The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. An analysis is done of a relativistic paradox posed in the Feynman Lectures of Physics involving two interacting charges. The physical system presented is compared with similar systems that also lead to relativistic paradoxes. The momentum conservation problem for these systems is presented. The relation between the presented analysis and the ongoing debates on momentum conservation in the Aharonov-Bohm problem is discussed.

We dispute Penn et al.'s claim of the sharp functional discontinuity between humans and nonhumans with evidence in bottlenose dolphins (Tursiops truncatus) of higher-order generalizations: spontaneous integration of previously learned rules and concepts in response to novel stimuli. We propose that species-general explanations that are in approach are more plausible than Penn et al.'s innatist approach of a genetically prespecified supermodule.

Should we restore degraded nature, and if so, why? Environmental theorists often approach the problem of restoration from perspectives couched in much broader debates, particularly regarding the intrinsic value and moral status of natural entities. Unfortunately, such approaches are susceptible to concerns such as the baseline problem, which is both a philosophical and technical issue related to identifying an appropriate restoration baseline. Insofar as restoration ostensibly aims to return an ecosystem to a particular baseline state, and depends upon clearly identifying (...) this baseline for success, the very project of restoration appears impossible to get off the ground. Recasting environmental restoration in terms of obligations, instead of status, value, or worth, can avoid this and other classic challenges. If obligations to restore nature follow from intersubjectively validated reasons to justify our actions, we can salvage restoration from the threat of the baseline problem. (shrink)

The mechanisms for cultural transmission remain disputable and difficult to validate through observational field studies alone. If controlled experimental laboratory investigation reveals that a putative mechanism is demonstrable in the species under study, then inferences that the same mechanism is operating in the field observation are strengthened.

In this paper we introduce the 'New Substitution Problem' which, on its face, presents a problem for adaptation proposals that are justified by appeal to obligations of reparation. In contrast to the standard view, which is that obligations of reparation require that one restore lost value, we propose instead that obligations to aid and assist species and ecosystems in adaptation, in particular, follow from a failure to adequately justify - either by absence, neglect, omission or malice - actions that caused, (...) or coalesced to cause, climatic change. Because this position suggests a different reason for reparation - namely, it does not rely on the notion that an obligation to repair is contingent upon a lost good - it permits moving forward with assisted colonisation and migration, but does so without falling subject to the complications of the New Substitution Problem. Philosopher, poet, literary and cultural critic, George Santayana is a principal figure in Classical American Philosophy. His naturalism and emphasis on creative imagination were harbingers of important intellectual turns on both sides of the Atlantic. He was a naturalist before naturalism grew popular; he appreciated multiple perfections before multiculturalism became an issue; he thought of philosophy as literature before it became a theme in American and European scholarly circles; and he managed to naturalize Platonism, update Aristotle, fight off idealisms, and (...) provide a striking and sensitive account of the spiritual life without being a religious believer. His Hispanic heritage, shaded by his sense of being an outsider in America, captures many qualities of American life missed by insiders, and presents views equal to Tocqueville in quality and importance. Beyond philosophy, only Emerson may match his literary production. As a public figure, he appeared on the front cover of Time (3 February 1936), and his autobiography (Persons and Places, 1944) and only novel (The Last Puritan, 1936) were the best-selling books in the United States as Book-of-the-Month Club selections. The novel was nominated for a Pulitzer Prize, and Edmund Wilson ranked Persons and Places among the few first-rate autobiographies, comparing it favorably to Yeats's memoirs, The Education of Henry Adams, and Proust's Remembrance of Things Past. Remarkably, Santayana achieved this stature in American thought without being an American citizen. He proudly retained his Spanish citizenship throughout his life. Yet, as he readily admitted, it is as an American that his philosophical and literary corpuses are to be judged. The increasing incidence of ‘trafficking’ has added an incontestably disturbing dimension to the contestable nature of a ‘non-trafficked’ UK sex industry. Men who buy sex remain under-researched, though some studies have indicated ambivalence within men's attitudes. This study combines a critical discursive psychology in support of dialogical self theory. Secondary data, from prominent UK media resources, were analysed using Edley's method of combining ‘interpretative repertoires’, ‘ideological dilemmas’ and ‘subject positions’. Contrasting discursive practices indicative of wider ideological conflict were found. Discursive (...) concepts were ‘mapped’ onto Hermans and Hermans-Konopka's ‘I-positions’ to explore how these potentially dilemmatic positions might be understood in terms of identity production. The function of ‘uncertainty’, particularly salient with the increasing complexity of globalisation, was considered a factor in how men's identities might be limited by the current discursive space. A ‘dialogical’ model of self is introduced as a framework for understanding how men who buy sex might take up new, inclusive, positions. A corollary is reflected upon; that researchers, activists and buyers alike, who remain ideologically inflexible, may be sustaining the conditions for coercion through their contribution to the discursive conflict. The synthesis of discursive and dialogical analytical tools is recommended for investigating the production of selves in contested spaces. (shrink)

Review of Herman Cappelenand John Hawthorne, Relativism and Monadic Truth, Oxford: Oxford University Press 2009.

Published in 1935, George Santayana's The Last Puritan was the American philosopher's only novel. It became an instant best-seller, immediately linked in its painful voyage of self discovery to The Education of Henry Adams. It is essentially a novel of ideas, expressed in the birth, life, and early death of Oliver Alden.The Last Puritan is volume four in a new critical edition of The Works of George Santayana that restores Santayana's original text and provides important new scholarly information. Books in (...) this series - the first complete publication of Santayana's works - include an editorial apparatus with notes to the text, textual commentary, discussions of adopted readings, lists of variants and emendations, and line-end hyphenations. Irving Singer's new introduction to this edition takes up Santayana's philosophical and artistic concerns, including issues of homosexuality raised by the depiction of the novel's two protagonists, Oliver and Mario, and of the relationship between Oliver and the rogue character Jim Darnley. In his thoughtful analysis Singer finds the term "homosexual novel" too reductionist and imprecise for what Santayana is trying to achieve. Singer brings to light the author's skillful and inventive methods for perceiving and interpreting reality, including ideal forms of friendship, and his success in exploring the pervasive moral problems that people face throughout their existence. A logic-enriched type theory is a type theory extended with a primitive mechanism for forming and proving propositions. We construct two LTTs, named and , which we claim correspond closely to the classical predicative systems of second order arithmetic and . We justify this claim by translating each second order system into the corresponding LTT, and proving that these translations are conservative. This is part of an ongoing research project to investigate how LTTs may be used to formalise different approaches (...) to the foundations of mathematics.The two LTTs we construct are subsystems of the logic-enriched type theory , which is intended to formalise the classical predicative foundation presented by Herman Weyl in his monograph Das Kontinuum. The system has also been claimed to correspond to Weyl’s foundation. By casting and as LTTs, we are able to compare them with . It is a consequence of the work in this paper that is strictly stronger than .The conservativity proof makes use of a novel technique for proving one LTT conservative over another, involving defining an interpretation of the stronger system out of the expressions of the weaker. This technique should be applicable in a wide variety of different cases outside the present work. (shrink)

This article examines the methodology of a core branch of contemporary political theory or philosophy: “analytic” political theory. After distinguishing political theory from related fields, such as political science, moral philosophy, and legal theory, the article discusses the analysis of political concepts. It then turns to the notions of principles and theories, as distinct from concepts, and reviews the methods of assessing such principles and theories (e.g., the reflective-equilibrium method), for the purpose of justifying or criticizing them. Finally, it looks (...) at a recent debate on how abstract and idealized political theory should be, and assesses the significance of disagreement in political theory. If we don't know what the words 'democracy' and 'democratic' mean, then we don't know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for Abolitionism is simple: those terms are defective (...) and we can easily do better, so let's get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of 'democracy' and 'democratic'. Cappelen shows that 'democracy' and 'democratic' are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than 'democracy'. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms like 'democracy' and 'democratic'. (shrink)

When one encounters disagreement about the truth of a factual claim from a trusted advisor who has access to all of one's evidence, should that move one in the direction of the advisor's view? Conciliatory views on disagreement say "yes, at least a little." Such views are extremely natural, but they can give incoherent advice when the issue under dispute is disagreement itself. So conciliatory views stand refuted. But despite first appearances, this makes no trouble for *partly* conciliatory views: views (...) that recommend giving ground in the face of disagreement about many matters, but not about disagreement itself. The claim of this paper is that the everyday functions of knowledge make most sense if we see knowledge as contrastive. That is, we can best understand how the concept does what it does by thinking in terms of a relation “a knows that p rather than q.” There is always a contrast with an alternative. Contrastive interpretations of knowledge, and objections to them, have become fairly common in recent philosophy. The version defended here is fairly mild in that there (...) is no suggestion that we cannot think in terms of a simpler not explicitly contrastive relation “a knows that p.” Some, for instance Schaffer (2005) and Karjalainen and Morton (2003), have hinted that this stronger possibility may be right. But all that I am arguing now is that facts that are easily expressed in contrastive terms are vital to understanding why we need the concept of knowledge. In a piece that is in some ways a companion to this one ("Contrastivism" in Duncan Pritchard and Sven Bernecker, eds. The Routledge Companion to Epistemology. Many favor representationalism about color experience. To a first approximation, this view holds that experiencing is like believing. In particular, like believing, experiencing is a matter of representing the world to be a certain way. Once you view color experience along these lines, you face a big question: do our color experiences represent the world as it really is? For instance, suppose you see a tomato. Representationalists claim that having an experience with this sensory character is necessarily connected with representing (...) a distinctive quality as pervading a round area out there in external space. Let us call it “sensible redness” to highlight the fact that the representation of this property is necessarily connected with the sensory character of the experience. Is this property, sensible redness, really co-instantiated with roundness out there in the space before you? (shrink)

Herman Cappelen investigates how language and other representational devices can go wrong, and how to fix them. We use language to understand and talk about the world, but what if our language has deficiencies that prevent it from playing that role? How can we revise our concepts, and what are the limits on revision?

Barbara Herman argues for a radical shift in the way we perceive Kant's ethics. She convincingly reinterprets the key texts, at once allowing Kant to mean what he says while showing that what Kant says makes good moral sense. She urges us to abandon the tradition that describes Kantian ethics as a deontology, a moral system of rules of duty. She finds the central idea of Kantian ethics not in duty but in practical rationality as a norm of unconditioned goodness. (...) In order to predict and explain behavior, one cannot specify the mental state of an agent merely by saying what information she possesses. Instead one must specify what information is available to an agent relative to various purposes. Specifying mental states in this way allows us to accommodate cases of imperfect recall, cognitive accomplishments involved in logical deduction, the mental states of confused or fragmented subjects, and the difference between propositional knowledge and know-how .

The standard view of philosophical methodology is that philosophers rely on intuitions as evidence. Herman Cappelen argues that this claim is false: it is not true that philosophers rely extensively on intuitions as evidence. At worst, analytic philosophers are guilty of engaging in somewhat irresponsible use of 'intuition'-vocabulary. While this irresponsibility has had little effect on first order philosophy, it has fundamentally misled meta-philosophers: it has encouraged meta-philosophical pseudo-problems and misleading pictures of what philosophy is.

Some philosophical theories of the nature of color aim to respect a "common sense" conception of color: aligning with the common sense conception is supposed to speak in favor of a theory and conflicting with it is supposed to speak against a theory. In this paper, we argue that the idea of a "common sense" conception of color that philosophers of color have relied upon is overly simplistic. By drawing on experimental and historical evidence, we show how conceptions of color (...) vary along several dimensions and how even supposedly "core" components of the contemporary "common sense" conception of color are less stable than they have been thought to be. Contemporary society needs the recognition of a moral middle ground, where human behavior can be evaluated as permissible, understandable, or even valuable. As a counterforce to polarization and divisive politics, an identity model is proposed in which individual and group identities are transcended by a human and ecological identity.

In this paper, I do a few things. I develop a (largely) empirical argument against naïve realism (Campbell, Martin, others) and for representationalism. I answer Papineau’s recent paper “Against Representationalism (about Experience)”. And I develop a new puzzle for representationalists.

In our book The Inessential Indexical we argue that the various theses of essential indexicality all fail. Indexicals are not essential, we conclude. One essentiality thesis we target in the third chapter is the claim that indexical attitudes are essential for action. Our strategy is to give examples of what we call impersonal action rationalizations , which explain actions without citing indexical attitudes. To defeat the claim that indexical attitudes are essential for action, it suffices that there could be even (...) one successful impersonal action rationalization. In what follows we bolster our case against an essential connection between action and the de se (or indexicality), first by developing a range of new action models and secondly by responding to challenges from Dilip Ninan, Stephan Torre, and José Luis Bermúdez . How best to think about quantum systems under permutation invariance is a question that has received a great deal of attention in the literature. But very little attention has been paid to taking seriously the proposal that permutation invariance reflects a representational redundancy in the formalism. Under such a proposal, it is far from obvious how a constituent quantum system is represented. Consequently, it is also far from obvious how quantum systems compose to form assemblies, i.e. what is the formal (...) structure of their relations of parthood, overlap and fusion. In this paper, I explore one proposal for the case of fermions and their assemblies. According to this proposal, fermionic assemblies which are not entangled—in some heterodox, but natural sense of ‘entangled’—provide a prima facie counterexample to classical mereology. This result is puzzling; but, I argue, no more intolerable than any other available interpretative option. (shrink)

The problem of trust in social relationships was central to the emergence of the modern form of civil society and much discussed by social and political philosophers of the early modern period. Over the past few years, in response to the profound changes associated with postmodernity, trust has returned to the attention of political scientists, sociologists, economists, and public policy analysts. In this sequel to his widely admired book, The Idea of Civil Society, Adam Seligman analyzes trust as a (...) fundamental issue of our present social relationships. Setting his discussion in historical and intellectual context, Seligman asks whether trust--which many contemporary critics, from Robert Putnam through Francis Fukuyama, identify as essential in creating a cohesive society--can continue to serve this vital role. Seligman traverses a wide range of examples, from the minutiae of everyday manners to central problems of political and economic life, showing throughout how civility and trust are being displaced in contemporary life by new "external' system constraints inimical to the development of trust. Disturbingly, Seligman shows that trust is losing its unifying power precisely because the individual, long assumed to be the ultimate repository of rights and values, is being reduced to a sum of group identities and an abstract matrix of rules. The irony for Seligman is that, in becoming postmodern, we seem to be moving backward to a premodern condition in which group sanctions rather than trust are the basis of group life. (shrink)
