In the 1990s, large insurance companies failed in virtually every major market, prompting a fierce and ongoing debate about how to better protect policyholders. Drawing lessons from the failures of four insurance companies, When Insurers Go Bust dramatically advances this debate by arguing that the current approach to insurance regulation should be replaced with mechanisms that replicate the governance of non-financial firms.Rather than immediately addressing the minutiae of supervision, Guillaume Plantin and Jean-Charles Rochet first identify a fundamental economic (...) rationale for supervising the solvency of insurance companies: policyholders are the "bankers" of insurance companies. But because policyholders are too dispersed to effectively monitor insurers, it might be efficient to delegate monitoring to an institution--a prudential authority. Applying recent developments in corporate finance theory and the economic theory of organizations, the authors describe in practical terms how such authorities could be created and given the incentives to behave exactly like bankers behave toward borrowers, as "tough" claimholders. The “transformation” of scientific research areas, such as genetics, bioinformatics and biostatistics, into clinical specialties has generated a new vision (...) of care. Molecular tumor boards are one response to these changes and are now providing better access to next-generation sequencing and new cancer treatments to patients with inoperable or metastatic cancers, and those for whom the usual treatment has failed. However, MTB face a crucial ethical challenge: maintaining and improving the trust of patients, clinicians, researchers and industry in academic medical centers supported by private or public funding rather than providing genetic data directly to private companies. We believe that, in this era of DM, appropriate modern digital communication networks will be required to maintain this trust and to improve the organization and effectiveness of the system. There is, therefore, a need to reconsider the form and content of informed consent documents at all academic medical centers and to introduce dynamic and electronic informed consent. (shrink)

While much attention has gone towards ethical, legal, and social implications of direct-to-consumer genetic testing over the past decades, the rise of new forms of consumer omics has largely escaped scrutiny. In this paper, we analyze the product descriptions, promotional messages, terms of service, and privacy policies of five epigenetic and seven microbiomic testing companies. The advent of such tests online represents a significant shift in consumer omics, from a focus on inherited molecules with genetic tests, to broader interest for (...) information about the lives of individuals, such as chronological and biological age, exposures, and lifestyle. Building on previous literature about direct-to-consumer genetic testing, and taking this shift into account, we identify limitations, gaps and inconsistencies in current practices and policies of the new companies. Best practice standards and regulations applicable across different omic sample and data types is a necessary first step in the promotion of responsible consumer omics. (shrink)

Biological evolution provides a creative fount of complex and subtle adaptations, often surprising the scientists who discover them. However, because evolution is an algorithmic process that transcends the substrate in which it occurs, evolution’s creativity is not limited to nature. Indeed, many researchers in the field of digital evolution have observed their evolving algorithms and organisms subverting their intentions, exposing unrecognized bugs in their code, producing unexpected adaptations, or exhibiting outcomes uncannily convergent with ones in nature. Such stories routinely reveal (...) creativity by evolution in these digital worlds, but they rarely fit into the standard scientific narrative. Instead they are often treated as mere obstacles to be overcome, rather than results that warrant study in their own right. The stories themselves are traded among researchers through oral tradition, but that mode of information transmission is inefficient and prone to error and outright loss. Moreover, the fact that these stories tend to be shared only among practitioners means that many natural scientists do not realize how interesting and lifelike digital organisms are and how natural their evolution can be. To our knowledge, no collection of such anecdotes has been published before. This paper is the crowd-sourced product of researchers in the fields of artificial life and evolutionary computation who have provided first-hand accounts of such cases. It thus serves as a written, fact-checked collection of scientifically important and even entertaining stories. In doing so we also present here substantial evidence that the existence and importance of evolutionary surprises extends beyond the natural world, and may indeed be a universal property of all complex evolving systems. Unlike in physics, the category of thought experiment is not very common in biology. At least there are no classic examples that are as important and as well-known as the most famous thought experiments in physics, such as Galileo’s, Maxwell’s or Einstein’s. The reasons for this are far from obvious; maybe it has to do with the fact that modern biology for the most part sees itself as a thoroughly empirical discipline that engages either in real natural history or in (...) experimenting on real organisms rather than fictive ones. While theoretical biology does exist and is recognized as part of biology, its role within biology appears to be more marginal than the role of theoretical physics within physics. It could be that this marginality of theory also affects thought experiments as sources of theoretical knowledge. Of course, none of this provides a sufficient reason for thinking that thought experiments are really unimportant in biology. It is quite possible that the common perception of this matter is wrong and that there are important theoretical considerations in biology, past or present, that deserve the title of thought experiment just as much as the standard examples from physics. Some such considerations may even be widely known and considered to be important, but were not recognized as thought experiments. In fact, as we shall see, there are reasons for thinking that what is arguably the single most important biological work ever, Charles Darwin’s On the Origin of Species, contains a number of thought experiments. There are also more recent examples both in evolutionary and non-evolutionary biology, as we will show. Part of the problem in identifying positive examples in the history of biology is the lack of agreement as to what exactly a thought experiment is. Even worse, there may not be more than a family resemblance that unifies this epistemic category. We take it that classical thought experiments show the following characteristics: They serve directly or indirectly in the non-empirical epistemic evaluation of theoretical propositions, explanations or hypotheses. Thought experiments somehow appeal to the imagination. They involve hypothetical scenarios, which may or may not be fictive. In other words, thought experiments suppose that certain states of affairs hold and then try to intuit what would happen in a world where these suppositions are true. We want to examine in the following sections if there are episodes in the history of biology that satisfy these criteria. As we will show, there are a few episodes that might satisfy all three of these criteria, and many more if the imagination criterion is dropped or understood in a lose sense. In any case, this criterion is somewhat vague in the first place, unless a specific account of the imagination is presupposed. There will also be issues as to what exactly “non-empirical” means. In general, for the sake of discussion we propose to understand the term “thought experiment” here in a broad rather than a narrow sense here. We would rather be guilty of having too wide a conception of thought experiment than of missing a whole range of really interesting examples. (shrink)

Par quels chemins a-t-il pris conscience de ce pouvoir des mots sur les choses, sur son intelligence et sur sa sensibilite? La theorie de la signification s'est d'abord construite a partir d'une presupposition selon laquelle les mots postulent les choses. Mais le sens d'un enonce se revele bien souvent a partir (...) de la negation d'une telle relation, car l'usage que l'homme fait de son langage repose frequemment sur la liberte qu'il experimente a partir des mots de recreer un imaginaire qui s'oppose aux donnees du reel. C'est dans l'espace historique et dans celui, actuel, des theories linguistiques qu'il convient de proposer une interpretation des relations complexes de l'homme avec son langage. Le probleme du sens est actuellement au cur des preoccupations de la linguistique. Cet ouvrage de reflexion s'efforce d'eclairer le probleme du sens a la fois dans ses aspects diachroniques et synchroniques, tout en faisant siens les cadres theoriques herites de Saussure et de Guillaume. La demarche suivie bouscule bien des barrieres et se limite volontairement a l'esquisse d'une theorie de la signification integrant les dimensions convergentes d'une systematique de la langue, de la pragmatique du discours et d'une ontogenie du sens qui se construit d'abord dans le champ clos de toute conscience individuelle. La cle de toute theorie linguistique, depassant la langue saisie comme un objet, se trouve dans une approche neurolinguistique qui replace le sujet parlant au cur du debat. Si cet ouvrage heurte quelques principes et peut susciter de violentes reactions, sinon des contestations, conduisant a poser les problemes sous des jours nouveaux, il aura atteint son but essentiel. Ce problème consiste à se demander comment il peut être possible à la fois (1) de désavouer l’existence de vérités « absolues » ou « anhistoriques » et (2) de reconnaître au discours philosophique sur l’« historicité » (Geschichtlichkeit) de la pensée tous ses droits, (...) puisque ce discours demeure de facto et de jure une pensée de l’a priori. En ce sens, mes analyses se concentre-ront sur la façon dont Taylor parvient à justifier la thèse – en apparence contradictoire – selon laquelle la réflexion philosophique peut parvenir à des conclusions « apodictiques et pourtant ouvertes à un débat sans fin ». Our aim is to show that Charles Taylor’s theory of philosophical argumentation proposes an elegant, albeit implicit, solution to the problem of “transcendental historicism” in contemporary hermeneutics (Heidegger, Gadamer, Ricoeur). This problem consists in asking how it is possible both to (1) disavow the existence of “absolute” or “anhistorical” truths and (2) fully acknowledge the status of philosophical discourses on “historicity” (Geschichtlichkeit), since those discourses remain de facto and de jure properly a priori. The following discussion focusses on how Taylor manages to justify the seemingly contradictory thesis that philosophical reflection can reach conclusions that are “apodictic and yet open to end-less debate.”. ArgumentMontpellier vitalists upheld a medical perspective akin to modern “holism” in positing the functional unity of creatures imbued with life. While early vitalists focused on the human organism, Jean-Charles-Marguerite-Guillaume Grimaud investigated digestion, growth, and other physiological processes that human beings shared with simpler organisms. Eschewing modern investigative methods, Grimaud promoted a medically-grounded “metaphysics.” His influential doctrine of the “two lives” broke with Montpellier holism, classifying some vital phenomena as “higher” and others as “lower” and attributing the “nobility” of (...) the human species to the predominance of the former. In place of Montpellier teaching that attributed health to the holistic equilibration of vital activities, Grimaud embraced spiritualist dualisms of soul and body, Creator and created. Celebrating the divinely-ordained “wisdom” evident in involuntary physiological processes, he argued that such life functions were incomprehensible to human investigators. While Grimaud's work encouraged inquiry into the division between the central and “vegetative” nervous systems that became paradigmatic in nineteenth-century neuroscience, it also opened Montpellier vitalism to charges of conservatism and obscurantism that are still lodged against it to the present day. Summary Summary In 1908 the First International Congress of Refrigeration took place in Paris, organised by a score of French industrialists and supported by some of the major railway and shipping companies. A few months later, in January 1909, the International Association of Refrigeration was founded with the aim of encouraging the general progress of the science and industries of artificial cold. The aim of this paper consists in examining the early years of the Association with a particular focus on (...) its scientific character. The research is based on the documents published by the Association from 1908 to 1914, and on private correspondence between two of the main scientists, both Nobel Prize recipients, who played an important role in its establishment: the Swiss physicist Édouard Guillaume (1861–1938) and the Dutch physicist Heike Kamerlingh Onnes (1853–1926). Both scientists had a specific vision for their own role in the Association and for the Association itself. Their correspondence reveals a great range of tensions between the various nation-state members of the Association, its various spheres of activity, but also tensions due to personal ambitions and conflicts of interest. Charles Taylor has been one of the most original and influential figures in contemporary philosophy: his 'philosophical anthropology' spans an unusually wide range of theoretical interests and draws creatively on both Anglo-American and Continental traditions in philosophy. In this revised edition of his 1979 classic Political Theory and International Relations, Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. Critically, but without polemics, he creates a portrait of Heidegger in his time, using all available sources—lectures, letters, and the notorious “black notebooks.” Payen chronicles Heidegger’s “changing destinies”: after the First World War, an uncompromising Catholicism gave way to a vigorous striving for a philosophical (...) revolution—fertile ground for National Socialism. The book reflects a life of light and shadow. Heidegger was a great philosopher and teacher who cultivated friendships and love affairs with Jews but also was an anti-Semitic nationalist who lamented the “Judaization of German intellectual life.”. Brentano’s philosophy of perception has often been understood as a special chapter of his theory of intentionality. If all and only mental phenomena are constitutively intentional, and if perceptual experience is mental by definition, then all perceptual experiences are intentional experiences. I refer to this conception as the “standard view” of Brentano’s account of perception. Different options are available to support the standard view: a sense-data theory of perception; an adverbialist account; representationalism. I argue that none of them are real (...) options for the standard view. I suggest that Brentano’s conception of optical illusions introduces a presupposition that not only challenges the standard view - the distinction between the subjectively and objectively given - but that also makes his account more palatable for a naive understanding of perception as openness to and awareness of the world. Perhaps the most readable and accessible of the great works of scientific imagination, The Origin of Species sold out on the day it was published in 1859. Theologians quickly labeled Charles Darwin the most dangerous man in England, and, as the Saturday Review noted, the uproar over the book quickly "passed beyond the bounds of the study and lecture-room into the drawing-room and the public street." Yet, after reading it, Darwin's friend and colleague T. H. Huxley had a different (...) reaction: "How extremely stupid not to have thought of that." Based largely on Darwin's experience as a naturalist while on a five-year voyage aboard H.M.S. Charles Darwin grew up considered, by his own account, "a very ordinary boy, rather below the common standard of intellect." A quirk of fate kept him from the career his father had deemed appropriate--that of a country parson--when a botanist recommended Darwin for an appointment as a naturalist aboard H.M.S. Beagle from 1831 to 1836. Darwin is also the author of the five-volume work Zoology of the Voyage of the Beagle (1839) and The Descent of Man (1871). (shrink)

Cet article propose la première publication complète d’un monument consacré par les Thespiens aux Muses dans leur sanctuaire au pied de l’Hélicon, dont les éléments constitutifs sont connus depuis le xixe s., et notamment depuis les fouilles de P. Jamot au Val des Muses. Les statues en bronze de petite taille des neuf Muses se dressaient sur une base en arc de cercle d’une ampleur de ca 10 m, placée dans un écrin architectural largement ouvert sur l’extérieur. Un nouveau lustre (...) est donné à ce groupe statuaire hellénistique exceptionnel à l’époque d’Auguste par la gravure, sous chacune des figures, d’une épigramme descriptive et érudite signée par le poète corinthien Honestos. Est ainsi conservé l’un des rares exemples archéologiques de recueil de poèmes décrivant des œuvres d’art figuré. L’analyse des épigrammes et l’observation détaillée des mortaises de fixation visibles à la face supérieure des blocs de la base permettent d’émettre des hypothèses sur les types utilisés pour la représentation des Muses, mais aussi d’assurer, au‑delà de tout doute, que les statues prenaient place au milieu d’ornements végétaux en bronze qui évoquaient le paysage du Val des Muses. La représentation de la nature comme élément non plus secondaire, mais essentiel d’un groupe sculpté correspond aux recherches nouvelles de la basse époque hellénistique. Faute de fouilles exhaustives du sanctuaire des Muses, l’emplacement du monument ne peut être déterminé avec certitude. Des lettres de remontage nous apprennent en revanche qu’il a été déplacé, peut‑être à l’époque où furent gravés les poèmes d’Honestos. (shrink)

L’article exploite l’occasion rare d’étudier ensemble une statue et la construction où elle était présentée et mise en valeur. Les fragments de la statue comme de son baldaquin ont été trouvés ensemble lors de la fouille de 1931. Le baldaquin consiste en un petit édicule corinthien à deux colonnes, ouvert en façade et sur les côtés, accolé au mur Sud de la curie. La légèreté de sa construction comparée à la massivité de la statue exécutée d’un seul bloc, implique qu’il (...) a été construit autour de la statue, après sa mise en place et son achèvement. La statue assise de Fortuna se présentait de face, tournée vers l’espace qui tenait lieu de basilique civile au forum. L’emplacement où elle se trouve lui donne ainsi tout son sens. L’ensemble a été mis en place au moment des grands travaux de la deuxième phase architecturale du forum, dans le troisième quart du iie s. p.C., et détruit par le séisme qui a gravement affecté les bâtiments du forum vers le début du vie s. The publication of Darwin's On the Origin of Species in 1859 ignited a public storm he neither wanted nor enjoyed. Having offered his book as a contribution to science, Darwin discovered to his dismay that it was received as an affront by many scientists and as a sacrilege by clergy and Christian citizens. To answer the criticism that his theory was a theory only, and a wild one at that, he published two volumes in 1868 to demonstrate that evolution was (...) obvious to anyone who cared to look at a bull in a pasture or a dog on a hearth. In response to those who insisted that species were distinct since creation, Darwin pointed to breeders of pigs and pigeons. In reply to those who protested that human intervention is one thing and natural selection another, he argued, "If organic beings had not possessed an inherent tendency to vary, man could have done nothing." To counter those who scorned his descriptions of species in exotic places, he submitted local evidence of cabbages and cauliflower. Based on a wide array of sources, from ancient pictographs to Polish roosters, from skins and from skeletons, from scientific journals and breeding manuals, Darwin assembled a mass of proof--and a hypothesis about species reversion that risked his reputation anew. The Variation of Animals and Plants under Domestication is a two-volume compilation of his thorough and intensive research and the revolutionary conclusions that resulted. The first portion of his work is dedicated to a meticulous analysis of various aspects of plant and animal life, including an inventory of varieties and their physical and behavioral characteristics, investigation of the impact of a species' surrounding environment and the role that both natural and forced changes in this environment have had. Darwin then turns to a richly detailed discussion of the roles of inheritance and crossing in the development of species. A wealth of illustrations further support and enhance his findings. This fascinating, invaluable, and courageous undertaking eventually formed the foundation for our current understanding of evolution. "In science as in politics the victors tend to write the history books. As a result, the record of the past is edited, intentionally or unintentionally, so that it focuses mainly on the precursors of contemporary orthodoxy. Such a focus may accurately represent the genealogy of modern ideas, but it almost inevitably misrepresents the historical experience of their progenitors... Even the powerful, persuasive, and ultimately triumphant theory of evolution by natural selection required not only defense, but repeated buttressing and revision. Variation showed Darwin hard at work on this rearguard action, using the materials he had at hand... His information was gleaned from the observations of fanciers, breeders, and amateur naturalists, as well as from the treatises of those on the cutting edge of zoology and botany. As hindsight narrows the historical spotlight, it imposes its own sense of hierarchy on the preoccupations of the past. Cette étude constitue la première publication complète de tous les éléments associés à l’autel des Césars au cœur de l’agora de Thasos : les vestiges architecturaux, la dédicace à Lucius César et la tête sculptée mises au jour lors de la fouille du monument. L’identification de l’édifice à un autel est désormais assurée et l’appartenance du bloc inscrit à ce dernier confirmée. La présence d’une seconde dédicace, vraisemblablement à Caius César, est rendue très probable par la structure du monument, dont (...) une restitution est proposée pour la première fois. L’association à la construction de l’autel des deux soubassements de bases qui le flanquent à l’Est est démontrée, ce qui conforte l’identification de la tête à l’un des deux princes de la jeunesse, dans lequel il faut reconnaître Caius plutôt que Lucius. Ces nouveaux éléments permettent de dater précisément le monument entre 4 et 6 apr. J.‑C. et de lui donner sa juste place dans l’histoire des relations entre Thasos et la famille impériale. (shrink)

En nous appuyant sur la théorie de la constitution de Lynne Rudder Baker, nous défendons que les objets virtuels sont constitués par des objets numériques, lorsque ceux-ci se trouvent dans certaines (...) circonstances favorables.
