This paper examines the characteristics of infectious diseases that raise special medical and social ethical issues, and explores ways of integrating both current bioethical and classical public health ethics concerns. Many of the ethical issues raised by infectious diseases are related to these diseases' powerful ability to engender fear in individuals and panic in populations. We address the association of some infectious diseases with high morbidity and mortality rates, the sense that infectious diseases are caused by invasion or attack on (...) humans by foreign micro-organisms, the acute onset and rapid course of many infectious diseases, and, in particular, the communicability of infectious diseases. The individual fear and community panic associated with infectious diseases often leads to rapid, emotionally driven decision making about public health policies needed to protect the community that may be in conflict with current bioethical principles regarding the care of individual patients. The discussion includes recent examples where dialogue between public health practitioners and medical-ethicists has helped resolve ethical issues that require us to consider the infected patient as both a victim with individual needs and rights and as a potential vector of disease that is of concern to the community. This paper examines the issue of global child labor. The treatment is grounded in the classical economics of Adam smith and the more recent writings of human capital theorists. Using this framework, the universal problem of child labor in newly industrializing countries is investigated. Child labor is placed in its historical context with a brief review of practices in the United States and Great Britain at the time those countries were industrializing. Then, child labor is examined in its contemporary global (...) context. We argue that, as countries industrialize, they tend to follow predictable patterns of development – including use of and eventual abandonment of child labor. We argue that this convergence under the logic of industrial capitalism supports a universalist approach to human rights (that would condemn child labor) over a more tolerant cultural relativist approach. Conventional wisdom has had it that the naturalist Alfred Russel Wallace and his colleague Henry Walter Bates journeyed to the Amazon in 1848 with two intentions in mind: to collect natural history specimens, and to consider evidential materials that might reveal the causal basis of organic evolution. This understanding has been questioned recently by the historian John van Wyhe, who points out that with regard to the second matter, at least, there appears to be no evidence of a “smoking gun” (...) variety proving it so. In the present essay the circumstances of Wallace’s interest in the matter are reviewed, and van Wyhe is taken to task with alternate explanations for the facts he introduces in his argument. The conclusion is that Wallace almost certainly did have the second objective in mind when he left for both the Amazon, and the Far East. Syndromic surveillance uses new ways of gathering data to identify possible disease outbreaks. Because syndromic surveillance can be implemented to detect patterns before diseases are even identified, it poses novel problems for informed consent, patient privacy and confidentiality, and risks of stigmatization. This paper analyzes these ethical issues from the viewpoint of the patient as victim and vector. It concludes by pointing out that the new International Health Regulations fail to take full account of the ethical challenges raised by syndromic (...) surveillance. (shrink)

Physicist David Bohm and biochemist Ilya Prigogine began a dialogue that implied a deep, structuring, primordial harmony within life. In classical Chinese this harmony is referred to as Li, which also designates the elegant, natural pattern found in jade. This article emphasizes the ways that perception of primordial harmony gives way to a vision of possibility and to the creative intelligence and action necessary for meeting the challenges we face. Insights from Bohm, Prigogine, and others on releasing outmoded thinking and (...) actions are integrated with contemplative traditions, Eastern and Western philosophy, and pragmatic strategy making. Geography has traditionally been assigned the role of handmaiden in evolutionary studies. In this work a different understanding of the relationship between biological change and locational setting is developed: evolution as a dynamic form of spatial interaction. In the causal model presented, adaptive change is portrayed as a negative feedback response contributing to a general spatial-temporal process of resource cycle tightening involving exchanges between the two fundamental structural sectors (abiotic and biotic) of the earth's surface system. As such, it is (...) rejected as evolution per se. This position makes it possible to circumvent the adaptation yields adaptation circularity, and to view locational circumstances as being evolutionarily causal, yet not deterministic with respect to population-level change. A parallel interpretation of the relation between range and range change and evolution is also implicit; the individualistic hypothesis is thereby superceded by a model of community evolution allowing for individualistic rates of population (adaptive and) range change, but operating on the principle that populations should tend to change range in common directions (as a response to spatially-varying degrees of efficiency of turnover of resources vital to biotic sector function). This in turn leads to the possibility of normative biogeographic modelling. Comment is also made on the relationship of the present understanding to disequilibrium and dynamic equilibrium interpretations of evolutionary change, and to human cultural evolution. (shrink)

This article suggests that ?evolutionary vision,? the unifying paradigm of physical, biological, and sociocultural evolution, needs to be fully embodied and deeply experienced in the human being, and that this can be effected by the experience at the heart of the ?perennial wisdom tradition,? 1 that is, that of ?non-dual perception.? The article suggests an ?action-based? experiment paralleling the method of a ?thought experiment,? based on the assumption that one way that one can experience this embodiment is by ?trying on? This article offers a synthesis of certain essential contributions from three revolutionary thinkers of our age, C. West Churchman, Pir Vilayat Khan, and Ilya Prigogine, each of whom recently departed this life. In the course of this article, common threads in the work of these pioneers related to problem solving and creativity will be explored.

This article seeks to further suggestions made by C. West Churchman that a full inquiry into human systems requires a viable theory of deception. It argues that such a theory of deception requires an understanding of deception, a recognition of errors in perception, and an ability to see simultaneously from competing points of view. The intent here is to provide some insights that are useful in our understanding of deception, and thereby contributing to a viable theory of deception. Insights are (...) used from what Huxley calls the "perennial tradition," found particularly within the esoteric traditions of the Buddhist, Sufi, and Taoist esoteric teachings, as well as many other spiritual traditions of the world. The perennial tradition emphasizes the role and continual presence of deception, alongside enlightenment, within human experience. In accord with C. West Churchman's view, this tradition suggests that, by a simultaneous recognition of both our enlightenment and our deception in any given situation, we have the proper perspective to meet the problems we face. A thought experiment, using insights from the perennial tradition, is offered as a challenge to all involved in human systems inquiry. (shrink)
