Assuming that the political information provided to the voters directly determines the communication efficiency of the political system in a democratic framework, this paper therefore proposes and tests some hypotheses explaining the politician's behaviour in that respect. Those hypotheses are tested on statements made by major Belgian parties' leaders at the eve of the 1978 and 1981 national elections. Having first related the degree of reserve on the politician's statement with his party's share in the constituency, a positive relationship is (...) found. The second hypothesis states that the degree of reserve in the politician's statement is explained by his reaction either offensive or defensive triggered by the variation in his party's share given the outcome of the precedent election. It is observed that a defensive attitude is adopted by parties having known a reduction of their market share. The third question dealt with examines the infiuence of the size of the party on the abovementioned relationship between the variation of the market share and the degree of reservedness. The results show that apparently the elimination of the size effect does not affect the findings concerning the second hypothesis. (shrink)

This paper critically examines Japan's recent drive to learn from the West. The paper first presents the historical setting and then goes on to develop future scenarios for Japan. The focus of the paper is learning and change following the collapse of the Japanese economic bubble, and the relevance of the US and Western models of corporate governance. The question it raises is what to change, and from which quadrant(s) of society this drive can be initiated and sustained. The paper (...) proposes various paths to learning and change. It recommends that the most challenging and rewarding path is the eclectic-innovative path, which requires active and non-cosmetic management of change. The paper concludes that the West is but one source of learning for Japan. Japan needs to learn from its mother civilisation, from within which fresh challenges will arise again. (shrink)

Depuis l'appropriation des outils numériques par une fraction notable de la population des pays développés, plusieurs métaphores ont surgi, désignant des usages individuels de ces nouveaux moyens d'information. Simultanément, certains usages collectifs non-marchands sont apparus. Dans ce qu'on appelle trop simplement la «société civile» ou le « tiers-secteur », des groupes divers expérimentent désormais des modes de relations dans lesquelles « le lien est plus fort que le bien ». Les outils numériques, encore limités, dont on dispose aujourd'hui y sont (...) largement mis à contribution. On voudrait ici proposer une esquisse d'analyse de ces phénomènes récents à la lumière de certains courants sociologiques, notamment celui de «l'associationnisme», puis suggérer aux acteurs de la conception informatique des principes de développement d'outils qui seraient mieux adaptés à ces pratiques collectives.A notable fraction of the population in developed countries is now using networked numerical devices. A variety of metaphors have been used in an attempt to better understand, describe and explain this phenomenon but many empirical studies have been carried out as well. In this paper we focus specifically on collective, non market uses of ICT by "civil society" or what is sometimes also called the "third sector" of the economy. We will show that despite the need for new and better tools, the uptake of ICT in this sector has been rapid and is strongly anchored in efforts to reinforce human ties and relationships. "Associationism" is the name we have chosen for the overall goal of learning and doing things together via the Internet. This concept designates a current of sociological thought dating back to the middle of the 19th century in France and will be discussed in connection with other approaches in the area. (shrink)

Contemporary advances in the fields of globalization and technologies raise the question of the relationship between international business and the global common good. Half of the hundred biggest economies in the world are now corporations. Nation-states were tradi- tionally viewed as the guarantors of the common good; however, the current historical stage is marked by the waning of the role of government, and reveals an emerging situation characterized by a co-responsibility of multiple agents in this respect. Three major evolu- tions (...) are likely to induce multinational corporations (MNCs) to take the global common good into account: the imperative of the preservation of our biosphere, the rise of an anti-globalization sentiment with all its potential consequences, and the necessity to design a global social contract. We present the case up to the decision of Yahoo! Inc. to remove the items from yahoo.com following a French court's verdict against the firm. Using a business ethics approach, we distinguish legal, technical, philosophical and managerial issues involved in the case and their management by Yahoo! We conclude on (...) the difficulty of governing relations with society from corporate and legal affairs departments at the headquarters level, and on the clash of two visions over the regulation of social freedom. The proposed framework allows us to specify two types of strategies, differing by whether priority is given to the consequences or to the processes. In particular, communication strategies raise questions about good faith in business argumentation, in the sense that business discourse may or may not be consistent with actual assumptions and/or actual behaviors. Les trois sections du discours reprennent les trois parties de l'Introduction à l'étude de la médecine expérimentale (1865). Bergson s'emploie à dégager la " conception de la vérité ", et par conséquent la " philosophie " de Claude Bernard : il voit dans l'œuvre physiologique et (...) médicale du savant confirmation de la théorie de la vie élaborée dans L'évolution Créatrice (1907). Dans quasi toute son histoire, la philosophie a volontiers cultivé son affinité native avec les arts plastiques mais elle s'est en revanche employée à négliger voire mépriser la musique. Un tel bâillon parle et trahit la fascination apeurée que l'art musical, comme un chant de sirènes, produit chez le philosophe. C'est que, loin d'être, comme tour art du reste mais plus radicalement, un divertissement agréable, la musique déploie un autre sens du sens et de la vérité que ceux définis philosophiquement (...) : si elle n'a pas de sens, c'est parce qu'elle est sens. Dans cet essai, l'auteur propose de se mettre à l'écoute de ce sens, autant que le travail du langage et du concept le permet. Porter le langage à sa limite revient ici à dessaisir le sujet de sa position cartésienne de souveraineté pour reconnaître en son tréfonds, sa constitution de vivant respirant d'un souffle qu'il ne peut que recevoir. La respiration porte le rythme qui anime la musique. Par l'analyse de la différenciation rythmique, on pourra comprendre comment le silence, cet indifférencié absolu, est lieu de provenance de toute musique. Les références faites en chemin aux compositeurs, essentiellement Jean-Sébastien Bach, Robert Schumann, Olivier Greif et Henri Dutilleux conduisent par-delà la diversité des siècles et des styles, à ce même creuset d'absolu dont éclôt toute musique. In an (indirectly or involuntarily) iconoclastic subject, Claude Fintz proposes to put in perspective the conceptual universe of the humanities by confronting it with the thought of a master of contemporary Indian advaita, Nisargadatta Maharaj—as reflected by his disciple Ramesh S. Balsekar. In this “between” of the scientific and spiritual quest, the great notions of the philosophy of the subject will resonate. The author hypothesizes that this paradoxical encounter is likely to bring out the mystery of a first-person search (...) where, in the context of a certain philosophy of consciousness (resonating with the quest of Henri Michaux), the looking subject turns out to be the mirror of the looked object. This apocalypse projects vitriol on the conceptual bubbles that are the so-called subject (and his free will), knowledge and imagination—all constituents of the human “sciences”, bordered in fact by nothingness, according to a “vacant” anthropology. Dans une période particulièrement troublée de la vie intellectuelle de l’Église catholique, Henri Bouillard fut à proprement parler un passeur, ouvrant des voies nouvelles dont nous sommes toujours les héritiers. Dans ce parcours très complexe qui a duré près de quarante ans, on peut repérer trois passages dont nous n’avons pas fini de mesurer la portée. Il y a d’abord la volonté de dépasser un anti-modernisme catholique hanté par l’objectivité de la vérité révélée et soucieux de dénoncer le subjectivisme des (...) théologiens s’efforçant de prendre au sérieux l’expérience du sujet croyant. C’est ici le rapport entre vérité et histoire qui est touché. Il y a ensuite un deuxième passage dont la théologie catholique du XXe siècle lui est redevable, c’est le remplacement de l’Apologétique comme science objective par une vraie théologie fondamentale. Il y a enfin un dernier passage, souvent moins relevé mais d’une grande actualité pour notre théologie contemporaine : celui d’une théologie naturelle - ou mieux d’une théologie philosophique - à une théologie des religions. During a particularly troubled period in the intellectual life of the Catholic Church, Henri Bouillard was a true passeur , opening up new paths of which we are still inheritors. In this very complex itinerary covering more than forty years, we can make out three passages, the consequences of which we are far from having fully taken into account. There is, first of all, the will to go beyond Catholic anti-modernism, haunted by the objectivity of revealed truth and obsessively denouncing those theologians who endeavoured to take seriously the experience of the believing subject. The relationship between truth and history is at stake here. There is then a second passage which twentieth-century Catholic theology owes to Bouillard: replacing apolegetics as objective science with a genuine fundamental theology. And there is a third passage, often less noticed but of paramount import for contemporary theology: the transition from a natural theology – or, more precisely, from a philosophic theology – to a theology of religions. Is Architecture Today Still an Art?Theoretical Considerations and Ethical Consequences Architecture has been proposing, for many decades now, more and more spectacular buildings. This could lead to believe that architecture has reached the top of its art. But this question requires first to define art in general, and also the authentic art of architecture. For this purpose, we will use a Bergsonian methodology in order to unveil in an unprecedented way the two different natures of art. The first nature, "ephemeral (...) art", will be analyzed as an artistic performance, which is powered by the creative gesture. The second nature, "persistent art", relies on durable productions. Using a multidisciplinary approach, we will create links between the two natures of art and German musicology: "pathogenic" and "logogenic" architectural productions will be presented to validate if architecture respects its own profound nature. We will finally analyze the modern paradigm of occidental "occulocentric" way of creating with its lack of hermeneutic substance and, thus, its important ethical consequences. (shrink)

The question of the nature of free will remains a perennial challenge for philosophy. The French philosopher Henri Bergson was one who sought to address this challenge. He argued that traditional conceptions of the free-will debate would not suffice. He suggested that both determinist and libertarian accounts fall foul of spatializing tendencies. Bergson's first major work, Time and Free Will, sought to ground his understanding of freedom, in contrast to traditional understandings, in the concept of duration. Bergson, however, actively resisted (...) attempts to define clearly freedom, which he believed ultimately leads to a spatializing of freedom. By attending to Bergson's concept of duration in Time and Free Will, and how this concept relates to freedom, it becomes possible to articulate a positive conception of freedom. This becomes important when arguing for the validity of Bergson's ideas in the current climate. Thus, a positive conception of freedom for Bergson can be “defined” as “the creation of the new within the flow of duration.” It is, however, not something that can be defined, but is something that can be located. Le mouvement général des sciences est de fournir les moyens théoriques d'une reconstruction des phénomènes, en élaborant des lois explicitant leurs régularités sous-jacentes. Aujourd'hui, l'attitude générale en sciences repose sur l'a priori des déterminismes, quelle que soit leur forme. La pensée humaine, dans ses rapports au monde, est une confrontation permanente aux systèmes complexes qui nous habitent et dans lesquels nous habitons. Chacun des systèmes possède une histoire propre qui le rend singulier et source continue de surprises. On se prend (...) à le penser comme système autonome avec ses lois et ses degrés de liberté interne. Quand il s'agit de penser l'être humain, la tentation est encore plus forte de lui prêter un libre arbitre. La question fondamentale est donc celle de la compatibilité entre la pensée scientifique en quête de déterminismes, et la compréhension des complexités, génératrice d'indéterminismes. Comment obtenir une conciliation quand, de la physique à l'éthique, en passant par la cellule biologique, les êtres multicellulaires et les sociétés, on remonte les niveaux d'organisation? Peut-on y parvenir quant à l'être humain et la société sans remettre en question certains aspects cruciaux comme la responsabilité et l'éthique? Ce livre a pour but de revisiter ce débat fondamental, auquel fleuri Atlan a consacré une grande partie de son œuvre, en s'appuyant, d'une part, sur les approches récentes de la modélisation des systèmes complexes et, d'autre part, sur la tradition philosophique multimillénaire.
