This article is the lead piece in a special report that presents the results of a bioethical investigation into chimeric research, which involves the insertion of human cells into nonhuman animals and nonhuman animal embryos, including into their brains. Rapid scientific developments in this field may advance knowledge and could lead to new therapies for humans. They also reveal the conceptual, ethical, and procedural limitations of existing ethics guidance for human‐nonhuman chimeric research. Led by bioethics researchers working closely with an (...) interdisciplinary work group, the investigation focused on generating conceptual clarity and identifying improvements to governance approaches, with the goal of helping scholars, funders, scientists, institutional leaders, and oversight bodies (embryonic stem cell research oversight [ESCRO] committees and institutional animal care and use committees [IACUCs]) deliver principled and trustworthy oversight of this area of science. The article, which focuses on human‐nonhuman animal chimeric research that is stem cell based, identifies key ethical issues in and offers ten recommendations regarding the ethics and oversight of this research. Turning from bioethics’ previous focus on human‐centered questions about the ethics of “humanization” and this research's potential impact on concepts like human dignity, this article emphasizes the importance of nonhuman animal welfare concerns in chimeric research and argues for less‐siloed governance and oversight and more‐comprehensive public communication. It also addresses a number of other issues, including the nature of seemings, cognitive penetration, Bayesianism, and the epistemology of morality and disagreement.

Over the last 20 years the comparator model for delusions of control has received considerable support in terms of empirical studies. However, the original version clearly needs to be replaced by a model with a much greater degree of sophistication and specificity. Future developments are likely to involve the specification of the role of dopamine in the model and a generalisation of its explanatory power to the whole range of positive symptoms. However, we will still need to explain why symptoms (...) can be so variable and we still do not understand the origin of the most mysterious symptom of all: thought insertion. (shrink)

The purpose of this article is to explore a fundamental ethical approach to nursing and to suggest some proposals, based on this approach, for nursing ethics education. The major point is that the kind of nursing ethics education that is given reflects the theory that is held of nursing. Three components of a fundamental ethical view on nursing are analysed more deeply: (1) nursing considered as moral practice; (2) the intersubjective character of nursing; and (3) moral perception. It is argued (...) that the fundamental ethical view on nursing goes together with a virtue ethics approach. Suggestions are made for the ethics education of nurses. In particular, three implications are considered: (1) an attitude versus action-orientated ethics education; (2) an integral versus rationalistic ethics education; and (3) a contextual model of ethics education. This splendid book is a collection of twenty-three of John Cooper’s papers on Greek ethical philosophy: seven are on Socrates and Plato, twelve are on Aristotle and four are on the Hellenistics; nineteen have appeared elsewhere, two are newly written essays incorporating previously published material, and two are new essays written for this volume. Many of these papers are justly regarded as classics of contemporary scholarship and some of them are located in out of the way journals or volumes: we (...) thus have the usual reasons for being grateful that they are at last collected together in one place. But more important, bringing these papers together has synergistic effects: we see Cooper returning to related issues in different contexts and elaborating the scope and depth of his analyses. A number of hugely valuable natural resources fall outside of the borders of any nation state. We can legitimately expect political theory to make a contribution to thinking through questions about the future of these extraterritorial resources. However, the debate on the proper allocation of rights over these resources remains relatively embryonic. This paper will bring together what have often been rather scattered discussions of rights over extraterritorial resources. It will first sketch some early modern contributions to thinking through rights (...) over the ocean. It then discusses the guidance available within more contemporary contributions to debates on resources beyond the state. The One Health approach to antimicrobial resistance (AMR) requires stakeholders to contribute to cross-sectoral efforts to improve antimicrobial stewardship (AMS). One Health AMR policy implementation is challenging in livestock farming because of the infrastructural role of antibiotics in production systems. Mitigating AMR may require the development of more stringent stewardship obligations and the future limitation of established entitlements. Drawing on Amatai Etzioni’s compliance theory, regulatory analyses and qualitative studies with stakeholder groups we examine the structural and socio-cultural dimension of antibiotic (...) use and AMS compliance in Australian beef and dairy production. We found a disconnect between how antibiotic use is conceptualised by farmers and the way in which AMS policies construe agricultural AMR risks. Under the umbrella of food safety standards and national-level prescribing restrictions, farmers and veterinarians interact around antibiotic use with different operating logics and compliance mechanisms. These parallel regimes service distinct and sometimes competing common goods of food security and antibiotic preservation. Further reforms to mitigate AMR need to account for the value orientations of different groups and the embeddedness of the constraints imposed by existing systems. Advocacy for greater AMR precaution in agriculture should acknowledge and compensate for erosions in competing common goods and the cost of proposed interventions. (shrink)

To whom is egalitarian justice owed? Our fellow citizens, or all of humankind? If the latter, what form might a global brand of egalitarianism take? This paper examines some recent debates about the justification, and content, of global egalitarian justice. It provides an account of some keenly argued controversies about the scope of egalitarian justice, between those who would restrict it to the level of the state and those who would extend it more widely. It also notes the cross-cutting distinction (...) between relationists (whose views on scope are derived from a belief about which relations, practices or institutions give rise to the demands of equality) and non-relationists (who place no such importance on empirical facts about the relations between individuals). Beyond this, it sets out some of the different principles that might flow from a commitment to global egalitarianism. One of the key goals is to highlight the increasing diversity within debates on global justice, so that even those with a shared commitment to global equality may espouse different views about the justifications for equality, as well as the nature of, and proper sites for, egalitarian principles. Studies of workers in health care and the care of older people disclose tensions that emerge partly from their conflicting obligations. They incur some obligations from the personal relationships they have with clients, but these can be at odds with organizational demands and resource constraints. One implication is the need for policies to recognize the importance of allowing workers some discretion in decison making. Tragic choices arise during the COVID-19 pandemic when the limited resources made available in acute medical settings cannot be accessed by all patients who need them. In these circumstances, healthcare rationing is unavoidable. It is important in any healthcare rationing process that the interests of the community are recognised, and that decision-making upholds these interests through a fair and consistent process of decision-making. Responding to recent calls (1) to safeguard individuals’ legal rights in decision-making in intensive care, and (2) for (...) new authoritative national guidance for decision-making, this paper seeks to clarify what consistency and fairness demand in healthcare rationing during the COVID-19 pandemic, from both a legal and ethical standpoint. The paper begins with a brief review of UK law concerning healthcare resource allocation, considering how community interests and individual rights have been marshalled in judicial deliberation about the use of limited health resources within the National Health Service (NHS). It is then argued that an important distinction needs to be drawn between procedural and outcome consistency, and that a procedurally consistent decision-making process ought to be favoured. Congruent with the position that UK courts have adopted for resource allocation decision-making in the NHS more generally, specific requirements for a procedural framework and substantive triage criteria to be applied within that framework during the COVID-19 pandemic are considered in detail. Experimental philosophers have disagreed about whether "the folk" are intuitively incompatibilists or compatibilists, and they have disagreed about the role of abstraction in generating such intuitions. New experimental evidence using Construal Level Theory is presented. The experiments support the views that the folk are intuitively both incompatibilists and compatibilists, and that abstract mental representations do shift intuitions, but not in a univocal way.

The concept of argumentation in AI is based almost exclusively on the use of formal, abstract representations. Despite their appealing computational properties, these abstractions become increasingly divorced from their real world counterparts, and, crucially, lose the ability to express the rich gamut of natural argument forms required for creating effective text. In this paper, the demands that socially situated argumentation places on knowledge representation are explored, and the various problems with existing formalisations are discussed. Insights from argumentation theory and social (...) psychology are then adduced as key contributions to a notion of social context which is both computationally tractable and suitably expressive for handling the complexities of argumentation found in natural language. This article returns to the debate about the relative importance of the productive forces and the relations of production in the feudal mode of production. It argues, using western medieval evidence, that this relation is an empirical one and varies between modes, maybe also inside modes; and that, in the specific case of feudalism, not only were the relations of production the driving force, but developments in the productive forces actually depended upon them.

Elementary Recursive Nonstandard Analysis, in short ERNA, is a constructive system of nonstandard analysis proposed around 1995 by Patrick Suppes and Richard Sommer, who also proved its consistency inside PRA. It is based on an earlier system developed by Rolando Chuaqui and Patrick Suppes, of which Michal Rössler and Emil Jeřábek have recently proposed a weakened version. We add a Π₁-transfer principle to ERNA and prove the consistency of the extended theory inside PRA. In this extension of ERNA a σ₁-supremum (...) principle 'up-to-infinitesimals', and some well-known calculus results for sequences are deduced. Finally, we prove that transfer is 'too strong' for finitism by reconsidering Rössler and Jeřábek's conclusions. (shrink)

In a recent issue of Feminist Review Camille Guy argued, focusing on selected controversies in New Zealand and Australia, that radical feminists have had a prescriptive hegemony in defining issues of sexual abuse, and that this has resulted in injustices and a censorious climate in which people who disagreed were too intimidated to speak out. This article replies to Guy's assertions and, while disagreeing with much of her argument, also suggests that it does point to more broadly sig-nificant issues for (...) feminists trying to analyse and oppose sexual violences at the end of the twentieth century. These include the legacy of the western feminist sex wars in a frequently polarized set of approaches to sexual abuse controversies, and the usefulness of postmodern/poststructuralist theories in helping feminists to make sense of the increasing complexities of the relationship between the mass media and feminist discourses against rape and child sexual abuse. Brain imaging studies have consistently shown subgenual Anterior Cingulate Cortical (sgACC) involvement in emotion processing. COMT Val158 and Met158 polymorphisms may influence such emotional brain processes in specific ways. Given that resting-state fMRI (rsfMRI) may increase our understanding on brain functioning, we integrated genetic and rsfMRI data and focused on sgACC functional connections. No studies have yet investigated the influence of the COMT Val158Met polymorphism (rs4680) on sgACC resting-state functional connectivity (rsFC) in healthy individuals. A homogeneous group of sixty-one Caucasian (...) right-handed healthy female university students, all within the same age range, underwent rsfMRI. Compared to Met158 homozygotes, Val158 allele carriers displayed significantly stronger rsFC between the sgACC and the left parahippocampal gyrus, ventromedial parts of the inferior frontal gyrus, and the nucleus accumbens (NAc). On the other hand, compared to Val158 homozygotes, we found in Met158 allele carriers stronger sgACC rsFC with the medial frontal gyrus, more in particular the anterior parts of the medial orbitofrontal cortex. Although we did not use emotional or cognitive tasks, our sgACC rsFC results point to possible distinct differences in emotional and cognitive processes between Val158 and Met158 allele carriers. The public can influence animal welfare law and regulation. However what constitutes ‘the public’ is not a straightforward matter. A variety of different publics have an interest in animal use and this has implications for the governance of animal welfare. This article presents an ethnographic content analysis of how the concept of a public is mobilized in animal welfare journals from 2003 to 2012. The study was undertaken to explore how experts in the discipline define and regard the role of (...) the public in determining animal welfare standards. Analysis indicates that experts in animal welfare constitute different types of citizen and consumer publics around specific types of animal use, framed by different theories of value. These results suggest a need for greater clarity about the roles and responsibilities of experts and publics in animal welfare reform processes. Clearly citizens and consumers can both contribute to promoting higher welfare standards, but an over-reliance on market mechanisms and consumer behaviour to assign value is beset by moral hazards, foremost being the risk of disarticulating the concept of animal welfare from the public good. In his book Liberalism Without Perfection, Jonathan Quong challenges liberal perfectionists to show whether their favoured doctrine is capable of generating distinctive distributive principles whilst retaining a valid conception of personal responsibility. In this article I develop this challenge into a dilemma and show that liberal perfectionists can escape by illustrating how arguments for the value of personal autonomy may entail a specific and distinct treatment of choice and responsibility. I develop this claim into a sufficientarian approach to the promotion (...) of autonomy as self-authorship. In doing so I show how differing conceptions of both autonomy and the person employed by liberal perfectionists and political liberals entail different distributive outcomes. (shrink)

The public/private dichotomy has long been the object of considerable attention for feminists. We argue that, by focusing their attention on a divide which has declined in importance, feminists may fail to keep up with the current means by which sexual inequalities are perpetuated. Furthermore, by concentrating on this divide feminists risk reproducing such dichotomous thinking in their own work, discursively perpetuating that which they had initially hoped to displace. We begin by surveying feminist critiques of the public/private dichotomy, consider (...) recent moves to go beyond critique, yet suggest that the dichotomy continues to be a framing concern within feminist work. We then survey the way in which space has been understood within geography, and consider the implications of adopting a relational conception of space for analysis of public and private in political theory. We offer a broader framework for examining the ways in which sexual inequalities are reproduced in contemporary society. We therefore open up the possibility that over time inequalities may be mediated to a greater or lesser degree by spatial divisions. This places a further pressure on the assumption that the public/private divide, or some variation thereof, must be at the heart of feminist theorizing. (shrink)

In 2004 Csima, Hirschfeldt, Knight, and Soare [1] showed that a set A ≤T 0' is nonlow₂ if and only if A is prime bounding, i.e., for every complete atomic decidable theory T, there is a prime model M computable in A. The authors presented nine seemingly unrelated predicates of a set A, and showed that they are equivalent $\Delta _{2}^{0}$ sets. Some of these predicates, such as prime bounding, and others involving equivalence structures and abelian p-groups come from model (...) theory, while others involving meeting dense sets in trees and escaping a given function come from pure computability theory. As predicates of A, the original nine properties are equivalent for $\Delta _{2}^{0}$ sets; however, they are not equivalent in general. This articale examines the (degree-theoretic) relationship between the nine properties. We show that the nine properties fall into three classes, each of which consists of several equivalent properties. We also investigate the relationship between the three classes, by determining whether or not any of the predicates in one class implies a predicate in another class. (shrink)

Concerns of intellectual property infringement in China slow the dissemination of clean technology (Cleantech) innovation that could help bring the pace of global warming under control. We use the U.S. post‐World War 2 policy decisions with respect to Japan and Europe (the Marshall Plan) to show how this problem can be addressed. To help Japan become a western style democracy and stem the tide of communism, the U.S. transferred much of its extant intellectual property to Japan with a promise to (...) open US markets to Japanese goods. The United States did not require Japan to open its markets to U.S. goods. As a result, Japan became a staunch U.S. political ally in Asia, but also a serious economic competitor to the United States. While the Marshall Plan deployed different resources, the political outcomes were similar to Japan: Western Europe was a bulwark against communism. As global warming has become a major strategic issue, we argue that a comparable IPR initiative is required for China. This is not just a matter of doing the right thing as members of global commons, but is also matter of national security. We propose that by facilitating and managing the flow and sharing of U.S., EU, and Japanese Cleantech intellectual property with China—through a Cleantech Marshall Plan—a positive strategic relationship may be built while helping to bring global warming under control. We then consider, and reject, several candidates for impossibility before settling on an answer.

A course focusing on ethical issues in physics has been taught to undergraduate students at Eastern Michigan University since 1988. The course covers both responsible conduct of research and ethical issues associated with how physicists interact with the rest of society. Since most undergraduate physics majors will not have a career in academia, it is important that a course such as this address issues that will be relevant to physicists in a wide range of job situations. A $\Pi _1 $ -transfer principle has already been added to ERNA and the consistency of the resulting theory proved in PRA. Here, we equip ERNA with Σ₂-transfer and a (...) saturation principle, while keeping the consistency proof inside PRA. We show that the extended theory allows for generalized transfer, a basic tool of nonstandard analysis, and interprets several strong theories, like BΣ₂ and IΣ₂. (shrink)

How ought we to respond to strangers in imminent need? Many people suggest that we need justice to temper the partiality of care. In this paper 1 argue that neither care nor justice adequately motivates attention to the suffering of strangers. Rather, a different virtue, compassion grounded in equanimity, is required. I demonstrate that the virtue of compassion alhws the agent to sustain her engagement with suffering strangers without sacrificing her own flourishing.
