Population-level biomedical research offers new opportunities to improve population health, but also raises new challenges to traditional systems of research governance and ethical oversight. Partly in response to these challenges, various models of public involvement in research are being introduced. Yet, the ways in which public involvement should meet governance challenges are not well understood. We conducted a qualitative study with 36 experts and stakeholders using the World Café method to identify key governance challenges and explore how public involvement can (...) meet these challenges. This brief report discusses four cross-cutting themes from the study: the need to move beyond individual consent; issues in benefit and data sharing; the challenge of delineating and understanding publics; and the goal of clarifying justifications for public involvement. The report aims to provide a starting point for making sense of the relationship between public involvement and the governance of population-level biomedical research, showing connections, potential solutions and issues arising at their intersection. We suggest that, in population-level biomedical research, there is a pressing need for a shift away from conventional governance frameworks focused on the individual and towards a focus on collectives, as well as to foreground ethical issues around social justice and develop ways to address cultural diversity, value pluralism and competing stakeholder interests. There are many unresolved questions around how this shift could be realised, but these unresolved questions should form the basis for developing justificatory accounts and frameworks for suitable collective models of public involvement in population-level biomedical research governance. Abstract: We examine how trustworthy behaviour can be achieved in the financial sector. The task is to ensure that firms are motivated to pursue long-term interests of customers rather than pursuing short-term profits. Firms’ self-interested pursuit of reputation, combined with regulation, is often not sufficient to ensure that this happens. We argue that trustworthy behaviour requires that at least some actors show a concern for the wellbeing of clients, or a respect for imposed standards, and that the behaviour of these (...) actors is copied in such a way that it becomes a behavioural norm. We briefly suggest what such behavioural norms might need to be if trustworthy behaviour is to be achieved, and consider how they might be supported; we describe the research that is necessary in order to understand these norms in more detail. We argue that the norms of traders are different from the norms of those engaged in other activities, since they are inevitably self-interested, and we consider the risk that traders’ norms might undermine those of other actors. We analyse the task for governance in dealing with this problem, and the role which leadership by a corporate board and management might play in doing this. We describe the need for further research in to describe how this might be done. (shrink)

Knowledge and its Limits presents a systematic new conception of knowledge as a kind of mental stage sensitive to the knower's environment. It makes a major contribution to the debate between externalist and internalist philosophies of mind, and breaks radically with the epistemological tradition of analyzing knowledge in terms of true belief. The theory casts new light on such philosophical problems as scepticism, evidence, probability and assertion, realism and anti-realism, and the limits of what can be known. The arguments are (...) illustrated by rigorous models based on epistemic logic and probability theory. Second-order logic and modal logic are both, separately, major topics of philosophical discussion. Although both have been criticized by Quine and others, increasingly many philosophers find their strictures uncompelling, and regard both branches of logic as valuable resources for the articulation and investigation of significant issues in logical metaphysics and elsewhere. One might therefore expect some combination of the two sorts of logic to constitute a natural and more comprehensive background logic for metaphysics. I. An argument is presented for the conclusion that the hypothesis that no one will ever decide a given proposition is intuitionistically inconsistent. II. A distinction between sentences and statements blocks a similar argument for the stronger conclusion that the hypothesis that I have not yet decided a given proposition is intuitionistically inconsistent, but does not block the original argument. III. A distinction between empirical and mathematical negation might block the original argument, and empirical negation might be modelled on Nelson''s (...) strong negation, but only on intuitionistically unacceptable assumptions. IV. Intuitionists may have to accept the original argument, and therefore be committed to a dubious view of time on which there cannot be merely inductive evidence for statements about the infinite future. The chapter argues that a model‐building methodology like that widespread in contemporary natural and social science already plays a significant role in philosophy. One neglected form of progress in philosophy over the past fifty years has been the development of better and better formal models of significant phenomena. Examples are given from both philosophy of language and epistemology. Philosophy can do still better in the future by applying model‐building methods more systematically and self‐consciously, with consequent readjustments to its methodology. Although (...) it is neither likely nor desirable for model‐building to become the sole or even main philosophical method, its use enhances the power and reliability of philosophical thinking. The philosophical relevance of experimental psychology is hard to dispute. Much more controversial is the so‐called negative program's critique of armchair philosophical methodology, in particular the reliance on ‘intuitions’ about thought experiments. This chapter responds to that critique. It argues that, since the negative program has been forced to extend the category of intuition to ordinary judgments about real‐life cases, the critique is in immediate danger of generating into global scepticism, because all human judgments turn out to depend on intuitions. (...) Recently, some proponents of the negative program have tried to demarcate the target of their critique more narrowly. However, their attempts are still far too indiscriminate, and over‐generate scepticism. Nevertheless, once experimental philosophy has refined its own methodology, it may contribute to the refinement of the methodology of mainstream philosophy, by filtering out the effects of cognitive bias, although it offers no prospect of doing without judgments on real or imaginary cases. Is it possible for the churches to take a joint stand on human dignity, even though they hold different positions in certain ethical questions? This study paper by the (Roman-Catholic) German Bishops' Conference and the United Evangelical Lutheran Church of Germany, which is available in English for the first time, explores new paths in the ecumenical handling of ethical questions. Using the methodology of "differentiated consensus", the authors outline the theological similarities of the churches' teaching of anthropology, whilst still doing (...) justice to their differences in the ethical assessment of individual issues of human conduct. In this way, Catholics and Lutherans adopt a common position and make a theologically responsible contribution to ethical judgement. (shrink)

Experiences of embodied remembering are familiar and diverse. We settle bodily into familiar chairs or find our way easily round familiar rooms. We inhabit our own kitchens or cars or workspaces effectively and comfortably, and feel disrupted when our habitual and accustomed objects or technologies change or break or are not available. Hearing a particular song can viscerally bring back either one conversation long ago, or just the urge to dance. Some people explicitly use their bodies to record, store, or (...) cue memories. Others can move skilfully, without stopping to think, in complex and changing environments thanks to the cumulative expertise accrued in their history of fighting fires, or dancing, or playing hockey. The forms of memory involved in these cases may be distinct, operating at different timescales and levels, and by way of different mechanisms and media, but they often cooperate in the many contexts of our practices of remembering. Operational epistemology is, to a first approximation, the attempt to provide cognitive rules such that one is in principle always in a position to know whether one is complying with them. In Knowledge and its Limits, I argue that the only such rules are trivial ones. In this paper, I generalize the argument in several ways to more thoroughly probabilistic settings, in order to show that it does not merely demonstrate some oddity of the folk epistemological conception of knowledge. Some (...) of the generalizations involve a formal semantic framework for treating epistemic probabilities of epistemic probabilities and expectations of expectations. The upshot is that operational epistemology cannot work, and that knowledge-based epistemology has the right characteristics to avoid its problems. (shrink)

On connaît peu la pensée chinoise contemporaine. Annie Boisclair s'intéresse ici tout particulièrement au philosophe Mou Zongsan (1909-1995) au parcours singulier. D'origine modeste, il quitte le milieu rural de Shandong pour aller étudier à l'université de Pékin en 1929. Juste avant la prise du pouvoir par les communistes en 1949, Mou fuit à Taïwan puis, plus tard, à Hong Kong. Il enseignera dans diverses universités et les turbulences sociales et politiques de la Chine seront intimement liées à l'approfondissement de (...) sa connaissance de la tradition intellectuelle chinoise qu'il mettra en relation avec les courants philosophiques occidentaux. C'est le dialogue entre les deux traditions et leur fécondation mutuelle que Annie Boisclair fait apparaître en suivant la pensée du philosophe. De tous les penseurs de ce courant, peu ont eu autant d'influence que Mou Zongsan. Mou supposait que les Chinois subiraient une perte d'identité culturelle s'ils ne valorisaient que le savoir étranger et, en même temps, que la civilisation chinoise ne survivrait pas à un enfermement sur elle-même. La pensée de Mou intégrait déjà plusieurs traditions fondamentales chinoises comme le confucianisme, le taoïsme et le bouddhisme, il était donc naturel d'y inclure des courants de philosophie occidentale. Rarement traduit en français, l'auteure propose en annexe de l'ouvrage quelques pages du philosophe. (shrink)

Metaphysical modalities are definable from counterfactual conditionals, and the epistemology of the former is a special case of the epistemology of the latter. In particular, the role of conceivability and inconceivability in assessing claims of possibility and impossibility can be explained as a special case of the pervasive role of the imagination in assessing counterfactual conditionals, an account of which is sketched. Thus scepticism about metaphysical modality entails a more far-reaching scepticism about counterfactuals. " Jamais un coup de dés n'abolira le hasard ". Althusser fait un bref commentaire de cette célèbre sentence mallarméenne dans un texte de 1982 - Le courant souterrain du matérialisme de la rencontre. II y conclut que l'histoire n'est que la révocation permanente du (...) fait accompli par le "fait à accomplir" sans qu'on sache à l'avance ni jamais, ni où, ni comment. Affaire de jeu de dés à jeter sur la table vide... Ainsi est déterminée une position en philosophie et en politique, assiette inédite qui en appelle à l'aléatoire et se donne comme un " chantier " ouvert à nos explorations. De fait, les catégories du sujet, de l'aliénation, de la dialectique, de l'idéologie, sont bradées ou ébranlées au profit du processus hasardeux et de la vicissitude des formes. As laws are written in 'universal terms' they offer inadequate guidance for those difficult cases that do not fall neatly under one general rule or another. While Aristotle is clear that written laws are essential to secure justice in a political community, he is quick to recognize that alone they are insufficient to achieve this aim. Bridging the gap between legal principle and concrete situation is Aristotle's concept of epieikeia: that virtue which 'corrects' the law where it falls short. Through (...) an acute attentiveness to relevant mitigating factors, epieikeia allows the judge to discern what -- beyond rigid application the law -- a just decision entails. However, though triggered by and tied to particular circumstances, epieikeia does not sanction egregious deviation from established law. This is because it serves the ends of 'universal', or 'natural' justice and so is guided, and therefore constrained by its fixed and unchanging principles. In conclusion, this article explores the normative repercussions of incorporating epieikeia into legal decisions, specifically how it might work to transform justice into a virtue which promotes mercy, kindness, and forgiveness. In a recent paper, Al Mele (2003) suggests that the Simple View of intentional action is “fiction” because it is “wholly unconstrained” by a widely shared (folk) concept of intentional action. The Simple View (Adams, 1986, McCann, 1986) states that an action is intentional only if intended. As evidence that the Simple View is not in accord with the folk notion of intentional action, Mele appeals to recent surveys of folk judgments by Joshua Knobe (2003, 2004a, 2004b). Knobe’s surveys appear (...) to show that the folk judge unintended but known side effects of actions to be performed intentionally. In this paper we will reject Mele’s suggestion that the Simple View is “fiction.” We will also discuss the relationship between surveys and philosophical theories, and the abilities of surveys to access folk core concepts. We will argue that considerations of both fail to support Mele’s suggestion. (shrink)

The need to evaluate the performance of clinical ethics services is widely acknowledged although work in this area is more developed in the United States. In the USA many studies that assess clinical ethics services have utilized empirical methods and assessment criteria. The value of these approaches is thought to rest on their ability to measure the value of services in a demonstrable fashion. However, empirical measures tend to lack ethical content, making their contribution to developments in ethical governance unclear. (...) The steady increase of clinical ethics committees in the UK must be accompanied by efforts to evaluate their performance. As part of this evaluative work it is important to examine how the practice of clinical ethics committees can be informed by empirical measures. (shrink)

In this study, we examined the perception of actual and ideal ethical climate type among 95 nurses working in the internal medicine wards of one central hospital in the state of Israel. We also examined whether nurses’ demographic characteristics influence that perception and if a relationship between perceptions of an actual and an ideal ethical climate type influences nurses’ job satisfaction. A questionnaire composed of three subquestionnaires was administered and the responses analyzed using multiple linear regressions, analysis of variance and (...) Pearson’s correlation coefficient. The results demonstrated that demographic characteristics (such as: gender, job tenure and level of education) partially influence the perception of an ideal ethical climate. Incongruence in perceptions of ‘caring’ and ‘independence’ climate types indicated a decline in nurses’ job satisfaction, while perception of actual ‘caring’ and ‘service’ climates positively influenced all aspects of job satisfaction. We recommend constructing training programs emphasizing the ethics of nursing practice and also to help lead nurses to clarify an ethical framework and guide nursing staff in dealing with ethical dilemmas. Twenty-first-century biology rejects genetic determinism, yet an exaggerated view of the power of genes in the making of bodies and minds remains a problem. What accounts for such tenacity? This article reports an exploratory study suggesting that the common reliance on Mendelian examples and concepts at the start of teaching in basic genetics is an eliminable source of support for determinism. Undergraduate students who attended a standard ‘Mendelian approach’ university course in introductory genetics on average showed no change in their (...) determinist views about genes. By contrast, students who attended an alternative course which, inspired by the work of a critic of early Mendelism, W. F. R. Weldon, replaced an emphasis on Mendel’s peas with an emphasis on developmental contexts and their role in bringing about phenotypic variability, were less determinist about genes by the end of teaching. Improvements in both the new Weldonian curriculum and the study design are in view for the future. (shrink)

This paper argues that the augmented reality gaming application for smart devices, _Pokémon GO_ shows the fate of the legal subject as a neoliberal monster subjugated to the limitations imposed by hypercapitalism. The game, derived from Nintendo’s iconic Pokémon franchise, reveals the legal subject as a frenzied, diminished and impulsive being, allowed to see, move, catch and accumulate but unable to participate in more meaningful self-narration. It is not that the game is lawless, notwithstanding, anxieties in the semiosphere about users (...) trespassing or engaging in criminal behaviour. Rather the game is over structured and highly limited, both within its game-play which is repetitive and impulsive, and in its absence of narrative. Unlike the classic Nintendo Pokémon games which are within the role-playing game genre, _Pokémon GO_ abstracts the seeing, moving, catching and accumulating features of the classic games without the overarching narrative, questing and competition. In this _Pokémon GO_ manifests the transformation of the liberal legal subject of capitalism to the neoliberal subject of a digital orientated hypercapitalism where seeing, moving, catching and accumulating is immediate and impulsive, obliterating the ‘prudent’ subject participating in their own self-narration. Kant stated that there are three mental faculties: cognition, feeling, and desire. The faculty of feeling has received the least scholarly attention, despite its importance in Kant's broader thought, and this volume of new essays is the first to present multiple perspectives on a number of important questions about it. Why does Kant come to believe that feeling must be described as a separate faculty? What is the relationship between feeling and cognition, on the one hand, and desire, on the (...) other? What is the nature of feeling? What do the most discussed Kantian feelings, such as respect and sublimity, tell us about the nature of feeling for Kant? And what about other important feelings that have been overlooked or mischaracterized by commentators, such as enthusiasm and hope? Being social creatures in a complex world, we do things together. We act jointly. While cooperation, in its broadest sense, can involve merely getting out of each other’s way, or refusing to deceive other people, it is also essential to human nature that it involves more active forms of collaboration and coordination (Tomasello 2009; Sterelny 2012). We collaborate with others in many ordinary activities which, though at times similar to those of other animals, take unique and diverse cultural and psychological (...) forms in human beings. But we also work closely and interactively with each other in more peculiar and flexible practices which are in distinctive ways both species-specific and culturally and historically contingent: from team sports to shared labour, from committee work to mass demonstrations, from dancing to reminiscing together about old times. This paper presents a qualitative study of four Grade 1 and Grade 2 national mathematics curricula coming from francophone countries: Côte d’Ivoire, Djibouti, Canada (Québec), and France. A comparative analysis was performed to identify differences that potentially lead to inequities among the countries. We identified all the concepts present in the Grade 1 and Grade 2 mathematics curriculum using the mathematical literacy framework developed by the OECD through its PISA assessment: quantity, change and relationship, data and uncertainty, and space and (...) shape. Then we looked across countries to find the major differences among them. The findings show three categories of possible inequities among the different curricula: some mathematical concepts are not presented in culturally relevant ways to students, some concepts present in the mathematics curricula are not mathematical concepts, and some important mathematical concepts are not part of the mathematics curricula. Our results show that these inequities appear in all four national curricula analysed here. Those findings highlight the need to question the political inequities among mathematics curricula around the world in order to give a chance for all students to learn strong and meaningful mathematics.
