Bottlenecks introduces a powerful new way of understanding equal opportunity. Rather than literal equalization, Joseph Fishkin argues that Americans ought to aim to broaden the range of opportunities open to people, at every stage in life, to pursue different paths.

Memory is fleeting. New material rapidly obliterates previous material. How, then, can the brain deal successfully with the continual deluge of linguistic input? We argue that, to deal with this “Now-or-Never” bottleneck, the brain must compress and recode linguistic input as rapidly as possible. This observation has strong implications for the nature of language processing: (1) the language system must “eagerly” recode and compress linguistic input; (2) as the bottleneck recurs at each new representational level, the language system must build (...) a multilevel linguistic representation; and (3) the language system must deploy all available information predictively to ensure that local linguistic ambiguities are dealt with “Right-First-Time”; once the original input is lost, there is no way for the language system to recover. This is “Chunk-and-Pass” processing. Similarly, language learning must also occur in the here and now, which implies that language acquisition is learning to process, rather than inducing, a grammar. Moreover, this perspective provides a cognitive foundation for grammaticalization and other aspects of language change. Chunk-and-Pass processing also helps explain a variety of core properties of language, including its multilevel representational structure and duality of patterning. This approach promises to create a direct relationship between psycholinguistics and linguistic theory. More generally, we outline a framework within which to integrate often disconnected inquiries into language processing, language acquisition, and language change and evolution. (shrink)

There are two big problems related to leadership today: unequal representation and high failure rates among leaders. This conceptual paper argues that commonly shared values, assumptions, and beliefs about leadership, i.e., universal leadership culture, are the common cause of both problems. After the concepts and levels related to leadership culture were explained, we introduce a multilevel, multi-actor process model named the bottleneck metaphor of leadership culture. This metaphor describes how leadership cultures are co-constructed by multiple actors based on their involvement (...) in leader selection and reproduce themselves in groups over time based on emergent leaders' characteristics. Next, a diagnostic tool called “the leadership mirror” is proposed for organizations that want to assess their leadership culture's current state as a starting point for further interventions. Specific suggestions are made for various actors, ranging from individuals to organizations, for their possible roles in preventing undesired leadership cultures. (shrink)

We found that pension funds may face a bottleneck as practical impediments to engaging in responsible investment with respect to the role played by defining and implementing responsible investment. Furthermore, pension funds seek additional coherence and practical guidelines in this field to enable them to take into account ethical considerations in their investment strategies and in implementing them. These findings indicate that the availability of information may affect the stance that key decision makers of pension funds adopt towards responsible investment.

Book review: Joseph Fishkin: Bottlenecks—A New Theory of Equality of Opportunity.

Both realist and anti-realist accounts of natural kinds possess prima facie virtues: realists can straightforwardly make sense of the apparent objectivity of the natural kinds, and anti-realists, their knowability. This paper formulates a properly anti-realist account designed to capture both merits. In particular, it recommends understanding natural kinds as ‘categorical bottlenecks,’ those categories that not only best serve us, with our idiosyncratic aims and cognitive capacities, but also those of a wide range of alternative agents. By endorsing an ultimately (...) subjective categorical principle, this view sidesteps epistemological difficulties facing realist views. Yet, it nevertheless identifies natural kinds that are fairly, though not completely, stance-independent or objective. (shrink)

Microbes often live in association with dense multicellular aggregates, especially biofilms, and the construction of these aggregates typically requires microbial cells to produce public goods, such as enzymes and signaling molecules. Public-goods producers are, in turn, vulnerable to exploitation by free-rider cells that consume the public goods without paying for their production costs. The cell population of a biofilm or other microbial aggregates are expected to pass through bottlenecks due to a wide range of factors, such as antibiotic treatments (...) and dispersal. The goal of this article is to make the case for the relevance of population bottlenecks at shaping the social interactions within microbial aggregates. The effect of bottlenecks on microbial aggregates is complex in that bottlenecks can favor producers under certain circumstances, but not in others. The concept of the Volunteer’s Dilemma from game theory will be used to motivate the hypothesis that this partly occurs because of how bottlenecks alter the risk of being a producer in a microbial aggregate. Finally, the role of bottlenecks in the microbial world impacts key issues in evolutionary biology, including the importance of ecology at shaping social evolution, and the evolution of multicellularity from unicellular ancestors. The evolution and biodiversity of ageing have long fascinated scientists and the public alike. While mammals, including long‐lived species such as humans, show a marked ageing process, some species of reptiles and amphibians exhibit very slow and even the absence of ageing phenotypes. How can reptiles and other vertebrates age slower than mammals? Herein, I propose that evolving during the rule of the dinosaurs left a lasting legacy in mammals. For over 100 million years when dinosaurs were the dominant predators, (...) mammals were generally small, nocturnal, and short‐lived. My hypothesis is that such a long evolutionary pressure on early mammals for rapid reproduction led to the loss or inactivation of genes and pathways associated with long life. I call this the ‘longevity bottleneck hypothesis’, which is further supported by the absence in mammals of regenerative traits. Although mammals, such as humans, can evolve long lifespans, they do so under constraints dating to the dinosaur era. (shrink)

The data-driven approach to psychiatric science leverages large volumes of patient data to construct machine learning models with the goal of optimizing clinical decision making. Advocates claim that this methodology is well-placed to deliver transformative improvements to psychiatric science. I argue that talk of a data-driven revolution in psychiatry is premature. Transformative improvements, cashed out in terms of better patient outcomes, cannot be achieved without addressing patient understanding. That is, how patients understand their own mental illnesses. I conceptualize understanding as (...) the possession of adaptive mental constructs through which experience is mediated. I suggest that this notion of understanding serves as a bottleneck which any prospective approach to psychiatry must address to be efficacious. Subsequently I argue that, though the data-driven approach is undoubtedly powerful, it does not have a straightforward means of unblocking the bottleneck of understanding. I suggest that the data-driven approach must be supplemented with significant theoretical progress if it is to transform psychiatry. (shrink)

The present articleis based on data from the formative evaluation of thefirst five years (1992 to 1996) of the NCR-SAREProducer Grant Program. The evaluation used acombination of mail (...) surveys, non-response telephoneinterviews, and personal interviews.The evaluation revealed that the Program hassucceeded in showing that sustainable agriculturaltechnologies and practices can be viable andprofitable alternatives to conventional ways ofproducing crops and animals while simultaneously beingless environmentally damaging. On the other hand, thecontributions of the Producer Grant Program to thesocial and institutional spheres in which agricultureis embedded are less clear. Changes in these spheresare imperative for the success of sustainableagriculture, and for it to become more mainstream.Such changes cannot occur overnight, but they willremain the main challenge for SARE to tackle in thenear future. It is often assumed that the transition between chemical evolution and biological evolution undergoes a smooth process; that once life has arisen, it will automatically ‘flood’ a solar system body. However, there is no a priori reason to assume that a link between them is a given. The fact that both chemical evolution and biological evolution meet in a single point can be critical. Thus, one may ask: can a world’s environment be favourable for chemical evolution but not for biological (...) evolution, or vice versa? This is an important question worth exploration because certain worlds in the solar system in the past seemed to possess the possibility of chemical evolution, while several worlds in the present seem to exhibit such a possibility. Have such solar system bodies thus been, or are, ‘flooded’ by life? Did they possess the opportunity for biological evolution? The answer depends on the very nature of certain conditions under which evolution occurs, which may indicate that a link between chemical evolution and biological evolution is not automatically realised on a habitable solar system body. Thus, these conditions imply that in the emergence and distribution of cellular life, there exists an indeterminacy bottleneck at which chemical evolution and biological evolution meet through a single cell, whose descendants goes ‘information explosive’, ‘entropy implosive’ and ‘habitat expansive’, which determine whether life moves on to new environments. The consequence is that a world's environment can indeed be favourable for biological evolution, but not for chemical evolution. Thus, even if chemical evolution leads to the emergence of a microbial organism in a world, then it is not a given that such a first life form will be subjected to distribution to other environments; and not a given that its existence will continue in the environment it originated in. Thus, the bottleneck may be one of the decisive factors in the differences between habitable and inhabited worlds. (shrink)

This paper chooses car travel and bus travel as the research objects, establishes a dual-mode equilibrium model based on the bottleneck model, and compares the travel characteristics of the no-toll and fine-toll schemes. We find that the fine-toll scheme can eliminate the queuing time at the bottleneck, but it also increases the congestion risk cost of bus travel. In order to eliminate the queuing time at the bottleneck and reduce the congestion risk cost of bus travel without increasing the car (...) travel cost and bus travel cost, we propose an optimization scheme of fine toll and bus departure quantity and analyze its travel characteristics theoretically. Through the numerical example, we calculate and analyze the equilibrium results of no-toll scheme, fine-toll scheme, and optimization scheme of fine toll and bus departure quantity. The results indicate that the optimization scheme of fine toll and bus departure quantity can help travelers to choose a reasonable travel mode and travel time to travel in the rush hour. (shrink)

We provide a computational model of semantic alignment among communicating agents constrained by social and cognitive pressures. We use our model to analyze the effects of social stratification and a local transmission bottleneck on the coordination of meaning in isolated dyads. The analysis suggests that the traditional approach to learning—understood as inferring prescribed meaning from observations—can be viewed as a special case of semantic alignment, manifesting itself in the behaviour of socially imbalanced dyads put under mild pressure of a local (...) transmission bottleneck. Other parametrizations of the model yield different long-term effects, including lack of convergence or convergence on simple meanings only. (shrink)

Human multitasking suffers from a central attentional bottleneck preventing parallel performance of central mental operations, leading to profound deferments in task performance. While previous research assumed that the deferment is caused by a mere waiting time, we show that the bottleneck requires executive functions accounting for a profound part of the deferment. Three participant groups with EF impairments showed worse multitasking performance than respective control groups. Three further groups with EF improvements showed improved multitasking. Finally, three groups performed a dual-task (...) and different measures of EF and showed significant correlations between multitasking performance and working memory capacity. Demands on EF during multitasking may cause more errors, mental fatigue and stress, with parts of the population being considerably more prone to this. (shrink)

If human language must be squeezed through a narrow cognitive bottleneck, what are the implications for language processing, acquisition, change, and structure? In our target article, we suggested that the implications are far-reaching and form the basis of an integrated account of many apparently unconnected aspects of language and language processing, as well as suggesting revision of many existing theoretical accounts. With some exceptions, commentators were generally supportive both of the existence of the bottleneck and its potential implications. Many commentators (...) suggested additional theoretical and linguistic nuances and extensions, links with prior work, and relevant computational and neuroscientific considerations; some argued for related but distinct viewpoints; a few, though, felt traditional perspectives were being abandoned too readily. Our response attempts to build on the many suggestions raised by the commentators and to engage constructively with challenges to our approach. (shrink)

I emphasize the importance of broadening behavioral, ecological, and conservation science into a more integrative, interdisciplinary, socially responsible, compassionate, spiritual, and holistic endeavor. I stress the significance of studies of animal behavior, especially ethological research concerned with animal emotions in which individuals are named and recognized for their own personalities, for helping us to learn not only about the nonhuman animal beings with whom we share Earth but also about who we are and our place in nature. We are (...) best understood in relationship with others. To this end I develop the notions of “minding animals” and “deep ethology.” Animals are sources of wisdom, a way of knowing. We are all citizens of Earth, members of a global community in which intimate reciprocal and beneficent peaceful relationships are mandatory. A world without cruelty and with boundless compassion, respect, grace, humility, spirituality, and love would be a better world in which to live. We have compelling responsibilities for making Earth a better and more peaceful habitat for all beings. It is essential that we do better than our ancestors. We must reflect and step lightly as we “redecorate” nature. Time is not on our side. I plead for the development of heartfelt and holistic science that allows for joy and play. Science need not be suspicious of things it cannot fully understand. We must not avert our eyes or other senses from the eyes and voices of other beings who urgently need our uncompromising and unconditional aid and love. We can do much more than we have done for animals and the Earth. (shrink)

Mitochondria exist in large numbers per cell. Therefore, the strength of natural selection on individual mtDNAs for their contribution to cellular fitness is weak whereas the strength of selection in favor of mtDNAs that increase their own replication without regard for cellular functions is strong. This problem has been solved for most mitochondrial genes by their transfer to the nucleus but a few critical genes remain encoded by mtDNA. Organisms manage the evolution of mtDNA to prevent mutational decay of essential (...) services mitochondria provide to their hosts. Bottlenecks of mitochondrial numbers in female germlines increase the homogeneity of mtDNAs within cells and allow intraorganismal selection to eliminate cells with low quality mitochondria. Mechanisms of intracellular “quality control” allow direct selection on the competence of individual mtDNAs. These processes maintain the integrity of mtDNAs within the germline but are inadequate to indefinitely maintain mitochondrial function in somatic cells. (shrink)

Currently, there are two bottleneck problems in the research of college students’ entrepreneurial intention and entrepreneurial behavior: lack of comprehensive and systematic theoretical framework and empirical analysis to reveal the role path that affects entrepreneurial intention, and most studies ignore the gap between entrepreneurial intention and behavior. Based on the literature review, this study adopted the Theory of Planned Behavior as the theoretical framework introduced entrepreneurial situational factors and entrepreneurial implementation intention, and constructed a two-step extended entrepreneurial intention–behavior model. The (...) structural equation was constructed using AMOS24.0 to empirically analyze the antecedent variables of college students’ entrepreneurial intention and the factors influencing entrepreneurial behavior. The empirical results showed that expected material possessions, expected social reputation, expected self-evaluation, mission and responsibility, and career development are the antecedent variables of entrepreneurial attitude. Support from families and friends, college teachers’ views, and the role models are antecedent variables of entrepreneurial subjective norms. Professional ability, entrepreneurial ability, entrepreneurial experiences, and personality traits are the antecedent variables of entrepreneurial perceived behavior control. In the formation stage of college students’ entrepreneurial intention, attitude, subjective norms, perceived behavior control, and entrepreneurial situational factors have significant impacts on the formation of college students’ entrepreneurial intention, while entrepreneurial intention, perceived behavior control, and entrepreneurial situational factors have significant impacts on the transformation phase of entrepreneurial behavior. Entrepreneurial implementation intention plays an intervening role between entrepreneurial intention and behavior of college students. (shrink)

I evaluate the bottlenecks involved in the simulation mechanism underpinning superior predictive abilities for upcoming actions. This perceptual-motor state is characterized by a complex interrelationship designed to make predictions using a highly fine-tuned and constrained motor operation. The extension of such mechanisms to language may occur only in sensorimotor circuits devoted to the action domain.

In this paper, we focus on the propensity toward identifying natural kinds with successful scientific categories in contemporary discussions of natural kinds within the philosophy of science. Success in this case is understood as the fulfillment of epistemic interests or goals in a given field of scientific research. The prevailing view is that, in order to have a theory of natural kinds that successfully captures current scientific practice, the relevant epistemic interests are the current interests of scientists working in a (...) particular field. In contrast, we concur with the Franklin-Hall (2015) that a wider range of possible interests needs to be taken into account, in order to avoid making natural kinds too dependent on the current stage of research. But unlike Franklin-Hall who suggests looking for an intersection between the interests and goals of current epistemic agents and our neighboring epistemic agents (the categorical bottleneck view), we advocate the view that all these different interests and goals need to be taken into account, and thus our view takes into account a much wider range of categories. Our understanding of communication and its evolution has advanced significantly through the study of simple models involving interacting senders and receivers of signals. Many theorists have thought that the resources of mathematical information theory are all that are needed to capture the meaning or content that is being communicated in these systems. However, the way theorists routinely talk about the models implicitly draws on a conception of content that is richer than bare informational content, especially in contexts where false content (...) is important. This article shows that this concept can be made precise by defining a notion of functional content that captures the degree to which different states of the world are involved in stabilizing senders’ and receivers’ use of a signal at equilibrium.
