Se presentan algunas consideraciones relativas a las lenguas de evangelización, los intérpretes y las interpretaciones en el dominio religioso de la gobernación del Tucumán en el período comprendido entre los años 1580 y 1680. Intentamos reconocer el rol de los intérpretes nativos y las lenguas en las que estos se desempeñaron, aspectos que habilitarán el ingreso a algunos problemas de lingüística americana (quechuización, castellanización, pervivencia de lenguas regionales), de historia indígena (posibilidad de considerar a estos intérpretes como verdaderos mediadores culturales (...) en el dominio religioso y su participación como agentes en el proceso de occidentalización) y de evangelización (grado de cumplimiento del Concilio Limense de 1582 y del Sínodo Diocesano de 1597). El reconocimiento de ciertos recursos iterativos en la presentación del intérprete en textos religiosos, por otro lado, habilitará consideraciones sobre la función pragmática de los discursos que mencionan a estos mediadores y ofrecerá explicaciones sobre el carácter elíptico de su presentación. We present the dossier “Studies of Childhood: movements, limits and frontiers”, a theme discussed in the III Brazilian Congress Childhood Studies (CEI). The Congress was organized by members of the Department of Childhood Studies (DEDI) and the Graduate Program in Education (ProPEd) of the State University of Rio de Janeiro. The articles that compose the dossier review the debates that took place during the event in the fields of education, international relations, and ethno-racial issues. In this presentation, inspired by Mario (...) Benedetti's poem “The Bridge”, we explore the power of three words to think about childhood and the relationship we establish with children: borders, strangeness and movements. How many borders do childhood and children cross into the political, cultural, social, and biological order of life? Which movements or changes do they produce, reproduce, and spread? How to destrange childhood, in the sense of challenging the actions and discursive productions that promote exclusions of various forms? Which movements – in the field of research and in society in general – are instituted to encourage the agency of childhood? Starting from the idea that both our culture and our subjectivity are constituted in the relationship between an interior and an exterior that are placed in tension, we draw on philosophy, literature, psychoanalysis, and cultural studies to explore these questions. In this dossier, the texts compose a set that dialogues with the philosophy of childhood and goes beyond conceptual and methodological limits, in the sense of making moves to understand children and childhood through their perspectives, actions, languages and positions, in an objective and subjective form. This paper analyses the role played by members of the Curie family in the visual diplomacy of cancer treatments. This relationship started in 1921, when Marie Curie travelled to the US, accompanied by her two daughters, Ève and Irène, to receive a gram of radium at the White House from President Warren Harding. In the years that followed, Ève Curie, as the biographer and natural heir of radium discoverers Marie and Pierre Curie, continued to contribute to the visual diplomacy of (...) cancer campaigning. Two events will be analysed through an interdisciplinary lens, merging history of science and visual-diplomacy studies, to show how the legacy of the Curies played out in the international consolidation of pre-war transnational alliances in the fight against cancer. One involves the picture of the chargé d'affaires of the France Republic, Jules Henry, receiving the biography authored by Ève,Madame Curie, at the French embassy in Washington. The other concerns the photograph of Ève visiting the Portuguese Oncology Institute (IPO) in 1940, which was immediately reproduced in the Institute's bulletin in order to raise awareness of cancer prevention strategies, and also captured in film as a propaganda tool for the Estado Novo regime (1933–74). An accessible analysis of the global expansion of financial markets in poor communities, incorporating the latest thinking and evidence.

The purpose of this paper is to trace the American Society for the Control of Cancer's (ASCC) influence on the Portuguese Institute of Oncology's (IPO) Bulletin. The time period featured is from 1934 to 1940, which spans the first two decades of the newly formed Portuguese dictatorship, known as the Estado Novo (1933–1974). The analysis of the ASCC's “imprint” on the IPO's Bulletin aims to shed new light on how American culture influenced Portugal, from its first appearance at the beginning (...) of the 20th century. It brings together the disciplines of history of science and history of art and visual studies, in order to analyse these campaigns' strategic relationship with their “patients and contributors to be.” The public is encouraged by this means not only to seek timely assistance, but also to participate financially in the “cancer cause.” This is achieved by means of international consumer culture media in everyday forms, such as film, adverts in written form, and exhibitions publicising the cause. Lastly, this analysis approaches transnationalism, modernism, and the scientific nature of the Estado Novo's nationalism from new and innovative angles, allowing for a “rethinking” of said nationalism. Para explicá-la melhor, a 'palavra autoritária' será vinculada a enunciados dogmáticos próprios das religiões, como o judaísmo e o islã, e, sobretudo, do cristianismo católico.ABSTRACT According to Mihail Bakhtin, a 'monologic word' is not realized in dialogue; related to it, an 'authoritative word,' as its name implies, comes from authority, be it legal or ecclesiastical, from teachers or parents. As in religious discourse, it does not allow discussion; it asks to be recognized and assimilated. However, it may be that this word, coming from the 'discourse of the other,' is convincing, being incorporated into our discourse in full consciousness. Being so, it can even be considered a 'dialogical word.' To better explain it, the 'authoritative word' will be connected to dogmatic utterances of religions, such as Judaism or Islam, and especially the Catholic Christianity.RESUMEN Según Mijaíl Bajtín, la 'palabra monológica' es una que no está en diálogo; a ella se vincula la 'palabra autoritaria' que, como su nombre lo indica, proviene de la autoridad, sea legal o eclesial, del maestro, de los padres. New technologies could facilitate new ways of cheating. This emerging scenario places academic integrity policy in higher education institutions as critical. Academic integrity scholars have designed conceptual frameworks to analyze academic integrity policy. The body of the literature on academic integrity policy analysis includes studies developed in North America, Europe, and Australia. However, insight into several regions of the world is lacking. This pioneering study in the Chilean context analyzes documents addressing academic integrity at forty-three accredited universities. Using a qualitative (...) research design, we framed this policy analysis in the five core elements of exemplary academic integrity policy: access, approach, responsibility, detail, and support. The findings revealed challenges with accessing documents online, a strong presence of legal language that might not be understandable to all students, and a scarcity of information about review cycles. The punitive approach was prevalent, with a significant focus on students’ conduct. Signs of collaboration and mechanisms for promoting academic integrity cultures were nearly absent. The documents primarily targeted students and the roles of other stakeholders concentrated on the enforcement of sanctions and misconduct investigations. The analysis also showed the use of general definitions to describe academic integrity breaches, inconsistency across the system in defining plagiarism and a lack of guidance to address contract cheating and unauthorized use of generative artificial intelligence. The findings also highlighted the unavailability of institutional support to teach, learn, and research with integrity or references to research-based practices. We propose twelve practical recommendations for policymakers and academic integrity advocates. (shrink)

This article aims to determine to what extent photographic practices in psychology, psychiatry and physiology contributed to the definition of the external bodily signs of passions and emotions in the second half of the 19th century in France. Bridging the gap between recent research in the history of emotions and photographic history, the following analyses focus on the photographic production of scientists and photographers who made significant contributions to the study of expressions and gestures, namely Duchenne de Boulogne, Charles Darwin, (...) Paul Richer and Albert Londe. This article argues that photography became a key technology in their works due to the adequateness of the exposure time of different cameras to the duration of the bodily manifestations to be recorded, and that these uses constituted facial expressions and bodily gestures as particular objects for the scientific study. BackgroundCurrently, most people who might need mental health care services do not receive them due to a number of reasons. Many of these reasons can be overcome by telepsychology, in other words, the use of ICT technologies for therapy ; given that it facilitates access to specialized interventions. In fact, telepsychology is currently offered as an active service in many psychotherapy centers. However, its usage, how it is perceived, and who uses it are still largely unknown.ObjectiveThe aim of this study (...) was to determine if any pattern exists in the usage of telepsychology and face-to-face psychology, to clarify people’s perception of telepsychology in terms of the advantages, barriers and efficacy of online psychotherapy, and to examine usage patterns in terms of individual characteristics and identify patients’ profiles.MethodsAn online survey was conducted on a convenience sample of 514 subjects recluted by using an online advertisement. The inclusion criteria were: to be older than 18 years old and to answer completely the questionnaire. Cluster analysis, ANOVAs, and discriminant analysis were performed to test our research objectives.ResultsThree usage clusters were found: face-to-face psychotherapy ; non-therapy ; and combined face-to-face psychotherapy and telepsychology. In addition, the perception of telepsychology varied among usage clusters, but a common perception emerged about the main telepsychology advantages, barriers and efficacy. Finally, the results showed that personal characteristics differentiated people in each of these clusters.ConclusionThe most common form of access to psychotherapy is the face-to-face form but the second way of delivery was a combination between face to face and online psychotherapy. People who combine face to face with online psychotherapy perceives this last as more efficient and with less barriers to access. Finally, some characteristic as eHealth experience and sociodemographic variables can help to identify people that will attend telepsychology initiatives. These clusters provide insight into opportunities for face-to-face and online patient engagement strategies. (shrink)

Research on the Spatial Quantity Association of Response Codes (SQUARC) has documented associations between spatial position and mental representations of quantity. Large quantities are associated with right and top, small quantities are associated with left and bottom. Resulting compatibility effects have largely been documented for response speed and judgment accuracy. Recently, employing luminance as quantity, Löffler et al. (2022) generalised such SQUARC compatibility effects to affective judgments, showing that horizontally SQUARC-compatible stimulus arrangements (i.e. bright on the right, dark on the (...) left side) are liked more than SQUARC-incompatible arrangements. The present Experiment 1 (N = 296) replicated this horizontal compatibility effect, dz =.18, and generalised it to vertical luminance SQUARC compatibility (i.e. bright on the top, dark on the bottom), dz =.22. Experiments 2a-b (total N = 259; Experiment 2b preregistered) employed stimulus arrangements tilted by 45° to manipulate horizontal and vertical (in)compatibility simultaneously within the same stimulus, finding robust horizontal compatibility effects, but mixed evidence regarding vertical compatibility. El aprendizaje cooperativo aplicado en la clase de ILE (inglés como lengua extranjera) mejora el desarrollo de habilidades fundamentales en el alumnado y la competencia lingüística. Se presenta un trabajo de experimentación comparativa exploratoria que parte de la hipótesis de que el aprendizaje cooperativo (método jigsaw) podría ser conveniente para trabajar la escritura académica. Las conclusiones corroboran esta hipótesis ya que se obtienen resultados más favorables en el grupo experimental donde se aplicó el aprendizaje cooperativo. Se discuten las implicaciones educativas (...) prácticas dirigidas a las propuestas metodológicas para mejorar la escritura académica de inglés como lengua extranjera en enseñanza universitaria. Michel Foucault, no curso Em defesa da sociedade, explica a relação entre o biopoder e o racismo. Dentre as modalidades de racismo praticadas desde o século XIX, Foucault inclui o socialismo, sendo que neste há um racismo de tipo evolucionista, biológico, que funciona plenamente em relação aos doentes mentais, aos criminosos, aos adversários políticos etc., que foi necessário sempre que o socialismo teve de insistir no problema da luta contra o inimigo e da eliminação do adversário no interior da sociedade (...) capitalista, e apareceu porque foi a única maneira, nesse caso, de pensar uma razão para matar o adversário. Por outro lado, Maurice Merleau-Ponty publicou, em 1947, o livro Humanismo e Terror, no qual invoca o problema da violência praticada pela União Soviética, pondo em evidência a teoria e a prática da violência pelo regime comunista. Para Merleau-Ponty, quando se vive numa época em que a base tradicional de uma sociedade se destrói e o homem deve reconstruí-la e reconstruir também as relações humanas, a liberdade de cada um desaparece e a violência aparece. Isso seria como foi o princípio do comunismo, com Lênin. O que Merleau-Ponty questiona é se a violência praticada em 1947 pelo mesmo regime tem o mesmo sentido que tinha no leninismo. O objetivo deste trabalho é verificar se há e quais são os pontos de toque entre a visão foucaultiana do racismo de Estado praticado pela URSS e a violência revolucionária identificada por Merleau-Ponty na mesma URSS. Their opposing attitudes towards motherhood, together with their confrontation with their origins, bring to the fore the performativity found in the discourses of gender, sexuality, class, and race. Aspásia de Mileto (470?-400?) é uma figura cuja história nos é nebulosa e ao mesmo tempo muito clara. Nebulosa pois, como sugere Marta Andrade (2022, p. 24), trata-se de uma existência, como muitas outras, cuja memória a posteridade raramente se ocupou ou simplesmente esqueceu. Mas também clara pois Aspásia possui uma persona constituída no que chamamos de "tradição". A amante de Péricles. A professora de Sócrates. A esposa de Lísicles. Sua figura é frequentemente resgatada à sombra das figuras masculinas com (...) as quais se envolveu. Em grande medida porque as fontes que a resgatam trazem seu nome à margem, mas também em parte devido a uma postura metodológica que, por vezes, ignora nomes de mulheres. Neste artigo, viso recorrer às fontes para trazer à tona o protagonismo de Aspásia no que tange à educação e seu pioneirismo no pensamento retórico. Na primeira seção, desenvolverei uma breve biografia de Aspásia, sua possível influência política e suas habilidades pedagógicas. Na segunda seção, tratarei especialmente de suas contribuições para a retórica, abordando o discurso atribuído a si no Menêxeno de Platão e a Oração Fúnebre atribuída a Péricles por Tucídides. Por fim, na conclusão, diante das teses desenvolvidas, chegaremos a uma imagem mais digna de Aspásia, vislumbrando o retrato de uma mulher que dirige um elogio à coragem e cuja opinião incide diretamente em seu corpo social e político. Desse modo, compreenderemos melhor seus avanços nos âmbitos pedagógicos e retóricos, tidos como cruciais para o desenvolvimento dos cidadãos gregos. (shrink)

In the context of agricultural activity intensification and rural abandonment, neo-rurality has emerged as a back-to-the-land migratory movement led by urban populations seeking alternative ways of life close to nature. Although the initiatives of the new peasantry are diverse, most are land related, such as agriculture and livestock farming. A priori, neorural people undertake agri-food system activities in ways that differ from the conventional model, following the principles of environmental and social sustainability. We conducted a systematic review of the literature (...) on the neo-rural phenomenon with the main objective of examining how neo-rurality has been found to support agroecological transitions. The corpus of neo-rural studies was analyzed from a social-ecological perspective, and a Multiple Correspondence Analysis (MCA) was conducted to determine whether neo-rural agri-food system activities follow agroecological principles. The results indicate that neo-rural studies is an emerging research field that has received considerable attention in western countries. Diverse conceptualizations and terms have been used to address the phenomenon, but the literature agrees on political and environmental motivations and several barriers faced by neo-rural people. This population and in particular new peasants, are employing a wide variety of agroecological practices and strategies throughout the agri-food system. Overall, neo-rural people have been reported to contribute significantly to agroecological transition. (shrink)

O presente artigo tem como objetivo principal esclarecer a concepção da tradição megárica acerca do conceito de capacidade (δύναμις), tal como apresentada no livro Theta da Metafísica de Aristóteles. A análise se faz necessária devido à falta de atenção aristotélica na formulação da tese adversária dos megáricos, pois em nenhum momento Aristóteles parece nos oferecer argumentos plausíveis que justifiquem de maneira adequada a tese de seus oponentes. Partindo desta dificuldade de reconstrução do argumento megárico e visando lhe oferecer uma maior (...) dignidade, o estudo irá, em primeiro lugar, destrinchar possíveis argumentos que sustentem a tese no contexto da referida obra. Em seguida, irá provar que, mesmo a tese megárica não sendo tão facilmente refutável como uma primeira leitura poderia sugerir, há em sua estrutura problemas graves, que se evidenciam diante da concepção aristotélica da capacidade. Todos los Acuerdos de Libre Comercio (ALCs) concluidos recientemente por la Unión Europea (UE) incluyen capítulos sobre Comercio y Desarrollo Sostenible (CDS) donde se recogen compromisos mutuos en materia laboral y medioambiental. Las disposiciones sobre medio ambiente mencionan expresamente los acuerdos multilaterales que cada Parte se compromete a cumplir, como el Acuerdo de París sobre cambio climático. Sin embargo, la falta de un mecanismo de ejecución efectiva en caso de incumplimiento de las disposiciones sobre CDS merma la credibilidad de los (...) compromisos de sostenibilidad. El ALC de la UE con Nueva Zelanda representa un punto de inflexión en esta tendencia, ya que introduce un nuevo modelo de aplicación. Con respecto a los compromisos climáticos, en particular, el ACL incluye objetivos ambiciosos que, unido al nuevo enfoque de aplicación, podrían incorporarse a futuros ALCs de la UE, contribuyendo así de forma importante a la lucha global contra el cambio climático. This article deals with the formation of both queer movements and theories, with the relations that they entertain with feminisms and the political uses to which they put Foucault and Deleuze. It also explores the theoretical and political advantages provided by the concept of « multitudes » over that of « sexual difference »for queer theory and movements. In contrast to the American scene, queer movements in Europe are inspired by anarchist culture and the emergence of transgendered cultures to counter (...) the « sexual Empire », notably by proposing a de-ontologisation of identity politics. No more natural base which can legitimise political action. The emphasis is no longer on « sexual difference » or « the difference of homosexuals », but on queer multitudes. A multitude of bodies, transgendered bodies, men without penises, dykes, cyborgs, butch girls... The « sexual multitude » appears henceforth as the possible subject of a queer politics. (shrink)

Este trabajo parte de una revisión completa del periódico para mujeres La Educanda (Madrid, 1861-1865), que permite apreciar las variaciones existentes en las dos épocas que conoce en su andadura y muestra de manera clara cómo pese a ser una publicación dirigida por hombres, en sus páginas va creciendo de manera notable la participación femenina, coincidiendo con una tendencia generalizada a visibilizar el papel de las mujeres editoras y escritoras en muchas de las empresas de la década de los sesenta.

In his Lectures on Fine Art (1835), Hegel emphasizes the grotesque character of Indian art. Grotesqueness results, in his view, from a contradiction between meaning and shape due to the incongruous combination of spiritual and material elements. Since Hegel's history of art is teeming with examples of inadequacy between meaning and shape, this paper aims to distinguish the grotesque from other types of artistic dissonance and to problematize Hegel's ascriptions of grotesqueness to ancient Indian art. In the first part of (...) the paper, I characterize the grotesque by the unnatural distortion of natural shapes with the purpose of achieving a direct sensuous manifestation of an indeterminate and impersonal divinity, Brahman. Such an attempt is, in Hegel's view, self-contradictory and self-defeating, leading to an exaggeration of the conflict between nature and spirit instead of the intended reconciliation between the two parts. In the second part of the paper, I compare Hegel's account of Indian art to the ‘monstrous myths’ of early modern Europe. Unlike his predecessors, Hegel legitimizes the grotesque representations of Hindu gods as endowed with profound meaning and the result of a universal human need, yet he describes them as ultimately irrational and repulsive based on a prejudiced view of the Indian people(s). In this sense, Hegel's assessment of Indian art functions as a reflection of modern European culture, its fascination and horror in the face of what Enlightenment could not entirely purge, rather than as a truthful and objective account of Indian art and culture. By questioning Hegel's characterization of Hindu iconography and mythology, this paper contributes to underexplored areas of Hegelian aesthetics, namely Hegel's account of symbolic art, especially Indian art, as well as his views on negative aesthetic experiences and values. Background Studying global health problems requires international multidisciplinary teams. Such multidisciplinarity and multiculturalism create challenges in adhering to a set of ethical principles across different country contexts. Our group on health system responses to violence against women (VAW) included two universities in a European high-income country (HIC) and four universities in low-and middle-income countries (LMICs). This study aimed to investigate professional and policy perspectives on the types, causes of, and solutions to ethical challenges specific to the ethics approval stage of (...) the global research projects on health system responses to VAW. Methods We used the Network of Ethical Relationships model, framework method, and READ approach to analyse qualitative semi-structured interviews (n = 18) and policy documents (n = 27). In March-July 2021, we recruited a purposive sample of researchers and members of Research Ethics Committees (RECs) from the five partner countries. Interviewees signposted policies and guidelines on research ethics, including VAW. Results We developed three themes with eight subthemes summarising ethical challenges across three contextual factors. The global nature of the group contributed towards power and resource imbalance between HIC and LMICs and differing RECs’ rules. Location of the primary studies within health services highlighted differing rules between university RECs and health authorities. There were diverse conceptualisations of VAW and vulnerability of research participants between countries and limited methodological and topic expertise in some LMIC RECs. These factors threatened the timely delivery of studies and had a negative impact on researchers and their relationships with RECs and HIC funders. Most researchers felt frustrated and demotivated by the bureaucratised, uncoordinated, and lengthy approval process. Participants suggested redistributing power and resources between HICs and LMICs, involving LMIC representatives in developing funding agendas, better coordination between RECs and health authorities and capacity strengthening on ethics in VAW research. Conclusions The process of ethics approval for global research on health system responses to VAW should be more coordinated across partners, with equal power distribution between HICs and LMICs, researchers and RECs. While some of these objectives can be achieved through education for RECs and researchers, the power imbalance and differing rules should be addressed at the institutional, national, and international levels. Three of the authors were also research participants, which had potential to introduce bias into the findings. However, rigorous reflexivity practices mitigated against this. This insider perspective was also a strength, as it allowed us to access and contribute to more nuanced understandings to enhance the credibility of the findings. The objective of this article is to consider whether the Commentator of the Derveni Papyrus can contribute to our understanding of the double divine will to reject and accept the name of Zeus. After examining some inconsistencies that the traditional readings raise, the authoress appeals to the Derveni Papyrus in order to offer an alternative diachronic interpretation. On this reading, the unique wise one, in the first place, does not wish to be called by the name of Zeus because this (...) name ascribes birth and diversification to it, while it is, as such, eternal and simple. On the other hand, as it cyclically becomes multiple, it is also willing to be identified with Zeus, the God who, according to the Papyrus, swallowed his Grandfather�s phallus along with Mind, got pregnant of everything and re-created the universe. This account fits with Heraclitus� doctrine that there is no creation of the world but some kind of derivation of it from the one, and vice-versa. (shrink)

RESUMEN El talante filosófico de la confianza otorga un sello distintivo al pensamiento de Paul Ricoeur e irradia su filosofía hermenéutica y su ética. Como presuposición onto-an-tropológica, la confianza no aparece tematizada expresamente en su obra, pero se puede pesquisar en nociones éticas clave: solicitud y atestación, desarrolladas en Sí mismo como Otro y en la Filosofía de la Voluntad y otros textos. El objetivo del estudio es exhibir dicha confianza como suelo del dinamismo interno de su filosofía, cuyo presupuesto (...) ontológico-ético es la relación originaria del sí con el otro, expresada en el espíritu hermenéutico-esperanzador, inseparable de su carácter hermenéutico-crítico. ABSTRACT The philosophical spirit of trust gives a distinctive stamp to the thought of Paul Ricoeur and radiates his hermeneutical philosophy and ethics. As an onto-anthropological presupposition, trust does not appear expressly thematized in his work, but it can be investigated in key ethical notions: solicitude and attestation, developed in Himself as Other and in the Philosophy of Will and other texts. The aim of the study is to show this trust as the ground for the internal dynamism of his philosophy, whose ontological-ethical presupposition is the original relationship of the self with the other, expressed in the hermeneutical-hopeful spirit, inseparable from its hermeneutical-critical character. Nous nous référerons dans cet article à la mémoire de l’homme, incarné et historique, déterminé par les médiations spatio-temporelles et exposé aux dilemmes éthiques que doit affronter l’ipséité dans sa capacité d’accueillir l’autre telle que la définit Ricœur. Notre réflexion vise la mémoire inquiétée par des médiations propres à la condition existentielle et corporelle du soi moderne, dans un contexte d’ébullition culturelle et technologique. Un tel contexte a en effet des conséquences qui affectent aussi bien l’identité personnelle et collective, que (...) l’exercice des capacités du soi agissant et souffrant – et tout spécialement celui de sa mémoire. Nous examinerons la dimension tant réceptive que dynamique de la mémoire exposée aux fragilisations qui affectent l’identité narrative humaine, en déterminant ses pouvoirs qui laissent des traces au niveau de la conscience et du corps. Nous terminerons enfin notre réflexion par une analyse des effets volontaires et involontaires qui mettent en question la capacité même de la mémoire, en influant sur l’imagination et sur la réponse éthique du soi. COVID-19 was recognized as a pandemic on March 11, 2020. Nine days later in Brazil, community transmission was deemed ongoing, and following what was already being put in place in various affected countries, restrictive and physical distancing measures that varied in severity across the different states were adopted. Adherence to restrictive and physical distancing measures depends on the general acceptance of public health measures as well as communities’ financial leverage. This article aims to explore and discuss ethical facilitators and barriers (...) to the implementation of physical distancing measures within three dimensions: political, socio-economic, and scientific. Furthermore, we would like to discuss ways to ethically promote restrictive and physical distancing measures in a large and unequal country like Brazil. There is an urgent need for transparent, consistent, and inclusive communication with the public, respecting the most vulnerable populations and attempting to minimize the disproportionate burden on them.
