From Descartes to Hume, philosophers in the seventeenth and eighteenth centuries developed a dialectic of radically conflicting claims about the nature of the self. In the Paralogisms of The Critique of Pure Reason, Kant comes to terms with this dialectic and with the character of the experiencing self. In this study, Powell seeks to elucidate these difficult texts, showing that the structure of the Paralogisms provides an essential key to understanding both Kant's critique of "rational psychology" and his theory of (...) self-consciousness. As Kant realized, the ways in which we must represent ourselves to ourselves have import not only for epistemology, but for our view of persons and of our own immortality, as well as for moral philosophy. His theory of self-consciousness is also shown to have implications for contemporary discussions of the problem of other minds, functionalism, and the problem of indexical self-reference. (shrink)

Massively parallel sequencing, also known as next‐generation sequencing, has the potential to significantly improve newborn screening programs in the United States and around the world. Compared to genetic tests whose use is well established, sequencing allows for the analysis of large amounts of DNA, providing more comprehensive and rapid results at a lower cost. It is already being used in limited ways by some public health newborn screening laboratories in the United States and other countries—and it is under study for (...) broader and more widespread use, including as a core part of newborn screening programs. Sequencing technology has the potential to significantly improve these essential public health programs. For many of the conditions that newborns are already screened for, sequencing can return more specific and more sensitive results. The technology could also enable newborn screening programs to expand the list of rare pediatric conditions that they look for, thereby identifying more infants who can benefit from immediate care. In the Paralogisms of the Critique of Pure Reason, Kant challenges the possibility of a priori knowledge of the self. Implicit in this attack is a positive theory of mind which is comprehensible only through a reading of the Transcendental Deduction. There Kant argues that the possibility of experience requires that experience be represented as had by a Cartesian Ego, since only the representation of such a unitary subject can provide the necessary framework for representing a coherent course of experiences. (...) That the self is represented as a Cartesian Ego, however, does not warrant the claim that the self is in fact simple, substantial, unitary, or immaterial. This reading of the Subjective Deduction is contrasted with Kitcher's reading, and it is tied to Kant's Objective Deduction through a consideration and defense of Strawson's restatement of Kant's own argument. I apply this interpretation of Kant's theory of the self to each of the four Paralogisms, correcting misreadings of the first two by Bennett and Chisholm. I suggest that Kant's account of persons in the Third Paralogism supplies the connection between the Kant's epistemic and moral selves. Finally, I relate the Fourth Paralogism to the first three, considering the extent to which Kant's response to the mind/body problem is "functionalist". (shrink)

One of the most visible symbols of the debate over human rights and national security in the context of the U.S. "War on Terrorism" has been the detainment of Taliban and Al Qaeda fighters at the U.S. naval base in Guantanamo Bay, Cuba, following the U.S. war in Afghanistan. The controversy concerning the fate of the nearly 600 prisoners demonstrates the emergence of new modes of democratic deliberation over how to strike the balance between rights and security. These new modes (...) of deliberation involve nongovernmental organizations and individuals who function as norm entrepreneurs, by mobilizing public opinion through transnational networks of opinion-makers and policymakers. Transnational networks of norm entrepreneurs have emerged where traditional avenues for foreign policymaking in the U.S. have failed to create a space for meaningful consideration of human rights in the rights/security balance. These traditional avenues are envisioned in the Constitution, which gives the President authority regarding foreign affairs, bounded by checks provided to Congress and the courts. While the goal of the constitutional process is to bring these institutional players into a dialogue, Congress and the judiciary have failed to engage the President in a conversation regarding the balance between human rights and national security. In the absence of initiatives by the government, nongovernmental actors have used communication structures within transnational networks to promote what this Article calls a dialogic approach to enforcement of human rights law.
