Through a selection of principal judicial decisions and significant fact situations from pre- and post-independent India, Pakistan, and Bangladesh, this volume provides an easy access to the basic principles and rules of Muslim law, and shows how case law acts as a social barometer and an instrument of change.

GREAT EMPIRES may come and go, but, like the tides, they leave behind a tangled assortment of treasures and trash. In the case of the British Empire, this included much that one might admire, but also a British Protestant morality that was codified in laws that persist to this day. Section 377 of the colonial Penal Code is a striking example. It classed consensual oral and anal sex as “carnal intercourse against the order of nature” and made it a crime (...) punishable with imprisonment for life. When the British administrators withdrew, they took their soldiers, but left their law books behind. Section 377 was recently repealed in India, but it is still very much on the books in Bangladesh. Water has a dual role in the Sundarbans area of southwestern Bangladesh. Hydrologic processes are vital to the ecological functioning and cultural identity of the mangrove ecosystem. But at the same time, large scale water development creates external forces that threaten the Sundarbans environment. Water is managed to a limited degree as a common property resource, both in the Sundarbans and in larger regions. It is also managed as private property, a public good, a state-controlled resource, an open access (...) resource, and a natural hazard. And to a large degree, it is not managed at all. By focussing on water, we begin to understand the linkages between the Sundarbans area and larger regional contexts; and between common property resource systems and the broader array of institutional, political, and property relations. Section one of this paper provides an overview of the role of water in the Sundarbans, including modern human modifications of deltaic hydrology. Section two surveys water management issues and institutions at six geographical scales: the International Basin; 2) India and Bangladesh; 3) Greater Bengal; 4) Bangladesh; 5) southwestern Bangladesh; and 6) Khulna district. The conclusion stresses the role that the political geography of water will play both within and outside the Sundarbans ecosystem. (shrink)

Commercial surrogacy in India is a booming industry however the raising number of poor illiterate women's participation as commercial surrogate poses serious question of coercion, on the other hand it economically empowers them. In this context, this article analyses the crucial question, can coercion be justified when it benefits the poor by investigating commercial surrogates’ life stories and looking into the various types of coercion discreetly operates. Following modernization paradigm and some local dynamics conducive to development, some Asian countries emerged as economic tigers in the world. Conversely, other Asian countries including Bangladesh failed to taste economic development despite having monetary and technological aids from some developed nations. Drawing on some social and historical trajectories of the divergent contours of Asian development/ underdevelopment, the paper examines the state of development in Bangladesh. The study has found that Japan is the first country in Asia to achieve (...) modernization, and it was followed by other Asian tigers such as Korea, Taiwan, Singapore, Malaysia and currently China and India. We found that all these Asian tigers exert a developmental model which is characterized by ‘endogenous’ modernity and economic nationalism largely driven by, among other things, long-term economic vision and strong political leadership. While the history of Bangladesh has witnessed various cultural nationalisms, the nation has failed to generate any unified economic nationalism since its independence in 1971. We suggest that Bangladesh needs a long-term development vision—a key thrust for economic nationalism—focusing more on some socioeconomic and legal aspects that have historically become major impediments for development. Approximately a quarter of a billion people around the world suffer from malaria each year. Most cases are located in sub-Saharan Africa where Anopheles gambiae mosquitoes are the principal vectors of this public health problem. With the use of CRISPR-based gene drives, the population of mosquitoes can be modified, eventually causing their extinction. First, we discuss the moral status of the organism and argue that using genetically modified mosquitoes to combat malaria should not be abandoned based on some moral value (...) of A. gambiae. Secondly, we argue that environmental impact studies should be performed to obtain an accurate account of the possible effects of a potential eradication of the organism. However, the risks from the purposeful extinction of A. gambiae should not overtake the benefits of eradicating malaria and risk assessments should be used to determine acceptable risks. Thirdly, we argue that the eventual release of the genetically modified mosquitoes will depend on transparency, community involvement, and cooperation between different nations. (shrink)

Economist-philosopher Amartya Sen's writings on social and political issues have attracted wide audiences. Section 2 introduces his contributions on: how people reason as agents within society; social determinants of people's (lack of) access to goods and of the effective freedoms and agency they enjoy or lack; and associated advocacy of self-specification of identity and high expectations for ‘voice’ and reasoning democracy. Section 3 considers his relation to social theory, his tools for theorizing action in society, and his limited degree of (...) attention to work by sociologists and to capitalism and power structures. Section 4 characterizes a style marked by conceptual refinement, emphases on complexity and individuality, including personal individuality, and reformist optimism. Section 5 shows the features from Sections 3 and 4 at work in his conception of personhood that advocates freedom to make a reasoned composition of personal identity. Similarly, Section 6 addresses his conception of public reasoning and neglect of the sociology of democracy. It contrasts the ideal of a reasoning polity with features in many countries. Sen's programmes for critical autonomy in personhood and for reasoned politics play, nevertheless, a normic role, while his analytical formats help investigation of obstacles to more widespread agency, voice, and democratic participation. Over the past decade, non-invasive prenatal testing (NIPT) has been adopted into routine obstetric care to screen for fetal sex, trisomies 21, 18 and 13, sex chromosome aneuploidies and fetal sex determination. It is predicted that the scope of NIPT will be expanded in the future, including screening for adult-onset conditions (AOCs). Some ethicists have proposed that using NIPT to detect severe autosomal AOCs that cannot be prevented or treated, such as Huntington’s disease, should only be offered to prospective parents (...) who intend to terminate a pregnancy in the case of a positive result. We refer to this as the ‘conditional access model’ (CAM) for NIPT. We argue against CAM for NIPT to screen for Huntington’s disease or any other AOC. Next, we present results from a study we conducted in Australia that explored NIPT users’ attitudes regarding CAM in the context of NIPT for AOCs. We found that, despite overall support for NIPT for AOCs, most participants were not in favour of CAM for both preventable and non-preventable AOCs. Our findings are discussed in relation to our initial theoretical ethical theory and with other comparable empirical studies. We conclude that an ‘unconditional access model’ (UAM), which provides unrestricted access to NIPT for AOCs, is a morally preferable alternative that avoids both CAM’s fundamental practical limitations and the limitations it places on parents’ reproductive autonomy. Metaphors can provide a conceptual framework for understanding complex topics and as such, they have frequently been used in COVID-19 discourse. As previous research indicates that conceptual metaphors can influence how people reason about complex topics, the metaphors used to communicate about the pandemic can influence how it is understood and how people respond. This paper investigates the influence of metaphorical framing on emotions and reasoning. An experimental study compares BATTLE and JOURNEY metaphor frames in a hypothetical text (adapted from (...) previous studies) about the pandemic. Our aim is to examine the influence of these frames on readers’ affective state, inferences about the attitudes of others and suggestions to stop the virus from spreading. The results suggest that compared to JOURNEY metaphors, BATTLE metaphors can negatively influence affective state and may influence people to suggest more restrictive solutions to reduce the spread of the virus. Yet, metaphors were not found to influence reasoning about the attitudes of others. We interpret these results in relation to previous studies, suggesting that metaphors may influence emotions and reasoning in some ways only. The results have implications for public communication surrounding the pandemic. Limitations and avenues for future research are discussed. (shrink)

Preston and Hofelich’s (2012) conceptualization of self–other overlap includes both neural and subjective levels, but neural overlap is given a central and necessary role in their model. The model’s broad scope includes many types of empathy phenomena and points to stable patterns and relationships among them. A self–other overlap idea that can cover such a range of phenomena makes gains in explanatory cohesiveness. This may come at the expense of specificity and predictive power in investigating particular neural systems implicated in (...) empathy. The neural overlap concept is broadly useful, but putting it to work in neuroimaging experiments reveals operational ambiguities. Investigating the details of specific systems might suggest further refinements in how we identify meaningful neural self–other overlap. (shrink)

We report on a study of the religious correlates of generalized trust. Our critical frame leads us to explore novel questions about how nonreligion may encourage social trust. We find that those who believe the bible to be a book of fables are more trusting than those with other beliefs about the text, and that nontheists report a greater willingness to trust. We discuss the implications of our findings for future research about religious belief and generalized trust.

In the United States, healthcare providers, institutions, and society have failed to ensure the conditions necessary for racial and ethnic minority communities to be in good health. Many scholars and federal government officials consider racial and ethnic disparities in health to be an injustice and have called for national attention and strategies to eliminate them. Several of these strategies, including cultural competency, focus on addressing deficiencies within the health care system. Cultural competency is the ability of a healthcare provider to (...) function effectively in the context of cultural differences with the clients they serve. Increasing cultural competency among healthcare providers has been shown to improve the quality of healthcare received by racial and ethnic minorities, which contributes to reducing health disparities. Achieving equity in the quality of healthcare received is a necessary strategy, but is insufficient for eliminating disparities in the health status of racial and ethnic minority populations. A growing body of literature reveals that health disparities are determined, not only by inequities in health care, but by social factors. The implication is that strategies that focus solely on healthcare perpetuate the misconception that health status is determined by access to or quality of healthcare. To eliminate racial and ethnic disparities in health status, the fundamental conditions for good health, which include but are not limited to healthcare equity, must be acknowledged and ensured for all people. An activity called Purple Dragons and Yellow Toadstools, originally reported in 1987 as a training activity for jurors, was adapted as a priming exercise for a unit on teaching research ethics with undergraduate students. In this activity, learners develop skills for building negotiated consensus. The procedure involves individuals’ ranking 10–15 moral transgressions and/or legal violations followed by a small group discussion in order to arrive at an agreed-upon ranking by the team. The Philosophy Outreach Project gets high school students across Indiana thinking. POP creates alternative spaces for learning in classrooms, clubs, online, and conference settings. By curating philosophical content and fostering philosophical discussion, POP provides high school students with tools and a platform to engage with each other and the world. POP is run by three teams of Ball State students with a variety of different interests and backgrounds. POP's team includes students studying philosophy, psychology, English, communications, criminal justice, and more. (...) Desde finales de los años 1990, Libia ha experimentado una fase de crecimiento económico muy rápida y se ha convertido, gradualmente, en destino privilegiado de importantes flujos migratorios internacionales procedentes de otros países árabes, de varios países africanos al sur del Sahara e, incluso, de países asiáticos, como Bangladesh, India y China. Contrariando la visión de Libia como un país de tránsito, la realidad es que muchas personas migrantes se quedan en el país. Sin embargo, el espacio libio (...) ha representado en las últimas tres décadas un auténtico laboratorio para las políticas migratorias aplicadas en la relación entre Libia y los países europeos, en primer lugar, Italia. En los 90 y en la primera década del siglo XXI, Libia se caracterizó por dos tendencias opuestas: por un lado, las políticas del régimen de Gadafi encaminadas a abrir el país a la importación de mano de obra barata del África subsahariana y los países árabes; y por otro, las políticas de contención aplicadas por Italia para detener los flujos migratorios irregulares a través del Mediterráneo, que eran relativamente pequeños en comparación con el número total de migrantes en Libia. Este artículo trata de analizar la génesis y el desarrollo de las políticas de contención de la inmigración, centrándose especialmente en las relaciones entre Italia y Libia, analizando sus efectos a mediano plazo y debatiendo cómo estas políticas no solo han ido en detrimento de los derechos de las personas migrantes, sino que también han sido la premisa para su explotación económica y marginación social en Libia e Italia. Many ethical issues facing managers of multinational corporations are polycentric problems. That is, they involve a number of distinct centers -- each of which define rights and obligations of a multiplicity of affected parties -- and resolving matters around one center typically creates unpredictable repercussions around one or more of the other centers. Polycentricity is a normative phenomenon especially unsuited for adjudication, often requiring recourse to alternative processes of contract (or reciprocal adjustment) and managerial direction. This study explores how such (...) concerns about the limits of adjudication (and its various moral counterparts) apply to international decisionmaking connected to human rights obligations of multinational companies. The focus is on ethical problems such as controlling child labor in LDCs such as Bangladesh, India and Pakistan; setting wages in developing countries like Honduras; and conducting business transactions with rights-violating regimes, such as the governments of Nigeria and Myanmar. This article examines the cross-level causal relationship between macro-political settings and micro-political attitudes in eleven Asian societies using the 2006 AsiaBarometer Survey (China, Hong Kong, Japan, South Korea, Singapore, and Taiwan) and the 2006 South Asian Survey (Bangladesh, India, Nepal, Pakistan, and Sri Lanka). After extracting the four underlying dimensions of political attitudes from the broadly comparable questions used in the two surveys, the study first detects national differences in terms of (1) citizens' attitudes toward political activities other (...) than voting, (2) their commitment to a democratic system, (3) their political frustration, and (4) their confidence in their ability to govern themselves. Then, regression analysis examines the possibility that the micro-level variations in each of the four dimensions of political attitudes are related to the abundant macro-level variations found in these Asian countries. The results show that although the country-level predictors for citizens' attitudes toward direct political actions are common to both regions (ethno-linguistic fractionalization and the degree of institutionalization of preference articulation), factors influencing the variations in other dimensions are different. Specifically, the effects of political competitiveness and inclusiveness are more salient in South Asia than in East Asia. (shrink)

What is remarkably unique of the popular cinema in the region of South Asia? How does it lead beyond the vexed notions of the contemporary milieu, namely, hybrid local? How does it transcend the idea of nationally restricted local too? Looking through eclectic motley of popular cinema in the region, this article seeks to unravel such questions with reflexive propositions. It paves the way to comprehend cinematic identity of the region with the adjective of ‘melodrama’, as perceived through the local (...) sociocultural component. It is with the sweep of melodrama, arguably, that cinema of South Asia transcends the notions attached with the category of ‘local’. In this backdrop, this article moots a probing question: What is local in the regional cinemas? Does local mean merely a vexed category in contemporary context of transnational flow? Or there is more to the category of local, beyond the existing formulations? With these questions, this article seeks to participate in the available discourse showing the regional cinema underpinned by the essentially dynamic nature and scope of the local. (shrink)

Le président Richard Nixon et son conseiller en matière de sécurité nationale, Henry Kissinger, utilisent le langage du genre pour exprimer leur conception de la crédibilité américaine, une crédibilité construite par et à travers ce langage. En suivant une approche sensible au genre inspirée des approches féministes poststructuralistes, cet article analyse les conversations enregistrées dans lesquelles Nixon et Kissinger ont formulé (...) des mesures politiques risquées afin de paraître « durs » ou de « se comporter comme des mecs » à l’apogée du conflit de 1971. La conception de la crédibilité de Nixon et Kissinger a produit une base extrêmement instable et dangereuse pour la conduite d’une politique étrangère qui aspirait à maintenir l’équilibre des forces entre les États-Unis et l’Union soviétique. Political philosophers’ prescriptions for poverty alleviation have overlooked the importance of social movements led by, and for, the poor in the global South. I argue that these movements are normatively and politically significant for poverty reduction strategies and global justice generally. While often excluded from formal political processes, organized poor communities nonetheless lay the groundwork for more radical, pro-poor forms of change through their grassroots resistance and organizing. Poor-led social movements politicize poverty by insisting that, fundamentally, it is caused by (...) social relations of power that exploit and subordinate poor populations. These movements and their organizations also develop the collective capabilities of poor communities in ways that help them to contest the structures and processes that perpetuate their needs deprivation. I illustrate these contributions through a discussion of the Landless Rural Worker’s Movement in Brazil, a poor mobilization organization in Bangladesh, and the slum and pavement dweller movement in India. Global justice theorizing about poverty cannot just “add on” the contributions of such struggles to existing analyses of, and remedies for, poverty, however; rather, we will need to shift to a relational approach to poverty in order to see the vital importance of organized poor communities to transformative, poor-centered poverty reduction. This book explores aesthetic forms of the left to negotiate the political frontiers of post-colonial, post-partition South Asia. Spanning India, Sri Lanka, Pakistan and Bangladesh, the contributors study art, film and literature to illuminate interconnections across regions and countries, and discuss the shifting political contours of the region during the latter half of the 20th century. With a clear focus and conceptualization this volume raises two key questions; how left-wing art generated cultural and social formations, and how aesthetic (...) forms held political value across the region. Reframing political aesthetics within a postcolonial and decolonised framework, it traces the trajectories and nuances the left-wing cultural movement took during decolonization, and focuses on connections and continuities across post-1947 India, Pakistan and Bangladesh. Following the evolution of progressive culture in the 1950s and 60s, networks of leftist filmmakers and theatre activists in postcolonial Pakistan, and the changing fate of left cultural politics in Sri Lanka and India during the 1970s, this book looks to reinvigorate the entangled histories of the left cultural movement in post-partition South Asia. This article attempts to understand the state of teaching, training and research in business ethics in the South and South East Asian region. The countries surveyed are Bangladesh, Bhutan, Cambodia, India, Laos, Malaysia, Myanmar, Nepal, Pakistan, Sri Lanka, Thailand and Vietnam. The diversity across countries in the region is high in terms of economic development, political structuring and human development. The degree of privatization and globalization is varied across countries since each of them is in a different phase (...) of transition. In an earlier survey on Business Ethics, published in 1997, India was the only country from this region that was represented. In the current survey, 12 countries from the South and South East Asia are represented. While Business Ethics in academia is widely present, Corporate Social Responsibility, Governance and Sustainability though relatively new appear to be growing rapidly. Business Ethics courses tend to focus on functional ethics, managerial ethics and implementing codes of ethical conduct. Across the 12 countries, Business Ethics is taught either as an elective or a core course in most institutions. Training emphasis across countries is varied. While training institutions in India appear to be high, the presence of multinational consultants in Thailand, Malaysia, Bangladesh and Sri Lanka is significant. The research focus across countries in the region is weak. The high convergence on the top issues in Business Ethics, across respondents in different countries, is worthy of mention. (shrink)

This article grapples with the causes of India’s microfinance crisis. By contrasting Bangladesh’s highly successful Grameen model with the allegedly “universalizable” version of India’s SKS Microfinance, trust or social capital is isolated—not just narrowly interpreted within standard economic theory, but more broadly construed—as the essential element accounting for the early success of microfinance. It is argued that the microfinance experience has been widely misinterpreted, in both analytical and policy terms. One key concept in the large body of scholarship concerned with theorizing social relations is the idea of 'cosmopolitanism'. This book unpacks the idea of cosmopolitanism through the linked knowledges of the Global South. It brings into dialogue an inter-disciplinary team of local and transnational scholars who examine various temporal, cultural, spatial and political contexts in countries as different, yet connected, as Malaysia, Indonesia, Singapore, India, Bangladesh, Japan, Korea and Vietnam. The book also considers a wide range of (...) subjects – present and historical, real, as represented in literature and in theatre, and as theorized in philosophy – across these diverse contexts, but always focusing on regions and places where inter-Asian intermingling has taken place. The conclusions arrived at are varied and considerably enrich social theorizing. The book reveals a cosmopolitanism that is much more specifically Asian than the cosmopolitanism usually associated with the West, demonstrates how concepts of 'nation', 'local' and 'globalization' play out in practice in Asian settings, and re-examines concepts such as migration, diaspora, and the construction of identities. The book has much to offer scholars engaged in history, literary studies, anthropology and cultural studies. (shrink)

Papers from the Pacific islands, India, Bangladesh and elsewhere illustrate the ethical dilemma of environmental policy, sustainable development and the needs of communities to make a living.

The variety and complexity of the eight papers in this Symposium issue are evidence that immigration is a tough nut to crack both as a matter of policy and application. There is no way that any short summary can do justice to these papers, which take a variety of moral, economic, historical, and empirical approaches to some of the recurrent issues in the field, so it is best in this short issue to try to situate the problem in a general (...) classical liberal context, to show where the pressure points are most likely to appear.The initial way to approach this problem is to start with the simple proposition that the world today is divided into national territories where the practical norm is well-nigh universal: That each sovereign state has exclusive control over its own territory, which, among other things, allows it to decide which individuals are members of that state. These citizens have privileges that may be exercised, no questions asked, on such key matters as entering labor markets, owning property, voting, and otherwise participating in political affairs. All these activities may be denied or granted, at will, to any and all outsiders by the territorial sovereign.No one doubts the need for having some form of territorial control. The need to have some monopoly of force could not be achieved if the entire world, with its infinite diversity of locations and populations, were under a single sovereign. Indeed, in many cases, the divisions within a given country may be so pronounced that separation rather than aggregation is the norm. Thus, at the end of the British Raj, India split into India and Pakistan, and later Pakistan split into Pakistan and Bangladesh. Less dramatically, Czechoslovakia split into two countries, the Czech Republic and Slovakia, while the former Yugoslavia split into five nations, starting from the northwest: Slovenia, Croatia, Bosnia and Herzegovina, Serbia, and Macedonia. Clearly, these ethic differences, be they large or small, are a major obstacle to the expansion of the size of the state. And today, the territorial instinct reasserts itself as the member states of the European Union impose more restrictions on immigration.Yet at the same time, the normative foundations of this system seem elusive. There is the following deep skepticism about the importance of these borders, expressed in these essays by Jeremy Waldron and Ilya Somin, that these national boundary lines should have such a pronounced role in political economy. Michael Blake pursues this theme further by asking the extent to which classical liberals can justify exclusion through the use of violence—or is it force? The inquiry into the dominant role of territoriality can then be expanded, as by Peter Margulies, to examine all sorts of negative externalities that could be created both by easy and strict rules of admission.Taken as a whole, there is no doubt that these national barriers are a serious obstacle to the free trade in goods and services between two individuals, one inside the boundary and one outside. The general view is that these barriers block the gains from trade, which is what drives economic progress, so that ideally all tariffs and quantitative restrictions should give way to a system of free trade in which petty objections by domestic competitors of foreign firms should not dictate local policies.It should, of course, be evident that powerful conflicting forces on free trade and protectionism ebb and flow over time. It should therefore come as no surprise that the stakes are even higher where what is at stake is the movement of people across national boundaries. The loss to any given country from keeping out potential citizens can be enormous, and we see powerful political forces clamp down on open immigration, so many of these gains from trade are lost. The situation can be even more heartbreaking when the ability to leave a country exposes innocent people to imprisonment or death.So what is the explanation for so many nations closing their borders? Much of the explanation comes from old-fashioned protectionism. Your computer programmers will take the jobs of our specialists. There is all sorts of occupational licensing and other barriers to entry within a domestic economy, so there is no reason to expect that these forces will not exert even greater influence against outsiders who do not, after all, have a voice in the local economy and who, therefore, as Alex Nowrasteh, Michael Howard, and Andrew Forrester observe, have little ability to influence domestic policy even after they enter a country. In addition, as Gabriel Chin discusses, strong racial prejudices also lead to exclusions from the domestic economy. Not only are there objections in, say, the United States and much of Western Europe, of exclusion on straight racial grounds, as exemplified by Chinese exclusion acts. The force of these exclusions are also subject to political change. Thus, the Immigration Act of 1924 (the Johnson-Reed Act) was part of a white supremacist program, which gave way two decades later to a very different legal regime with the Immigration Act of 1965, which put an end to the venerable system of national-origin quotas.Yet two other reasons for exclusion are constantly at issue. Immigrants not only bring in their labor but also their families, cultures, and traditions that, in public spaces, may clash with local norms and cultures on such elementary and critical matters as to whether women should dress modestly and wear head coverings. Will freewheeling Danes and Swedes feel comfortable if large numbers of Muslims continue their traditional practices with strong barriers between men and women? There are no obvious market mechanisms that will mitigate these issues, and the situation becomes even more fraught if there are large welfare or educational costs that fall, at least in the short run, on local citizens. These are compounded by the fact that immigrants will typically gain political rights that could easily skew the balance of political power between established and newly arrived ethnic groups by altering the outcome of national and local elections. And letting people in is not just done on a simple open-borders policy. Thus, in many countries, as Lance Pritchett discusses, there is the controversial option of letting foreigners in on short-term labor visas that require them to leave after a certain period. And there are further questions about whether people should be deported if they lied on their entry applications or committed some crime while in the new country, as has occurred in the United States. The numbers of cases can be high and their complexity great, so it is fair to ask, along with Jill Family, whether some self-conscious exceptions to the Administrative Procedure Act of 1946, analogous statutes elsewhere, should be regarded as part of the new normal.It is therefore necessary to deal with the thrust and counterthrust on all these issues. It is also fair to ask whether classical liberalism has a distinctive view on these issues, or whether the combination of private gains and multidirectional externalities gives rise to empirical questions that, as always, require further reflection, even when certain situations—the major influx of illegal immigrants on the US southern border—will generate such powerful emotions that detached intellectual inquiry is ever more difficult. So let me try to make a humble contribution to our common search for liberation from suffering toward life through justice.suffering caused by economic injustice in (...) the axial age and in the capitalist civilization of modernityWe do not need to spend much time on describing the sufferings caused by economic injustice. They cry to high heaven every day. Jean Ziegler, the former UN Special Rapporteur on the Right to Food, speaks of more than 60 million people dying of hunger and its consequences every year, especially children, although there is more than enough to feed them. That is an annual World War II against the poor. He continues to say: “A child that dies of hunger is murdered.” He calls this a daily crime against humanity.1 Others call it structural genocide.2 All these victims are human beings with a human face, according to biblical tradition created in the image of God. So we are talking about murdering living images of God, about blasphemy.Also, the blue planet Earth’s suffering is growing dramatically. The extinction of species is accelerating, desertification is expanding, the poisoning of water and soil is increasing, and climate change is producing irreversible effects like lifting the sea level, devouring islands in the Pacific and growing parts of Bangladesh, creating weather disasters everywhere, and possibly increasing temperature in parts of Africa by ten degrees. We all know this, but so far we have not been able to make the necessary changes in global economics and politics to stop or at least slow it.Often forgotten are the psychological and spiritual sufferings and diseases of a growing number of people. In India an average of more than fifty farmers, driven into debt beyond their means, commit suicide daily out of despair.3 Workers suffer increasing stress and anxiety, and middle-class people fall into depression, projected to be the second most common illness in 2020, according the World Health Organization. So what are the roots of all of this? [End Page 27]My thesis is that what we are experiencing now started nearly three thousand years ago within what is called the Axial Age, beginning in the eighth century bce, in the whole of Eurasia from Greece to China. At that time a new economy started to appear in daily life, built on money and private property. It had tremendous social as well as psychological and spiritual effects. To analyze what happened then helps us understand what is happening today. Looking at the responses to this development by the different faiths and philosophies in Israel/Judah, India, China, and Greece may also help us to better understand the tasks and possibilities of engaged Buddhists and liberation theologians in our age.The philosopher Karl Jaspers coined the term “Axial Age.”4 According to him, the experience of violent crises between 800 and 200 bce might have prompted the parallel efforts of the prophets, the Buddha, Confucius, Daoism, and Greek philosophy to find new foundations for living together. He characterized the new approach as intellectual and spiritual (geistig), looking only marginally at the economic and political context. Recently Karen Armstrong and, based on her findings, Jeremy Rifkin took up this theory, looking particularly at war and violence as causes for the responses within the different cultures.5 Also José María Vigil, who is present here, has just published a chapter in his book on Theology of Axiality and Axial Theology.6 As far as the sociohistoric context of the Axial Age is concerned my thesis comes nearest to what David Graeber has worked out in his book Debt: The First 5,000 Years,7 although he is not very interested in the religious responses.
