This book asks how a more liberating economics could be constructed and taught. It suggests that if economists today are serious about emancipation and empowerment, they will have to radically change their conception about what it means for a citizen to act rationally in a complex society. Arnsperger emphasises that current economics neglects an important fact: Many of us ask not only 'what's in it for us', within a given socio-economic context; we also care about the context itself. The author (...) argues that if citizens keen on exercising their critical reason actually demanded economic theories that allowed them to do so, economics would have to become a constantly emerging, open-ended knowledge process. He claims that in a truly free economy, there would be no all-out war between 'orthodox' and 'heterodox' approaches, but an intricate and unpredictable 'post-orthodox' pluralism that would emerge from the citizens' own complex interactions. Browning and Kilmister review the nature and possibility of critical political economy in the light of recent post-modern and cultural theory. They provide an historical understanding of critical political economy, focusing on the development of the critical perspectives on capitalism of Hegel and Marx. They then review post-Marxist, post-structuralist, ecological and feminist standpoints that challenge notions of critical political economy sustained in the Hegelian-Marxist tradition. Online technologies enable vast amounts of data to outlive their producers online, thereby giving rise to a new, digital form of afterlife presence. Although researchers have begun investigating the nature of such presence, academic literature has until now failed to acknowledge the role of commercial interests in shaping it. The goal of this paper is to analyse what those interests are and what ethical consequences they may have. This goal is pursued in three steps. First, we introduce the concept of (...) the Digital Afterlife Industry, and define it as an object of study. Second, we identify the politico-economic interests of the DAI. For this purpose, we develop an analytical approach based on an informational interpretation of Marxian economics. Third, we explain the practical manifestations of the interests using four real life cases. The findings expose the incentives of the DAI to alter what is referred to as the “informational bodies” of the dead, which in turn is to be seen as a violation of the principle of human dignity. To prevent such consequences, we argue that the ethical conventions that guide trade with remains of organic bodies may serve as a good model for future regulation of DAI. (shrink)

Situating Manuel Castells's three-volume work, The Information Age, within a broad tradition of classical social theory that has sought to come to terms with the emergence of new forms of social, economic and cultural life, critical consideration is given to a series of concerns, including questions of analytic perspective and in particular the relevance of the work of Marx; the concept of the network society; the movement from production to consumption as the primary medium through which individuals are engaged (...) within contemporary society; and issues of identity and community. In contrast to Castells's identification of an ethical foundation or spirit of informationalism, it is argued that an aesthetics of consumption is central to modern society in its informational capitalist phase and that as society has become more exposed to the consequences of informationalism and the associated globalization of capital, the prospect of living in an ethically responsible manner has diminished significantly. A friend, correspondent and intellectual successor to David Ricardo, John Ramsay McCulloch forged his reputation in the emerging field of political economy by publishing deeply researched articles in Scottish periodicals and the Encyclopaedia Britannica. From 1828 he spent nearly a decade as professor of political economy at the newly founded University of London, thereafter becoming comptroller of the Stationery Office. Perhaps the first professional economist, McCulloch had become internationally renowned by the middle of the century, recognised (...) for sharing his ideas through lucid lecturing and writing. The present reference work, first published in 1845, reflects McCulloch's extraordinarily wide reading across subjects relating to his field of expertise. Featuring sections on foundling hospitals and slavery, as well as money and prices, the bibliography is annotated throughout with McCulloch's frank assessments. This study examines the theory of media systems and the models offered by Hallin and Mancini (2004) by focusing on critical junctures in which changes occur. Based on critical political economy and historical institutionalism, we analyzed the Israeli media system transition in the 1980s and early 1990s, seeking to understand the nature of this change and its theoretical implications. Our findings show a combination of government, market, and public forces in a unique situation where political, (...) economic, and social circumstances change. Accordingly, we conclude that a distinction between politics and economy, as the media system theory and, specifically, the liberal model suggests, is invalid under neoliberalism. We argue that research attention should be paid to critical junctions, and that a closer analysis of government and market interrelations can enrich theories of media systems. (shrink)

Vilfredo Pareto's Manual of Political Economy is a 'classic' study in the history of economic thought. It is not only one of the leading works in the Lausanne tradition of economics, which centres on the theory of general equilibrium, it is one of the most important books in the history of neoclassical economics. This 'critical edition' of Pareto's Manual of Political Economy is a very significant work for two main reasons. First, it is the only (...) variorum translation of the 1906 Italian language Manuale di Economia Politica and the 1909 French language Manuel d'Économie Politique. Second, it includes extensive contributions by the editors, all of whom are authorities on the work of Pareto. Safronov’s Nietzsche’s Political Economy is a pioneering appraisal of Nietzsche’s critique of industrial culture and its unfolding crisis. The author contends that Nietzsche remains unique in conceptualizing the upheavals of modern political economy in terms of the crisis of its governing values. Nietzsche scrutinises the norms which, not only preside over the unfathomable build-up in debt, the proliferation of meaningless, impersonal slavery and the rise of increasingly repressive social control systems, but inevitably set these precarious tendencies (...) of modern political economy on a collision course liable to culminate in an unprecedented human and environmental catastrophe. Economics has become a monolithic science, variously described as formalistic and autistic with neoclassical orthodoxy reigning supreme. So argue Dimitris Milonakis and Ben Fine in this new major work of critical recollection. The authors show how economics was once rich, diverse, multidimensional and pluralistic, and unravel the processes that lead to orthodoxy’s current predicament. The book details how political economy became economics through the desocialisation and the dehistoricisation of the dismal science, accompanied by the separation of economics (...) from the other social sciences, especially economic history and sociology. It is argued that recent attempts from within economics to address the social and the historical have failed to acknowledge long standing debates amongst economists, historians and other social scientists. This has resulted in an impoverished historical and social content within mainstream economics. The book ranges over the shifting role of the historical and the social in economic theory, the shifting boundaries between the economic and the non-economic, all within a methodological context. Schools of thought and individuals, that have been neglected or marginalised, are treated in full, including classical political economy and Marx, the German and British historical schools, American institutionalism, Weber and Schumpeter and their programme of Socialökonomik, and the Austrian school. At the same time, developments within the mainstream tradition from marginalism through Marshall and Keynes to general equilibrium theory are also scrutinised, and the clashes between the various camps from the famous Methodenstreit to the fierce debates of the 1930s and beyond brought to the fore. The prime rationale underpinning this account drawn from the past is to put the case for political economy back on the agenda. This is done by treating economics as a social science once again, rather than as a positive science, as has been the inclination since the time of Jevons and Walras. It involves transcending the boundaries of the social sciences, but in a particular way that is in exactly the opposite direction now being taken by "economics imperialism". Drawing on the rich traditions of the past, the reintroduction and full incorporation of the social and the historical into the main corpus of political economy will be possible in the future. VVe argue in this essay that the real violence in schools is a result of the structural violence of oppresive social conditions that force students, especially low-income African American and Latino males, tofeel vulnerable, angry, and resistant to the normative expectations of “police-like” school environments. Instead of making attempts to transform these oppressive conditions and explore alternatives outsideof these frameworks, schools utilize the ideological state apparatuses (ISA’s) to justify the construction of certain students (e.g., African American and Latino males) as (...) “violent/deviant/disabled” therebymaking it an individual rather than a social problem. On the other hand, we contend, a political economic analysis of educational contexts makes critical linkages between race, class, and disabilityand in doing so offers an alternative way of re-theorizing identity. Additionally this argument will aIso demonstrate how a political economic analysis exposes and re-orients one towards a collective (global) struggle for social transfornlation in critical multicultural contexts. This article addressed historical aspects of the political economy involving sustained forest ecology in Sierra Leone as a whole, with emphasis on the Freetown Peninsula and its surrounding communities. Attention is paid to cultural, social and economic aspects involving forest livelihoods of residents on the Freetown Peninsula and far afield. The term 'Political Economy' is used in this situation to denote the relationship between the economics of people's livelihoods and public policy (in relation to the management (...) of legislative procedures) in ensuring that resources in the forest environment is sustainably managed to cater for the livelihood needs of people in Sierra Leone, while at the same time maintaining a balance in protecting the forest ecosystems. The paper has provided a critical review of the political economy of forest ecology in the country on the basis of scholarly discourses, and its applicability in adapting to the fragile political administrative management Sierra Leone have (and is continuing to) experienced. This book provides a critical reading of Foucault's writings on the archaeology of political economy, analyzing some of Foucault's contributions to the methodology of economics, historiography of economic thought and studies on Adam Smith's context and writings. It reconstructs Foucault's archaeology, relating it to current debates in economics.

This paper takes what has been termed the “epidemic of obesity” as the point of departure to examine the way in which political economic factors intersect with diet and nutrition to determine adverse health outcomes. The paper proposes several concepts to better understand the dynamics of the “foodscape” – institutional sites for the merchandising and consumption of food. These include the concepts of “spatial colonization” and “pseudo foods.” With a focus on critical dimensions of the contemporary “foodscape,” principally (...) supermarket merchandising practices, as well as trends in other food vending operations, the paper explores incentives that motivate capital to “spatially colonize” the foodscape with aggressively promoted high fat/high sugar “pseudo foods.” The paper reports on extensive research on trade industry publications as well as data collected through onsite investigations of supermarket practices of the three largest Canadian retail supermarket operations. In addition, current merchandising practices of convenience chain store operations and some non-traditional food vending sites are examined. In concluding, it is argued that the rapidly evolving interdisciplinary debate around the obesity crisis would benefit considerably from the insights to be gained from political economic analysis of retail food industry practices and trends. The present essay contends that progressive readings of Smith ignore the influence of theological concepts and religious ideas on his work, notably three distinct strands: first, seventeenth- and eighteenth-century natural theology; second, Jansenist Augustinianism; third, Stoic arguments of theodicy. Taken together, these theological elements help explain why Smith’s moral philosophy and political economy intensifies the secular early modern and Enlightenment idea that the Fall brought about ‘radical evil’ and a ‘fatherless world’ in need of permanent divine intervention. As (...) such, Smith views the market as divine regulation of human sinfulness and an instrument to serve God’s providential plan. Indeed, the ‘invisible hand of the market’ represents a nominalist realm where human cooperation intersects with divine providence, blending private self-interest with the public commonweal. I will also argue that Smith’s conception of a morally neutral market is ultimately incompatible with creedal Christianity, in particular orthodox catholic Christian ideas of the common good in which all can share and the practice of charity for those most in need who have been abandoned by state bureaucracy and the marketplace. The main reason is that Smith, not unlike Calvin, tends to divorce human contract from divine gift by dividing the theo-logic of gratuitous reciprocal giving from the economic logic of contract – a dualism that bears an uncanny resemblance with Suárez’s Baroque scholasticism of which Smith’s friend David Hume was rightly critical. In particular, the Reformation and Counter-Reformation theology of Calvin, Luther and Suárez sunders ‘pure nature’ from the supernatural and develops a ‘two ends’ account of human nature, according to which human beings have a natural end separate from their supernatural finality. So instead of participating in the divine oikonomia of asymmetrical gift-exchange, human society and the economy operate autonomously and are ordered towards a purely natural end. Smith conceptualises the market mechanism as both a fundamental precondition for interpersonal relationality and at the same time separate from the sociality it engenders. Smith’s anthropology hovers half-way between Machiavelli and Mandeville’s homo œconomicus in search for maximal profit, on the one hand, and the diametrically opposed conception of man as a gift-exchanging animal striving for mutual social recognition, on the other hand. By viewing market exchange as separate from the private virtues of benevolence, justice and prudence, he introduces a split between the exercise of moral virtues and the operation of commercial society. Such a divide is wholly foreign to the project of an overarching civil compact in the writings of Smith’s contemporary Antonio Genovesi and other members of the Italian schools of civic humanism and civil economy. In consequence, Smith’s œuvre marks a decisive shift from civil to political economy. (shrink)

These two volumes constitute a solid foundation upon which a new generation can build a political economy for the future. Identified as a multifaceted, transdisciplinary and most dynamic field of research, inquiries into the political economy of meat imbricate key issues of social and economic development, across the human–animal divide. Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in (...) the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power. The digitisation of academic journals has created the technical possibility that research can be made available to any interested party free of charge. This possibility has been undermined by the proprietary control that commercial publishers exercise over the majority of this material. The control of commercial publishers over publicly-funded research has been criticised by charitable bodies, politicians and academics themselves. While the existing critical literature on academic publishers has considerable value, it fails to link questions of control within the (...) journal-industry to the wider restructuring of economic and social relations that has taken place over the last three decades. This article seeks to complement this literature by highlighting how broader profitability pressures and the subsequent attempts by state-managers to expand the social space for capitalist accumulation have structured the development of the journal-industry. The hypothesis of this article is that industrial capitalism, as conceptualized by a series of authors from Smith and Marx to Weber and Sombart, and then to Galbraith and Chandler, is outdated. We are entering a new era of information or ‘post-industrial capitalism’. The term used in the article is post-industrial capitalism. This is mainly because the notion of information capitalism does not define explicitly what is really new regarding the history of capitalism. Information capitalism can be either post-Fordist, or (...) post-industrial, or even a transition period towards a post-capitalist society. The argument of the article is developed in two parts. The first offers a systematic comparison between the basic features of industrial and post-industrial capitalism. The second explores three main contradictions of post-industrial capitalism. The general idea behind this exploration is that the future of post-industrial capitalism remains open. It depends on how the contradictions of this new form of capitalism will be resolved. This, in turn, implies a critical position towards approaches that either extrapolate the economic patterns of the last two decades into the 21st century, or, by adopting sophisticated versions of technological determinism, propose a monistic scenario for the future. L’école néolibérale, s’appuyant sur la théorie des gains absolus, a pris position pour la prééminence de la coopération entre les Etats, alors que les théoriciens néoréalistes, se fondant sur le concept de gain relatif, ont prédit une tendance au conflit. Une analyse critique de ces théories à partir des concepts fondamentaux de l’école autrichienne permet de montrer que les théories néolibérales et (...) néoréalistes sont trop optimistes quant à la qualité de leur prédiction. Cet article conteste en particulier le fort degré de généralité que les théories des deux écoles prétendent atteindre. Il faut donc soit redéfinir la notion de généralité, soit admettre une large indétermination dans la tendance des relations interétatiques, soit prendre un autre chemin théorique pour résoudre la problématique.Conflict in the inter-state relations gave rise to an important discussion in International Political Economy. The so-called neo-liberal school, leaning on the theory of absolute earnings, supported the thesis of cooperation between the States, while neo-realists’ theory is based on the concept of relative earnings and push forward the trend of conflict. A critical examination of these theories using the fundamental concepts of the Austrian School is able to show that the neo- liberal and the neo-realist theories are too much optimistic with regard to their predictive nature. The latter do not achieve the generality they pretend to have. The trend of the interstates relations should be admitedly indeterminate unless an alternative theoretical way is taken to solve the issue. (shrink)

By the start of the Victorian period the school of British economists acknowledging Adam Smith as its master was in the ascendancy. 'Political Economy', a catch-all title which ignored the diversity of viewpoints to be found amongst the discipline's leading proponents, became associated in the popular mind with moral and political forces held to be uniquely conducive to the progress of an increasingly industrialised and competitive society. 'Political Economy' served in turn as the focus for (...) critics of equally diverse moral and political persuasions, who sought to challenge the materialism of contemporary society and offer their own assessments of the profound social changes of the time. In the introductory essay to the collection of readings from such 'critics of capitalism', the editors review the principles of the early economists, the way in which these principles were appropriated and applied by their Victorian successors and the contrasting modes which critics of popular economic ideas assumed. Subsequent extracts from the writings of the Owenite Socialist John Bray, Carlyle, Marx and Engels, J. S. Mill, Ruskin, Arnold, T. H. Green, William Morris and G. B. Shaw, demonstrate both the breadth of the possible grounds for ideological opposition to the prevailing philosophy and the shifting nature of the debate as 'Political Economy' itself was revealed as incapable of explaining or responding to the changing conditions of the 1870s. Headnotes to the extracts describe the genesis of individual debate and discuss distinctive stylistic features. Annotation in the form of footnotes and endnotes has been designed to gloss obscure allusions and arguments. In making more accessible the socio-economic writings of those authors now better known for their imaginative work, this volume will enable readers to reach a more profound appreciation of the central role such work played in developing the moral vision embodied in their more lastingly popular books and essays. In recent years, after decades of largely avoiding engagements with political economy, discussions of the new forms of capitalism, neoliberalism, and the information society have become central again to critical theory. Henry Sidgwick,, philosopher, classicist, lecturer and fellow of Trinity College, Cambridge, and supporter of women's university education, is well known for his Method of Ethics, a significant and influential book on moral theory. First published in 1883, this work considers the role the state plays in economic life, and whether economics should be considered an Art or a Science. Sidgwick applies his utilitarian views to economics, defending John Stuart Mill's 1848 treatise of the same name. The book calls for a (...) return to traditional political economy by eliminating 'needless polemics'. Sidgwick also outlines the need to bridge the gap between his analytical or deductive method and the inductive method employed by Mill's critics, the new generation of economic philosophers including John Elliot Cairnes and William Stanley Jevons. Mark Pennington’s Robust Political Economy is a systematic exposition of a framework for analyzing institutional performance. The Robust Political Economy framework evaluates institutions according to their ability to solve knowledge and incentive problems. On grounds of robustness, Pennington combines insights from Austrian market-process theory and public-choice theory to defend classical liberalism from several compelling critiques. These include theories of market failure in economics; communitarian, deliberative-democratic, and liberal-egalitarian theories of justice; and concerns with social capital, domestic and (...) international poverty, and ecology. Climate Smart Agriculture has gained prominence in global agriculture and climate agendas for its perceived “triple win” contributions to food productivity, adaptation, and mitigation to climate change. This paper highlights three important challenges for CSA activities in Africa which provide insights into contested debates surrounding CSA’s ability to respond holistically to the complex realities facing resource-constrained farmers in the global South. These are prevailing neoliberal market policies that emphasize private-sector driven agricultural development in the face of rising input costs and (...) falling commodity prices; an expansion in diversified livelihood strategies amongst smallholder households as a response to the highly unpredictable biophysical environment and economic climate under which they live; and a growing competition for land and other productive resources. A deeper dive into political economy processes surrounding these three issues aims to bring critical attention to factors relevant to African agricultural development that highly impact farm-level practices and carry important implications for rural livelihood outcomes. In Monetary Sovereignty: The Political Economy of Central Banking in Western Europe, John Goodman argues that the experience of central banking in Germany, France, and Italy illustrates the importance of the degree of central bank independence from the political authorities, and that inflation was lower in Germany in large part because of the Bundesbank's greater independence. These conclusions are very similar to those reached in the economics literature. But the Bundesbank's record is not as impressive as Goodman (...) suggests, and the failure of central banks to eliminate inflation has been extremely costly to western economies. (shrink)

This article examines the emergence of a ‘financial subject’ in the transformation of the UK economy since 1979, using a critical realist approach to subjectivity that investigates underlying causal mechanisms and structures as they affect daily life. Financial restructuring, including widespread borrowing and increasing personal investment, has forged links between finance markets and personal finance, as workers’ wages are financialized. This engenders entrepreneurial subjectivity, with individuals interpellated to be self-reliant in managing possible risks. It argues that the process (...) of subjectivation, where individuals recognize themselves and their goals relative to financial markets, exemplifies the development of financialization itself, since it gives an insight into the successful reproduction of social relations of finance. It illustrates the instability related to wages and inequality, as some subjects have to contend with unpredictable employment prospects as potential future risks that complicate the practices of personal investment and borrowing, creating new hierarchies bound up with the financialization of the economy.
