The actor plays a character that someone else has envisioned and written: a figment of someone else's imagination. The author's task looks at the other side of this coin: an author conceives of a world and characters, and then sees (...) how those characters will react to their circumstances. In a modern, calculative world, the techniques of tracking are everywhere in the ascendant. Enhanced by algorithmic procedures and analytics, they have been incorporated into distributed network systems, augmented by new sensing and locationing technologies, and embedded into mobile devices, urban structures and environments. Simultaneously, new practices of tracking and sensing have emerged across the consumer, state and corporate sectors. These practices are amplified in the case of megacities as they strive to keep pace with rapid urban development. All movement (...) is subordinated to a condition of 'calculative mobilization’, whereby the urban realm is understood through the spatialization of algorithmic operations. And yet, due to their unique large- and multi-scaled accumulations of data-enhanced actors and their complex, stratified modes of proximity and interoperable relationality, the particular densities of megacities challenge conventional spatial formats of movement and positioning. This article offers new formats of analysis for these calculative practices and the agential and ontological status of the hybrid urban entities that they register and engender. It also offers new structuring principles and political orientations, which are particularly urgent as we witness the ascendance of 'Spatial Data Infrastructures’ that are often promoted as participatory and inclusive while remaining largely inaccessible, pursuing proprietary aims, and infused with the potential not only to protect and inform but also to violate. There is a long history of cryptographic hash functions, i.e. functions mapping variable-length strings to fixed-length strings, and such functions are also expected to enjoy certain security properties. Hash functions can be effected via modular arithmetic, permutation-based schemes, chaotic mixing, and so on. Herein we introduce the notion of an artificial-life (ALife) hash function (ALHF), whereby the requisite mixing action of a good hash function is accomplished via ALife rules that give rise to complex evolution of a given system. In After the Rights Revolution, Cass Sunstein confronts the ?Chicago? intellectual tradition on the effects of government regulation. While recognizing the many failures of regulation, Sunstein argues that most regulation serves a potentially useful purpose and that the courts can be relied on to correct the worst regulatory failures. He offers a dizzying array of prescriptions to ensure this outcome, many of which would appear to run afoul of clear congressional intent. In a more recent book, Breaking the Vicious Circle, (...) Stephen Breyer offers a different diagnosis. He sees health?safety?environmental regulation as essentially out of control because of the ?vicious circle? created by irrational and ineffective government responses to the public's concern about the risk of exposure to carcinogens. Breyer does not believe that this vicious circle of excessive and irrational regulation can be broken by the courts. Instead, he suggests the creation of an elite bureaucratic corps with the mission of proposing more effective and less costly approaches to controlling threats to human health. (shrink)

ABSTRACT This article argues that the data presented in Philosophy Within Its Proper Bounds are of greater interest to psychologists than to philosophers, and cautions experimental philosophers against some experimental shortcomings in the use of self-report and vignettes.

We conceive the development of photography along a horizontal axis: the camera mounted on a tripod, the lens looking out at the expanse of the earth. Cinematographic narrative is based on this horizontal gaze. But quite early on the recording device was transported vertically into the air: Militarized vision, with its own specific narrative mode, begins when the images from above are assembled into a database and analyzed to reveal movements, in order to predict their most probable future course. The (...) aim is to track certain objects, to target then, to destroy them. The arrival of computers and networked communications permits the accelerated development of a form of vision entirely devoted to these processes of tracking and targeting, which no longer offer images for our specular reflection a form of vision which is no longer «for us. ». First published in 1986, Knowledge, Belief, and Witchcraft remains the only analysis of indigenous discourse about an African belief system undertaken from within the framework of Anglo-American analytical philosophy. Taking as its point of departure W. V. O. Quine's thesis about the indeterminacy of translation, the book investigates questions of Yoruba epistemology and of how knowledge is conceived in an oral culture.

The New Evil Demon problem has been hotly debated since the case was introduced in the early 1980’s (e.g. Lehrer and Cohen 1983; Cohen 1984), and there seems to be recent increased interest in the topic. In a forthcoming collection of papers on the New Evil Demon problem (Dutant and Dorsch, forthcoming), at least two of the papers, both by prominent epistemologists, attempt to resist the problem by appealing to the distinction between justification and excuses. My primary aim here is (...) to critically evaluate this new excuse maneuver as a response to the New Evil Demon problem. -/- Their response attempts to give us reason to reject the idea that victims of the New Evil Demon have justification for believing as they do. I shall argue that this approach is ultimately unsuccessful, however much of value can be learned from these attempts. In particular, progress in the debate can be made by following those who advance the excuse maneuver and make explicit the connection between epistemic justification and epistemic norms. By doing so, the questions being debated are clarified, as is the methodology being used to attempt to answer them. (shrink)

There are various equivalent formulations of the Church-Turing thesis. A common one is that every effective computation can be carried out by a Turing machine. The Church-Turing thesis is often misunderstood, particularly in recent writing in the philosophy of mind.

It is common to account for our senses on the basis of our sensory organs. One way of glossing why Aristotle famously counted five senses—and why his count became common sense in the West and elsewhere—is because there are five rather obvious organs of sense. In more modern accounts, this organ criterion of the senses has transformed into a neurobiological criterion; that is to say, part of what it means to be a sense is to have an associated organ with (...) appropriate physiological properties. For example, part of the claim that humans have a sense of vision is that we have a non-vestigial organ (the eye) that has cells (photoreceptors) especially sensitive to the properties of electromagnetic radiation. However, the nature of this “organ criterion” is a point of some contention. Is it a sufficient criterion? Necessary? To be called “vision” need the organ mediating it give rise to “visual experiences”? This chapter will consider the neurobiological criterion as it was originally presented in Aristotle and later reconceptualized in 19th-century neurophysiologist Johannes Müller’s “Law of Specific Nerve Energies.” By understanding the role of neurobiology in these accounts, we will be able to explore the deficiencies of contemporary accounts that downplay neurobiology in differentiating the senses. We will consider one of these accounts in detail: Alva Noë’s recent arguments in favor of an enactive approach to perceptual psychology. (shrink)
