The boldest and most unsettling of the major early modern philosophers, Spinoza, had a much greater, if often concealed, impact on the international intellectual scene and on the early Enlightenment than philosophers, historians, and political theorists have conventionally tended to recognize. Crowdsourced regulation has been discussed to date by legal and social science scholars mainly in the context of legislation and rulemaking, without paying sufficient attention to non-legislative regulatory functions. This article provides a richer theory of crowdsourced regulation which extends to all regulatory functions, focusing on monitoring and enforcement. Regulatory agencies worldwide harness the power of the public using digital platforms to carry out monitoring and enforcement tasks in regulated markets and sectors. For example, agencies operate online complaint databases that (...) invite the public to report mistreatment of consumers and environmental nuisances by regulated firms. Agencies also publish information concerning corporate misbehavior to publicly shame companies into compliance. Crowdsourcing regulatory monitoring and enforcement can help minimize some prominent ailments of the regulatory task, such as poor resources, diminishing deterrence, declining legitimacy, and capture. It can also promote goals and values such as public participation, increased transparency, public trust in regulators, administrative efficiency, and effectiveness in achieving regulatory objectives. However, crowdsourcing regulatory monitoring and enforcement is subject to a new set of legal, administrative, and democratic failures that need to be acknowledged and addressed. The article develops a theory of crowdsourced regulation that supplies justifications and rationales for crowdsourced regulatory monitoring and enforcement, points out its main pitfalls, and normatively evaluates law and policy implications. Incivility in online commenting sections can create a hostile environment and result in the silencing of vulnerable voices. Accordingly, content websites and social media platforms have an ethical responsibility—one that aligns with their strategic interests—to minimize users' exposure to uncivil content. To this end, platforms invest great effort and budget in automatic and manual filtering mechanisms. Yet, these efforts create a competing ethical quandary, as they often come at the expense of free expression, particularly in cases where comments do not (...) explicitly infringe on stated guidelines but might nevertheless be interpreted as offensive. In this paper, we examine an alternative moderation approach, based on comment reordering as opposed to deletion of uncivil comments. Specifically, we show that exposure to uncivil (vs. civil) comments located in the head or at the bottom of a list of comments increases subsequent commenters' likelihood of posting uncivil comments themselves. Exposure to uncivil comments in the middle of a list, however, does not significantly enhance commenters' likelihood of commenting uncivilly. These results offer new theoretical insight into how incivility is transferred between users in online environments. Our results also suggest a straightforward technological solution for mitigating online incivility, which is more ethical and practical than current industry standards. This involves placing civil comments at the beginning and end of the comment thread, with uncivil comments located in the middle. (shrink)

In Cabo Delgado, Mozambique, the year of 2020 marked a dramatic escalation of military activities of the Islamist insurgent group locally known as Al-Shabab or mashababe. This intensification was accompanied by a more immaterial phenomenon: the rise in prominence of social media, both as battleground and as public forum. While the insurgents sacked and occupied major towns and district headquarters, the Web 2.0 networks - Facebook and WhatsApp especially - became the central arena in which the war was apprehended and (...) discussed. This essay is an exploration of the entwining of social media with the 'new war' in Cabo Delgado, focussing on the events that surround the conquest of the Makonde plateau, mythical cradle of the Mozambican liberation struggle. Building on a budding literature on digital militarism, the essay dwells especially on orality and the use of the voice note as a medium to convey information deemed to be more trustworthy and stable than images. Tracking these media and their interrelations, the essay establishes a narrative, however fragmentary, of the downfall of the Makonde plateau; highlights recurring features of violence in the Cabo Delgado conflict; and provides fresh insight into the formation of the Local Force (Força Local), a State-sponsored militia largely constituted by war veterans. Israel Gottlieb Canz’ im Jahre 1742 erschienene Theologia naturalis thetico-polemica ist die erste von drei Abhandlungen dieses Autors über natürliche Theologie. Diese ist bei ihm als eine Art Vorbereitung für die „theologia sublimior“ (die geoffenbarte Theologie) zu verstehen. Die Theologia naturalis hat bei Canz als eine theologia thetica eine darlegende und beweisende Funktion. Dahinter steht eine programmatische These, nämlich dass sie als alleinige Erlöserin des Menschen von seinen Sünden nicht ausreicht. Vielmehr soll durch sie die Notwendigkeit des Weges zur (...) Versöhnung aufgezeigt werden; den Weg selber zu erforschen steht ihr nicht zu. Canz’ natürliche Theologie ist auch eine theologia polemica. Gleich in der Praefatio präzisiert der Verfasser, dass er die Systeme der Gegner, ihre Argumente usw. darlegen und sie analysieren und diskutieren werde. Dies erfolgt aber im Hinblick auf den eigenen Diskurs bzw. im Ausgang von diesem, der sich in Konformität mit der geoffenbarten Theologie weiß. Canz gehört zur ersten Generation „Wolffscher Theologen“, bewahrt sich aber eine gewisse Unabhängigkeit gegenüber Topoi der Wolffschen Philosophie und geht durchaus eigene Wege. Dies im Einzelnen nachzuweisen, gehört zu den zahlreichen Forschungsdesideraten im Hinblick auf die Philosophie des 18. Jahrhunderts. Israel Gottlieb Canz’s Theologia naturalis thetico-polemica, published in 1742 is the first of three works by this author on natural theology, which in his case should be understood as a kind of preparation for the ‘theologia sublimior’ (revealed theology). In Canz’s work, theologia naturalis has the expository and substantiating function of a theologia thetica. Behind this stands a programmatic thesis, namely that theology alone is not sufficient to redeem mankind from its sins. Instead, the necessity of a path to reconciliation must be demonstrated; it is not the role of theology itself to seek that path. Canz’s natural theology is also a theologia polemica. In the preface the author states that he will explain, analyse and discuss his opponents’ systems, arguments etc. However, he does this with reference to his own discourse, or rather taking that discourse, which is recognised as conforming with revealed theology, as a starting point. Canz belongs to the first generation of ‘Wolffian theologians’, but retains a certain independence from the topoi of Wolffian philosophy and follows paths which are entirely his own. A detailed examination of these is one of the many desiderata for researchers engaging with the philosophy of the 18th century. (shrink)

A. L. Kroeber, who together with C. Kluckhohn wrote a now classical review of the concept of culture (1958), claimed that the most significant accomplishment of anthropology in the first half of the twentieth century was the extension and clarification of the concept of culture. In the book mentioned they analyzed about 300 different definitions of the concept. In a critical review of Kroeber's and Kluckhohn's book their colleague L. A.
