The Cambridge Analytica–Facebook scandal led to widespread concern over the methods deployed by Cambridge Analytica to target voters through psychographic profiling algorithms, built upon Facebook user data. The scandal ultimately led to a record-breaking $5 billion penalty imposed upon Facebook by the Federal Trade Commission in July 2019. The FTC action, however, has been criticized as failing to adequately address the privacy and other harms emanating from Facebook’s release of approximately 87 million Facebook users’ data, which (...) was exploited without user authorization. This Essay summarizes the FTC’s response to the Cambridge Analytica–Facebook scandal. It concludes that the scandal focuses attention on the need to explore the potential for embedding due process-type inquiries and protections within the enforcement actions by regulatory agencies such as the FTC. These protections are increasingly important in addressing the problem of “black boxing the voter” that is now presented by data- and algorithmic-driven companies such as Cambridge Analytica and Facebook. From a socio-theoretical and media-theoretical perspective, this article analyses exemplary practices and structural characteristics of contemporary digital political campaigning to illustrate a transformation of the public sphere through the platform economy. The article first examines Cambridge Analytica and reconstructs its operational procedure, which, far from involving exceptionally new digital campaign practices, turns out to be quite standard. It then evaluates the role of Facebook as an enabling ‘affective infrastructure’, technologically orchestrating processes of political opinion-formation. Of special concern are (...) various tactics of ‘feedback propaganda’ and algorithmic-based user engagement that reflect, at a more theoretical level, the merging of surveillance-capitalist commercialization with a cybernetic logic of communication. The article proposes that this techno-economic dynamic reflects a continuation of the structural transformation of the public sphere. What Jürgen Habermas had analysed in terms of an economic fabrication of the public sphere in the 1960s is now advancing in a more radical form, and on a more programmatic basis, through the algorithmic architecture of social media. As the authors argue, this process will eventually lead to a new form of ‘infrastructural power’. (shrink)

ABSTRACT: So far in this book, we have examined algorithmic decision systems from three autonomy-based perspectives: in terms of what we owe autonomous agents (chapters 3 and 4), in terms of the conditions required for people to act autonomously (chapters 5 and 6), and in terms of the responsibilities of agents (chapter 7). -/- In this chapter we turn to the ways in which autonomy underwrites democratic governance. Political authority, which is to say the ability of a government to exercise (...) power, may be justifiable or not. Whether it is justified and how it can come to be justified is a question of political legitimacy. Political legitimacy is another way in which autonomy and responsibility are linked. This relationship is the basis of the current chapter, and it is important in understanding the moral salience of algorithmic systems. We will draw the connection as follows. We begin, in section 8.1, by describing two uses of technology: crime predicting technology used to drive policing practices and social media technology used to influence elections (including by Cambridge Analytica and by the Internet Research Agency). In section 8.2 we consider several views of legitimacy and argue for a hybrid version of normative legitimacy based on one recently offered by Fabienne Peter. In section 8.3 we will explain that the connection between political legitimacy and autonomy is that legitimacy is grounded in legitimating processes, which are in turn based on autonomy. Algorithmic systems—among them PredPol and the Cambridge Analytica-Facebook-Internet Research Agency amalgam—can hinder that legitimation process and conflict with democratic legitimacy, as we argue in section 8.4. Esta vulneración resulta diferente de la habitual puesto que no existe imposibilidad o limitación a expresar lo que se quiere de manera espontánea, sino que, la libertad de expresión se ve coartada ex ante a través de la generación de circunstancias (...) en las que lo que se expresa viene dado previamente a través de información adecuada de manera personalizada según el perfil de quien opina. Para lograr presentar esta tesis, se efectúa un marco de referencia en el que este fenómeno se contextualiza. Unlike its rivals, this account can be extended to partition 2nd- and higher-order properties of properties. A property F is intrinsic, I claim, iff the same relation of resemblance holds between all and only possible instances of F. By contrast, each possible bearer of an extrinsic property has a determinate relation to some independently contingent concrete object. (...) Such a relation can hold for concrete and abstract objects, of objects which are not remotely duplicates, and can vary from one possible duplicate to another. Representationalism is widely thought to grease the skids of ontological reduction. If phenomenal character is just a certain sort of intentional content, representationalists argue, the hard problem of accommodating consciousness within a broadly naturalistic view of the world reduces to the much easier problem of accommodating intentionality. I argue, however, that there’s a fatal flaw in this reasoning, for if phenomenal character really is just a certain sort of intentional content, it’s not anything like the sort of intentional content described (...) by our best naturalistic theories. These theories make intentional content a mere Cambridge property of intentional states, a property that can be gained or lost through changes to distinct and causally disconnected objects. But consciousness is manifestly not like this; consciousness cannot suffer a mere Cambridge change. Thus, whatever ground is gained by explaining the phenomenal in terms of the intentional is lost again by undermining our best attempts to explain the intentional in terms of the natural. Since 2016, when the Facebook/Cambridge Analytica scandal began to emerge, public concern has grown around the threat of “online manipulation”. While these worries are familiar to privacy researchers, this paper aims to make them more salient to policymakers — first, by defining “online manipulation”, thus enabling identification of manipulative practices; and second, by drawing attention to the specific harms online manipulation threatens. We argue that online manipulation is the use of information technology to covertly influence another person’s decision-making, (...) by targeting and exploiting their decision-making vulnerabilities. Engaging in such practices can harm individuals by diminishing their economic interests, but its deeper, more insidious harm is its challenge to individual autonomy. We explore this autonomy harm, emphasising its implications for both individuals and society, and we briefly outline some strategies for combating online manipulation and strengthening autonomy in an increasingly digital world. This article reviews the globalization process and how it impacts the standards of employee relations ethics in the United States. John Dunlop's industrial relations systems framework is employed to assess how the globalization process has altered the ideology that binds the industrial relations system together and the body of rules created to govern behavior in the workplace and work community. I discuss how globalization has altered the context of industrial relations systems around the world and analyze the consequences of the (...) reduction in significance of the national context to the changing standards of employee relations ethics. I also review the significance of why national differences in the contexts of industrial relations systems relating to the technological characteristics of the workplace, the product and factor markets, and the locus of distribution and power, are disappearing and being integrated rapidly into the global economy. Additionally, the article discusses the role of multinational corporations in the globalization process and why the emerging global industrial relations system is altering the standards of employee relations ethics in the American workplace. Professor Webster's attempt to prove that south Italian vases of the middle of the fourth century can be used as evidence of Athenian theatrical arrangements of half or three-quarters of a century earlier leaves me unconvinced. It, is true that, as he says, ‘the plays’ which the vases illustrate ‘come from Athens'— at least, most of them probably did: but a number of scenes on the vases are not scenes presented in the plays at all, but are scenes suggested to (...) the painter by descriptions in messengers’ speeches, or, quite possibly, by the story dramatized in the plays, but not by the Athenian poet's particular treatment of the story; the plays —and the stories made popular by them—had been the common property of the Greek world for more than half a century, and there is no reason why Italian producers should have gone back to the original production in Athens, still less why Italian painters should have done so, even if they knew what the original production was like. This chapter aims to direct attention to the political dimension of the social media age. Although current events like the Cambridge Analytica data breach managed to raise awareness for the issue, the systematically organized and orchestrated mechanisms at play still remain oblivious to most. Next to dangerous monopoly-tendencies among the powerful players on the market, reliance on automated algorithms in dealing with content seems to enable large-scale manipulation that is applied for economical and political purposes alike. The successful (...) replacement of traditional parties by movements based on personality cults around marketable young faces like Emmanuel Macron or Austria’s Sebastian Kurz is strongly linked to products and services offered by an industry that simply provides likes and followers for cash. Inspired by Trump’s monopolization of the Twitter-channel, these new political acteurs use the potential of social media for effective message control, allowing them to avoid confrontations with professional journalists. In addition, an extremely active minority of organized agitators relies on the viral potential of the web to strongly influence and dictate public discourse – suggesting a shift from the Spiral of Silence to the dangerous illusion of a Nexus of Noise. This paper suggests that the imbrication of user-friendly software and the posthuman has increasingly been revealed as an intrinsically arborescent relationship, one premised upon the striation of personal information through different forms of software media and allowing for unprecedented avenues of control and subjective manipulation. My analysis begins with a conceptualisation of user-friendliness, tracing its development as the majoritarian style of software design. In assessing the effects of this process of subjective imbrication with arborescent software technology, it is suggested that (...) one effect of the pathological asignification of instrumentality in the representation of software is the genesis of a topological space which allows for a capacity for control over the subjective becoming of others through control over digitally mediated perception. To illustrate this point, the revelations concerning Cambridge Analytica's use of targeted advertisements on Facebook to affect voting preferences during the 2016 American presidential election are examined as an example of the quotidian domination which is characteristic of the subjective condition of arbormosis. This analysis can be applied to issues of gender, technology, and modes of subjective control. (shrink)

After reading this book, no one will see the Olympics as a graceful display of Greek beauty again, but as war by other means. Nigel Spivey paints a portrait of the Greek Olympics as they really were - fierce contests between bitter rivals, in which victors won kudos and rewards, and losers faced scorn and even assault. Victory was almost worth dying for, and a number of (...) athletes did just that. Many more resorted to cheating and bribery. Contested always bitterly and often bloodily, the ancient Olympics were not an idealistic celebration of unity, but a clash of military powers in an arena not far removed from the battlefield.
