The Condorcet efficiency of a social choice procedure is usually defined as the probability that this procedure coincides with the majority winner (or majority ordering) in random samples, given a majority winner exists (or given the majority ordering is transitive). Consequently, it is in effect a conditional probability that two sample statistics coincide, given certain side conditions. We raise a different issue of Condorcet efficiencies: What is the probability that a social choice procedure applied to a sample matches with the (...) majority preferences of the population from which the sample was drawn? We investigate the canonical case where the sample statistic is itself also majority rule and the samples are drawn from real world distributions gathered from national election surveys in Germany, France, and the United States. We relate the results to the existing literature on majority cycles and social homogeneity. We find that these samples rarely display majority cycles, whereas the probability that a sample misrepresents the majority preferences of the underlying population varies dramatically and always exceeds the probability that the sample displays cyclic majority preferences. Social homogeneity plays a fundamental role in the type of Condorcet efficiency investigated here. (shrink)

Belgian data from the PIDOP project show that boys are more involved than girls in illegal political actions, namely the production of graffiti and other acts of “incivility”. These activities must be considered in both groups as complementary to conventional political and social participation and not as their opposite. The main explanatory factor is the level of the perceived efficaciousness of such actions. The lack of trust in institutions and the level of awareness of societal discrimination play no significant explanatory (...) role. In males, the involvement level in these activities depends on feelings of personal discrimination and on the lack of freedom concerning individual choice, confirming the theory of societal vulnerability and Honneth’s theory of recognition. This level also increases along with increasing opportunities to make acquaintances and have fun in the neighbourhood. In females, this involvement is explained by the distance with regard to pro-sociality level. (shrink)

Neuroethics is an interdisciplinary field that arose in response to novel ethical challenges posed by advances in neuroscience. Historically, neuroethics has provided an opportunity to synergize different disciplines, notably proposing a two-way dialogue between an ‘ethics of neuroscience’ and a ‘neuroscience of ethics’. However, questions surface as to whether a ‘neuroscience of ethics’ is a useful and unified branch of research and whether it can actually inform or lead to theoretical insights and transferable practical knowledge to help resolve ethical questions. (...) In this article, we examine why the neuroscience of ethics is a promising area of research and summarize what we have learned so far regarding its most promising goals and contributions. We then review some of the key methodological challenges which may have hindered the use of results generated thus far by the neuroscience of ethics. Strategies are suggested to address these challenges and improve the quality of research and increase neuroscience's usefulness for applied ethics and society at large. Finally, we reflect on potential outcomes of a neuroscience of ethics and discuss the different strategies that could be used to support knowledge transfer to help different stakeholders integrate knowledge from the neuroscience of ethics. This article addresses the issue of the interface between public health and clinical health within the context of the search for networking approaches geared to a more integrated delivery of health services. The articulation of an operative interface is complicated by the fact that the definition of networking modalities involves complex intra- and interdisciplinary and intra- and interorganizational systems across which a new transversal dynamics of intervention practices and exchanges between service structures must be established. A better understanding of the (...) situation is reached by shedding light on the rationale underlying the organizational methods that form the bases of the interface between these two sectors of activity. The Quebec experience demonstrates that neither the structural-functionalist approach, which emphasizes remodelling establishment structures and functions as determinants of integration, nor the structural-constructivist approach, which prioritizes distinct fields of practice in public health and clinical health, adequately serves the purpose of networking and integration. Consequently, a theoretical reframing is imperative. In this regard, structuration theory, which fosters the simultaneous study of methods of inter-structure coordination and inter-actor cooperation, paves the way for a better understanding of the situation and, in turn, to the emergence of new integration possibilities. Currently, the widely used notion of activity is increasingly present in computer science. However, because this notion is used in specific contexts, it becomes vague. Here, the notion of activity is scrutinized in various contexts and, accordingly, put in perspective. It is discussed through four scientific disciplines: computer science, biology, economics, and epistemology. The definition of activity usually used in simulation is extended to new qualitative and quantitative definitions. In computer science, biology and economics disciplines, the new simulation activity definition (...) is first applied critically. Then, activity is discussed generally. In epistemology, activity is discussed, in a prospective way, as a possible framework in models of human beliefs and knowledge. (shrink)

New concepts may prove necessary to profit from the avalanche of sequence data on the genome, transcriptome, proteome and interactome and to relate this information to cell physiology. Here, we focus on the concept of large activity-based structures, or hyperstructures, in which a variety of types of molecules are brought together to perform a function. We review the evidence for the existence of hyperstructures responsible for the initiation of DNA replication, the sequestration of newly replicated origins of replication, cell division (...) and for metabolism. The processes responsible for hyperstructure formation include changes in enzyme affinities due to metabolite-induction, lipid-protein affinities, elevated local concentrations of proteins and their binding sites on DNA and RNA, and transertion. Experimental techniques exist that can be used to study hyperstructures and we review some of the ones less familiar to biologists. Finally, we speculate on how a variety of in silico approaches involving cellular automata and multi-agent systems could be combined to develop new concepts in the form of an Integrated cell (I-cell) which would undergo selection for growth and survival in a world of artificial microbiology. La diminution du poids institutionnel des religions dans notre société ne signifie pas pour autant que les hommes se détournent d'interrogations fondamentales touchant à leur identité profonde, à leur origine et à leur destination, au sens de leur vie ici-bas, à l'éventualité d'une vie après la mort. Que ces questions continuent d'occuper la pensée humaine, chacun est à même d'en faire le constat, et la science elle-même les a investies avec des moyens renouvelés. Ce qui a changé dans les dernières (...) décennies, c'est peut-être la manière d'appréhender ces interrogations fondamentales : on recueillait autrefois les réponses en se référant à sa religion d'appartenance ou en puisant dans un ensemble de discours et de pratiques proprement ésotériques ; aujourd'hui, la recherche de principes directeurs qui soient à même de donner un sens à l'existence n'échappe pas au mouvement général de sécularisation et de globalisation qui a radicalement transformé nos cultures. Anticipant cette tendance, Ostad Elahi s'était interrogé, il y a plus de cinquante ans, sur les conditions d'une sagesse contemporaine partagée, capable d'intégrer la dimension spirituelle, et fondée sur les principes fondamentaux communs aux différentes religions. Sous le titre Quelle sagesse pour notre temps?, cet ouvrage entend ouvrir une réflexion sur les modalités que peut prendre la recherche d'une telle sagesse adaptée à notre époque, à la fois conforme à l'idéal d'autonomie de l'individu moderne et ouverte à ses aspirations les plus profondes. Quels en seraient les principes? Parviendra-t-on à les dégager en s'accordant sur des valeurs éthiques et spirituelles universelles? Et si oui, comment est-il possible de les mettre en oeuvre? Une recherche de ce genre relève-t-elle d'une démarche strictement individuelle, ou peut-elle être également conduite de manière collective, à un niveau académique et plus généralement institutionnel? Three years before his death, Michel Foucault delivered a series of lectures at the Catholic University of Louvain that until recently remained almost unknown. These lectures—which focus on the role of avowal, or confession, in the determination of truth and justice—provide the missing link between Foucault’s early work on madness, delinquency, and sexuality and his later explorations of subjectivity in Greek and Roman antiquity. Ranging broadly from Homer to the twentieth century, Foucault traces the early use of truth-telling in (...) ancient Greece and follows it through to practices of self-examination in monastic times. By the nineteenth century, the avowal of wrongdoing was no longer sufficient to satisfy the call for justice; there remained the question of who the \u201ccriminal\u201d was and what formative factors contributed to his wrong-doing. The call for psychiatric expertise marked the birth of the discipline of psychiatry in the nineteenth and twentieth centuries as well as its widespread recognition as the foundation of criminology and modern criminal justice. Published here for the first time, the 1981 lectures have been superbly translated by Stephen W. Sawyer and expertly edited and extensively annotated by Fabienne Brion and Bernard E. Harcourt. They are accompanied by two contemporaneous interviews with Foucault in which he elaborates on a number of the key themes. An essential companion to Discipline and Punish, Wrong-Doing, Truth-Telling will take its place as one of the most significant works of Foucault to appear in decades, and will be necessary reading for all those interested in his thought.  . The fourth and final volume of The History of Sexuality offers the keystone to Michel Foucault’s critique of Western neoliberal societies. Confessions of the Flesh provides the heretofore missing link that ties Foucault’s late writings on subjectivity to his earlier critique of power. Foucault identifies in Augustine’s treatment of marital sexual relations the moment of birth of the modern legal actor and of the legalization of social relations. With the appearance of the modern legal subject, Foucault’s critique of modern (...) Western societies is complete: it is now possible to see how the later emergence of an all-knowing homo œconomicus strips the State of knowledge and thus deals a fatal blow to its legitimacy. The appearance of both the modern legal actor and homo œconomicus makes it possible to fold the entire four-volume History of Sexuality back into Foucault’s earlier critique of punitive and biopolitical power. And it now challenges us to interrogate how we, contemporary subjects, are shaped in such a way as to implicate ourselves—both willingly and unwittingly—in the social order within which we find ourselves and that, through the interaction of knowledge-power-subjectivity, we reproduce. A cursory review of the philosophy of sport readily reveals that it is dominated by Anglo-Saxon analytical philosophical milieux, in the departments of philosophy and kinesiology, the centers of bioethics, and the faculties of health around the world. In France, however, with the exception of a few researchers working in the philosophy or sport, and within an analytical paradigm, the development of the subject has gone almost unnoticed. By contrast, the discipline of history of sport clearly moved away from philosophy (...) in France with the establishment of a separate field of study based on the Anglo-Saxon model from the work pioneer of Pierre Arnaud developed by Thierry Terret and other sports historians. Nevertheless, in French universities, faculties of philosophy have not been open to research in the philosophy of the body. The philosophy of sport is not taught as such in French Universities even if our generation pursues ways opened by Jacques Ulmann, Bernard Jeu, Bernard Guillemain, Michel Bernard, Jean-Michel Berthelot, Gilbert Andrieu, Bertrand During, André Rauch, Marie-Hélène Brousse, Françoise Labridy, and Georges Vigarello, among others, through their reflections on the philosophy of the body. This article discusses the influence of some of these authors, and especially of Georges Gusdorf, Michel Foucault, and Georges Snyders on the nature and prospects for the philosophy of sport in France. This study is based on the self-reporting by circus artists’ concerning their injuries. We refer to the theoretical framework of emersiology and argue that circus artists may be able to soothe their distress and pain by learning through their body. We will draw further on the comparison between our therapeutic approach and the techniques of self-care introduced by Michel Foucault in his History of Sexuality.

Kenneth Burke and Contemporary European Thought reflects the present transitory nature of rhetoric and society. Its purpose is to relate the rhetorical theory and critical approaches of American critic Kenneth Burke to four major European philosophers - Jurgen Habermas, Ernesto Grassi, Michel Foucault, and Jacques Derrida - as they discuss the nature of language and its central role in society. Supporting transitory forces in society, all these thinkers reject traditional, scientific, objective, reductionist thought and point to language or symbols (...) as the basis for understanding experience and knowledge. Burke, Habermas, and Grassi approach language by establishing global theories. In contrast to these global approaches, Foucault and Derrida attack language and the human situation microscopically. Michel Foucault examines "discursive practices" to discover relationships among the concepts of rhetoric, knowledge, and power. Derrida focuses on the methods of difference and deconstruction because he believes human beings are trapped by their own language, which inherently carries multiple meanings that need to be unpacked or deconstructed.
