This study focuses on the static output feedback control of nonlinear Markov jump singularly perturbed systems within the framework of Takagi–Sugeno fuzzy approximation. From a practical point of view, the phenomenon of asynchronous switching between the plant and the controller is considered and characterized by a finite piecewise-homogenous Markov process. Particularly, for facilitating the controller synthesis, the closed-loop system is transformed into a fuzzy Markov jump singularly perturbed descriptor system by adopting descriptor representation. In order to fully accommodate the system (...) features, an appropriate stochastic Lyapunov function is constructed. Afterwards, by combining Finsler’s lemma, the mean square exponential admissibility of the system is analyzed. The conditions ensuring the existence of the predesigned controller are given and further solved by designing a brief search algorithm. Finally, a typical circuit system is used to demonstrate the application potential of the developed control technology and the effectiveness of the control strategy. (shrink)

The failure to reconcile views of the past and to address historical injustice has damaged inter-state relations in Northeast Asia. Joint committees, dialogues and the participation of civil society have been used to address historical issues, but scholars in the disciplines of international relations and area studies have largely ignored these dialogues and deliberative forums. At the same time, there is an emergent theoretical literature on how deliberative democracy can address ethnic conflicts and historical injustice. There is a serious disconnect (...) or distance between the theoretical literature on the resolution of conflicts via deliberation on the one hand, and empirical studies of deliberative approach in East Asia on the other. This article aims to address this shortcoming in the study of the politics of historical dispute in Northeast Asia by proposing a deliberative approach to history disputes and highlighting the achievements, limits and dynamics of deliberation. Through mapping and comparative testing, we confirm that deliberation offers some potential for a departure from nationalist mentalities and a shift towards a consciousness of regional history in Northeast Asia. Our empirical test of the utility of the deliberative approach suggests that a new model for addressing regional disputes may be emerging.

China now faces a national identity problem, that is, sections of the national population do not identify with the Chinese nation-state in which they live. Tibetans, for example, endeavor to create their own political identity through the reconstruction of a Tibetan cultural and ethnic identity. China's national identity problem also involves the question of reunification with Taiwan. In Taiwan, both the Guomindang and the Democratic Progressive Party governments have refused to reunify with China. The question of Taiwan and Tibet are (...) different cases and require different treatment,1 but Beijing's response to the two questions—refusing to adopt a democratic approach—is the same. (shrink)

Moderate pragmatic invariantism (MPI) is a proposal to explain why our intuitions about the truth-value of knowledge claims vary with stakes and salient error-possibilities. The basic idea is that this variation is due to a variation not in the propositions expressed (as epistemic contextualists would have it) but in the propositions conversationally implicated. I will argue that MPI is mistaken: I will distinguish two kinds of implicature, namely, additive and substitutional implicatures. I will then argue, first, that the proponent of (...) MPI cannot appeal to additive implicatures because they don’t affect truth-value intuitions in the required way. Second, I will argue that the proponent of MPI cannot appeal to substitutional implicatures either because, even though they may have the required effects on truth-value intuitions, they don’t feature in the relevant cases. It follows that MPI is mistaken because whether the proponent of MPI appeals to additive or substitutional implicatures, at least one of the claims that make up her view is false. Along the way, I will suggest principles about implicatures that should be relevant not only to MPI, but to pragmatic accounts of seemingly semantic intuitions in general. (shrink)

In "A Problem in Possible-World Semantics," David Kaplan presented a consistent and intelligible modal principle that cannot be validated by any possible world frame (in the terminology of modal logic, any neighborhood frame). However, Kaplan's problem is tempered by the fact that his principle is stated in a language with propositional quantification, so possible world semantics for the basic modal language without propositional quantifiers is not directly affected, and the fact that on careful inspection his principle does not target the (...) world part of possible world semantics—the atomicity of the algebra of propositions—but rather the idea of propositional quantification over a complete Boolean algebra of propositions. By contrast, in this paper we present a simple and intelligible modal principle, without propositional quantifiers, that cannot be validated by any possible world frame precisely because of their assumption of atomicity (i.e., the principle also cannot be validated by any atomic Boolean algebra expansion). It follows from a theorem of David Lewis that our logic is as simple as possible in terms of modal nesting depth (two). We prove the consistency of the logic using a generalization of possible world semantics known as possibility semantics. We also prove the completeness of the logic (and two other relevant logics) with respect to possibility semantics. Finally, we observe that the logic we identify naturally arises in the study of Peano Arithmetic. (shrink)

This article brings together two sets of data that are rarely discussed in concert; namely, disagreement and testimony data. I will argue that relativism yields a much more elegant account of these data than its major rival, contextualism. The basic idea will be that contextualists can account for disagreement data only by adopting principles that preclude a simple account of testimony data. I will conclude that, other things being equal, we should prefer relativism to contextualism. In making this comparative point, (...) Chinese liberals have been searching for a just society, one regulated by democratic institutions and rules—a society where the human potential for evil is properly controlled. It is in this context that Chinese liberal intellectuals such as Yan Jiaqi, Hu Ping, and Liao Xun, drawing on their respective experiences of the tragedies in China, have taken the idea that there is always a potential for evil in human nature as a starting-point for a just society and for designing democratic institutions.

Australia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an in the Asian context, and has experienced the of being neither here nor there. The former Rudd government's proposal for an (APC) by the year 2020 was a substantive initiative in Australia's ongoing engagement with Asia. (...) It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture, norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd's proposal. Kennedy (Linguist Philos 30:1–45, 2007) forcefully proposes what is now a widely assumed semantics for absolute gradable adjectives. On this semantics, maximum standard adjectives like “straight” and “dry” ascribe a maximal degree of the underlying quantity. Meanwhile, minimum standard adjectives like “bent” and “wet” merely ascribe a non-zero, non-minimal degree of the underlying quantity. This theory clashes with the ordinary intuition that sentences like “The stick is straight” are frequently true while sentences like “The stick is bent” are frequently informative, (...) and fans of the indicated theory of absolute gradable adjectives appeal to loose talk in response. One goal of this paper is to show that all extant theories of loose talk are inconsistent with this response strategy. Another goal is to offer a revised version of Hoek’s (Philos Rev 127:151–196, 2018, in: Proceedings of the 22nd Amsterdam Colloquium, 2019) recent theory of loose talk that accommodates absolute gradable adjectives after all, while being defensible against a range of important concerns. Ding’s essay illustrates not only how it has been challenged but also how the catch phrase influences the scholarly discussion. As he indicates, recent Chinese studies that attempt to subvert the traditional theory share the same “flow.” They fail to note that the expression (...) “dismiss the hundred schools of thought and revere only the Confucian arts” has had very negative connotations since it was invoked by Yi Baisha 易白沙 to harshly denounce Confucianism for being responsible for the centuries-long Chinese autocracy. EDITOR’S ABSTRACTThis article argues that the early Laozi text underwent three stages: The first had section divisions on the basis of the meaning. The second stage was the formative period of the Laozi text influenced by cosmological numerology; the Silk Manuscript version A is its testimony. The third stage finalized the text through the canonization of the Classic by Emperor Jing; it is represented by the Peking University Han Bamboo Slips, Yan Zun, and Liu Xiang versions and became the received (...) edition. From the Han Bamboo Slips to the Liu Xiang version, the Laozi’s two parts and section numbering became increasingly balanced and symmetric. Two existing models are used to conceptualize the constrained and limited participation in the communist system. The mobilization model suggests that participation was so mobilized by the party/state that it was largely meaningless, while the disengagement model supports the idea that many communist citizens adopted non-participatory behaviors such as non-voting as a means of protest. This paper attempts to demonstrate the importance of a third model – the emergent democratic culture model. The survey results show that the participation index is (...) in proportion to the number of elections in which a villager is involved; and a growing number of voters in Zhejiang are developing citizen-initiated participation, with rights consciousness.
