be said to be rational. Social rationality cannot be understood on the model of an idealized image of scientific method. Neither science nor society conforms to this image. Nevertheless, critique is routinely silenced by neo-liberal and technocratic arguments that appeal to social simulacra of science. This paper develops a critical strategy for addressing the resistance of rationality to rational critique. Romantic rejection of reason has proven less effective than strategies (...) that conceptualize modern artefacts, systems, and organizations as rationally underdetermined. This approach first appears in Marx's analysis of capitalist economics. Although he lacks the concept of underdetermination, Marx gets around the silencing effect of social rationality with something very much like it in his discussion of the length of the working day. Frankfurt School Critical Theory later blended romantic elements with Marxian ones in a suggestive but ambiguous mixture. The concept of underdetermination reappears in contemporary science and technology studies, now clearly articulated and philosophically and sociologically elaborated. But somewhere along the way the critical thrust was diluted. Critical theory of technology attempts to recover that thrust. Here its approach is generalized to cover the three main forms of social rationality. (shrink)

The Critical Theory of the early Frankfurt School promised, in Adorno’s words, a ‘rational critique of reason’. Science and Technology Studies can play a role in the renewal of this approach. STS is based on a critique of the very same technocratic and scientistic assumptions against which Critical Theory argues. Its critique of positivism and determinism has political implications. But at its origins STS took what Wiebe Bijker called the ‘detour into the academy’ in order (...) to institutionalize itself as a social science. It adopted empirical methods, developed case histories, and limited its scope, avoiding politically controversial issues. Its latent political critique has become explicit in recent years as STS has responded to the rise of technical politics by broadening its concerns. Its wide scope converges with the equally encompassing Critical Theory. Together, STS and Critical Theory offer a new concept of politics. (shrink)

This paper attempts to forge a dialogue between Machiavelli and Andrew Feenburg's Critical Theory of Technology. It makes some interesting points along the way, but I've re-thought a lot of what I say in here, and am not sure if I would still endorse it all.

Jürgen Habermas is not often thought of as a philosopher of technology. After presenting his early critique of technocratic consciousness, I will contend that the main problem of Habermas’ conception of technology lies in the conflation of “technology” with “technical rationality”. Feenberg criticizes Habermas’ position for implicitly depoliticizing technology. By developing a distinction between “technology” and “technique”, I will argue that Habermas’ position does not exclude a critical theory of technology. The emergent (...) picture will combine Habermas’ emphasis that technology is more than a historical project with Feenberg’s optimism on the possibility of an emancipatory reorientation of technology. Gunter Anders' Philosophy of Technology is the first comprehensive exploration of the ground-breaking work of German thinker Gunter Anders. Anders' philosophy has become increasingly prescient in our digitised, technological age as his work predicts the prevalence of social media, ubiquitous surveillance and the turn to big data. Anders' ouevre also explored the technologies of nuclear power and the biotech concerns for the human and transhuman condition which have become so central to current theory. Babette Babich argues that Anders (...) offers important resources on streaming digital media through his writings on radio, television and film and is, unusually, both a comprehensive and profound thinker. Anders' relationship with key philosophers like Hannah Arendt and Walter Benjamin and his thinking on Goethe, Nietzsche and Rilke is also explored with a focus on the deep impact he made on his peers. It reflects specifically on the intersection of Anders' thought Heidegger and the Frankfurt school and how influential a figure he was on the landscape of 20th century philosophy. This paper proposes a framework for a critical philosophy of technology by discussing its practical, theoretical, empirical, normative and political dimensions. I put forward a general account of technology, which includes both similarities and dissimilarities to Andrew Feenberg's instrumentalization theory. This account characterizes a technology as a "(type of) artefactual, functional system with a certain degree of stability and reproducibility". A discussion of how such technologies may be realized discloses five different levels at which alternative (...) choices might be made. On this basis, I argue that a critical philosophy of technology should analyse and assess the choices that have, and have not, been made in actual practice, and contribute to social experiments that aim at more democratic and more desirable alternatives. In this paper, I argue for a normative reconstruction, from a decolonial perspective of critical theory in Brazil and Latin America, of a democratic ethos that despite its weaknesses and normative deficits is capable of fostering an increasingly deliberative, participatory, and egalitarian democracy by making extensive use of new digital technologies (comprising both AI systems and digital governance). Its argumentative core boils down to the promotion of intersectional egalitarianism (socio-economic, gender, racial-ethnic, environmental) through digital inclusion, which seems only (...) feasible to us from a perspective capable of accommodating the normative claims of a critical decolonial theory combined with a naturalistic view of sustainability, within a research program that I dubbed “mitigated social constructionism” in response to the phenomenological deficit of normative and naturalistic theories (including critical theory and neurophilosophy). If what matters is normativity, then to avoid the divide between naturalism and non-naturalist normativity one nonfoundationalist alternative is to resort to hermeneutical and procedural accounts of normativity as helpful clues to making sense of the naturalism-normativity problem, avoiding reductionist interpretations of both naturalism (Churchland) and normativism (Parfit). Unlike the first generation of critical theorists, contemporary critical theory has largely ignored technology. This is to the detriment of a critical theory of society – technology is now a central feature of our daily lives and integral to the contemporary form of capitalism. Rather than seek to rescue the first generation’s substantive theory of technology, which has been partly outmoded by historical developments, the approach adopted in this article is to (...) engage with today’s technology through the conceptual apparatus offered by the early Frankfurt School. This rationale is guided by the conviction that the core ideas of critical theory still offer a sound basis for assessing the nature of technology today. Through a reconstruction and engagement with some of the core concepts of first-generation critical theory, as well as the work of Bernard Stiegler and Andrew Feenberg, we can arrive at a more robust theory of technology, capable of critically interrogating the role of technology in contemporary society. Adorno e Herbert Marcuse, destacando as reflexões e análises desses autores e utilizando-as como subsídio no campo educativo. Recalling the phenomenological and Hegelian bases of the critique of misplaced concreteness, and supplementing these by the contribution of Gregory Bateson, it is possible to say that a contemporary critique of digital media cannot appeal to an irrevocable concreteness nor finally defeat abstraction. Since the digital media complex is characterized by temporal decay, transversality, and singularity, a new departure for a critical theory of digital media must centre on the cultural unconscious and the limit, or edge, of the (...) cultural complex. The present paper contributes to a growing body of philosophical, sociological, and historical analyses of recent nanoscale science and technology. Through a close examination of the origins of contemporary nanotech efforts, their ambitions, and strategic uses, it also aims to provide the basis for a critical theory of emerging technologies more generally, in particular in relation to their alleged convergence in terms of goals and outcomes. The emergence, allure, and implications of nanotechnology, it is argued, can only (...) be fully appreciated if one looks beyond its immediate technical and scientific payoffs to its infrastructural and ideological aspects. While nanotechnology aims to reshape the world 'atom by atom', its most tangible result so far has been the profound effect it has had on the organization of science-at-large, not least as the result of a thorough reshaping of the 'soft' funding infrastructure that places signifi cant constraints on the pursuit of long-term scientific research programmes. The paper concludes by noting a persistent, and perhaps deepening, gap between the utopian visions of some of nanotechnology's most vocal proponents and the realities of contemporary nanotechnological practice, which continue to be marked by global inequities. Feenberg’s new book, Technosystem: the social life of reason, makes an important intervention in the study of technological systems by showing that instrumental reason requires value judgement at the moment of its realization in this world. It fosters hope that technological development can be redirected towards the fulfilment of human needs through public interventions of nonexperts. However, Feenberg does not sufficiently engage with the political dilemmas that inevitably accompany these interventions as a result of the formal capitalist bias of the (...) technosystem. The books by Bridle and Bucher underline the importance of confronting these dilemmas as they encounter them in various domains and provide possible ways for dealing with them. (shrink)

What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing European crisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order (...) and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises. The book draws on and adds to the rich ’crises literature’ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. In this paper, I will focus on the extension theories of technology. I will identify four influential positions that have been put forward: (1) technology as an extension of the human organism, (2) technology as an extension of the lived body and the senses, (3) technology as an extension of our intentions and desires, and (4) technology as an extension of our faculties and capabilities. I will describe and critically assess these positions one by one (...) and highlight their advantages and their shortcomings and limitations. Along the way, I will explicate some of the differences and similarities between the various approaches. I conclude the paper with some suggestions for future research directions that will be beneficial for advancing theory building and that will drive forward the philosophical refinement of extension theory. McCarthy begins this first systematic review of the development of Habermas's thought with general accounts of the relation of theory and practice and of the reduction of praxis to techne in positivist conceptions of reason. We learn how the communication structures presupposed by the community of natural scientists cannot be grasped within the framework of empirical-analytic science and the technological cognitive interests on which it is based. He then goes on to explain clearly the practical interest supposedly underlying the (...) historical-hermeneutic sciences and the emancipatory interests said to be the basis of critical theory. McCarthy shows how the perceived weaknesses in the initial attempt to elucidate this view by incorporating some of Freud's insights into a revised historical materialism set the program for most of Habermas's subsequent work. He examines in some detail the central points at issue between hermeneutics and critical theory and shows how the existence of systematically distorted communication structures and the tendency of the hermeneutical sciences to reduce inquiry to the interpretation of transmitted meanings force Habermas to a critique of ideology. Having shown the importance of psychoanalysis to this critique and to social theory as conceived by the Frankfurt School, McCarthy proceeds to outline Habermas's project for the general theory of communicative competence presupposed by a consistent theoretical development of psychoanalysis. Since critical theory regards the reflexive application of science to social structures as a process of enlightenment, Habermas must also take seriously the challenge laid down by functional analysis, which understands life processes of the human species not a quest for liberation, but as a drive for the self-maintenance of social systems. In concretizing the critique of systems theory, McCarthy shows how Habermas is driven to project a theory of social evolution, a reconstructed historical materialism which goes beyond explaining historical development through changes in the forces of production to include the learning processes that take place in the dimension of moral insight, practical knowledge, communicative action and the consensual regulation of conflicts. This brings us to Habermas's most recent work on communication theory, and one of the considerable merits of McCarthy's book is that it brings together the widely scattered publications which bear on this matter. He shows how Habermas's universal pragmatics, his theory of communicative competence, is an attempt to rework the normative-theoretical foundations of critical theory. Since speech is seen as the distinctive medium of human life, a theory of communication becomes the foundation for the human sciences by disclosing the universal infrastructure of socio-cultural life. Since Habermas is particularly concerned with a theory of social action, his work in universal pragmatics focuses on speech acts and the interpersonal relations which underlie them. McCarthy argues that the theory of communicative competence can be seen as an attempt to make good the claim Habermas made some thirteen years ago in his inaugural lecture at Frankfurt: that the human interest in autonomy and responsibility can be apprehended a priori since it lies at the root of language. Habermas attempts to reconstruct the normative basis of speech as a system of universal and necessary validity claims, and McCarthy provides a clear account of the "logics" of truth and morality, as well as Habermas's argument for their inseparability. McCarthy concludes by examining the crisis tendencies Habermas perceives in advanced capitalism and the correlative question of legitimizing the private appropriation of public wealth. No such legitimization can withstand discursive examination or rational consensus since it must suppress generalizable interests by treating them as particular. This article focuses on the power of technological mediation from the point of view of autonomist Marxism. The first part of the article discusses the theories developed on technological mediation in postphenomenology and critical theory of technology with regard to their respective power perspectives and ways of coping with relations of power embedded in technical artifacts and systems. Rather than focusing on the clashes between the hermeneutic postphenomenological approach and the dialectics of critical theory, it (...) is argued that in both the category of resistance amidst power-relations is at least similar in one regard: resistance to the power of technology is conceptualized as a reactive force. The second part of the article reads technological mediation through the lens of the antagonistic power-perspective on class struggle developed in autonomist Marxism. The outline of a provisional autonomist philosophy of technology is developed using Foucauldian dispositifs of biopower in contrast to the hermeneutic and dialectical approach. It is thus argued that resistance should here be understood in terms of practice that subverts the technically mediated circuit of production itself. (shrink)

This essay aims to continue to develop the thesis that the welter of political-economic, social, technological, and subjective transformations that characterized the final decades of the 20th century and the first decades of the 21st necessitate a re-thinking of the relationship between social criticism and the critique of political economy. Herein the focus is directed towards the critique of reification and industrial rationalization as developed in the works of Georg Lukács and Cornelius Castoriadis. Drawing on recent phenomenological and psychological analyses (...) of work within contemporary capitalism, I argue for both the historical obsolescence of the critique of reification as it has been traditionally understood and, consequently, the need for novel conceptual responses to the pressing needs of our time. Looking at the current status of the BBE, we observe a dominant focus on technological innovation as the principal solution to climatic instability. We take a critical stance towards this “ecomodernist” worldview, addressing its fundamental assumptions, and ofer an underarticulated explanation as to why a successful transition toward a sustainable BBE—i.e. one that fully operates (...) within the Earth’s carrying capacity—has not yet been reached. Bernard Stiegler has developed a philosophical perspective on the concept of economy, broadening it to include the human condition through the notion of desire. This theory can help to obtain a more profound understanding of why ecomodernist strategies are dominant today. Stiegler’s theory of the libidinal economy ofers an analysis of controlled and exploited human desire as a primary driver behind modern techno-economic structures. Our hypothesis is that a critique of contemporary technofxism as a critique of libidinal economy is a necessary step to take in the discussion around the BBE as a concept, if the BBE is ever to bring about a system that can truly operate within the Earth’s carrying capacity. Bernard Stiegler has developed a philosophical perspective on the concept of economy, broadening it to include the human condition through the notion of desire. This theory can help to obtain a more profound understanding of why ecomodernist strategies are dominant today. Stiegler’s theory of the libidinal economy offers an analysis of controlled and exploited human desire as a primary driver behind modern techno-economic structures. Our hypothesis is that a critique of contemporary technofixism _as_ a critique of libidinal economy is a necessary step to take in the discussion around the BBE as a concept, if the BBE is ever to bring about a system that can truly operate within the Earth’s carrying capacity. The essay reconstructs the main aspects of Gernot Böhme’s philosophy of technolo-gy. In polemical reference to Max Horkheimer’s and Jürgen Habermas’ critical theory, Böhme asks about the rationality criteria of technology. He does not view his philosophy of technology as part of the philosophy of science but places it on the boundary between philosophical anthropology and social philosophy. Böhme reflects on the ethically negative, neutral and positive effects of the technification process both on the identity of (...) contemporary humans and the changes taking place in social integration patterns. He also discusses the cultural sources of resistance to “invasive technification” not only in Western culture but also that of the Far East. The author closes his reflections with a set of questions about what he considers to be open issues in the Boehme’s philosophy of technology. (shrink)
