William Selinger’s Parliamentarism: from Burke to Weber aims to redefine our understanding of what it means to live in a free state. It displaces the concept of “democracy” as a (supposedly) central concern for a range of canonical nineteenth-century authors, and demonstrates that another concept, that of “parliamentarism”, stood at the core of many European liberal writers’ quest for liberty. Selinger shows that Montesquieu’s description of a “balanced” English constitution protected by a system of checks and balances was challenged by (...) a number of contemporary observers of British politics (including Jean-Louis de Lolme and Edmund Burke), who elaborated rival accounts emphasizing instead the dominant position of a powerful representative assembly which mirrored the nation it represented. The resulting doctrine of “parliamentarism”, the book demonstrates through a series of case studies that include Tocqueville, Mill and Weber, subsequently became the “dominant paradigm of a free state across Europe” (p. 9) in the nineteenth century. Although the importance of weak protein‐protein interactions has been understood since the 1980s, scant attention has been paid to this “quinary structure”. The transient nature of quinary structure facilitates dynamic sub‐cellular organization through loose grouping of proteins with multiple binding partners. Despite our growing appreciation of the quinary structure paradigm in cell biology, we do not yet understand how the many forces inside the cell – the excluded volume effect, the “stickiness” of the cytoplasm, and hydrodynamic interactions – perturb the (...) weakest functional protein interactions. We discuss the unresolved problem of how the forces in the cell modulate quinary structure, and to what extent the cell has evolved to exert control over the weakest biomolecular interactions. We conclude by highlighting the new experimental and computational tools coming on‐line for in vivo studies, which are a critical next step if we are to understand quinary structure in its native environment. “La Poésie Comme Exercice Spirituel” first appeared in a 1942 issue of Revue Fontaine edited by Jacques and Raissa Maritain and was subsequently republished in Wah’s 1948 text Poésie, Pensée, Perception, published by Calmann-Lévy. The following is a translation of the Fontaine version. I have noted all of the variations from the latter version in the notes. As I emphasize in my commentary, the piece is a notable display of Wahl’s eclectic range of influences. Most importantly, it shows the extent (...) to which his interest in radical empiricism and process metaphysics informs his creative approach to the intersection of poetics and metaphysics. These interests are not explicitly named in the essay, and yet their influence is pervasive. When Mill's The Subjection of Women was published in 1869 it was ahead of its time in boldly championing feminism. It failed to inaugurate a respectable intellectual debate. Feminist writers have tended to refer to it with respect but without any serious attempt to come to grips with Mill's actual arguments. Kate Millett's chapter in Sexual Politics is the only sustained discussion of Mill in the feminist literature that I am aware of, but it is not from (...) a philosophical viewpoint, and deals with Mill only in the service of an extended comparison with Ruskin. Philosophical books on Mill give the essay short measure. Alan Ryan in J. S. Mill heads one chapter ‘Liberty and The Subjection of Women’, but the former work gets twenty-six pages and the latter only four. Ryan says that ‘it is almost entirely concerned with the legal disabilities of women in Victorian England’. H. J. McCloskey, injfohn Stuart Mill: A Critical Study, gives the essay one and a half pages, commenting that it reads ‘like a series of truisms’ and seems so unimportant today because equality of the sexes has been achieved! ABSTRACT Professor of Moral Philosophy at Marischal College, Aberdeen, James Beattie (1735–1803) was one of the most prominent literary figures of late eighteenth-century Britain. His major works, An Essay on the Nature and Immutability of Truth (1770) and the two-canto poem The Minstrel (1771–1774), were two of the best-sellers of the Scottish Enlightenment and were key to Beattie’s role in the emergence of both the ‘Scottish School’ of Common Sense Philosophy and British Romanticism. Intellectual history scholarship on the Scottish Enlightenment (...) has tended to discuss Beattie in terms of his relationship to his fellow Aberdonian Thomas Read. While clearly important, his link with Reid does not exhaust our potential interest in Beattie. This article explores his extensive engagement with the thought of Jean-Jacques Rousseau (1712–1778). In the process, it is argued that the Genevan’s works – especially the Confession of the Savoyard Vicar in Emile (1762) – played an important though little noticed role in both Beattie’s rhetoric and anti-scepticism in both the Essay and Minstrel. Moreover, Beattie’s initially praising stance on Rousseau as a potential friend to true religion indicates the complexity of the reception of the Genevan’s works in late eighteenth-century Britain. James Mill's History of British India’ (1817) played a major role in re-shaping the English policy and attitudes in India throughout the nineteenth century. This article questions the widely held view that the ‘HBI’ heralded the utilitarian justification of colonisation found for instance in John Stuart Mill's writings. It suggests that James Mill's role as a proponent of ‘utilitarian imperialism’ has been overstated, and argues that much of Mill's criticism of Indian society arose from the continuing (...) influence of his religious education as well as from his links with a network of Presbyterian and Evangelical thinkers. SummaryChallenging the common conception of Jean Bodin as an ‘anti-Aristotelian’ thinker, this article places Bodin's political thought in the context of oeconomics—the science, or art of the household—as it had developed in medieval and Renaissance commentaries on Aristotle's practical philosophy. The article argues that he thereby took part in a longstanding discussion in European political thought which saw the household as possessing a political dimension. Bodin's thought on the family is central to both his universal claims pertaining to his (...) notion of the political and his more particular interest in sovereignty and the origins of absolutism. The article explores Bodin's analysis of the household as the starting point of his inquiry into the nature of a commonwealth and the foundation of his conception of the state; it examines the relationship of la police and l'oeconomie in detail, and argues that the conjugal relationship is the determinant for Bodin's conception of absolute rule and of the origins of supreme power. During the set-up phase of an international study of genetic influences on outcomes from sepsis, we aimed to characterise potential differences in ethics approval processes and outcomes in participating European countries. Between 2005 and 2007 of the FP6-funded international Genetics Of Sepsis and Septic Shock project, we asked national coordinators to complete a structured survey of research ethic committee approval structures and processes in their countries, and linked these data to outcomes. Survey findings were reconfirmed or modified in 2017. Eighteen (...) countries participated in the study, recruiting 2257 patients from 160 ICUs. National practices differed widely in terms of composition of RECs, procedures and duration of the ethics approval process. Eight countries used a single centralised process for approval, seven required approval by an ethics committee in each participating hospital, and three required both. Outcomes of the application process differed widely between countries because of differences in national legislation, and differed within countries because of interpretation of the ethics of conducting research in patients lacking capacity. The RECs in four countries had no lay representation. The median time from submission to final decision was 1.5 months; in nine approval was received within 1 month; six took over 6 months, and in one 24 months; had all countries been able to match the most efficient approvals processes, an additional 74 months of country or institution-level recruitment would have been available. In three countries, rejection of the application by some local RECs resulted in loss of centres; and one country rejected the application outright. The potential benefits of the single application portal offered by the European Clinical Trials Regulation will not be realised without harmonisation of research ethics committee practices as well as national legislation. It is a matter of fact that Europe is facing more and more crucial challenges regarding health and social care due to the demographic change and the current economic context. The recent COVID-19 pandemic has stressed this situation even further, thus highlighting the need for taking action. Active and Assisted Living technologies come as a viable approach to help facing these challenges, thanks to the high potential they have in enabling remote care and support. Broadly speaking, AAL can be referred (...) to as the use of innovative and advanced Information and Communication Technologies to create supportive, inclusive and empowering applications and environments that enable older, impaired or frail people to live independently and stay active longer in society. AAL capitalizes on the growing pervasiveness and effectiveness of sensing and computing facilities to supply the persons in need with smart assistance, by responding to their necessities of autonomy, independence, comfort, security and safety. The application scenarios addressed by AAL are complex, due to the inherent heterogeneity of the end-user population, their living arrangements, and their physical conditions or impairment. Despite aiming at diverse goals, AAL systems should share some common characteristics. They are designed to provide support in daily life in an invisible, unobtrusive and user-friendly manner. Moreover, they are conceived to be intelligent, to be able to learn and adapt to the requirements and requests of the assisted people, and to synchronise with their specific needs. Nevertheless, to ensure the uptake of AAL in society, potential users must be willing to use AAL applications and to integrate them in their daily environments and lives. In this respect, video- and audio-based AAL applications have several advantages, in terms of unobtrusiveness and information richness. Indeed, cameras and microphones are far less obtrusive with respect to the hindrance other wearable sensors may cause to one’s activities. In addition, a single camera placed in a room can record most of the activities performed in the room, thus replacing many other non-visual sensors. Currently, video-based applications are effective in recognising and monitoring the activities, the movements, and the overall conditions of the assisted individuals as well as to assess their vital parameters. Similarly, audio sensors have the potential to become one of the most important modalities for interaction with AAL systems, as they can have a large range of sensing, do not require physical presence at a particular location and are physically intangible. Moreover, relevant information about individuals’ activities and health status can derive from processing audio signals. Nevertheless, as the other side of the coin, cameras and microphones are often perceived as the most intrusive technologies from the viewpoint of the privacy of the monitored individuals. This is due to the richness of the information these technologies convey and the intimate setting where they may be deployed. Solutions able to ensure privacy preservation by context and by design, as well as to ensure high legal and ethical standards are in high demand. After the review of the current state of play and the discussion in GoodBrother, we may claim that the first solutions in this direction are starting to appear in the literature. A multidisciplinary debate among experts and stakeholders is paving the way towards AAL ensuring ergonomics, usability, acceptance and privacy preservation. The DIANA, PAAL, and VisuAAL projects are examples of this fresh approach. This report provides the reader with a review of the most recent advances in audio- and video-based monitoring technologies for AAL. It has been drafted as a collective effort of WG3 to supply an introduction to AAL, its evolution over time and its main functional and technological underpinnings. In this respect, the report contributes to the field with the outline of a new generation of ethical-aware AAL technologies and a proposal for a novel comprehensive taxonomy of AAL systems and applications. Moreover, the report allows non-technical readers to gather an overview of the main components of an AAL system and how these function and interact with the end-users. The report illustrates the state of the art of the most successful AAL applications and functions based on audio and video data, namely lifelogging and self-monitoring, remote monitoring of vital signs, emotional state recognition, food intake monitoring, activity and behaviour recognition, activity and personal assistance, gesture recognition, fall detection and prevention, mobility assessment and frailty recognition, and cognitive and motor rehabilitation. For these application scenarios, the report illustrates the state of play in terms of scientific advances, available products and research project. The open challenges are also highlighted. The report ends with an overview of the challenges, the hindrances and the opportunities posed by the uptake in real world settings of AAL technologies. In this respect, the report illustrates the current procedural and technological approaches to cope with acceptability, usability and trust in the AAL technology, by surveying strategies and approaches to co-design, to privacy preservation in video and audio data, to transparency and explainability in data processing, and to data transmission and communication. User acceptance and ethical considerations are also debated. Finally, the potentials coming from the silver economy are overviewed. (shrink)

Jean Gagnier’s De vita, et rebus gestis Mohammedis was the first substantial biography of the Prophet Muhammad translated by a European author directly from an authentic Muslim source. Familiar to Edward Gibbon and Voltaire, Gagnier’s work significantly shaped European understandings of the origins of Islam well into the nineteenth century. Yet Gagnier’s scholarship has not been examined in any depth since it was closely read by his contemporaries. This article provides an analysis of Gagnier’s strategies and competencies as a (...) translator and reconstructs his attempt to exploit the Arabic manuscripts then available to an Oxford scholar. It argues that the case of Gagnier is a cautionary reminder that philological approaches to the study of the Muslim past did not necessarily occasion sympathy for Islam. Old prejudices continued to influence Gagnier’s decisions as a translator and were passed on in new forms to later readers. Moreover, aspects of the Muslim historiographical tradition discovered by Gagnier did not necessarily incline his readers to a more positive view of Islam. The increased accessibility of Islamic historical texts could just as easily serve the Christian polemicist as the Enlightened historian. (shrink)

ObjectivesPrevious studies found a general increase in prejudice against Chinese people during the first months of the pandemic. The present study aims to consider inter-individual heterogeneity in stability and change regarding prejudice involving Chinese people during the pandemic. The first objective is to identify and describe different trajectories of prejudice over a seven-month period during the pandemic. The second and third objectives are to test the association between trajectory group membership and antecedent variables such as: socio-demographic factors (i.e., age, gender, (...) political affiliation) and two psychological mechanisms, namely economic threat and global citizenship identification.MethodsA representative Canadian sample (N = 3,617) according to age, gender and province of residence, was recruited for a 10-wave survey starting from April 2020 to December 2020. First, a group-based modeling approach was used to identify trajectories of prejudice. Second, a multinomial logistic regression model was used to test associations between membership in trajectories and antecedents.ResultsFour trajectories were identified. The first three trajectories have a low (71.4% of the sample), high (18.5%) or very high (5.3%) level of prejudiceagainstChinese people which is relatively stable over time. The fourth trajectory (4.9%) reports low levels of prejudicein favorof Chinese people which become more positive throughout 2020. Regarding socio-demographic factors: gender is not associated with trajectory group membership, younger people are more likely to follow the trajectory in favor of Chinese people and conservatives are more likely to follow the highest trajectories against Chinese people. Regarding some psychological mechanisms: personal but not collective economic threat is associated with the trajectory in favor of Chinese people. Finally, the highest levels of prejudice are found when the strategy of identification is more local rather than global.ConclusionThe present study shows that Canadians differ in terms of both their level and change in prejudice against Chinese people throughout the pandemic with some socio-demographic groups being more likely than others to be associated with prejudice. The results also suggest that a promising way to tackle the major social issue of prejudice is to highlight a vision of the world where individuals are all “global citizens” facing the same challenge. The article investigates the feasibility of district heating in a small town adjacent to a Kraft pulp mill in eastern Canada. A detailed heat demand analysis is performed for all buildings using a geographical information system and archived data provided by the municipality. The study shows that the entire space heating requirement of the town can be supplied by steam from the mill, even during exceptional peak demands. A screening test based on load density indicators, however, reveals that (...) a district heating serving the entire town would probably not be economically viable. An economic analysis of partial districts show that a district covering about half of the town can be economically viable with a proper balance between the price of the steam sold by the mill to the district operator and the cost of the energy sold to customers. " C'est avec de bonnes paroles que le mille-pattes traverse un champ fleuri de fourmis. " Selon ce dicton de Cote-d'Ivoire, ce n'est qu'avec ces bonnes paroles, sinceres et raisonnables, que le mille-pattes a evite un conflit avec les fourmis. Noble ancienne tradition qui a souvent permis a la discussion collective de prevenir (...) la violence des vengeances. Au siecle des Lumieres, substituer le droit et le libre debat aux rapports de force fut une promesse liee a tout ideal democratique. Or les siecles qui ont suivi ont comme jamais deploye des violences massives, souvent au nom de la liberte et du droit. Ici et la, malgre tout, le debat public et le souci de reconciliation ont permis de depasser des contradictions qui paraissaient insurmontables. La metaphore du mille-pattes vient rappeler que ce fut longtemps une regle commune. Apres avoir depasse la logique des vengeances individuelles et collectives, la justice civile et internationale devient parfois une forme legale de vengeance des vainqueurs, qu'elle pretend pourtant remplacer. La popularite de Gandhi, Luther King et Mandela, qui ont triomphe par les vertus de la simple parole, est-elle un echo du passe de l'humanite ou la promesse d'une reinvention a venir de la politique? En reprenant ces questions a la lumiere de l'heritage de vingt-cinq siecles de pensee, tentons de tracer les contours de cette " philosophie du mille-pattes " que le monde actuel, plus violent et inegalitaire que jamais, laisse affleurer comme un avenir possible. Au nom d’une conception de la loi comme habitude, ce dernier rejette le principe d’uniformité du cours de la nature, se distinguant fermement du nominalisme millien. This article explains what is meant by the creolizing of ideas and then demonstrates it through exploring a political observation about political illegitimacy made by eighteenth-century Genevan social and political thinker Jean-Jacques Rousseau and creolized when the nineteenth-century African-American educator and social critic Anna Julia Cooper argued that the ideal of independence that lay at the core of political doctrines of republican self-governance relied on forms of willful blindness that cloaked the ongoing dependence of all human beings on (...) one another. In conclusion, the article considers what Cooper's expansion of Rousseau's insight and creolized readings of political philosophy imply for our pursuit of just political institutions today. (shrink)

Can social phenomena be understood by analyzing their parts? Contemporary economic theory often assumes that they can. The methodology of constructing models which trace the behavior of perfectly rational agents in idealized environments rests on the premise that such models, while restricted, help us isolate tendencies, that is, the stable separate effects of economic causes that can be used to explain and predict economic phenomena. In this paper, I question both the claim that models in economics supply claims about tendencies (...) and also the view that economics, when successful, necessarily follows this method. Not many philosophers have dealt seriously with the problems of women's rights and status, and those that have, have unfortunately often been on the wrong side. In fact Plato and Mill are the only great philosophers who can plausibly be called feminists. But there has been surprisingly little serious effort made to analyse their arguments; perhaps because it has seemed like going over ground already won.

This article defends the Harm Principle, commonly attributed to John Stuart Mill, against recent criticism. Some philosophers think that this principle should be rejected, because of severe difficulties with finding an account of harm to plug into it. I examine the criticism and find it unforceful. Finally, I identify a faulty assumption behind this type of criticism, namely that the Harm Principle is plausible only if there is a full-blown, and problem-free, account of harm, which proponents of the principle (...) can refer to. :This paper explores a form of corporeal copying which it terms mimetic communication, and explores the way it is not limited to human communication but can and does operates across species. Focusing on the way movement and vision can be seen to be at work in this kind of mimetic communication, the paper argues that it constitutes an important form of affective knowledge about both human and non-human others. Taking the work of early twentieth-century documentary filmmaker Jean Painlevé, who (...) worked extensively with marine creatures, as a case in point, it explores the way in which certain technologies – in this case, cinema – can make use of mimesis as a communicational strategy which comprises the key feature of an aesthetic practice. It examines the implications of this for the way we conceive of affective spectatorship in cinema and for the way we understand our relations with animals, especially as we seek to study them.
