Internet gradually becomes the inevitable source of information in almost every field of life and enables very quick information flow between people from various continents. Considering the difference in the level of Internet development across the world and the great number of web presentations, domestic web sites have great competition in informing about Serbia coming from foreign web sites. Internet polako postaje nezaobilazni izvor informacija u gotovo svim sferama zivota i obezbedjuje da informacije velikom brzinom cirkulisu izmedju ljudi sa razlicitih (...) kontinenata. Internet ima znacajnu ulogu i u prezentaciji zemlje, njenih institucija i vrednosti. S obzirom na razlike u nivou njegovog razvoja u svetu i na ogroman broj prezentacija na web-u, domaci sajtovi u informisanju o Srbiji imaju veliku konkurenciju od strane inostranih sajtova. (shrink)

In gegenwärtigem sozialen Protest lässt sich, mit Eva von Redecker, eine „Revolution für das Leben“ ausmachen: eine neue Protestform, die sich durch einen Bezug auf bedrohtes Leben auszeichnet und die Vulnerabilität politisiert. Im vorliegenden Beitrag möchte ich mit John Dewey ein Verständnis von Politisierung durch sozialen Protest entwickeln und dieses in Bezug auf die „Revolution für das Leben“ erläutern. Dazu schlage ich vor, Politisierung als Problematisierung auf drei Ebenen zu begreifen. Sozialer Protest artikuliert, erstens, ausgehend von Erfahrungen, Sachverhalte als Probleme (...) von öffentlicher Bedeutung, die einer Lösung bzw. Bearbeitung bedürfen. Zweitens thematisiert er diese zugleich als Probleme zweiter Ordnung, d.i. als Probleme sozialer Institutionen und gesellschaftlicher (Selbst-) Gestaltung. Und schließlich stellt sozialer Protest die Grenzen politischer Gemeinschaft zur Disposition, indem er zugleich Probleme dritter Ordnung, d.i. politischer Teilhabe adressiert. In diesem Sinne ist auch die „Revolution für das Leben“ zu verstehen: sie artikuliert Vulnerabilität nicht nur als sachliches Problem des Schutzes von akut bedrohten Leben, sondern auch als soziales Problem gestaltbarer Praktiken der Sorge um verletzliche Leben sowie als politisches Problem des Ausschlusses aus der Gemeinschaft derjenigen, deren Leben als der Sorge und des Schutzes wert und würdig anerkannt werden. This paper focuses on a crucial and insufficiently examined issue of the conflict between legality and legitimacy, seen as a key element in securing continuity and providing the intellectual justification of the Francoist regime. Without analyzing the tension between legality and legitimacy, it is impossible to comprehend and successfully dismantle the thesis of the regime's intellectuals, recently revitalized by revisionist historians, according to which Francoism succeeded in re-establishing historical continuity and political normalcy in Spanish society. In the context of the (...) Cold War, it was crucial for Spanish legal scholars to portray Francoism not as a bastion of anti-liberalism, but as a regime whose survival entailed an original interpretation of notions such as freedom, rule of law, sovereignty and authority. They argued that the significance of Francoism consisted not only in defeating liberalism in Spain but in offering an alternative interpretation of its main tenets. By aspiring to justify and overcome its own historical exceptionality, the Francoist regime sought to avoid the inevitability of its demise. By virtue of its failure to do so, Francoism remained outside the European political norm, to which only democratic Spain would be re-admitted. (shrink)

The paper is based on the findings of an empirical research on the application of information and communications technology in vocational schools in Zagreb and the Zagreb County. The authors analysed the interviews with vocational school teachers and students arranged in 6 focus groups. The analysis focussed on the objectives and manners in which the teachers and students usually use ICT, the perceived advantages and disadvantages of the use of ICT for educational purposes, and their suggestions for advancing the application (...) of ICT in schools. The analysis also discussed whether the application of ICT benefited the constructivist teaching, as well as the potential obstacles and stimulating factors for implementing ICT in teaching. The findings indicate that even though the teachers use ICT almost on daily basis, the teaching process is still largely dominated by traditional teaching methods. According to the findings, lack of computer equipment in schools, inadequate teacher training, inadequate curricula for vocational education, and the inadequate study programmes where the teachers are educated for the application of ICT in the teaching process are considered as obstacles for implementing ICT in education. In addition, teachers emphasised the lack of time and low income which often leads to their lack of motivation for the use of ICT in education. (shrink)

Strategic Environmental Assessment, as a support to strategic planning, is a starting point in the creation of a sustainable concept of managing waste that is based on the principles of a circular economy. The role of SEA is to guide the planning process towards the goal of securing the best effects in relation to the quality of the living environment and the socio-economic aspects of development. SEA is also an instrument that can be used when making optimal decisions about spatial (...) development, which further contributes to its importance and role in the planning process. The implementation of SEA allows developers to establish the benefits and implications of the proposed spatial changes, taking into account the capacity of the space to sustain the planned development, and to determine the degree of acceptability of the proposed spatial changes. This paper presents a specific method used for impact assessment in SEA for the Agro-Waste Management Plan for Oplenac Vineyard. The specificity of this method is that it combines specific goals, indicators and criteria for assessing the effect of planning solutions formulated in the simulated AWMP for Oplenac Vineyard using a semi-quantitative expert method. The results of the paper indicate the possibility of using GIS tools to increase objectivity in the expert evaluation of planning solutions, particularly in relation to a group of criteria for assessing the spatial dispersion of the impacts. This reduces the subjectivity that is characteristic of all expert methods. The graphical presentation of the results in GIS technology and the use of matrices and graphs to present the results makes them easier to understand and creates a good basis for making optimal decisions on future activities concerning the elimination of waste from wineries and viticulture.
