A quintessential challenge for any perceptual system is the need to focus on task-relevant information without being blindsided by unexpected, yet important information. The human visual system incorporates several solutions to this challenge, one of which is a reflexive covert attention system that is rapidly responsive to both the physical salience and the task-relevance of new information. This paper presents a model that simulates behavioral and neural correlates of reflexive attention as the product of brief neural attractor states that are (...) formed across the visual hierarchy when attention is engaged. Such attractors emerge from an attentional gradient distributed over a population of topographically organized neurons and serve to focus processing at one or more locations in the visual field, while inhibiting the processing of lower priority information. The model moves towards a resolution of key debates about the nature of reflexive attention, such as whether it is parallel or serial, and whether suppression effects are distributed in a spatial surround, or selectively at the location of distractors. Most importantly, the model develops a framework for understanding the neural mechanisms of visual attention as a spatiotopic decision process within a hierarchy and links them to observable correlates such as accuracy, reaction time, and the N2pc and PD components of the EEG. This last contribution is the most crucial for repairing the disconnect that exists between our understanding of behavioral and neural correlates of attention. (shrink)

When one says, “I had a desire to have a glass of water and this was followed by my action to fetch the glass of water” then the common sense observation would assume that one’s mind caused this action. In this paper, I assume that there is a mind or there are ‘mental states’ which either belong to an enduring self or constitute a selfless stream of consciousness. I will provide the debate between Advaita Vedanta and Abhidharma Buddhism to present (...) this tension between enduring self and selfless stream of consciousness clearly. However, the aim of this paper is to look at how the mind is assumed to have causal powers. Is this assumption valid or not? Jaegwon Kim presents three problems that arise out of this assumption: “mental anomalism,” content externalism and causal exclusion. I shall look at these problems in detail in part I. In part II, I shall provide Buddhist arguments in favour of mind especially consciousness that can escape the reductionist arguments formulated by Kim by looking at the recent debates in contemporary physics especially quantum mechanics. BackgroundStudies on different methods to supplement the traditional informed consent process have generated conflicting results. This study was designed to evaluate whether participants who received group counseling prior to administration of informed consent understood the key components of the study and the consent better than those who received individual counseling, based on the hypothesis that group counseling would foster discussion among potential participants and enhance their understanding of the informed consent.MethodsParents of children participating in a trial of nutritional supplementation were (...) randomized to receive either group counseling or individual counseling prior to administration of the informed consent. To assess the participant's comprehension, a structured questionnaire was administered approximately 48-72 hours afterwards by interviewers who were blinded to the allocation group of the respondents.ResultsA total of 128 parents were recruited and follow up was established with 118 (90.2%) for the study. All respondents were aware of their child's participation in a research study and the details of sample collection. However, their understanding of study purpose, randomization and withdrawal was poor. There was no difference in comprehension of key elements of the informed consent between the intervention and control arm.ConclusionsThe results suggest that the group counseling might not influence the overall comprehension of the informed consent process. Since the 1980s, developed countries, led by the United States and the countries of the European Union, have sought to incorporate intellectual property rights provisions into global trade agreements. These countries successfully negotiated the World Trade Organization's 1994 Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), which required developing countries to adopt intellectual property provisions comparable to developed countries. In this manuscript, we review the policy controversy surrounding TRIPS and examine the two main ethical arguments articulated in its support (...) — a theory of natural rights and a utilitarian argument. We contend that these theories provide insufficient bases for an intellectual property rights regime that compromises access to essential medicines in the developing world. While the policy community has engaged in active debate around the policy effects of TRIPS, scholars have not thoroughly considered the full ethical underpinnings of those policy arguments. We believe that a more robust understanding of the ethical implications of the agreement should inform policy discussions in the future. (shrink)

Ludwig Wittgenstein's interest in the writings of Rabindranath Tagore, is recognized among scholars worldwide though little has been written on his fascination with Tagore's poetry and symbolic plays. In Language, Limits, and Beyond, Priyambada Sarkar explores Tagore and Wittgenstein's philosophical arguments on the concept of 'threshold of language and meaning', highlighting the systematic connections between Tagore's canon and Wittgenstein's early works. Situatingher study in the early 1900s, when Tagore's poetry had just become available in Europe, Sarkar finds similarities (...) between Tagore's and Wittgenstein's exploration of the limits of language. She argues that Wittgenstein's early philosophy can be better understood when juxtaposed with Tagore.Drawing parallels between the worlds of philosophy and poetry, Sarkar identifies the point of convergence of their two philosophies in the realm of language, tracing how they reach surprisingly similar conclusions through entirely different paths of inquiry. Sarkar finally claims that such important points of contact will help one to arrange the pieces of the Tractarian jigsaw puzzle in a manner where all the pieces of logic, language, world, and the mystical will fall into place and form acoherent picture. Cancer is fast becoming an alarming cause of human death. However, it has been reported that if the disease is detected at an early stage, diagnosed, treated appropriately, the patient has better chances of survival long life. Machine learning technique with feature-selection contributes greatly to the detecting of cancer, because an efficient feature-selection method can remove redundant features. In this paper, a Fuzzy Preference-Based Rough Set (FPRS) blended with Support Vector Machine (SVM) has been applied in order to predict cancer (...) biomarkers for biological and gene expression datasets. Biomarkers are determined by deploying three models of FPRS, namely, Fuzzy Upward Consistency (FUC), Fuzzy Downward Consistency (FLC), and Fuzzy Global Consistency (FGC). The efficiency of the three models with SVM on five datasets is exhibited, and the biomarkers that have been identified from FUC models have been reported. (shrink)

This article places Friedrich Nietzsche’s call to trans-valuate values into a wider historical panorama, hearkening back to ethical orientations within both the Archaic and the Attic Greek world with respect to the unity of the virtues. It is argued that the unity of cognitive and bodily excellence, so central to the Greek world, and culminating in Aristotle’s ethics, functioned inchoately as the measure according to which Nietzsche evaluated values. Extrapolating from the phenomenon of rival perceptions regarding the paradigmatic sculpture of (...) Rodin’s The Thinker—both from the time of its creation and in our own day—the article concludes by suggesting that moral philosophies alienated from the demand of the unity of physical and cognitive virtues might indeed be subject to the devastating critique that Nietzsche had advanced. The egalitarian nature of these values and this critique, however, remains an open question. (shrink)

This book brings together two of the most powerful and relevant philosophical critiques of human rights: the post-colonialist and the post-Althusserian, its balanced internal structure not just throwing these two critiques together, but actually forcing them to enter into confrontation and dialogue. The book is organised in three parts: at each end, the post-colonialist and the post-Althusserian critiques are represented by some of their main thinkers, while in the middle, an American intermezzo functions as a genuine Derridian supplement: always already (...) contaminating the purity of the two theoretical schools, preventing their enclosure and, hence, fuelling and complicating further their mutual confrontation. As in any authentic dialogue, the introduction and the conclusion each claim victory for one of the sides by changing the very terms and rules of the dialogue, picturing it as a confrontation between emancipatory universalism and inefficient particularism, or as a split between hypocrisy and truth. By now it has become commonplace to note that the early Carnap was strongly influenced by Kant and the neo-Kantianism of his day.1 As early as 1977 Haack noted some striking similarities between the Aufbau and the first Critique; since then, Haack’s observation has been underscored by documenting the explicit role of the neo-Kantians in Carnap’s early education and intellectual development.2 Whether or not Carnap in the Aufbau was at all interested in traditional empiricism, or even strongly influenced by Russell, (...) remains debatable.3 However, a decisive early influence of Kant cannot be persuasively denied. Nevertheless, Kant and the neo-Kantians do not comprise the whole story. Sumit Sarkar, one of the leading Indian historians of his generation, participated in the Indian-British Subaltern Studies Collective that established new standards in the historiography of colonialism in the 1980’s. In this Interview, Déborah Cohen and Urs Lindner ask him about the achievements and oversights of the Subaltern Studies project, the prospects of global history, Marx’s eurocentrism and the problem of religion.

The global justice debate has been raging for forty years. Not merely the terms and conditions, but, more deeply, the epistemic, existential and ethical grounds of the international relations of persons, states and institutions are being determined, debated and negotiated. Yet the debate remains essentially a parochial one, confined largely to Western intellectuals and institutional spaces. An Introduction to the field is therefore still urgently required, because it remains necessary to include more ‘global’ voices into this debate of worldwide reach (...) and significance. The book addresses this need in two closely related ways. In Part I, it introduces the main contours of the debate by reproducing three of the most fundamental and influential essays that have been composed on the topic — essays by Peter Singer, Thomas Pogge and Thomas Nagel. In Part II, it makes a decisive critical intervention in the main stream of the debate through exposing the participation deficit afflicting the theorization of global justice. This part begins with a well-known essay by Amartya Sen, who famously referred to the ‘parochialism’ of the global justice debate in making a break with the Rawlsian paradigm that has dominated the field until now. Finally, a series of lively essays newly composed for this volume reflect on the possibilities for deparochializing global justice opened up by Sen’s work in this area. The book will be useful for students of international relations, postcolonial studies, political theory, and social and political philosophy, as well as for those engaged in studies of globalization or global studies. ObjectiveThis paper explores the interrelation among the concepts of identity, individuality and indiscernibilty, primarily from the standpoint of contemporary western analytic ontology and logic.MethodI review, compare and evaluate the classical and the alternative approaches to identity. In this regard, I focus on the issue whether these purportedly alternative approaches do really provide us with alternative conceptions of identity, or they are considering some other forms of equivalence relations weaker than the relation of identity. Arguments for and against the Principles of (...) Indiscernibility of Identicals and Identity of Indiscernibles are delineated to unravel the connection between identity and indiscernibility. Various attempts to provide the definition of identity in terms of indiscernibility have also been evaluated.FindingsI argue that it is a verbal issue whether we use the term ‘identity’, when analysed in terms of indiscernibility, or ‘congruence’, but the underlying metaphysical issues are not simple. If identity is analysed in terms of indiscernibility, stipulation of one’s philosophical understanding of property and possession of properties in the concerned logic and ontology should be made in clear terms to avoid confusion. But there can also be ontological and logical frameworks where numerical identity and difference are not qualitatively explicable.ConclusionA pluralist stance, at least at the phenomenal level, is proposed to be maintained with regard to the explanation of the phenomenon of identity. This pluralist stance has also been proposed as a plausible metatheoretical framework of metaphysical debates. (shrink)
