Résumé Comment fonctionne la dette étudiante et quelles sont ses implications sociales et politiques? Cet article montre que le passage du financement public au financement individualisé des études supérieures commence par apporter des clients à certaines banques, qui savent bien en profiter. Cette évolution instaure aussi un quasi-marché des formations universitaires, qui a pour résultat d’exacerber les inégalités, les montants des droits d’inscription devenant la hiérarchie de référence entre des institutions décentralisées et mises en compétition.

L’économie du don (de temps ou d’argent) précède la contrainte, et la dote d’un surplus. Les dons financent et font fonctionner les associations qui conseillent le pouvoir et développent de nouveaux services. L’État apprécie leur dévouement pour l’intérêt général par des dégrèvements fiscaux, mais interdit la rémunération de leurs dirigeants. L’économie sociale et solidaire joue un rôle majeur dans l’insertion par l’emploi. Le caractère non lucratif assumé se retrouve dans la gestion des mutuelles de santé, ou d’assurances. Aujourd’hui, secteur privé (...) et « entreprises sociales » proposent d’assurer des missions équivalentes, par une rationalisation managériale qui ferait fi de ce troisième secteur de l’économie. Alors que tous les regards sont tournés vers les prototypes de robots-compagnons dont les pays en déclin démographique attendent qu’ils s’occupent des personnes âgées, une révolution silencieuse se déroule dans la gestion des médicaments. Grâce aux robots, la délivrance des médicaments par dose unique va bientôt devenir non seulement possible mais normale, à l’hôpital comme en officine, entrainant de nouvelles transformations dans le travail de pharmaciens et des médecins.

Il existe dans tous les pays européens des initiatives citoyennes à but non lucratif et à portée économique. Elles répondent à des besoins sociaux non satisfaits par le marché. Depuis quelques années, l’Union européenne a proposé que des entreprises sociales lucratives s’organisent pour répondre aux mêmes besoins, et que pour ces missions sociales, elles bénéficient des mêmes avantages que les organismes à but non lucratif. À l’inverse, les organismes à but non lucratif sont soumis de plus en plus à la (...) même fiscalité que les entreprises ordinaires, ce qui a pour effet d’en empêcher le développement. Les entreprises en bénéficient depuis longtemps, grâce à de multiples exonérations qui effacent leur dette sociale. Pour les salariés, que personne ne songe à exonérer, la Banque de France propose toutefois des consignes utiles et suggestives, sur quelques moyens pratiques d’échapper aux dettes privées, avant qu’elles nous écrasent. Cet article observe ces deux formes de saturnales bureaucratiques.

Endowed by scientists with foreign genes, often taken from humans, these animals, or bioreactors, as they are also known, earn their keep as living chemical factories. Two companies, the Genzyme Corporation of Cambridge, Mass., and PPL Therapeutics, a Scottish company, already have products from pharm animals being tested in clinical trials supervised by the Food and Drug Administration. But bulletproof vests? The indignant leftist response here would be to deride the collusion between biotechnology and the military-industrial complex—bulletproof vests leaving little doubt as to whose desires count as universal, timeless needs. Yet such a response is perhaps too quick to attribute reason to these genetic experiments in cross-species breeding, and too quick to accept the terms in which biotechnicians present themselves—as the instruments of reason, whether of global capitalism or universal human progress. Part of what this essay wishes to suggest is that to dream up such things and to think of wanting to do them—make a goat produce spider silk in its milk—involve particular fantasies, fantasies not simply about recreating the world in one's image, but about learning to desire the world again, to be excited by it or "surprised" by its existence, to borrow a phrase from Stanley Cavell. PstS and DING proteins are members of a superfamily of secreted, high‐affinity phosphate‐binding proteins. Whereas microbial PstS have a well‐defined role in phosphate ABC transporters, the physiological function of DING proteins, named after their DINGGG N termini, still needs to be determined. PstS and DING proteins co‐exist in some Pseudomonas strains, to which they confer a highly adhesive and virulent phenotype. More than 30 DING proteins have now been purified, mostly from eukaryotes. They are often associated with infections or with (...) dysregulation of cell proliferation. Consequently, eukaryotic DING proteins could also be involved in cell–cell communication or adherence. The ubiquitous presence in eukaryotes of proteins structurally and functionally related to bacterial virulence factors is intriguing, as is the absence of eukaryotic genes encoding DING proteins in databases. DING proteins in eukaryotes could originate from unidentified commensal or symbiotic bacteria and could contribute to essential functions. Alternatively, DING proteins could be encoded by eukaryotic genes sharing special features that prevent their cloning. Both hypotheses are discussed. (shrink)

This article concerns the implementation of a non-anthropological, truly universal paradigm equal for all humans in place of sexual difference (which is not All-sexual), and not determined by it. Everything in human life relates to sexual difference, even Man-in-person as distinct from the subject. The theme of liberation is too restricted and narrow if we do not shift our focus back to the anthropological ? and as such, philosophical ? paradigm, the All-sexual; the All-masculine. Instead of projecting sexual difference onto (...) the human paradigm, we propose, first of all, a pre-sexual ?difference? or duality encompassing all humans, and enabling a certain usage or pragmatic of sexual representations. The utopian paradigm thus allows thinking a transformation of sexual difference. (shrink)

This study allows us to re-establish in the Sanctuary of Apollo a new limestone pillar that is very similar in conception to the one commonly known as "Paul-Emile's pillar". This monument was thus also probably dedicated on the initiative of the king Perseus when he returned to favour at Delphi. Since a letter from Adeimantos to Poliorcetes (302) was inscribed on it, it is suggested that this pillar may have functioned as a vehicle for the a posteriori transcription of various (...) bits of archives serving Macedonian propagande, which thus sought to courtter the defamatory campaign orchestrated by the Senate (cf. the famous "manifesto against Perseus"). The very recent discovery of another inscribed block confirme this hypothesis: we may well have here a reflection in monumental and epigraphical form of the power struggles that preceded the third Macedonian War, the last great political event to have had a close impact on the Sanctuary of Apollo and its Amphictiony. BackgroundThe advent of learning healthcare systems (LHSs) raises an important implementation challenge concerning how to request and manage consent to support secondary use of data in learning cycles, particularly research activities. Current consent models in Quebec were not established with the context of LHSs in mind and do not support the agility and transparency required to obtain consent from all involved, especially the citizens. Therefore, a new approach to consent is needed. Previous work identified the meta-consent model as a promising (...) alternative to fulfill the requirements of LHSs, particularly large-scale deployments. We elicited the public’s attitude toward the meta-consent model to evaluate if the model could be understood by the citizens and would be deemed acceptable to prepare for its possible implementation in Quebec.MethodsEight focus groups, with a total of 63 members of the general public from various backgrounds were conducted in Quebec, Canada, in 2019. Explicit attention was given to literacy levels, language spoken at home and rural vs urban settings. We assessed attitudes, concerns and facilitators regarding key components of the meta-consent model: predefined categories to personalized consent requests, a dynamic web-based infrastructure to record meta-consent, and default settings. To analyse the discussions, a thematic content analysis was performed using a qualitative software.ResultsOur findings showed that participants were supportive of this new approach of consent as it promotes transparency and offers autonomy for the management of their health data. Key facilitators were identified to be considered in the implementation of a meta-consent model in the Quebec LHSs: information and transparency, awareness campaigns, development of educational tools, collaboration of front-line healthcare professionals, default settings deemed acceptable by the society as well as close partnerships with recognized and trusted institutions.ConclusionsThis qualitative study reveals the openness of a sample of the Quebec population regarding the meta-consent model for secondary use of health data for research. This first exploratory study conducted with the public is an important step in guiding decision-makers in the next phases of implementing the various strategies to support access and use of health data in Quebec. Texting while walking is a dangerous behavior that can lead to injury and even death. While several studies have examined the relationship between smartphone use and stress, to our knowledge no studies have yet investigated the relationship between stress and TWW. The objective of the present study was to investigate this relationship by examining the effects of stress on TWW, the effects of TWW on subsequent stress, and the effect of stress on multitasking performance. A total of 80 participants completed (...) two sequential tasks in a laboratory while they walked on a treadmill and responded to a biological motion stimulus imitating the movement of another pedestrian. In the unrestricted task, participants were given the choice to use their personal phones. In the controlled task, they carried a text conversation with a research assistant while they walked and responded to the stimulus. Stress was measured via questionnaire and saliva collection for measure of cortisol before and after each task. Results show that greater psychological stress and cortisol variations were associated with a greater number of phone uses during the unrestricted task. Greater phone use during the unrestricted task was associated with lower subsequent psychological stress in women and total time of phone use was correlated with subsequent cortisol levels. Stress measured before the controlled task had no effect on multitasking performance, but participants with moderate performance were those with the highest cortisol levels. Our results suggest that stress could be a precursor to TWW and that it could affect a pedestrian’s ability to stay safe when using their smartphone. (shrink)

In the literature on medical ethics, it is generally admitted that vulnerable persons or groups deserve special attention, care or protection. One can define vulnerable persons as those having a greater likelihood of being wronged – that is, of being denied adequate satisfaction of certain legitimate claims. The conjunction of these two points entails what we call the Special Protection Thesis. It asserts that persons with a greater likelihood of being denied adequate satisfaction of their legitimate claims deserve special attention, (...) care or protection. Such a thesis remains vague, however, as long as we do not know what legitimate claims are. This article aims at dispelling this vagueness by exploring what claims we have in relation to health care – thus fleshing out a claim-based conception of vulnerability. We argue that the Special Protection Thesis must be enriched as follows: If individual or group X has a greater likelihood of being denied adequate satisfaction of some of their legitimate claims to physical integrity, autonomy, freedom, social provision, impartial quality of government, social bases of self-respect or communal belonging, then X deserves special attention, care or protection. With this improved understanding of vulnerability, vulnerability talk in healthcare ethics can escape vagueness and serve as an adequate basis for practice. (shrink)

In the context of long waiting time to access rehabilitation services, a large majority of settings use referral prioritization to help manage waiting lists. Prioritization practices vary greatly between settings and there is little consensus on how best to prioritize referrals. This paper describes the prioritization processes for physiotherapy services in Québec and its potential implications in terms of equity in access to services. This is a secondary analysis of a survey of outpatient physiotherapy departments (n=98; proportion of participation was (...) 99%) conducted in 2015 across publicly funded hospitals in Québec. In many settings, persons with acute orthopaedic conditions were prioritized while chronic conditions were given a lower priority. There were 72 different combinations of prioritization criteria used in outpatient physiotherapy departments. Variability was also observed in the type of personnel involved in the prioritization process, the number of priority levels used to rank the referrals and the source of information used to prioritize referrals. These results highlight potential issues regarding equity in access to physiotherapy services: the prioritization of persons with acute conditions to the detriment of those with chronic conditions, the lack of consensus on a fair prioritization process and the importance to adequately assess patients’ needs for treatment. Further research and interventions on prioritization criteria and processes are needed to ensure equitable access to physiotherapy services, especially in the public sector. (shrink)
