Several authors have argued that causes differ in the degree to which they are ‘specific’ to their effects. Woodward has used this idea to enrich his influential interventionist theory of causal explanation. Here we propose a way to measure causal specificity using tools from information theory. We show that the specificity of a causal variable is not well-defined without a probability distribution over the states of that variable. We demonstrate the tractability and interest of our proposed measure by measuring the (...) specificity of coding DNA and other factors in a simple model of the production of mRNA. (shrink)

Many of U.S. President Donald Trump’s business interests—and those of his family and close associates—either conflict or could conflict with his position as the country’s top elected official. Despite concerns about the vitality of the journalism industry, these actual or potential conflicts have been reported in great detail across a number of journalism platforms. More concerning, however, are the partisan news organizations on both the right and left that deliberately sow social discord by exciting deeply polarized political tensions among the (...) U.S. populous. Often described as “fake” news, these organizations produce reports that seem designed to create outrage among audiences instead of enlightenment. This paper draws upon social epistemology and information ethics to offer a truth-based ethos for journalism to help overcome this pernicious form of exploitation. (shrink)

This position paper presents the beginnings of a general theory of representations starting from the notion that an intelligent agent is essentially a control system with multiple control states, many of which contain information (both factual and non-factual), albeit not necessarily in a propositional form. The paper attempts to give a general characterisation of the notion of the syntax of an information store, in terms of types of variation the relevant mechanisms can cope with. Similarly concepts of semantics pragmatics and (...) inference are generalised to apply to information-bearing sub-states in control systems. A number of common but incorrect notions about representation are criticised (such as that pictures are in some way isomorphic with what they represent). (shrink)

This paper, along with the following paper by John McCarthy, introduces some of the topics to be discussed at the IJCAI95 event `A philosophical encounter: An interactive presentation of some of the key philosophical problems in AI and AI problems in philosophy.' Philosophy needs AI in order to make progress with many difficult questions about the nature of mind, and AI needs philosophy in order to help clarify goals, methods, and concepts and to help with several specific technical problems. My favourite leading question when teaching Philosophy of Mind is ‘Could a goldfish long for its mother?’ This introduces the philosophical technique of ‘conceptual analysis’, essential for the study of mind (Sloman 1978, ch. 4). By analysing what we mean by ‘A longs for B’, and similar descriptions of emotional states we see that they inv olve rich cognitive structures and processes, i.e. computations. Anything which could long for its mother, would have to hav e some sort of representation of (...) its mother, would have to believe that she is not in the vicinity, would have to be able to represent the _possibility _of being close to her, would have to desire that possibility, and would have to be to some extent pre-occupied or obsessed with that desire. That is, it should intrude into and interfere with other activities, like admiring the scenery, catching smaller fish, etc. If the desire were there, but could be calmly put aside, whilst other interests were pursued, then it would not be truly a state of longing. It might be a state of preferring. Thus longing involves computational interrupts. The same seems to be true of all emotions. (shrink)

This paper outlines a design-based methodology for the study of mind as a part of the broad discipline of Artificial Intelligence. Within that framework some architectural requirements for human-like minds are discussed, and some preliminary suggestions made regarding mechanisms underlying motivation, emotions, and personality. A brief description is given of the `Nursemaid' or `Minder' scenario being used at the University of Birmingham as a framework for research on these problems. It may be possible later to combine some of these ideas (...) with work on synthetic agents inhabiting virtual reality environments. (shrink)

The common view that the notion of a Turing machine is directly relevant to AI is criticised. It is argued that computers are the result of a convergence of two strands of development with a long history: development of machines for automating various physical processes and machines for performing abstract operations on abstract entities, e.g. doing numerical calculations. Various aspects of these developments are analysed, along with their relevance to AI, and the similarities between computers viewed in this way and (...) animal brains. This comparison depends on a number of distinctions: between energy requirements and information requirements of machines, between ballistic and online control, between internal and external operations, and between various kinds of autonomy and self-awareness. The ideas are all intuitively familiar to software engineers, though rarely made fully explicit. Most of this has nothing to do with Turing machines or most of the mathematical theory of computation. But it has everything to do with both the scientific task of understanding, modelling or replicating human or animal intelligence and the engineering applications of AI, as well as other applications of computers. This paper investigates the complexity hypothesis in microbial evolutionary genetics from a philosophical vantage. This hypothesis, in its current version, states that genes with high connectivity are likely to be resistant to being horizontally transferred. We defend four claims. There is an important distinction between two different ways in which a gene family can persist: vertically and horizontally. There is a trade-off between these two modes of persistence, such that a gene better at achieving one will be worse at achieving (...) the other. At least some genes are likely to experience selection favoring increased transferability. One consequence of this can be encapsulated as the “simplicity hypothesis”: horizontally persisting genes will experience selection favoring reduced connectivity. In order to make sense of the simplicity hypothesis, we need to consider evolutionary populations that transcend species boundaries. Vertical and horizontal persistence are therefore not two competing ways of succeeding at the same game, but involve playing two different games altogether. The complexity hypothesis can be understood in terms of two related notions: entrenchment and Cuvierian functionalism. This framing reveals previously unrecognized and philosophically interesting connections between reasoning about deep conservation and horizontal transfer. (shrink)

People tend to be biased and irrational about politics. Should this constrain what our normative theories of democracy can require? David Estlund argues that the answer is ‘no’. He contends that even if such facts show that the requirements of a normative theory are very unlikely to be met, this need not imply that the theory is unduly unrealistic. I argue that the application of Estlund’s argument to political irrationality depends on a false presupposition: mainly, that being rational about politics (...) is something people could easily do if they tried. Since the empirical evidence shows that being rational about politics is actually quite difficult, Estlund’s argument comes up short. Moreover, I argue that the argument cannot plausibly be extended to insulate normative theories of democracy from facts about political irrationality because of the need for constraints of realism to explain the crucial role that appeals to (reasonable) disagreement play within such theories. This paper attempts to characterise a unifying overview of the practice of software engineers, AI designers, developers of evolutionary forms of computation, designers of adaptive systems, etc. The topic overlaps with theoretical biology, developmental psychology and perhaps some aspects of social theory. Just as much of theoretical computer science follows the lead of engineering intuitions and tries to formalise them, there are also some important emerging high level cross disciplinary ideas about natural information processing architectures and evolutionary mechanisms and that (...) can perhaps be unified and formalised in the future. John Searle's attack on the Strong AI thesis, and the published replies, are all based on a failure to distinguish two interpretations of that thesis, a strong one, which claims that the mere occurrence of certain process patterns will suffice for the occurrence of mental states, and a weak one which requires that the processes be produced in the right sort of way. Searle attacks strong strong AI, while most of his opponents defend weak strong AI. This paper explores some (...) of Searle's concepts and shows that there are interestingly different versions of the 'Strong AI' thesis, connected with different kinds of reliability of mechanisms and programs. Menachem M. Kellner is an American-born scholar of Jewish philosophy, an educator, and a public intellectual who lives in Israel. For over three decades he taught at the University of Haifa, where he held the Sir Isaac and Lady Edith Wolfson Chair of Jewish Religious Thought as well as several high-level administrative positions. Currently he teaches Jewish philosophy at Shalem College, Israel's first liberal arts college, which seeks to integrate Western and Jewish texts. Trained in ethics and political philosophy, Kellner (...) specializes in medieval Jewish philosophy, arguing that Maimonides' rationalist universalism should serve as the ideal for contemporary Jewish life. Creatively fusing Zionism, modern Orthodoxy, and democracy, his vision of Judaism is open to and engaged with the modern world. (shrink)

There can be no doubt that we do know one another. We know that others exist and we know a good deal about others. The question is how we know others. To say that others do not exist would be to assert a solipsism—a theory which no serious philosopher has ever maintained. Solipsism is absurd. Not because it is self-contradictory, for there is nothing self-contradictory in the notion that I alone exist having the experiences and thoughts which I do have (...) and that apart from me nothing and no one else exists. It is absurd simply because others do exist and I know this; because, that is to say, it contradicts the known evidence. This is the sole—but the adequate—ground for concluding solipsism to be absurd. Any discussion of this present problem, therefore, must begin with, the recognition of the fact that knowledge of others occurs. (shrink)

This article engages the current anti‐humanist or post‐human ethos from the point of view of Christology. Invoking Alain Badiou's claim that “the man of humanism has not survived the twentieth century”, it argues that the death of “the man of humanism” ushers in a situation in which the Christian proposal can be clarified in two crucial ways: Christology is the core of Christian anthropology, and therefore must be the first and last word of the Church's formulation of her answer to (...) the question that is every human life; there is no neutral “human” ground in which the Church can carry on a discourse about “humanism” or “natural law”. In particular, they need explanation and analysis if they are to be used to specify requirements and research goals, especially for publicly funded projects. -/- First draft analyses are presented here. In the long term I would like to expand and clarify those analyses, and to provide many different examples to illustrate the points made. Some thoughts arising out of the fact that the University of Birmingham has recently gone through a re-branding exercise led by its administrators responsible for marketing, who failed miserably in marketing the exercise to staff and students within the University, as a result of which there is an online 'Save the Crest' petition that has attracted so many supporters that it made the national news. At the end of the seminar, I suggested that most researchers on language and its evolution (including Derek Bickerton I suspect, though I've only read snippets of his work), mistakenly ignore a host of other competences that are present in far more species.

We look at how the ability to experience grows as an architecture grows itself along with growing the ontology used to experience, understand and act in the environment.
